Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: 27.03.2026 828 (a) whether the Central Drugs Standard Control Organisation (CDSCO) has revised drug testing norms to expedite approval of pharmaceutical products, if so, the details thereof and if not, the reasons therefor; (b) the details of the changes introduced in regulatory procedures, including timelines, documentation and testing requirements for drug approvals; (c) the policy measures undertaken to ensure that fast-track approval mechanisms maintain safety, efficacy and quality standards, if so, the details thereof and if not, the reasons therefor; (d) the steps taken or proposed to be taken by the Government to strengthen regulatory oversight, laboratory capacity and post-market surveillance of approved drugs; and (e) the expected impact of these revised norms on improving access to medicines, promoting innovation and strengthening the pharmaceutical regulatory framework in the Country? THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE; AND MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRIMATI ANUPRIYA PATEL): (a) to (e) : The New Drugs and Clinical Trials Rules, 2019 were amended vide G.S.R. 46(E) dated 20.01.2026 providing system of “prior intimation” instead of obtaining permission from Central Drugs Standard Control Organization (CDSCO) for manufacture of certain categories of drugs (except certain high risk category of drugs) for analytical and non-clinical testing. This reform removes the existing 27.03.2026 829 requirement of pharmaceutical companies to obtain a test licence for the manufacture of small quantities these dugs intended for examination, research, or analysis purposes. This will reduce drug development timelines, and there by promote innovation. Ministry of Health and Family Welfare and CDSCO have taken following measures to ease the regulatory landscape and fast-track approval for the manufacturing of drugs in the country; (i) On 25.02.2026, CDSCO has issued a Guidance Document for submission of application for obtaining Manufacturing License by the Applicant based on Dossier based licensing of Drugs. The dossier based approval process promotes the transparency and ensures fairness in the decision making process. The dossier based approach is more efficient than the individual evaluation as it streamlines the process and reduces the need for redundant assessment. (ii) On 23.02.2026, CDSCO issued a circular to fast-track approvals for new drugs by allowing No-Objection Certificates (NOCs) for laboratory testing to be issued immediately upon receipt of applications a step aimed at reducing delays in the drug approval process. Under the revised procedure, NoCs for testing new drugs at designated government laboratories shall be granted upfront, instead of waiting for prior scrutiny of detailed technical specifications. 27.03.2026 830 (iii) On 21.01.2026, the Central Government notified the replacement of permission system with online intimation mechanism for BA/BE (bioequivalence/bioavailability) studies of unapproved drugs for export purpose. It removes the prior permission requirements for carrying out low risk bioavailability/bioequivalence studies for export purposes. By reducing regulatory timelines and procedural requirements, this reform provides significant benefits to manufacturers and the generic pharmaceutical industry. (iv) On 02.01.2026, the Central government released the new Indian Pharmacopoeia (IP) 2026. Several new blood products, vaccines and anti-tuberculosis medications have been included in it. (v) Validity period for Free Sale Certificate issued by CDSCO to exporters, has been made co-terminus with the validity of Manufacturing Licence. (vi) In order to minimize the requirement of toxicity studies in animals, CDSCO published circular dated 29.07.2024, to accept already generated preclinical toxicity data for review. Further, the requirement of animal toxicity data needed in certain cases shall be determined on the case by case basis depending on the nature of new claims as well as the mechanism of action etc. and non-clinical data already generated with the drug in the approved claim. (vii) In order to enable faster disposal of applications and licenses, CDSCO has issued orders for delegation of powers of certain powers under the 27.03.2026 831 Drugs and Cosmetics Act, 1940 and rules thereunder to officers of the rank of Joint Drugs Controller (India) and Deputy Drugs Controller (India). (viii) Online National Drugs Licensing System (ONDLS) portal has been developed by Centre for Development of Advanced Computing (CDAC) in coordination with CDSCO, Government of India and State/UT Drugs Regulatory Authorities which is a single window platform for online processing of various applications for manufacturing and sales licences. An online portal, SUGAM labs is in place since September 2023 for integrating the drug testing labs of the CDSCO. It automates the entire workflow for testing of Medical Products (Drugs, Vaccine, Cosmetics & Medical devices) to meet the quality specification and tracing the testing status in the laboratories. In order to assess the regulatory compliance of drug manufacturing premises in the country, the CDSCO along with State Drugs Controllers (SDCs) have conducted Risk-Based Inspections of more than 960 premises since December, 2022 and based on findings, more than 860 actions like issuance of show cause notices, stop production order, suspension, cancellation of licenses /product licenses, warning letters have been taken by the State Licensing Authorities. Further, more than 1100 cough syrup manufacturers and 380 blood centres have been subjected to intense audit in coordination with State authorities. 27.03.2026 832 Increased market surveillance sampling of syrup formulations by Central and State drugs regulators has also been done. To strengthen the drug testing infrastructure and enhance laboratory capacity across the country, Ministry of Health and Family Welfare has implemented a Centrally Sponsored Scheme 'Strengthening of States’ Drug Regulatory System (SSDRS). The scheme envisages upgrading existing State laboratories, setting up of new drug testing laboratories and upgradation of existing State drug control offices in the country. Under the SSDRS Scheme, funds totalling Rs. 756 Crore has been released to States/UTs as part of the Central Share and 19 New Drug Testing Labs have been constructed and 28 existing labs have been up-graded in various States/UTs. For post-market surveillance of approved drugs and medical devices, the National Coordination Centre (NCC) for Pharmacovigilance Programme of India (PvPI) at Indian Pharmacopoeia Commission (IPC) at Ghaziabad under the Ministry of Health and Family Welfare, Government of India is collecting the adverse events reports related to the medical products from different Adverse Drug Reaction Monitoring Centres of PvPI and other stakeholders across the country. These reports are analysed from time to time and medical products safety related recommendations are sent to CDSCO for taking appropriate regulatory actions. 27.03.2026 833 ADMISSION IN NEET PG-2025 5686. SHRI TAMILSELVAN THANGA: Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) whether it is a fact that the National Board of Examinations in Medical Science (NBEMS) has recently reduced the qualifying percentile to zero for candidates in reserved categories enabling even those who scored as low as minus 40 marks out of 800 in the National Eligibility cum Entrance Test (Postgraduate)/ NEET-PG 2025 to participate in the 3rd round of the ongoing counselling process for postgraduate medical admissions; (b) if so, the details thereof; (c) whether the Government has received any protests or complaints from sections of the medical fraternity as it reflects a worrying decline in academic standards in medical education; (d) if so, the details thereof; and (e) the total number of such reserved categories students who scored as low as minus 40 marks out of 800 in the NEET-PG 2025 who have secured admission across the Country as on date, college-wise and State/UT-wise? THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE; AND MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRIMATI ANUPRIYA PATEL): (a) to (e) : The Medical Counselling Committee (MCC) of the Directorate General of Health Services (DGHS) conducts counselling for postgraduate medical courses in 27.03.2026 834 accordance with the scheme laid down by the Hon’ble Supreme Court of India. The NEET-PG counselling conducted by MCC covers 50% All India Quota (AIQ) seats and 100% seats of Central/Deemed Universities across the country. Further, counselling for the State quota PG seats and seats in private medical colleges is conducted by the respective State counselling authorities. The decision to revise the qualifying percentiles was taken following the completion of Round-2 counselling by MCC wherein it was reported that out of 29,476 seats offered by MCC for counselling, 9,621 seats remained vacant. Further, as counselling for 50% seats is conducted by respective State authorities, it was assessed that approximately 20,000 seats (including DNB seats) were vacant after two rounds. Hence, consistent with past academic years which had proven effective in ensuring maximum seat utilisation, the Government reduced the qualifying percentile for eligibility to PG Counselling 2025 to ensure precious PG medical seats do not remain vacant. The revised qualifying percentiles for NEET PG 2025 are as under: Category Revised Minimum Qualifying Criteria UR/EWS 7th Percentile UR–PwD 5th Percentile SC / ST / OBC 0th Percentile Representations have been received from few stakeholders against the reduction in percentile for NEET-PG 2025. However, representations for further reduction of cut-off percentile in view of vacant seats in medical colleges have also 27.03.2026 835 been received. The MCC has informed that no candidate scoring –40 marks has been allotted a seat under any category in the All India Quota. IRREGULARITIES OF ADMISSIONS IN LOK NAYAK HOSPITAL 5687. SHRI LAXMIKANT PAPPU NISHAD: Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) whether the Government is aware of the inquiry report of the National Medical Commission regarding alleged irregular admissions to M.Ch. Neurosurgery and D.M. Neuro-Anaesthesia courses at Lok Nayak Hospital, New Delhi, affiliated with Maulana Azad Medical College including deficiencies in faculty, infrastructure and violation of statutory norms, if so, the details thereof; (b) the disciplinary and penal action taken/proposed to be taken by the Government against the responsible officials/former Heads of Department; (c) whether NMC has recommended criminal investigation under relevant provisions of law including charges of fraud, forgery, criminal conspiracy and abuse of official position; (d) the measures taken by the Government to safeguard the academic future, degree validity and migration of affected students whose admissions were declared void-ab-initio in this regard; and (e) the steps taken/proposed to be taken by the Government to strengthen monitoring, audits and accountability mechanisms to prevent recurrence in Government medical Institutions? 27.03.2026 836 THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE; AND MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRIMATI ANUPRIYA PATEL): (a) to (e) : The National Medical Commission (NMC) has examined the issues pertaining to alleged irregular admission to the M. Ch Neurosurgery and D.M. Neuro-Anaesthesia courses at Lok Nayak Hospital affiliated with Maulana Azad Medical College, New Delhi. The matter includes concerns relating to the admission process as well as certain deficienies in faculty, infrastructure and adherence to statutory norms. As a corrective measure, the Government of National Capital Territory of Delhi has informed that new faculties have been nominated as guides for the M.Ch.(Neurosurgery) students. Further, in order to safeguard the academic interests and future of the students, all four students admitted for the academic session 2024-27 have been trasferred to Govind Ballabh Pant Institute of Postgraduate Medical Education and Research (GIPMER), New Delhi. The NMC has also created supernumerary posts for this purpose. National Medical Commission has in place stringent regulatory provisions as well as monitoring and compliance mechanisms to ensure accountability and prevent such instances in medical institutions. The Government of National Capital Territory of Delhi has informed that steps have been taken to strengthen monitoring and oversight, adherence to statutory norms, regular review of faculty and 27.03.2026 837 infrastructure and enhanced coordination with medical institutions and regulatory bodies. UTILIZATION OF FUNDS UNDER CORPORATE SOCIAL RESPONSIBILITY 5688. SHRI MANOJ KUMAR: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) whether fertilizer companies functioning under Corporate Social Responsibility (CSR) are utilizing funds for the welfare of farmers and rural development in the country; (b) if so, the details of CSR funds spent by major fertilizer companies such as Indian Farmers Fertiliser Cooperative Limited, National Fertilizers Limited, Rashtriya Chemicals and Fertilizers and Krishak Bharati Cooperative Limited during the last five years, State-wise and year-wise; (c) the details of projects undertaken under CSR in the sectors of agriculture development, healthcare, education and rural infrastructure; (d) whether any CSR projects have been implemented in Bihar, district-wise, particularly for Rohtas and Kaimur district and if so, the details thereof and if not, the reasons therefor, and (e) whether the Government proposes to encourage fertilizer companies to undertake CSR projects in said districts, if so, the details thereof? 27.03.2026 838 THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE; AND MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRIMATI ANUPRIYA PATEL): (a) to (c) : Rashtriya Chemicals and Fertilizers Limited (RCFL), National Fertilizers Limited (NFL) and The Fertilisers and Chemicals Travancore Limited (FACT) utilize CSR funds in accordance with the provisions of the Companies Act, 2013, with a focused and outcome-oriented approach towards the welfare of farmers and rural development. Indian Farmers Fertiliser Cooperative Limited (IFFCO) and Krishak Bharati Cooperative Limited (KRIBHCO) are multi-state cooperative societies governed under Multi-State Cooperative Society Act, 2002. Hence, the statutory obligation of incurring CSR expenses as mandated by the Companies Act 2013, is not applicable. However, KRIBHCO is utilizing funds for the welfare of farmers and rural development. The details of year-wise and state-wise CSR funds spent by major fertilizer companies during the last five years, are given in the enclosed Statement-I. The details of projects undertaken under CSR in the sectors of Agriculture Development, Healthcare, Education and Rural Infrastructure by major fertilizer companies are enclosed as Statement-II. (d) and (e) : National Fertilizers Limited (NFL) and Krishak Bharati Cooperative Limited (KRIBHCO) have also undertaken CSR projects in Bihar. However, no CSR project has been undertaken in Rohtas and Kaimur districts of Bihar by NFL 27.03.2026 839 and KRIBHCO. NFL has undertaken projects primarily in Aspirational District, Sheikhpura which include development of Government Schools and setting up of computer labs in Barbigha Block, construction of a Gaushala for community use, and implementation of a health management project for girls and women in Goraul Block, Vaishali District. NFL has also distributed Agriculture Drones to Women Self-Help Groups in Punjab and Madhya Pradesh. Major initiatives includes installation of medical oxygen plants, mobile digital health clinics, ambulances and medical equipment in Government hospitals, organization of health camps, distribution of hearing aids and assistive devices, nutrition programmes for school children and training of nurses. NFL has supported Government schools through provision of infrastructure such as desks, smart classrooms, mini science centres, computer labs and educational materials, along with skill development and vocational training programmes for youth. NFL has undertaken projects for improving basic infrastructure in rural areas. NFL has also installed solar- powered LED street lights in villages near its units, including Nangal (Punjab) and Basti (Uttar Pradesh) to enhance safety, accessibility and quality of life for local residents. 27.03.2026 845 2. Rashtriya Chemicals and Fertilizers Limited (RCFL) Key interventions included supply of saplings and seeds to farmers, deployment of a Mobile Sugarcane Crop Health Clinic. Strengthening rural healthcare through ambulance services, dialysis support, and medical equipment. RCFL also promoted women's empowerment through initiatives like "Project WINGS". Focused efforts were made towards inclusive development through "Project Unnati" for skill development of persons with disabilities and targeted support for visually challenged children, support for SC/ST students including in Aspirational Districts like Osmanabad. Installation of solar- powered lighting in fishing villages and solar panels in rural schools, provision of clean drinking water in villages near the Thal Unit, Interventions in sanitation, education infrastructure, waste management, and community development have also contributed to improving the quality of life in rural areas. 27.03.2026 846 3. THE MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE; AND MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI KIRTI VARDHAN SINGH): (a) to (c) : The Government is aware of the H-1B visa-related challenges faced by Indian nationals. Visa-related policies and associated decisions are sovereign matters. The U.S. Government’s stated position is that every visa adjudication is a national security decision and that a U.S. visa is a privilege and not a right. In December 2025, the U.S. Department of State announced vetting of the online presence of all H-1B applicants and their dependents (H-4) to determine their admissibility to the United States. Subsequently, the consular appointments of several H-1B and H-4 visa applicants scheduled in December 2025 were rescheduled to new dates in 2026, leading to a large number of the applicants remaining in India. India believes that skilled talent mobility has long played a significant role in promoting technology advancement, innovation, economic growth, and wealth creation in both India and the United States. Stakeholders in both countries remain engaged for facilitating continued support for legal mobility. 27.03.2026 853 The Government of India accords the highest priority to the safety, security and well-being of Indian nationals abroad. Issues faced by Indian students and workers in various countries, including the United States, Canada, the United Kingdom and countries in the Middle East, are regularly taken up with the concerned governments. Indian nationals can approach Indian Missions and Posts through in-person visits, email, 24x7 emergency helplines, WhatsApp, grievance redressal portals such as MADAD, CPGRAMS and e-Migrate, and social media platforms. The Indian Community Welfare Fund (ICWF) is also utilized to provide assistance to Indian nationals in distress, including students and workers, and includes provision of legal assistance, where necessary. REVIEW OF AMRIT OUTLETS 5691. SHRI GURMEET SINGH MEET HAYER: Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) whether any review, audit or inspection has been conducted since 1 April 2023 into the functioning of Amrit retail outlets operating in public hospitals to verify that whether they sell genuine branded medicines at declared discounted prices; (b) if so, the details thereof along with the findings of such reviews; (c) the number of complaints received alleging artificial price inflation or false discount claims, State/UT-wise along with the action taken by the Government therein including penalties, prosecutions or closure orders; 27.03.2026 854 (d) whether the Government has proposed any steps to ensure price transparency, random quality and price checks and a public grievance mechanism; and (e) if so, the details thereof along with the timeline likely to be taken for the publications of full audit reports? THE MINISTER OF STATE OF THE MINISTRY OF AYUSH; AND MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (SHRI PRATAPRAO GANPATRAO JADHAV): (a) to (e): Affordable Medicines and Reliable Implants for Treatment (AMRIT) initiative is a flagship scheme of the Ministry of Health & Family Welfare aimed at reducing the financial burden on patients suffering from cancer, cardiovascular diseases, and other critical ailments. AMRIT pharmacies operate under a Company Owned, Company Operated (COCO) model, managed by HLL Lifecare Limited, a Government of India Enterprise. The monitoring, review, and inspection of AMRIT outlets are conducted in accordance with the Memorandum of Understanding (MoU) signed between HLL Lifecare Limited and the respective State Governments or host Institutions. These reviews focuses on supply chain integrity, adherence to discounted pricing structures, stock availability and sale of genuine branded medicines at discounted prices. The financial and operational performances of AMRIT pharmacies are subject to statutory audits on annual basis. 27.03.2026 855 Further, following mechanisms are currently in place in order to ensure transparency and quality assurance: • Pricing and discount structures are governed by the terms of the MoU. AMRIT pharmacies utilize an integrated IT system to ensure that discounts are automatically applied at the point of sale, minimizing manual intervention. • Medicines are sourced directly from reputed manufacturers or authorized distributors, ensuring the authenticity of branded drugs. • A robust public grievance mechanism is active, allowing patients or their attendants to report discrepancies directly to the hospital authorities or specialized feedback email (amrit_ncc@lifecarehll.com) or through HLL Lifecare Limited website (https://www.lifecarehll.com/complaint) or Centralised Public Grievance Redress and Monitoring System (CPGRAMS) portal. The complaints received regarding service delivery or pricing have been examined and resolved in a time bound manner. PHARMACEUTICAL EXPORT RECOVERY POST-SIGACHI INDUSTRIAL ACCIDENT 5692. SHRI VAMSI KRISHNA GADDAM: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the quantified impact of the Sigachi Industries explosion in Telangana killing 36 workers on 1st July, 2025 on India's pharmaceutical exports which was 27.03.2026 856 valued at $30 billion in FY 2024-25 and the diplomatic communications sent to major importing countries; (b) the specific measures taken to reassure regulatory authorities in key pharmaceutical export destinations after this industrial accident, considering Telangana's pharmaceutical exports stood at $4.66 billion in FY 2021-22; (c) the bilateral trade discussions held with countries importing Indian pharmaceuticals to prevent any suspension of drug approvals or increased scrutiny of Indian manufacturing facilities post-accident; (d) the coordination mechanism established between Indian missions and pharmaceutical export promotion council to address concerns raised by international buyers regarding manufacturing safety standards in Telangana; and (e) the timeline for implementing enhanced safety protocols in pharmaceutical export units to prevent diplomatic complications and maintain world's largest generic drug supplier? India’s exports of pharmaceuticals increased from USD 27.75 billion in the Calendar Year 2024 to USD 30.45 billion in the Calendar Year 2025, reflecting a 27.03.2026 857 growth of approximately 9.7%, indicating a steady expansion in India’s pharmaceutical export performance. The Government, through the Central Drugs Standard Control Organisation and State licensing authorities, continues to enforce good manufacturing practices to ensure quality and safety of Indian pharmaceutical products. The Government engages in regular bilateral trade discussions through various forums including Joint Working Groups, Fast Track Mechanisms, Joint Commission Meetings and Joint Trade Committees, to ensure sustained market access, broad economic security and supply chain resilience. These dialogues serve to address trade-related queries and prevent unilateral actions or non-tariff barriers, and ensure that isolated industrial incidents do not adversely affect overall trade flows. The Government including the export promotion agencies and Indian Missions abroad coordinate whenever concerns regarding safety or compliance are raised and facilitate the necessary exchange of information and compliance documents from exporters to address such queries/concerns effectively. All factories are legally required to comply with safety provisions under the Occupational Safety, Health and Working Conditions Code, 2020. In order to reinforce compliance, safety awareness programmes, training of safety officers and special inspection, drives are undertaken to ensure adherence to prescribed safety protocols on a continuous basis. 27.03.2026 858 VISA APPOINTMENTS 5693. SHRIMATI JUNE MALIAH: Will the Minister of EXTERNAL AFFAIRS be pleased to state: (a) whether the U.S. Secretary of State has directed halting any increase in visa appointment capacity until 'social media vetting' systems are installed, if so, the details thereof; (b) the steps taken by the Government to protect this privacy-violating barrier that disproportionately harms Indian applicants; and (c) whether it is true that a former US representative claimed that a single Indian district allegedly secured 2.5 times the total H-1B caps, insinuating a 'scam', if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE; AND MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI KIRTI VARDHAN SINGH): (a) to (c) : The U.S. Government, through the Department of State’s public notifications dated 18th June and 3rd December 2025, respectively, expanded its screening and vetting procedures which required H-1B visa applicants and their dependents (H-4) to adjust the privacy settings of their social media profiles to “public.” The U.S. Government’s stated position is that every visa adjudication is a national security decision and that a U.S. visa is a privilege and not a right. The 27.03.2026 859 objective of the recent notifications was said to be to curb visa abuses, protect the American worker, and to identify visa applicants who may be inadmissible to the United States. Subsequently, the consular appointments of several H-1B and H-4 visa applicants scheduled in December 2025 were rescheduled to new dates in 2026, resulting in many applicants remaining in India. The H-1B visa programme is governed by U.S. laws and procedures, and the issuance of such visas is subject to due processes carried out by the competent U.S. authorities – the U.S. Citizenship and Immigration Services (USCIS) for visa adjudications within the United States or the relevant U.S. Embassy / Consulate for visa adjudications overseas. The relatively high number of Indian nationals in the H-1B visa programme reflects the demand-driven nature of the U.S. labour market, particularly in high-skill sectors such as technology and engineering, and the availability of a large pool of qualified Indian professionals. Government of India remains engaged with the U.S. Government to promote mutually advantageous and secure frameworks that allow for streamlining avenues for legal mobility of students and professionals and facilitating short-term tourist and business travel. BILATERAL LABOUR AGREEMENTS WITH WEST ASIAN COUNTRIES 5694. SHRI SACHITHANANTHAM R.: Will the Minister of EXTERNAL AFFAIRS be pleased to state: 27.03.2026 860 (a) the details of the bilateral labour agreements or MoUs signed by the Government with the West Asian countries to protect contract labourers rights along with the monitoring mechanisms in place to ensure its enforcement; (b) whether the Government has taken up cases of exploitation under the Kafala sponsorship system with the host Governments, if so, the details and the outcome thereof; (c) whether legal aids cells are functioning in all Indian missions in West Asia, if so, the details thereof; and (d) the number of workers who availed legal assistance during the last three years? THE MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE; AND MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI KIRTI VARDHAN SINGH): (a) and (b) : The Government has established a robust institutional framework to promote safe and legal migration while ensuring welfare and safety and preventing exploitation of Indians abroad, including Indian workers. MoUs/Agreements such as Migration and Mobility Partnership Agreements (MMPAs), Labour Mobility and Labour Welfare Agreements have been signed with the partner countries for establishing robust frameworks for migrant workers welfare and protection and legal migration and for preventing irregular migration. The Labour and Manpower Cooperation MOUs/Agreements that provide the overarching framework for 27.03.2026 861 cooperation on labour and manpower related issues have been signed with the Gulf Cooperation Council countries (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and United Arab Emirates) and Jordan. Further, to safeguard the specific interests of domestic workers in GCC Countries, agreements on Labour Cooperation for Domestic Sector Workers (DSWs) have been signed with Saudi Arabia, UAE and Kuwait. It has been noticed that some of the Indian workers abroad, including in Gulf countries, at times face difficulty due to unfair working conditions. Majority of these complaints pertain to labour disputes like delay in payment or non-payment of salaries and overtime wages as well as that of end of service benefits, unauthorized retention of passports, long working hours, inability to take leave, offer of jobs different to that promised at the time of recruitment, unexpected layoff, inordinate complexity in changing the employers, problems of accommodation, denial of legitimate labour rights, non-issuance/renewal of residence permits, refusal to grant exit/re–entry permits to visit India, refusal to allow return to India on final exit visa after completion of contract, non-provision of medical and insurance facilities, denial of death benefits to family etc. Government of India has robust mechanism to monitor working conditions and grievance redressal of all Indian workers abroad. Our Missions and Posts abroad remain vigilant and actively monitor and follow each type of grievance received from the Indian nationals in foreign countries. The grievances are received and responded through various channels i.e. Emergency telephone 27.03.2026 862 number, Walk-ins, e-Mails, Social Media, 24x7 Multilingual Helpline and Open Houses etc. To enable the aggrieved Indian national to easily register his/her grievances, the Government has established Portals such as MADAD and e- Migrate. Pravasi Bharatiya Sahayata Kendras (PBSK) have been set up in Dubai (UAE), Riyadh, Jeddah (Saudi Arabia) to provide guidance and counselling to Indian workers abroad on all matters. There are dedicated Labour Wings in all the Indian Missions in GCC Countries. Indian Missions/Posts regularly organize Open Houses and Consular Camps in remote areas to get the feedback from the Indian workers abroad and address their grievances, if any. On receipt of complaint from or on behalf of the emigrant, the same is taken up pro-actively with the concerned Foreign Employer and the work place of the aggrieved worker is also visited, if required. The complaints pertaining to employment issues are also taken up with the local labour department and other relevant authority of the host country for redressal. Indian Missions/Posts utilize the Indian Community Welfare Fund (ICWF) from time to time to provide financial and legal assistance to Indian national in distress abroad on a ‘means tested basis’. Under the ICWF major assistance includes boarding and lodging, air passage to India, legal assistance, emergency medical care, transportation of mortal remains to India and payment of small fines and penalties. Until Dec 2025, around Rs. 758 crores has been utilized by Indian Missions/Posts abroad under the Fund and around 3.67 Lakhs Indians were extended assistance. 27.03.2026 863 (c) : Indian Missions and Posts assist in providing legal aid wherever required by Indian nationals including those cheated by agents and those facing physical or mental harassment or injustice by sponsors etc. Indian Missions/Posts also extends all possible consular assistance to Indians imprisoned abroad. A local panel of lawyers is maintained by all such Indian Missions/Posts where Indian community exists in sizeable numbers. Indian Missions/Posts regularly organize Open Houses and Consular Camps to get the feedback from the Indian workers abroad and address their grievances. As soon as the information about the detention/arrest of an Indian national is received by an Indian Mission/Post, it immediately gets in touch with the local Foreign Office and other concerned local authorities to get consular access to the detained/arrested Indian national to ascertain the facts of the case, his or her Indian nationality and ensure his or her welfare. No fee is charged from any Indian prisoner for extending facilities by the Indian Embassy concerned. (d) : The expenditure details on providing legal assistance to the workers during the last three years and the current year in the Gulf region is given in the enclosed Statement. VISHNU PRASAD: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the total subsidy being provided to farmers for procuring urea fertilizers in the country during the last four years and the current year, State and year-wise; (b) whether there has been a year-on-year increase in the subsidy provided by the Government and if so, the details thereof; (c) the measures taken to ensure import of continuous and smooth supply of urea and fertilizers for farmers in the country and if so, the details thereof; and (d) the details of Urea/Fertilizer imported in the country during the last five years, State and year-wise? THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE; AND MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRIMATI ANUPRIYA PATEL): 27.03.2026 865 (a) and (b) : Under ‘DBT in Fertilizers’ system, 100% subsidy on various fertilizer grades is released to the fertilizer companies, on actual sales to the beneficiaries based on Aadhar authentication through PoS devices installed at each retail shop. All farmers are being supplied fertilizers at the subsidized rates on no-denial basis. The details of the total amount disbursed towards fertilizer subsidy by the Government during the last four years and the current year i.e., from years 2021-22 to 2025-26 (as on 23.03.2026) are as follows: (c) : To ensure continuous and smooth import of fertilizers in the country, Department of Fertilizers has facilitated Indian fertilizer companies in entering into Long Term Agreements (LTAs) and Memoranda of Understanding (MoUs) with resource-rich countries. In this regard, for the year 2025–26, Indian companies have entered into arrangements for import of DAP/NPK fertilizers from Saudi Arabia, Morocco and Russia. Similarly, for Muriate of Potash (MOP), Indian companies have agreements with Jordan, Russia, Turkmenistan, Israel, Canada and Belarus. Further, to (Figures In Rs. (ii) The number of P&K fertilizers covered under NBS policy has increased from 22 grades in 2021 to 28 grades. (iii) Freight Subsidy on SSP, which is an indigenously manufactured fertilizer, has been approved since Kharif, 2022 to promote SSP usage for providing Phosphatic or 'P' nutrient to the soil. Above steps together have facilitated increase production of P&K fertilizers (including DAP & SSP) from 159.54 LMT in 2014-15 to 211.22 LMT in 2024-25. Further, the Government has implemented Nutrient Based Subsidy (NBS) Scheme w.e.f. 01.04.2010 for Phosphatic and Potassic (P&K) Fertilizers. Under NBS policy, MRP of P&K fertilizers are decontrolled and companies are free to fix MRP as per their business dynamics at a reasonable level. The subsidy is provided to manufacturer/ importer on notified P&K fertilizers on its PoS sale during the season, depending on their nutrient content to ensure availability of fertilizers to farmers. With regard to Urea, the gap between requirement and indigenous production of Urea is met through timely imports, through three State Trading Enterprises (STEs), to ensure adequate availability of Urea in the country. 27.03.2026 867 Further, the Government had announced New Investment Policy (NIP) – 2012 on 2nd January, 2013 and its amendment on 7thOctober, 2014 to facilitate fresh investment in the urea sector and to make India self-sufficient in the urea sector. Total 6 new urea units have been set up under NIP-2012 which includes 4 urea units set up through Joint Venture Companies (JVC) of nominated PSUs and 2 urea units set up by the private companies. The units set up through JVC are Ramagundam urea unit of Ramagundam Fertilizers and Chemicals Ltd (RFCL) in Telangana and 3 urea units namely Gorakhpur, Sindri and Barauni of Hindustan Urvarak&Rasayan Limited (HURL) in Uttar Pradesh, Jharkhand and Bihar, respectively. The units set up by private companies are Panagarh urea unit of Matix Fertilizers and Chemicals Ltd. (Matix) in West Bengal; and Gadepan-III urea unit of Chambal Fertilizers and Chemicals Ltd. (CFCL) in Rajasthan. Each of these units has installed capacity of 12.7 Lakh Metric Tonne per annum (LMTPA). These units are highly energy efficient as they are based on latest technology. Therefore, these units have together added urea production capacity of 76.2 LMTPA, thereby total indigenous urea production capacity (Reassessed Capacity, RAC) has increased from 207.54 LMTPA during 2014-15 to283.74 LMTPA during 2023-24. Further, an exclusive policy for the revival of Talcherunit of FCIL through JVC of nominated PSUs namely Talcher Fertilizers Limited (TFL) by setting up a new Greenfield Urea plant of 12.7 LMTPA at coal gasification route has also been approved. Recently, the Union Cabinet has approved the proposal for setting up of a new Brownfield Ammonia-Urea Complex of 12.7 Lakh Metric Tonnes (LMT) 27.03.2026 868 annual capacity of Urea production within the existing premises of Brahmaputra Valley Fertilizer Corporation Limited (BVFCL), Namrup, Assam namely Assam Valley Fertilizer and Chemical Company Ltd. (AVFCCL). In addition, the Government also notified the New Urea Policy (NUP) – 2015 on 25thMay, 2015 for the existing 25 gas-based urea units with one of the objectives of maximizing indigenous urea production beyond RAC. The NUP-2015 has led to additional production of urea by 20-25 LMT as compared to the production during 2014-15 annually. Above steps together have facilitated increase of Urea production from level of 225 LMT per annum during 2014-15 to a record Urea Production at 314.07 LMT during 2023-24. During 2024-25, 306.67 LMT of Urea was produced in the country. THE MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR): (a) to (e) : Ensuring safety and security of women and children is of highest priority for the Government. It has been Government’s endeavour to put in place effective mechanisms to provide a safe environment for women and children to live and fulfill their potential. However, “Police” and “Public Order” are State subjects under the Seventh Schedule to the Constitution of India. The responsibility to maintain law and order, protection of life and property of the citizens including investigation and 27.03.2026 870 prosecution in crimes against women and children rests with the respective State Governments and UT Administrations; they are competent to deal with such offences under the extant provisions of laws. The Central Government has taken following measures to ensure the security of women and children. Under the umbrella scheme Mission Shakti, integrated services are provided for safety, protection and empowerment of women through its two verticals; Sambal and Samarthya. One Stop Centre (OSC) is a component of the Sambal vertical that provides integrated and immediate support and assistance under one roof to women affected by violence and those in distress, both in private and public spaces all across the country. It provides services like medical aid, legal aid and advice, temporary shelter, police assistance and psycho-social counselling to needy women. Women Helpline (WHL-181) provides 24-hour toll-free telecommunication services to support women in both emergency and non- emergency situations. It offers assistance to women affected by violence and provides information about government schemes and services all across the country. In order to strengthen transparency and accessibility in service delivery with respect to reliefs and rehabilitation to women in distress, the Ministry of Women and Child Development (MWCD) launched Mission Shakti Portal (https://missionshakti.wcd.gov.in/ ) on 22.01.2025. The Mission Shakti Portal data is now accessible via the Mission Shakti Mobile Application with multi lingual 27.03.2026 871 feature thereby expanding outreach and convenience for users. The Portal provides a publicly accessible list of Protection Officers under the Protection of Women from Domestic Violence Act (PWDVA), 2005, Child Marriage Prohibition Officers (CMPOs) under the Prohibition of Child Marriage Act (PCMA), 2006 , Anti- Human Trafficking Units (AHTUs) under the Immoral Traffic (Prevention) Act (ITPA), 1956 and Nodal Officers of various schemes, including OSCs, WHL, Shakti Sadan, Sakhi Niwas, Anganwadi-cum-Creches, etc. A new feature has also been added whereby a woman in distress can now book an appointment with her nearest OSC through both the portal and the mobile application. The portal also consolidates all major helplines for easy public access: Women Helpline (181), National Legal Services Authority (NALSA) Legal Aid (15100), Child Helpline (1098), Emergency Response Support System (112), National Cyber Crime Helpline (1930), Tele Manas (14416). Under the Samarthya vertical of Mission Shakti, Shakti Sadan has been established as an Integrated Relief and Rehabilitation Home for women in distress, including victims of trafficking and domestic violence, with an aim to create a safe and enabling environment for the women in difficult situations, to enable them to overcome the adverse circumstances. The Sexual Harassment Electronic Box (SHe-Box) Portal (https://shebox.wcd.gov.in/ ) launched by the MWCD as a digital governance initiative for effective implementation of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act (PoSH Act), 2013, is a 27.03.2026 872 major step towards women empowerment by ensuring them a safer workplace and an easy access to a redressal mechanism. This platform provides a secure and confidential way for women to report instances of workplace related sexual harassment and fostering a culture of accountability. The National Commission for Women (NCW), an autonomous body under MWCD, in addition to handling complaints through regular mode, assists women in distress through a dedicated 24x7 Helpline -14490 for reporting domestic violence and harassment cases. The Commission also takes cognizance of the grievances relating to violence against women reported in social media. The Ministry has also launched "Bal Vivah Mukt Bharat" campaign to raise awareness on the issue and eliminate child marriages across the country with a 'Whole of Government' and 'Whole of Society' approach. Additionally, a new portal has also been launched to provide a publicly available centralised repository of information of CMPOs appointed across the country and effective reporting mechanism for incidences of child marriage cases. These enhancements mark a significant step towards strengthening last-mile connectivity, improving ease of access and empowering women with digital tools for safety and support. The National Commission for Protection of Child Rights (NCPCR) a statutory body established under the MWCD has a mandate to safeguard children’s rights and security. It oversees the implementation of key child protection legislations, including the Protection of Children from Sexual Offences (POCSO) Act, 2012, the Juvenile Justice Act, 2015, the Right to Education Act, 2009 and the Child Labour 27.03.2026 873 Act, 2016. To strengthen child safety, the NCPCR has issued several manuals and guidelines, such as the Manual on Safety and Security of Children in Schools (2017–18), Being Safe Online (2017) for raising awareness among children, parents and educators, and Guidelines on Preventing Cyber Bullying for School Children (2024). These initiatives reflect Government’s commitment to ensure a safe environment for children both offline and online. The National Crime Records Bureau (NCRB), under the Ministry of Home Affairs, compiles and publishes statistical data relating to crimes in its annual publication “Crime in India”. The latest published report is available upto the year 2023. The detailed State-wise, year-wise and crime head - wise statistics are available on the NCRB’s official website (https://ncrb.gov.in ). The SHe-Box Portal of the Ministry which was launched on 29th August, 2024, encompasses various compliance provisions of the PoSH Act and developed with an aim to create a robust data management system, addressing the earlier gap of having no centralized database to access details of Internal Committees (ICs), Local Committees (LCs), or complaints filed under the Act. This platform provides a secure and confidential way for women to report instances of workplace harassment and track their status, fostering a culture of accountability. Workplaces can now upload compliance-related data including details of IC members, annual reports as mandated under the PoSH Act and records of awareness/ training programs for employees and IC members ensuring transparency, accountability and effective monitoring of workplace safety by 27.03.2026 874 appropriate authorities. The State-wise details of cases registered on the Portal since its launch is given in the enclosed Statement. The Government of India adopts a whole of government approach to address offences targeting women and children, with concerned Ministries implementing legal, technological, enforcement and victim-support/ rehabilitation interventions within their respective mandates. The Ministry of Home Affairs (MHA) undertakes measures relating to law enforcement, investigation and cyber-crime reporting. The Cyber Crime Prevention against Women and Children (CCPWC) scheme has been implemented under the Nirbhaya Fund. A dedicated National Cyber Crime Reporting Portal (www.cybercrime.gov.in ) and Cyber Crime Helpline (1930) are operational to facilitate reporting of cyber offences including those affecting women and children. MHA also undertakes awareness initiatives and capacity building for law enforcement agencies through training programmes and standard operating procedures. In recent years, major legal and institutional reforms have been undertaken to strengthen protection of women and children. The Bharatiya Nyaya Sanhita, 2023, Bharatiya Nagarik Suraksha Sanhita, 2023 and Bharatiya Sakshya Adhiniyam, 2023, which came into force on 1 July 2024, contain strengthened provisions relating to offences against women and children, including trafficking, organised crime, gang rape and exploitation. These laws also provide improved 27.03.2026 875 procedural safeguards and recognise electronic and digital records as admissible evidence, thereby strengthening prosecution in cyber crimes. The Ministry of Electronics and Information Technology (MeitY) administers ‘The Information Technology Act, 2000’ and the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 which provide a framework for addressing unlawful online content, including punishment for publishing or transmitting obscene or sexually explicit material electronically and empowering law-enforcement agencies to investigate cyber offences. SHRI ANAND BHADAURIA: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: 27.03.2026 882 (a) the details of reserved stocks of various fertilizers available as on the date in India, fertilizer-wise; (b) whether India is heavily reliant on the Middle East countries like Saudi Arabia, Qatar, Oman, UAE from which it sources over forty to sixty three per cent of urea and phosphatic fertilizers like DAP, NPK etc. from this region; (c) if so, the details of imports of various fertilizers during the last three years and the current year from these countries, country-wise, year-wise and fertilizer- wise; (d) the details of the emergency diversification plan of the Government to alternative sources such as Russia, North Africa, etc. for import of fertilizers; (e) the details of plans to ramp up domestic production; (f) the details of the timeline and adequacy of buffer stocks beyond current levels; and (g) the measures taken/proposed to be taken by the Government to shield farmers from cost escalation and subsidy implications? Further, based on requirement projected by DA&FW, D/o Fertilizers allocates 27.03.2026 883 adequate quantities of fertilizers to States by issuing monthly supply plan and continuously monitors the availability. However, the gap between demand (requirement) and production for fertilizers is met through imports well in advance to ensure adequate and timely availability of fertilizers. To ensure a stable and assured supply in view of this dependency, Department of Fertilizers has facilitated the signing of Long Term Agreements (LTAs) between Indian companies viz. KRIBHCO, IPL & CIL and M/s Maaden, 27.03.2026 884 Saudi Arabia for the supply of 31 Lakh Metric Tonnes (LMT) of DAP/NPK annually to India over a five-year period from 2025-26 to 2029-30. Further, Country-wise imports of fertilizers (Urea, DAP, MOP and NPK) form the period of 2022-23 to 2025-26 (till February 2026) is given in the enclosed Statement. (e) : With regard to Urea, the Government had announced New Investment Policy (NIP) 2012 on 2nd January, 2013 and its amendment on 7th October, 2014 to facilitate fresh investment in the urea sector and to make India self-sufficient in the urea sector. Total 6 new urea units have been set up under NIP-2012 which includes 4 urea units set up through Joint Venture Companies (JVC) of nominated PSUs and 2 urea units set up by the private companies. The units set up through JVC are Ramagundam urea unit of Ramagundam Fertilizers and Chemicals Ltd (RFCL) in Telangana and 3 urea units namely Gorakhpur, Sindri and Barauni of Hindustan Urvarak & Rasayan Limited (HURL) in Uttar Pradesh, Jharkhand and Bihar, respectively. The units set up by private companies are Panagarh urea unit of Matix Fertilizers and Chemicals Ltd. (Matix) in West Bengal; and Gadepan-III urea unit of Chambal Fertilizers and Chemicals Ltd. (CFCL) in Rajasthan. Each of these units has installed capacity of 12.7 Lakh Metric Tonne per annum (LMTPA). These units are highly energy efficient as they are based on latest technology. Therefore, these units have together added urea production capacity of 76.2 LMTPA, thereby total indigenous urea production capacity (Reassessed Capacity, RAC) has increased from 207.54 LMTPA during 2014-15 to 283.74 LMTPA during 27.03.2026 885 2023-24. Further, an exclusive policy for the revival of Talcher unit of FCIL through JVC of nominated PSUs namely Talcher Fertilizers Limited (TFL) by setting up a new Greenfield Urea plant of 12.7 LMTPA at coal gasification route has also been approved. Recently, the Union Cabinet has approved the proposal for setting up of a new Brownfield Ammonia-Urea Complex of 12.7 Lakh Metric Tonnes (LMT) annual capacity of Urea production within the existing premises of Brahmaputra Valley Fertilizer Corporation Limited (BVFCL), Namrup, Assam namely Assam Valley Fertilizer and Chemical Company Ltd. (AVFCCL). In addition, the Government also notified the New Urea Policy (NUP) - 2015 on 25thMay, 2015 for the existing 25 gas-based urea units with one of the objectives of maximizing indigenous urea production beyond RAC. The NUP-2015 has led to additional production of urea by 20-25 LMT as compared to the production during 2014-15 annually. Above steps together have facilitated increase of Urea production from level of 225 LMT per annum during 2014-15 to a record Urea Production at 314.07 LMT during 2023-24. During 2024-25, 306.67 LMT of Urea was produced in the country. Further, the Government has implemented Nutrient Based Subsidy (NBS) Scheme w.e.f. 01.04.2010 for Phosphatic and Potassic (P&K) Fertilizers. Under the Scheme, P&K fertilizers are covered under Open General License (OGL) and companies are free to import/manufacture these fertilizers as per their business dynamics. 27.03.2026 886 To reduce dependence on imported Phosphatic fertilizers and make country self-reliant the following measures have been taken by the Government: (i) D/o Fertilizers has issued guidelines 18.01.2024 to ensure reasonableness of MRP and encourage domestic production. (ii) Based on the requests, the new manufacturing units or increase in manufacturing capacity of existing units have been recognized / taken on record under the NBS Scheme. (iii) The number of P&K fertilizers covered under NBS policy has increased from 22 grades in 2021 to 28 grades. (iv) Freight Subsidy on SSP, which is an indigenously manufactured fertilizer, has been approved since Kharif, 2022 to promote SSP usage for providing Phosphatic or 'P' nutrient to the soil. (g) : Under the Urea Subsidy Scheme, Urea is provided to the farmers at a statutorily notified Maximum Retail Price (MRP). The MRP of 45 kg bag of urea is Rs.242 per bag (exclusive of charges towards neem coating and taxes as applicable). The difference between the delivered cost of urea at farm gate and net market realization by the urea units is given as subsidy to the urea manufacturer/importer by the Government of India. Accordingly, all farmers are being supplied urea at the subsidized rates. Also, the Government has implemented Nutrient Based Subsidy (NBS) Scheme w.e.f. 01.04.2010 for Phosphatic and Potassic (P&K) Fertilizers. Under NBS policy, MRP of P&K fertilizers is decontrolled and companies are free to fix 27.03.2026 887 MRP as per their business dynamics at a reasonable level which is monitored by the Government. The subsidy is provided to manufacturer/ importer on notified P&K fertilizers on its PoS sale during the season, depending on their nutrient content to ensure affordability of these fertilizers to farmers. Further, to make DAP which is a key fertilizer, available at affordable price of Rs. 1350 per 50 kg bag, special provisions like Rs. 3500 per MT to cover 'Other Costs' which includes costs incurred from factory gate to farm gate, advantage/disadvantage due to increase / decrease in international prices, provision for GST component included in the MRP and provision for reasonable return @ 4% of net MRP (MRP-GST) have been extended to both imported and domestic DAP and imported TSP over and above NBS subsidy for Kharif 2025 and Rabi 2025-26 seasons. The State/UT-wise details of the UG and PG Seats across the country is given in the enclosed Statement. (b) : As informed by the National Testing Agency (NTA), in the year 2025, a total of 22,76,069 candidates registered for NEET (UG), out of which 22,09,318 candidates appeared in the examination; further, in the current year 2026, a total of 22,79,724 candidates have registered for NEET (UG) and the exam is scheduled on 03/05/2026. Nearly 2,42,000 candidates appeared for the NEET-PG 2025 examination. (c) : Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme (CSS) for ‘Establishment of new medical colleges attached with existing district/referral hospitals’ with preference to underserved areas and aspirational districts, where there is no existing Government or private medical college. A total of 157 Medical Colleges have been approved in the various districts across the country out of which 137 are already functional. Further, support has also been provided for Strengthening/Upgradation of existing Sate Government/Central 27.03.2026 890 Government medical colleges to increase the number of MBBS (UG) and PG seats under which support has been provided for increase of 4977 MBBS seats in 83 colleges and 4058 PG seats have been approved in medical colleges across the country. Further, the Government has recently approved phase III and extension of the CSSs for Strengthening and Upgradation of existing State/Central Government Medical Colleges, Standalone PG Institutes and Government Hospitals for creation of 5000 PG seats and 5023 MBBS seats with an enhanced cost ceiling of Rs. 1.50 crore per seat. आयुष मंýालय के राºय मंýी; तथा ÖवाÖÃय और पåरवार कÐयाण मंýालय म¤ राºय मंýी (®ी ÿतापराव गणपतराव जाधव): (क) से (ङ) : ‘जन ÖवाÖÃय' और 'अÖपताल' राºय से संबंिधत िवषय ह§, इसिलए, देश के सभी जन ÖवाÖÃय सुिवधाक¤þŌ म¤ ÖवाÖÃय अवसंरचना ÿदान करने कì ÿाथिमक िजÌमेदारी संबंिधत राºय/संघ राºय ±ेý सरकार कì है। हेÐथ डायनेिम³स ऑफ इंिडया (एचडीआई) (बुिनयादी ढांचा एवं मानव संसाधन), 2022-23, एक वािषªक ÿकाशन है जो राºयŌ/संघ राºय ±ेýŌ Ĭारा सूिचत ÖवाÖÃय पåरचयाª संबंधी ÿशासिनक आंकड़Ō पर आधाåरत है। महाराÕů के जनजातीय िजले सिहत देश म¤ ÖवाÖÃय अवसंरचना कì 27.03.2026 894 उपलÊधता और किमयŌ का राºय/संघ राºय ±ेý-वार िववरण, एचडीआई 2022-23 के िनÌनिलिखत िलंक पर देखा जा सकता है: https://mohfw.gov.in/sites/default/files/Health%20Dynamics%20of%20India%20%2 8Infrastructure%20%26%20Human%20Resources%29%202022- 23_RE%20%281%29.pdf राÕůीय ÖवाÖÃय िमशन (एनएचएम) महाराÕů सिहत पूरे देश म¤ ÖवाÖÃय अवसंरचना, ÖवाÖÃय सुिवधाक¤þŌ म¤ मानव संसाधन, गुणव°ापूणª ÖवाÖÃय पåरचयाª कì उपलÊधता और पहòंच म¤ सुधार के िलए सहायता ÿदान करता है। एनएचएम के अंतगªत कायªøम कायाªÆवयन योजनाओं (पीआईपी) के łप म¤ ÿाĮ ÿÖतावŌ के आधार पर, जन ÖवाÖÃय पåरचयाª ÿणाली को सुŀढ़ करने के िलए राºयŌ/ संघ राºय ±ेýŌ को तकनीकì और िव°ीय सहायता ÿदान कì जाती है। मानकŌ और उपलÊध संसाधनŌ के अनुसार कायªवाही के अिभलेख (आरओपी) के łप म¤ ÿÖतावŌ को Öवीकृित ÿदान कì जाती है। भारत सरकार महाराÕů सिहत úामीण और दूरदराज के ±ेýŌ म¤ सेवा ÿदायगी को बेहतर बनाने के िलए िचिकÂसा पेशेवरŌ को ÿोÂसाहन और मानदेय ÿदान करती है। एनएचएम के तहत, िवशेष² डॉ³टरŌ के िलए किठन ±ेý भ°ा, राºयŌ को "आप कोट कर¤, हम भुगतान कर¤गे" सिहत बातचीत योμय वेतन कì पेशकश करने कì सुिवधा, Öनातको°र पाठ्यøमŌ म¤ तरजीही ÿवेश जैसे गैर-मौिþक ÿोÂसाहन और Óयापक आपातकालीन ÿसूित एवं नवजात िशशु पåरचयाª (सीईएमओएनसी) और जीवन र±क एनेÖथीिसया कौशल (एलएसएएस) म¤ ÿिश±ण के माÅयम से डॉ³टरŌ के बहò-कौशल िवकास जैसे उपायŌ का समथªन िकया जाता है तािक इन ±ेýŌ म¤ िवशेष²Ō कì कमी को दूर िकया जा सके। 27.03.2026 895 िपछले तीन वषŎ के दौरान ÿधानमंýी-आयुÕमान भारत ÖवाÖÃय अवसंरचना िमशन (पीएम-एबीएचआईएम) और एनएचएम के तहत महाराÕů राºय के िलए क¤þीय िनगªत का Êयौरा संलμन िववरण म¤ िदया गया है। ÖवाÖÃय और पåरवार कÐयाण मंýालय, 'मौजूदा िजला/रेफरल अÖपतालŌ से सहबĦ नए िचिकÂसा महािवīालयŌ कì Öथापना' के िलए एक क¤þीय ÿायोिजत योजना (सीएसएस) का संचालन करता है, िजसम¤ उन अÐपसेिवत ±ेýŌ और आकां±ी िजलŌ को ÿाथिमकता दी जाती है, जहां कोई मौजूदा सरकारी या िनजी िचिकÂसा महािवīालय नहé है। क¤þ और राºय सरकारŌ के बीच िनिध बंटवारे कì ÓयवÖथा पूवō°र और िवशेष ®ेणी के राºयŌ हेतु 90:10 के अनुपात म¤ और अÆय राºयŌ के िलए 60:40 के अनुपात म¤ है। इस योजना के तहत, महाराÕů के गŌिदया और नंदूबार िजलŌ म¤ 2 िचिकÂसा महािवīालयŌ सिहत देश भर म¤ पåरकिÐपत सभी 157 सरकारी िचिकÂसा महािवīालयŌ को तीन चरणŌ म¤ पहले ही मंजूरी दे दी गई है और महाराÕů म¤ 11 िचिकÂसा महािवīालयŌ के उÆनयन को अनुमोदन ÿदान िकया गया। िववरण िव°ीय वषª 2022-23 से िव°ीय वषª 2024-25 तक ÿधानमंýी-अिभम और राÕůीय ÖवाÖÃय िमशन के तहत क¤þ सरकार Ĭारा महाराÕů के िलए क¤þीय िनगªत: (करोड़ Ł. म¤) िव°ीय वषª िनगªत - पीएम- एबीएचआईएम िनगªत - एनएचएम 2022-23 4.07 2187.13 2023-24 31.76 2729.30 2024-25 65.48 2417.95 नोट: उपरोĉ िनगªत क¤þ सरकार Ĭारा िदए गए अनुदानŌ से संबंिधत ह§ और इनम¤ राºय सरकार का अंशदान शािमल नहé है। 27.03.2026 896 एनएमसी Ĭारा खोले गए मेिडकल कॉलेज 5703. ®ी कौशलेÆþ कुमार: ®ी रामÿीत मंडल: ³या ÖवाÖÃय और पåरवार कÐयाण मंýी यह बताने कì कृपा कर¤गे िकः (क) गत पांच वषŎ के दौरान राÕůीय आयुिवª²ान आयोग Ĭारा राºय/संघ राºय±ेý-वार िकतने िचिकÂसा महािवīालयŌ को खोलने कì अनुमित दी गई है; (ख) गत पाँच वषŎ के दौरान राÕůीय आयुिवª²ान आयोग को नए िचिकÂसा महािवīालय खोलने हेतु ÿाĮ आवेदनŌ कì सं´या का राºय/क¤þ शािसत ÿदेश-वार तथा वषª-वार Êयौरा ³या है; (ग) ³या राÕůीय आयुिवª²ान आयोग देश म¤ िनजी आवेदकŌ को भी डीÌड िचिकÂसा महािवīालय Öथािपत करने कì अनुमित ÿदान करता है; और (घ) यिद हाँ, तो तÂसंबंधी Êयौरा ³या है? आयुष मंýालय के राºय मंýी; तथा ÖवाÖÃय और पåरवार कÐयाण मंýालय म¤ राºय मंýी (®ी ÿतापराव गणपतराव जाधव): (क) से (ग) : ÖवाÖÃय राºय से संबंिधत िवषय है। ÖवाÖÃय मानव संसाधन से संबंिधत सभी ÿशासिनक और कािमªक मामले संबंिधत राºय/संघ राºय ±ेý सरकारŌ के अिधकार ±ेý म¤ आते ह§। ÖवाÖÃय और पåरवार कÐयाण मंýालय, राÕůीय ÖवाÖÃय िमशन (एनएचएम) के अंतगªत, राºयŌ/संघ राºय ±ेýŌ को ÖवाÖÃय के िलए मानव संसाधन (एचआरएच) और ÖवाÖÃय देखभाल अवसंरचना के सुŀढ़ीकरण 27.03.2026 900 सिहत उनकì ÖवाÖÃय ÿणाली को मजबूत करने के िलए उनके कायªøम कायाªÆवयन योजना (पीआईपी) म¤ ÿाĮ ÿÖतावŌ के आधार पर उनके समú संसाधन के दायरे म¤ िव°ीय और तकनीकì सहायता ÿदान करता है। इसकì िवÖतृत जानकारी नीचे िदए गए िलंक पर उपलÊध है : https://nhm.gov.in/index1.php?lang=1&level=1&sublinkid=1377&lid=744 एनएचएम के अंतगªत डॉ³टरŌ और ÖवाÖÃय पåरचयाª किमªयŌ कì कमी के ÿभाव को कम करने के िलए, देश के úामीण और दूरदराज के ±ेýŌ म¤ कायª करने के िलए डॉ³टरŌ और ÖवाÖÃयकिमªयŌ को ÿोÂसािहत करने हेतु िनÌनिलिखत ÿकार के ÿोÂसाहन और मानदेय ÿदान िकए जाते ह§: úामीण और दूरदराज के ±ेýŌ म¤ सेवा देने के िलए िवशेष² डॉ³टरŌ को दुगªम ±ेý भ°ा तथा उनके आवासीय ³वाटªरŌ के िलए भ°ा, तािक उÆह¤ ऐसे ±ेýŌ म¤ जन ÖवाÖÃय सुिवधा केÆþŌ म¤ सेवा देना आकषªक लगे। úामीण और दूरÖथ ±ेýŌ म¤ िसजेåरयन से³शन करने हेतु ÿिशि±त ľी रोग िवशेष²Ō / आपातकालीन ÿसूित देखभाल (ईएमओसी), ÿिशि±त बाल रोग िवशेष²Ō और एनेÖथेिटÖट / जीवन र±क एनेÖथीिसया कौशल (एलएसएएस) ÿिशि±त डॉ³टरŌ को मानदेय भी ÿदान िकया जाता है। डॉ³टरŌ के िलए िवशेष ÿोÂसाहन, समय पर ÿसव-पूवª जांच (एएनसी) जांच और åरकॉिड«ग सुिनिIJत करने के िलए सहायक नसª और िमडवाइफ (एएनएम) के िलए जैसे ÿोÂसाहन, िकशोर ÿजनन और यौन ÖवाÖÃय संबंधी कायªकलापŌ को सÌपÆन कराने के िलए ÿोÂसाहन ÿदान कì जाती ह§ । राºयŌ को िवशेष²Ō को आकिषªत करने के िलए परÖपर सहमित से िनधाªåरत वेतन कì पेशकश करने कì भी अनुमित है, िजसम¤ "यू कॉट वी पे" जैसी कायªनीितयŌ म¤ लचीलापन(Éसेि³सिबिलटी) भी शािमल है। 27.03.2026 901 एनएचएम के अंतगªत गैर-मौिþक ÿोÂसाहन जैसेिक दुगªम ±ेýŌ म¤ कायªरत कमªचाåरयŌ के िलए Öनातको°र पाठ्यøमŌ म¤ अिधमाÆय ÿवेश तथा úामीण ±ेýŌ म¤ आवास ÓयवÖथा म¤ सुधार भी शुł िकया गया है। िवशेष²Ō कì कमी को दूर करने के िलए एनएचएम के तहत डॉ³टरŌ के बहò-कौशल िवकास हेतु सहायता ÿदान कì है। एनआरएचएम के तहत ÖवाÖÃय संबंधी पåरणामŌ म¤ सुधार लाने के िलए मौजूदा मानव संसाधन का कौशल उÆनयन करना एक अÆय ÿमुख कायªनीित है। राÕůीय ÖवाÖÃय िमशन के अितåरĉ, भारत सरकार ने देश के ÖवाÖÃय सेवा अवसंरचना को मजबूत करने के िलए िनÌनिलिखत िनिधयां आवंिटत कì है: वषª 2021 म¤ शुł िकए गए ÿधानमंýी-आयुÕमान भारत ÖवाÖÃय अवसंरचना िमशन (पीएम- अिभम), िजसका िव°ीय वषª 2021-22 से िव°ीय वषª 2025-26 के िलए 64,180 करोड़ Łपये का पåरÓयय है, का उĥेÔय úामीण और शहरी ±ेýŌ म¤ ÿाथिमक ÖवाÖÃय देखभाल, िनदान, िनगरानी और गहन देखभाल सेवाओं म¤ मौजूद महÂवपूणª किमयŌ को दूर करना है। इसका लàय ÿाथिमक, माÅयिमक और िविशĶ Öतर पर िनबाªध पåरचयाª ÿदान करना तथा ÖवाÖÃय ÿणािलयŌ को महामाåरयŌ और आपदाओं का ÿभावी łप से सामना करने के िलए तैयार करना है। 15वां िव° आयोग (एफसी-XV): पंþहव¤ िव° आयोग (एफसी-XV) ने úामीण ±ेýŌ म¤ ÖवाÖÃय सेवा अवसंरचना को मजबूत करने के िलए ÖवाÖÃय ±ेý के िविशĶ घटकŌ के िलए Öथानीय सरकारŌ के माÅयम से 70,051 करोड़ Łपये के अनुदान कì िसफाåरश कì है। ÿधानमंýी ÖवाÖÃय सुर±ा योजना (पीएमएसएसवाई): इसका उĥेÔय िकफायती िविशÕट ÖवाÖÃय सेवाओं कì उपलÊधता म¤ ±ेýीय असंतुलन को दूर करना और देश म¤ गुणव°ापूणª िचिकÂसा िश±ा के िलए सुिवधाओं का संवधªन करना है। इस योजना के दो घटक ह§, नामत: (i) अिखल भारतीय आयुिवª²ान संÖथान (एÌस) कì Öथापना; और (ii) मौजूदा सरकारी 27.03.2026 902 मेिडकल कॉलेजŌ/संÖथानŌ (जीएमसीआई) का उÆनयन। अब तक इस योजना के तहत िविभÆन चरणŌ के अंतगªत 22 नए एÌस कì Öथापना और जीएमसीआई के उÆनयन कì 75 पåरयोजनाओं को मंजूरी दी गई है। ‘मौजूदा िजला/रेफरल अÖपतालŌ से जुड़े नए मेिडकल कॉलेजŌ कì Öथापना’ के िलए क¤þ ÿायोिजत योजना के तहत, देश म¤ कुल 157 मेिडकल कॉलेजŌ को मंजूरी दी गई है। मिहलाओं और ब¸चŌ के िलए पौिĶक भोजन 5705. ®ी धम¥Æþ यादवः ³या मिहला और बाल िवकास मंýी यह बताने कì कृपा कर¤गे िकः (क) ³या िपछले पांच वषŎ के दौरान पोषण अिभयान, आंगनवाड़ी सेवाएं, स±म आंगनवाड़ी और पोषण 2.0 जैसी योजनाओं पर Óयय के बावजूद देश म¤ ब¸चŌ म¤ कुपोषण, एनीिमया और बौनेपन/दुबलेपन कì समÖयाएँ गंभीर बनी हòई ह§। (ख) यिद हां, तो गत पांच वषŎ के दौरान कुपोिषत, एनीिमया और गंभीर łप से कुपोिषत (एसएएम) ब¸चŌ कì राºय-वार सं´या िकतनी है; (ग) ³या कई राºयŌ म¤ आंगनवाड़ी केÆþŌ पर पोषण आहार कì घिटया गुणव°ा, अिनयिमत आपूितª तथा बुिनयादी ढांचे कì भारी कमी संबंधी िशकायत¤ ÿाĮ हòई ह§; (घ) यिद हां, तो इसके िलए िजÌमेदार अिधकाåरयŌ के िवŁĦ कì गई-कारªवाई का Êयौरा ³या है; और (ङ) ³या सरकार Ĭारा यह सुिनिIJत करने के िलए कोई समय-सीमा िनधाªåरत कì गई है िक देश म¤ सभी ब¸चŌ एवं मिहलाओं को गुणव°ापूणª पोषण, आंगनवाड़ी सेवाएँ तथा ÖवाÖÃय सुिवधाएँ वाÖतिवक łप से उपलÊध हŌ और यिद हाँ, तो तÂसंबंधी Êयौरा ³या है? MALLU RAVI: Will the Minister of AYUSH be pleased to state: (a) whether the Government monitors legal challenges faced by AYUSH practitioners in the State of Telangana including Nagarkurnool, following High Court judgments, if so, the details thereof; (b) the number of such cases registered and resolved during the last three years; (c) whether the Government has issued clear guidelines on scope of practice to prevent harassment of practitioners, if so, the details thereof; (d) the steps proposed by the Government to ensure that practitioners in Scheduled Caste and Scheduled Tribes dominated areas can safely deliver services; and (e) whether a central grievance redressal mechanism for AYUSH providers is operational and if so, the details thereof; 27.03.2026 906 THE MINISTER OF STATE OF THE MINISTRY OF AYUSH; AND MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (SHRI PRATAPRAO GANPATRAO JADHAV): (a) and (b) : Health being a State subject, matters relating to regulation of medical practice and its enforcement, including those arising out of judicial pronouncements of Hon’ble High Courts, fall within the domain of the respective State/UT Governments. The National Commission for Indian System of Medicine Act, 2020 and the National Commission for Homoeopathy Act, 2020 provide a statutory provision for regulation of practitioners of Indian System of Medicine and Homoeopathy, respectively. These Acts, inter alia, provide for maintenance of a National Register of all licensed practitioners, regulation of professional conduct and promotion of medical ethics, coordination with State Medical Councils, and exercise of appellate jurisdiction through the respective Boards of Ethics and Registration. (c) : The Government has Notified the National Commission for Indian System of Medicine Act, 2020 and the National Commission for Homoeopathy Act, 2020 for Indian System of Medicine and Homoeopathy respectively, wherein, provision to regulate education, registration, and professional practice of practitioners have been stipulated. In this regard, Section 32 provides for maintenance of the National and State Register of licensed practitioners, ensuring that only duly qualified and registered practitioners are entitled to practice. Section 27 empowers the framing of regulations relating to professional conduct, code of ethics, and standards of 27.03.2026 907 practice. Accordingly, regulation namely, the National Commission for Indian System of Medicine (Ethics and Registration) Regulations, 2023 and the National Commission for Homoeopathy (Professional Conduct, Etiquette and Code of Ethics for Practitioners of Homoeopathy) Regulations, 2022 have been notified by the NCISM and NCH respectively. (d) : The statutory provision under the National Commission for Indian System of Medicine Act, 2020 and the National Commission for Homoeopathy Act, 2020 ensures regulation and protection of duly registered practitioners including the Scheduled Caste and Scheduled Tribes dominated areas. (e) : A statutory mechanism exists under the National Commission for Indian System of Medicine Act, 2020 and the National Commission for Homoeopathy Act, 2020. Section 31 of the NCISM Act, 2020 and NCH Act, 2020 provides for regulation of professional or ethical misconduct, under which the State Medical Council and Board of Ethics and Registration, where State Medical Council is not established, are empowered to consider matters relating to professional misconduct and grievances of practitioners. In addition, grievances can be addressed through existing platforms such as the Centralized Public Grievance Redress and Monitoring System (CPGRAM) and through concerned State/UT authorities and respective Commissions. LOW UTILISATION OF AB-PMJAY IN BIDAR 5707. SHRI SAGAR ESHWAR KHANDRE: 27.03.2026 908 Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) whether the Government is aware of the low utilisation of Ayushman Bharat– PMJAY in Bidar district, Karnataka, if so, the details thereof; (b) whether any assessment has been conducted by the Government regarding awareness, card activation and beneficiary outreach, if so, the details thereof; (c) whether the issue of limited empanelment of private hospitals has been examined and if so, the steps taken by the Government to expand it; (d) whether complaints of denial of services or overcharging have been received, if so, the action taken by the Government thereon; and (e) the measures taken by the Government to strengthen monitoring, grievance redressal and last-mile delivery of cashless healthcare in Bidar? In this regard, NHA implemented “Aapke Dwar Ayushman”, a mission-mode campaign that mobilized an on-ground taskforce consisting of frontline workers, and agents from service providers such as Common Service Centres to undertake door-to-door visits to mobilize beneficiaries and assist them in creating Ayushman cards. The Beneficiary Identification System (BIS-2.0) allows self-verification thereby eliminating unnecessary intermediaries. Ayushman Mobile Application 27.03.2026 909 enables on-the-go beneficiary verification and card creation using face-auth technology. The scheme has a comprehensive media and outreach strategy to spread awareness and empower beneficiaries. This includes advertisement over various media platforms including newspapers, community radio, street plays, digital displays, radio campaigns, mass messaging, telecast of beneficiary testimonials etc. As on 28.02.2026, a total of 1.90 crore Ayushman cards have been created in Karnataka that includes 4.57 lakh Ayushman cards created in Bidar district. Further, the utilization of the scheme in Bidar district has been progressively increasing year on year. As per the empanelment guidelines under AB-PMJAY, empanelled hospitals cannot deny treatment to eligible beneficiaries. In cases of any irregularities in availing treatment or denial of treatment by an empanelled hospital, beneficiaries can register their grievances through the Centralized Grievance Redressal Management System or the 24×7 toll-free helpline number 14555. Under AB-PMJAY, such grievances are monitored through a three-tier grievance redressal mechanism at the District, State, and National level. At each 27.03.2026 911 level, designated nodal officers and Grievance Redressal Committees are in place to examine and resolve the grievances. OPERATIONAL NATIONAL WATERWAYS 5708. SHRI G. SHRI YADUVEER WADIYAR: Will the Minister of AYUSH be pleased to state: (a) the measures taken by the Government to promote the cultivation of medicinal plants in the Western Ghats region including support for nurseries, quality planting material and capacity building of farmers and traditional collectors; (b) whether any districts in Karnataka including Mysuru and Kodagu have been identified under the National AYUSH Mission for medicinal plant development and if so, the details thereof; 27.03.2026 916 (c) the financial assistance and incentives provided to farmers and forest-fringe communities in the Western Ghats for cultivation and sustainable harvesting of medicinal plants during the last three years; (d) the steps taken by the Government to provide assured market linkages, including buy-back arrangements, Farmer Producer Organisations (FPOs) support, processing infrastructure and integration with AYUSH industry supply chains; and (e) the safeguards adopted to ensure that medicinal plant cultivation and collection in ecologically sensitive areas are undertaken in a sustainable and biodiversity-friendly manner? THE MINISTER OF STATE OF THE MINISTRY OF AYUSH; AND MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (SHRI PRATAPRAO GANPATRAO JADHAV): (a) : The National Medicinal Plants Board (NMPB), Ministry of Ayush is implementing “Central Sector Scheme for Conservation, Development and Sustainable Management of Medicinal Plants” throughout the country including Western Ghats region. Under the scheme, the project-based support is provided for following activities: i. In-situ conservation through development of Medicinal Plants Conservation and Development Areas (MPCDAs). ii. In-situ/Ex-situ resource augmentation. iii. Ex-situ conservation through establishment of herbal gardens. 27.03.2026 917 iv. Livelihood linkages with Joint Forest Management Committees / Panchayats / Van Panchayats / Biodiversity Management Committees / Self Help Groups. v. IEC activities like Training / workshops / Seminars/ Conferences etc. vi. Research & Development. vii. Marketing. viii. Forward and backward linkage in supply chain of medicinal plants wherein following activities are being supported: Infrastructure for Quality Planting Material to raise the planting material of medicinal plants for cultivation. Information Education Communication (IEC) activities to aware the farmers. Infrastructure for Post-Harvest Management and Marketing to increase the marketability of the medicinal plants, adding value to the produce, increasing profitability and reducing losses. Quality Testing and Certification of raw material. Till date, NMPB has approved total 15 projects under Forward and Backward Linkages in supply chain of Medicinal Plants (Integrated Component) of Central Sector Scheme from the Financial Year 2023 -24. NMPB has supported 138 projects to organise the training program/seminars/workshops for promotion of medicinal plants throughout the country from the Financial Year 2020-21 to 2024- 27.03.2026 918 25. Besides this, NMPB, Ministry of Ayush, through its Regional cum Facilitation Centre (RCFC) has conducted awareness & training programs for the promotion and growth of medicinal plants in the country. The activities supported under the aforesaid scheme are not specific to any particular State or Region, rather based on the proposals received throughout the country. (b) : Ministry of Ayush, Government of India had implemented Centrally Sponsored Scheme of National Ayush Mission (NAM) to promote the cultivation of medicinal plants since 2015-16 to 2020-21. Under ‘Medicinal Plants’ component of the National Ayush Mission Scheme, market driven cultivation of 140 prioritized medicinal plants in identified clusters/zones was supported and implemented in a mission mode through selected State Implementing agencies throughout the country including Karnataka. As per the scheme guidelines, the support was provided for: (i) Cultivation of prioritized medicinal plants on farmer’s land. (ii) Establishment of nurseries with backward linkages for raising and supply of quality planting material. (iii) Post-harvest management with forwarding linkages. (iv) Primary processing, marketing infrastructure etc. Ministry of Ayush had supported 3926 hectare area for cultivation of 13 species such as Senna (Cassia angustifolia), Amla (Emblica officinalis), Madhukari (Stevia rebaudiana), Vach (Acorus calamus ), Konch (Mucunna Prurita), Shwet Musali (Chlorophytum borivillianum), Agarwood (Aquilaria agallocha), Kalihari 27.03.2026 919 (Gloriosa superba), Ashoka (Saraca asoca), Pippali (Piper longum), Kokum (Garcinia indica), Pawad (Tephrosia purpurea), Shatavari (Asparagus racemosus), establishment of nursery, post-harvest management units and processing unit in Karnataka under medicinal plants component of National Ayush Mission (NAM) scheme from the financial year 2015-16 to 2020-21. The details are given in the enclosed Statement. Besides this, NMPB through its RCFC has identified a farmers’ cluster in Kodagu district to produce quality planting materials (QPMs) of Piper longum (long pepper), Ocimum tenuiflorum (Tulsi), Canarium strictum (Dhupa) and Saraca asoca (Ashoka). (c) : NMPB has approved a project entitled "Forward and backward linkage in the supply chain of medicinal plants in Karnataka (Integrated component)” to Karnataka State Medicinal Plants Authority (KaMPA) for an amount of Rs. 120.00 lakh during the F.Y. 2024-25 under Forward and Backward Linkages in the Supply Chain of Medicinal Plants to raise the Quality planting material for distribution to the farmers for medicinal plants cultivation and establishment of infrastructure for Post- Harvest Management and Marketing. Beside this, NMPB, Ministry of Ayush, through its RCFCs provides Quality Planting Material (QPM), impart training programs on Good Agriculture Practices (GAPs), Good Field Collection Practices (GFCPs), Post- Harvest Management (PHM) to promote the cultivation of medicinal plants in the Western Ghats region. RCFC (Southern Region) has supported 19,43,410 Quality planting Materials 27.03.2026 920 (QPMs) of 54 medicinal plant species for distribution to the medicinal plants growers in Karnataka. (d) : To provide a platform for trade of Medicinal Plants & easy market access, NMPB has launched “e-CHARAK” mobile application as well as web portal for the promotion and marketing of medicinal plants/herbs. The “e-CHARAK” is a platform to enable information exchange between various stakeholders mainly farmers involved in the medicinal plants sector across the country. The “e-CHARAK” application supports different local languages and it also provides fortnightly market price of 100 MPs from 25 herbal markets across India. To provide market linkage to the farmers/involved in cultivation/collection of medicinal plants, the detailed requirements from major companies (along with contact details of person from purchase dept.) are shared with all state Implementing Agencies and RCFCs supporting cultivation of Medicinal Plants. NMPB, through its RCFCs also provides facilitation for market linkage, buyer sellers meet including buy back arrangement for farmer / growers of medicinal plants. As per the information received from Directorate of Marketing and Inspection (DMI), the Government has undertaken several measures to provide assured market linkages to farmers, including buy-back arrangements. These include promotion and strengthening of Farmer Producer Organisations (FPOs) to enhance collective bargaining power and facilitate direct market access. Support is also being extended for development of post-harvest and processing infrastructure under various schemes. Further, efforts are being made to grow high value crops 27.03.2026 921 including Medicinal and Aromatic crops by FPOs/Farmers with Linkage/ integration of organized supply chains. In addition, Initiatives such as market reforms, e- trading platforms, and facilitation of contract farming are also being promoted to ensure better price realization and market access for farmers. THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE; AND MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRIMATI ANUPRIYA PATEL): (a) to (e) : Complaints regarding Manufacture/ sales/distribution of not of standard quality/ spurious/adulterated drugs/vaccine, as and when received, action is 27.03.2026 927 initiated by the licensing authority as per the provisions of Drugs & Cosmetics Act, 1940 and rules thereunder. To strengthen the drug testing infrastructure and enhance laboratory capacity across the country, Ministry of Health and Family Welfare has implemented a Centrally Sponsored Scheme 'Strengthening of States’ Drug Regulatory System (SSDRS). The scheme envisages upgrading existing State laboratories, setting up of new drug testing laboratories and upgradation of existing State drug control offices in the country. Under the SSDRS Scheme, funds totalling Rs. 756 Crore has been released to States/UTs as part of the Central Share and 19 New Drug Testing Labs have been constructed and 28 existing labs have been up-graded in various States/UTs. Further, Section 26 of the Drugs and Cosmetics Act, 1940, specifically empowers individual citizens and consumer associations to have medicines tested. The Drugs Rules, 1945 have been amended in year 2023 to mandate that manufacturers of the top 300 drug formulation brands listed in Schedule H2 shall print or affix a Bar Code or QR Code on the primary packaging label, or on the secondary label where space is insufficient, to store data readable through software applications for authentication. Similarly, the Rules have also been amended to require that every Active Pharmaceutical Ingredient (bulk drug), whether manufactured or imported, shall bear a QR Code on each level of packaging containing data readable through software applications to facilitate tracking and tracing. 27.03.2026 928 Central Drugs Standard Control Organization (CDSCO) has made the said requirements regarding QR Codes available to the general public by publishing the notification in this regard on its website (https://cdsco.gov.in/opencms/opencms/en/Notifications/Gazette-Notifications ) and has also advised industry stakeholders for public awareness campaigns in this regard. Under the Drug and Cosmetics Act 1940, drugs inspector randomly draws drug samples from the supply chain for quality checks. List of drugs of various companies, which are declared Not of Standard Quality/ Spurious/ Misbranded/ Adulterated by the Central Drugs Testing Laboratories are regularly uploaded on the website of Central Drugs Standard Control Organization (CDSCO) under the heading of Drug Alert (www.cdsco.gov.in). In case of drug samples failing in quality check, regulatory, actions are taken by the concerned licensing authorities under the provisions of Drugs & Cosmetics Act & Rules thereunder. Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) aims to provide health cover of Rs. 5 lakhs per family per year for secondary and tertiary care hospitalization to more than 12 crore families constituting the economically vulnerable bottom 40% of India’s population. States/UTs implementing AB-PMJAY have further expanded the beneficiary base, at their own cost. Additionally, the scheme has been expanded to cover 6 crore senior citizens of age 70 years and above belonging to 4.5 crore families irrespective of their socio-economic status under AB-PMJAY with Vay Vandana Card. As on 28th February 2026, a total of 11.69 crore hospital admissions amounting to Rs. 1.73 lakh crore have been authorized under the scheme since its launch in September 2018, including 78.35 lakh hospital admissions amounting to Rs. 9,525.17 crore in Kerala. Besides, quality generic medicines are made available at affordable prices to all under Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) in collaboration with the State Governments. ÖवाÖÃय और पåरवार कÐयाण मंýालय म¤ राºय मंýी; तथा रसायन और उवªरक मंýालय म¤ राºय मंýी (®ीमती अनुिÿया पटेल): (क) से (ग) : राÕůीय आयुिवª²ान आयोग के िचिकÂसा मूÐयांकन एवं रेिटंग बोडª (एमएआईबी) ने सूिचत िकया है िक देश म¤ िजला अÖपतालŌ से जुड़े कुछेक िनजी िचिकÂसा महािवīालय सावªजिनक-िनजी 27.03.2026 936 साझेदारी (पीपीपी) मॉडल के तहत संचािलत हो रहे ह§। तथािप, ऐसे महािवīालयŌ का Êयौरा एमएआरबी Ĭारा नहé रखा जाता है। POCSO AND FTSCs CASES IN ANDHRA PRADESH 5715.
