Will the Minister of MINES be pleased to state: (a) the details of updated annual recycling capacity with regard to e-waste, lithium-ion batteries and other types of scrap under the National Critical Mineral Mission (NCMM) and the details of recyling units established or proposed in Madhya Pradesh especially in Chhindwara district; (b) whether there has been an increase in the critical mineral reserves of the country following the implementation of the incentive scheme and if so, the details thereof particularly for Madhya Pradesh; (c) the details of effectiveness of the said scheme in reducing India's import 11.02.2026 196 dependence and supply chain vulnerabilities with regard to critical minerals especially for Madhya Pradesh; (d) whether the Government proposes to introduce any new scheme for the disposal of e-waste, lithium-ion batteries and other types of scrap in accordance with international standards and if so, the details thereof and if not, the reasons therefor; (e) the details of private sector participation including the number of companies and start-ups supported under the scheme; (f) the details of battery recycling facilities and capacities in Karnataka and Bengaluru; and (g) the details of the number of critical mineral blocks auctioned, successfully allocated and timeframe for commencement of mining in the year 2025-26, State-wise? THE MINISTER OF COAL; AND MINISTER OF MINES (SHRI G. KISHAN REDDY): (a) to (f): Under the National Critical Mineral Mission (NCMM), the Government has approved a ₹1,500 crore incentive scheme for recycling capacity of e-waste, spent lithium-ion batteries and other scrap. The Scheme guidelines were issued and the Scheme launched on 02.10.2025. This scheme envisages setting up of recycling capacity anywhere in the country, including Madhya Pradesh and Karnataka. 11.02.2026 197 The Scheme incentivizes recycling capacity for extraction of critical minerals, which reduces their import dependence and supply chain vulnerability of the country, including Madhya Pradesh. The above scheme incentivizes recyclers for capacity creation, which encourages disposal of waste and scrap. Such disposal is in the ambit of various waste management rules under the Extended Producer Responsibility (EPR) framework of the Ministry of Environment Forest & Climate Change (MoEFCC). (g): In FY 2025-26, the Central Government has successfully auctioned 22 critical and strategic mineral blocks across nine States viz. Andhra Pradesh (1), Arunachal Pradesh (1), Chhattisgarh (4), Karnataka (3), Madhya Pradesh (1), Maharashtra (2), Odisha (4), Rajasthan (5) and Uttar Pradesh (1). Commencement of mining in auctioned mineral blocks takes place as per prescribed timelines for execution of composite licence/ mining lease. PRIVATE SECTOR PARTICIPATION FACILITATED BY IN-SPACE 1853.
