09.12.2025 425 Will the Minister of TEXTILES be pleased to state : (a) whether the Government has reviewed the current status of modernization, technology upgradation, and sustainability initiatives in the powerloom sector; (b) the details of the schemes and interventions that have been extended to support powerloom units, including TUFS-related assistance, State-wise including Karnataka; (c) whether any gaps have been identified in credit access, power subsidy, raw material supply, or technological adoption among powerloom MSMEs; (d) if so, the steps being taken to address these gaps and enhance competitiveness, productivity, and employment opportunities in the powerloom sector; and (e) the Powerloom sector modernization, technology upgradation, and sustainability initiatives States-wise including Maharashtra, district-wise especially in Palghar, Thane and Bhiwandi district? THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS; AND MINISTER OF STATE IN THE MINISTRY OF TEXTILES (SHRI PABITRA MARGHERITA): (a) to (e): A number of initiatives have been taken by the Government in order to ensure holistic development of the entire powerloom sector of the country including that of Maharashtra (Palghar, Thane and Bhiwandi) and Karnataka:- 09.12.2025 426 (i) Comprehensive Powerloom Cluster Development Scheme(CPCDS): With an aim at holistic improvement of existing (brownfield) powerloom clusters, Government extends financial support of a maximum of Rs. 50 crores for each approved Powerloom Mega Cluster project. The scheme has now been subsumed under Textile Cluster Development Scheme (TCDS) and support is extended for completing ongoing projects for meeting committed liabilities only. In Maharashtra, one project i.e.Ichalkaranji Powerloom Mega Cluster (Maharashtra) was sanctioned in 2012 which is currently at an advanced stage of completion, Rs. 44.85 crore has been released to Ichalkaranji powerloom megacluster as financial support by Government of India. Similarly in Karnataka, Silk Mega Cluster at Mysore (Karnataka) has been approved and Rs. 2.49 crore was released as GoI support to this project. (ii) Amended Technology Upgradation Fund Scheme (ATUFS): Under the scheme, credit linked Capital Investment Subsidy (CIS) is provided to units located across the country for purchase of benchmarked machinery in different segment of Textile Sectors (excluding spinning) across the value chain and across fibers including Micro, Small and Medium Enterprises (MSMEs) and small textile manufacturing units. The validity of the scheme was till 31.03.2022. Currently only committed liabilities are provided under this scheme. A financial support of Rs. 222.75 crore to 1180 units has been provided in Maharashtra including Ichalkaranji, Bhiwandi and Malegaon clusters and of Rs. 2.29 crore to 27 units in Karnataka under the scheme. 09.12.2025 427 (iii) PowerTex India Scheme: In order to enhance the capacities and competitiveness of decentralized powerloom sector, PowerTex India Scheme was launched on a Pan India basis having, an outlay of Rs. 487 crores for the period 2017-20, which was extended upto 2021. The scheme has now been subsumed under Textile Cluster Development Scheme (TCDS) and support is extended for completing ongoing projects for meeting committed liabilities only. There are 7 Powerloom service centres in Maharashtra (two in Bhiwandi cluster and one each in Ichalkaranji, Malegaon, Sangli, Solapur and Nagpur clusters) and 4 Powerloom Service Centres in Karnataka (two in Bangalore and one each in Gadag and Belgavi clusters). These powerloom service centres provide testing, training, technical consultancy and troubleshooting services to the powerloom industry in these clusters. In the last three years training has been provided to 1,054 weavers in these clusters. (iv) Scheme for Integrated Textile Parks: With a view to increasing investments, generating employment opportunities and boosting exports in textile sector, the Ministry is implementing Scheme for Integrated Textile Park (SITP) to provide support for setting up textile parks with world-class, state-of-the-art infrastructure in textile hubs across the country. The scheme was in implementation upto 31.03.2021; however, the scheme has now been subsumed under Textile Cluster Development Scheme (TCDS) and support is extended for completing ongoing projects for meeting committed liabilities only. Under this scheme, 09.12.2025 429 financial support worth Rs. 202.74 crores has been extended to 6 Textiles parks of Maharashtra and worth Rs. 32.01 crores has been extended to 1 Textile park in Karnataka so far. (v) In addition, the Government of Maharashtra is also implementing the Integrated and Sustainable Textile Policy 2023-2028 to support various components of the textile value chain in Maharashtra including Powerlooms. The Maharashtra Technology Upgradation Fund Scheme (MAHA_TUFS) seeks to facilitate Powerlooms in Maharashtra in augmenting investments, productivity, quality, employment and exports through various SHRI K E PRAKASH: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: (a) whether the Government proposes to expand or intensify support under the Animal Husbandry Infrastructure Development Fund (AHIDF) specifically for newer value-added products in the dairy and meat sectors, in view of the growing protein market and rising demand for protein rich foods; (b) whether there is any plans of the Government to provide targeted assistance to small scale units or entrepreneurs seeking to establish such value added processing facilities; and (c) whether the Government is considering any measures to promote export- focused infrastructure projects under the AHIDF, if so, the details thereof? THE MINISTER OF PANCHAYATI RAJ; AND MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH): (a): The Animal Husbandry Infrastructure Development Fund (AHIDF) Scheme which was started with the outlay of ₹ 15000 crore has been further realigned in 2024 with expanded outlay of ₹ 29610.25 crore subsuming Dairy Infrastructure Development Fund (DIDF) to extend the same benefit to the Dairy cooperatives. 09.12.2025 436 The scheme also has provisions for supporting wide range of value-added dairy and meat products. Further, allied infrastructure like waste-to-wealth, vaccines/drugs, breeds multiplication farms are added and have further deepened support across the animal husbandry sector. Under AHIDF, 3% interest subvention is provided with a repayment period of 8 years (including a 2-year moratorium) for individual entrepreneurs, Private Companies, MSMEs, Farmers Producers Organizations (FPOs), Section 8 Companies, and Dairy Cooperatives. The scheme will continue until 31.03.2026. This initiative has been designed to improve the availability of high-quality milk and meat products for domestic consumers through categories like Dairy Processing and value addition infrastructure, Meat processing and value addition infrastructure and technologically assisted breed improvement and multiplication farms. These measures ensure enhanced availability of quality dairy and meat products throughout the country, thereby aiming to satisfy the demand for protein-rich quality food for the growing population while addressing malnutrition. (b): The AHIDF Scheme is open for individual entrepreneurs, Private Companies, MSMEs, Farmers Producers Organizations (FPOs), Section 8 Companies, and Dairy Cooperatives. There is no prescribed ceiling or minimum cap on the project cost under the scheme. The scheme has no bar for the small entrepreneurs to avail benefit. Applicants are required to contribute a minimum of 10% equity towards the project, while the balance funding is to be arranged 09.12.2025 437 through term loans from eligible lending institutions such as Scheduled Banks, NCDC, NDDB, NABARD, and SIDBI. (c): One of the objectives of AHIDF is to boost exports. The infrastructure established under AHIDF enables to enhance the processing capacity with quality production, which in turn help in export of the livestock products. RELEASE OF DISASTER RELIEF FUNDS 1442. SUSHRI MAHUA MOITRA: Will the Minister of HOME AFFAIRS be pleased to state: (a) the details of funds requested by State Governments and under the State Disaster Relief Fund (SDRF) (Union Government’s share) and National Disaster Relief Fund (NDRF) since 2014, State-wise and Disaster-wise; (b) the corresponding amount and average time taken for release of funds from the NDRF after request for funds is received from States, State and year- wise; and (c) the average time taken by the Union Government to release funds from NDRF after receipt of report from the Inter-Ministerial Central Team and the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI): (a): As per the National Policy on Disaster Management (NPDM), the primary responsibility for disaster management, including disbursal of relief assistance 09.12.2025 438 on ground level, rests with the State Governments concerned. The State Governments undertake relief measures in the wake of natural calamities, from State Disaster Response Fund (SDRF) already placed at their disposal, in accordance with Government of India approved items and norms. The Central Government supplements the efforts of the State Governments and provides requisite logistics and financial support. Additional financial assistance is provided from National Disaster Response Fund (NDRF), as per laid down procedure, in case of disaster of ‘severe nature’, which includes an assessment based on the visit of an Inter-Ministerial Central Team (IMCT). The financial assistance provided under SDRF and NDRF is by way of relief and not for compensation of loss suffered/claimed. The details of funds sought by States Government for any calamity and release from National Disaster Relief Fund (NDRF) during the years from 2014-15 to 2024-25 are at Statement. (b) and (c): In order to expedite the assessment and release of additional financial assistance to States, Government of India took a significant decision on 19.08.2019 to depute IMCT immediately in the aftermath of any natural calamity of severe nature, and without waiting for the memorandum from the State Government.
