Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) whether the Government has directed highway agencies such as the National Highways Authority of India (NHAI), the National Highways and Infrastructure Development Corporation Limited (NHIDCL), the Border Roads Organisation (BRO) and others to prepare detailed reports of impact assessment and outcomes for highway expansion projects including stretches under the Bharatmala Pariyojana to map measurable socio-economic benefits, if so, the details thereof; (b) the details of all the metrics included for study and the outcome report to be prepared by the highway development agencies; (c) the aims and objectives of introducing the said initiative by the Government; 04.12.2025 897 (d) whether the Government has set any timeline for submission of the said report by various highway agencies, if so, the details thereof; and (e) the details of the time by which the said detailed report is likely to be submitted by these agencies to the Government? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a) and (b): Yes Sir. Government has issued a mechanism for monitoring the outcome parameters of all capacity augmentation projects including Bharatmala Pariyojana. The details are enclosed as Statement. (c): The objective of measurement of outcome parameters is to assess impact of national highway development on economics, logistics, and social parameters and its impact on the environment. It also aims to assess impact on Road safety and Road user experience. (d) and (e): Implementing agencies have been asked to compute and compile various data for evaluation of the outcome parameters at the end of the financial year. Data for the outcome framework is to be submitted and evaluated for one year at a time after the end of the financial year. PROF. SOUGATA RAY: Will the Minister of TRIBAL AFFAIRS be pleased to state: (a) the details of infant deaths due to malnourishment in the tribal regions of the country during the last five years, State-wise; (b) whether the Bombay High Court criticized the Governments for their extremely casual approach in addressing malnutrition among infants in the tribal regions of the country; and (c) if so, the details thereof and the steps taken to ensure the minimum standard of living of the tribal in the country? THE MINISTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS (SHRI DURGA DAS UIKEY): (a) to (c): As per information received from Ministry of Women and Child Development, it is stated that under the 15th Finance Commission, various components like Anganwadi services, Poshan Abhiyaan and Scheme for Adolescent girls (of 14-18 years in Aspirational Districts and North-Eastern region) have been subsumed under the umbrella Mission Saksham Anganwadi and Poshan 2.0 (Mission Poshan 2.0) to address the challenge of malnutrition. 04.12.2025 902 It is a Centrally Sponsored mission, where the responsibility for implementation of various activities lies with the States and UTs. This mission is a universal self- selecting umbrella scheme where there are no entry barriers for any beneficiary to register and receive services. This mission is being implemented across the country including in all the tribal areas. Under Mission Poshan 2.0 a new strategy has been made for reduction in malnutrition and for improved health, wellness and immunity through activities like community engagement, outreach, behavioural change, and advocacy. It focuses on Maternal Nutrition, Infant and Young Child Feeding Norms, treatment of Severe Acute Malnutrition (SAM)/ Moderate Acute Malnutrition (MAM) and wellness through Ayush practices to reduce prevalence of wasting, stunting, and being underweight. Under this mission, Supplementary Nutrition is provided to Children (6 months to 6 years), Pregnant Women, Lactating Mothers and Adolescent Girls to beat the intergenerational cycle of malnutrition by adopting a life cycle approach. Supplementary nutrition is provided in accordance with the nutrition norms contained in Schedule-Il of the NFSA. These norms have been revised in January 2023. The old norms were largely calorie-specific; however, the revised norms are more comprehensive and balanced in terms of both quantity and quality of supplementary nutrition based on the principles of diet diversity that provides for quality protein, healthy fats and micronutrients. Extra Supplementary Nutrition is provided to Severely Acutely Malnourished (SAM) children as per National Food Security Act (NFSA). 04.12.2025 903 Fortified rice is being supplied to AWCs to meet the requirement of micro- nutrients and to control anemia among women and children. Greater emphasis is being laid on the use of millets at least once a week for preparation of Hot Cooked Meal and Take-Home ration at Anganwadi centers. Ministries of Women & Child Development and Health & Family Welfare have jointly released the protocol for Community Management of Malnutrition (CMAM) to prevent and treat severely acute malnutrition in children and for reducing associated morbidity and mortality. Under this Mission, one of the major activities undertaken is Community Mobilization and Awareness Advocacy to educate people on nutritional aspects as adoption of good nutrition habit requires sustained efforts for behavioural change. State and UTS are conducting and reporting regular sensitization activities under Jan Andolans during Poshan Maahs and Poshan Pakhwadas celebrated in the months of September and March-April respectively. Community Based Events (CBEs) have served as a significant strategy in changing nutritional practices and all Anganwadi workers are required to conduct two Community Based Events every month. Under Mission Saksham Anganwadi and Poshan 2.0, as on date, 2 lakh Anganwadi Centres have been approved to be upgraded as Saksham Anganwadis for improved nutrition delivery and for imparting early childhood care and education. Saksham Anganwadis are provided with better infrastructure than the conventional Anganwadi Centres which includes internet/Wi-Fi connectivity, LED screens, water purifier/installation of RO 04.12.2025 904 Machine and smart learning equipment. The Government has also taken a policy decision to upgrade all Mini AWCs to a full-fledged Anganwadi Centres with one worker and one helper each to help in carrying out various responsibilities under Mission Saksham Anganwadi and Poshan 2.0 including responsibilities related to Early Childhood Care & Education. Sanction for upgradation of 1,11,363 Mini AWCs to main AWCs has been issued as on 31.10.2025. Various rounds of the National Family Health Survey (NFHS) conducted by Ministry of Health & Family Welfare since 1992-93 have shown improvement in malnutrition indicators in children across India. The Poshan Tracker data gives malnutrition details only about children 0-5 years who are enrolled in the Anganwadis and are measured for height and weight. The total projected population of all children up to 5 years in India for the year 2021 is 13.75 crores approximately (source: Population Projections for India and States 2011-2036, National Commission on Population, Ministry of Health & Family Welfare). However, only 6.64 crores children up to 5 years were enrolled in Anganwadis and registered on Poshan Tracker of the Ministry of Women & Child Development as per the Oct 2025 data. 6.44 crores of these children were measured on growth parameters of height and weight. 33% of them have been found to be stunted, 14% have been found to be underweight and 5% wasted. The analysis of the above NFHS data and the Poshan Tracker data shows improvement in malnutrition indicators in children across India. आवासन और शहरी कायª मंýालय म¤ राºय मंýी (®ी तोखन साहó): 04.12.2025 909 (क) से (घ): भारत के संिवधान कì सातवé अनुसूची कì सूची-II (राºय सूची) कì ÿिविĶ 18 के अनुसार, ‘भूिम और कॉलोनीकरण’ राºय के िवषय ह§। हालांिक, भारत के संिवधान कì सातवé अनुसूची कì सूची- III (समवतê सूची) कì ÿिविĶ 6, 7 और 46 से ÿाĮ शिĉयŌ का ÿयोग करके, संसद Ĭारा भू संपदा (िविनयमन और िवकास) अिधिनयम, 2016 [रेरा] को आवास खरीदारŌ और ÿमोटरŌ के बीच संिवदाÂमक संबंधŌ को िविनयिमत करने के िलए अिधिनयिमत िकया गया था। रेरा के उपबंधŌ के तहत, 'उपयुĉ सरकार' अथाªत राºयŌ/संघ राºय ±ेýŌ (यूटी) के िलए भू संपदा ±ेý को कुशल और पारदशê तरीके से िविनयिमत करने और बढ़ावा देने के िलए अपने यहां भू संपदा िविनयामक ÿािधकरण Öथािपत करना आवÔयक है। रेरा के अनुसार िकसी भी तरह से िव²ापन, िवपणन, बुिकंग और िबøì से पहले संबंिधत राºय/संघ राºय ±ेý के भू संपदा िविनयामक ÿािधकरण के पास भू संपदा पåरयोजनाओं और भू संपदा एज¤टŌ का पंजीकरण अिनवायª है। इसके अलावा, भू संपदा िविनयामक ÿािधकरण को एक वेबसाइट रखने कì आवÔयकता होती है, िजसम¤ सभी पंजीकृत भू संपदा पåरयोजनाओं के ÿासंिगक िववरण होते ह§ और इन िववरणŌ को सावªजिनक łप से देखने के िलए ÿकािशत िकया जाता है। इसके अलावा, रेरा कì धारा 18 म¤ उपबंध है िक, यिद ÿमोटर िबøì के समझौते कì शतŎ के अनुसार अपाटªम¤ट, Èलॉट या भवन को पूरा करने म¤ िवफल रहता है या सŏपने म¤ असमथª है, तो वह आबंिटयŌ को Êयाज और मुआवजे के साथ रािश वापस करने के िलए उ°रदायी होगा। इसके अलावा, रेरा कì धारा 40 के अनुसार, यिद कोई ÿमोटर या आबंटी या भू संपदा एज¤ट, जैसा भी मामला हो, िनणाªयक अिधकारी या िविनयामक ÿािधकरण या अपीलीय Æयायािधकरण , जैसा भी मामला हो, Ĭारा उस पर लगाए गए िकसी भी Êयाज या जुमाªने या मुआवजे का भुगतान करने म¤ िवफल रहता है तो यह रािश ऐसे ÿमोटर या आबंटी या भू संपदा एज¤ट से भू-राजÖव के बकाया के łप म¤ वसूली जा सकेगी। यिद ÿमोटर भू संपदा िविनयामक ÿािधकरण या भू संपदा अपीलीय Æयायािधकरण Ĭारा जारी आदेशŌ, िनणªयŌ या िनद¥शŌ का पालन करने म¤ िवफल रहता है तो रेरा म¤ 3 साल तक कì कैद 04.12.2025 910 और/या जुमाªने का ÿावधान है, जो भू संपदा पåरयोजना कì अनुमािनत लागत का दस ÿितशत तक बढ़ सकता है। इसके अलावा, कंपिनयŌ, ÓयिĉयŌ और साझेदाåरयŌ के िदवािलयापन के समाधान के िलए एक समयबĦ, पारदशê और कुशल Āेमवकª ÿदान करने के िलए िदवाला और शोधन अ±मता संिहता, 2016 को अिधिनयिमत िकया गया था। इसका ÿाथिमक उĥेÔय पåरसंपि°यŌ के मूÐय को अिधकतम करना, सभी िहतधारकŌ के िहतŌ को संतुिलत करना और उīिमता और ऋण उपलÊधता को बढ़ावा देना है। यह संिहता ÓयविÖथत समाधान या पåरसमापन सुिनिIJत करने का ÿयास करती है तािक संकटúÖत पåरसंपि°यŌ को जÐदी से पुनजêिवत िकया जा सके और आिथªक गितिविधयŌ को संरि±त िकया जा सके। आईबीसी Āेमवकª धोखाधड़ी से एक ही Éलैट कì कई ÓयिĉयŌ को िबøì से संबंिधत नहé है। हालांिक, भारतीय िदवाला और शोधन अ±मता बोडª (आईबीबीआई) ने भू संपदा ±ेý कì िदवाला ÿिøया के मुĥŌ कì जांच करने और पåरयोजना-वार कारपोरेट िदवाला समाधान ÿिøया के िलए समय-सीमा सिहत भू संपदा ±ेý म¤ िदवाला कायªवािहयŌ के िलए िविशĶ िदशा-िनद¥श तैयार करने और आवास खरीदारŌ के िहतŌ कì र±ा करने के िलए एक पåरषद का गठन िकया है। इस पåरषद म¤ आवासन और शहरी कायª मंýालय, कुछ भू संपदा िविनयामक ÿािधकरणŌ के ÿितिनिध शािमल ह§। TREATMENT OF SEWAGE GENERATED IN GANGA BASIN 879. DR. KAKOLI GHOSH DASTIDAR: Will the Minister of JAL SHAKTI be pleased to state: (a) whether it is a fact that in the Ganga basin approximately 12,000 million litres per day of sewage is generated, for which presently there is a treatment capacity of only around 4,000 million litres per day; 04.12.2025 911 (b) if so, the reasons therefor; (c) the details of the most polluted sections of the Ganga river; and (d) the steps taken/being taken to make Ganga pollution-free and the proposed timeline to achieve the same? THE MINISTER OF STATE IN THE MINISTRY OF JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY): (a) and (b): As per the available information, total sewage generated in the 5 Ganga States (main stem) is about 10,160 MLD against which the available STP capacity of 7820 MLD and to bridge the gap, the projects of 1,996 MLD are at various stages of completion. The major reasons for delays in the initiation as well as completion of the project are following: 1. Identification of suitable land for the establishment of new Sewage Treatment Plants (STPs) 2. The issuance of statutory clearances such as right of way for sewage related networks, obtaining permissions for road cutting, No Objection Certificates (NoCs) from competent authorities like forest and revenue departments. To address and overcome these challenges, the Nation Mission for Clean Ganga has been actively involved in closely monitoring the status of the projects including preparation of fresh DPRs. NMCG regularly conducts comprehensive review meetings under the chairmanship of the competent authority and through the Central Monitoring Committee (CMC) to evaluate the progress, identify 04.12.2025 912 roadblocks and ensure timely resolutions. (c): Central Pollution Control Board (CPCB), carries out manual water quality monitoring of the river Ganga at 112 locations across five Ganga main-stem States- Uttarakhand-19; Uttar Pradesh-41; Bihar-33; Jharkhand-04; and West Bengal-15. The pH & DO of River Ganga meet the required norms for bathing criteria at all the locations of River Ganga. ii. Water quality of river Ganga is conforming with the bathing criteria w.r.t. Bio-chemical Oxygen Demand (BOD) in the entire stretch of river Ganga in Uttarakhand, Jharkhand, Bihar & West Bengal, except the following locations/stretches: Farrukhabad to Purana Rajapur, Kanpur. Dalmau, Raibareilly. D/s Mirzapur to Tarighat, Ghazipur (except two locations namely U/s Varanasi, After confluence Gomti & U/s Ghazipur) in Uttar Pradesh. As per the biomonitoring conducted during 2024-25 at 50 locations along river Ganga and its tributaries and 26 locations along River Yamuna and its tributaries, the biological water quality (BWQ) predominantly ranged from ‘Good’ to ‘Moderate’. The presence of diverse benthic macro-invertebrate species indicates the ecological potential of the rivers to sustain aquatic life. The population of dolphins in the river Ganga has shown a marked increase over the past decade. From an estimated baseline of 2500 to 3000 04.12.2025 914 individuals in 2009, the population rose to approximately 3500 in 2015 and further to around 6327 individuals as per the nationwide survey conducted during 2021-2023. This represents more than a twofold increase since 2009. In the Ganga basin the 2021-2023 assessment across 17 tributaries confirmed dolphin presence in multiple rivers where they were previously unrecorded, such as the Rupnarayan, Girwa, Kauriyala, Baba, Rapti, Bagmati, Mahananda, Ken, Betwa, and Sind. (d): The steps taken by the National Mission for Clean Ganga (NMCG) for improving the water quality along the river Ganga and its tributaries are as under: 1. A total of 216 number of sewerage infrastructure projects (STPs) costing ₹ 34,809 crores have been taken up for remediation of polluted river areas with treatment capacity of 6,561 Million Liters per Day (MLD). 138 STPs with a capacity of 3,806 MLD have been completed and made operational; 2. For industrial pollution abatement, 3 nos. of Common Effluent Treatment Plants (CETPs) have been sanctioned, i.e., Jajmau CETP (20 MLD), Banther CETP (4.5 MLD) and Mathura CETP (6.25 MLD). Two projects, Mathura CETP (6.25 MLD) and Jajmau CETP (20 MLD), have been completed; 3. Annual inspection of Grossly Polluting Industries (GPIs): Inspection of GPIs started in 2017. In 2025, 3,726 Grossly Polluting Industries (GPIs) were inventoried in the 8th round of inspection. So far, 3,023 GPIs out of 3,726 GPIs have been inspected through TPA (8th round). Among these, 204 were found self-closed and 1,347 were operational. Among 1,347 operational GPIs, 966 were found to comply and 381 were found non-compliant. Among 381 non- 04.12.2025 915 complying GPIs, SCN was issued to 379 GPIs and closure direction was issued to 2 GPIs. 4. At NMCG, an online dashboard “PRAYAG” has been operationalized for continuous monitoring of river water quality; the performance of Sewage Treatment Plants (STPs) etc. on the Ganga and Yamuna River; 5. NMCG successfully implemented the minimum e-flow norms notified in October 2018, ensuring continuous environmental flow in the river Ganga. Regular compliance is being effectively monitored by the Central Water Commission (CWC). 6. Biodiversity Conservation: Seven Biodiversity Parks in seven districts (Mirzapur, Bulandshahar, Hapur, Budaun, Ayodhya, Bijnore and Pratapgarh) of Uttar Pradesh and 5 priority wetlands in Uttar Pradesh (3), Bihar (1) and Jharkhand (1) have been sanctioned; 7. NMCG, through the State Forest Department, has implemented a forestry intervention project along the main stem of river Ganga. 33,024 hectares area have been afforested with an expenditure of about ₹ 414 crores; 8. A total of 160 lakhs of Indian Major Carp (IMC) fingerlings have been ranched in the Ganga since 2017 to conserve fish biodiversity and prey base for river Dolphins, and ensure the livelihood of fishers in the Ganga basin under the special project implemented by Central Inland Fisheries Research Institute (CIFRI); 9. Science-based species restoration programme, rescue, and rehabilitation programme for aquatic species like Dolphins, Otters, Hilsa, Turtles, and Ghariyal 04.12.2025 916 in collaboration with Wild Life Institute of India (WII), Dehradun and State Forest Department, have shown marked improvements in biodiversity with increased sightings of Dolphins, Otters, Hilsa, Turtles, and other riverine species; 10. “Ganga Knowledge Portal” is a pioneering initiative developed in-house by the National Mission for Clean Ganga, serving as a centralized repository for comprehensive resources on water resource management. This platform is engineered to facilitate access for students, research scholars, stakeholders, and the general public to a vast array of materials (1,295 documents), including journals, publications, books, technical articles, research reports; data sets (District River Maps, STP performance and river atlas) and coffee table books. By concentrating on the intricacies of water resource challenges, Ganga Knowledge portal aims to enhance awareness and foster informed decision- making in this critical sector; 11.A total no. of 139 District Ganga Committees (DGC) have been constituted which conducts 4M (Monthly, Mandated, Minuted and Monitored) meetings regularly. As of October 2025, more than 4,632+ meetings have been conducted; 12.Ganga Task Force (GTF) was raised in the state of Uttar Pradesh to assist NMCG in carrying out its mandated tasks, such as (a) Plantation of trees to check soil erosion; (b) Management of Public Awareness/Participation campaigns; (c) Patrolling of Sensitive Rivers Areas for Biodiversity protection; (d) Patrolling of Ghats, etc.; 13.Comprehensive public awareness campaigns have been undertaken to instill a 04.12.2025 917 sense of responsibility and engagement among the public in efforts to clean and conserve the Ganga River. SHRI KARTI P. CHIDAMBARAM: Will the Minister of JAL SHAKTI be pleased to state: (a) the current number of Critically Polluted River Stretches (CPRS) where Biological Oxygen Demand (BOD) exceeds 30 mg/l in Maharashtra, Assam and Gujarat; (b) the reasons for 35 per cent of CPRS identified under the National River Conservation Plan showing worsening pollution despite funds allocated for their cleaning up; (c) the specific measures taken to protect the Ganga’s water quality during large religious gatherings like the Kumbh Mela in view of concerns highlighted in media reports about pollution spikes and ecological stress during such events; and (d) whether the penalties have been imposed on industries/polluters in these stretches under the Water (Prevention and Control of Pollution) Act and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF JAL SHAKTI (SHRI RAJ 04.12.2025 920 BHUSHAN CHOUDHARY): (a) and (b): As per the Central Pollution Control Board’s (CPCB) 2025 report on ‘Polluted River Stretches for Restoration of Water Quality', two polluted river stretches have been identified in Maharashtra, one in Assam and four in Gujarat, where the Biochemical Oxygen Demand (BOD) levels exceed 30 mg/l. CPCB identifies polluted river stretches in the rivers across the country in association with State Pollution Control Boards (SPCBs) and Pollution Control Committees (PCCs) under National Water Quality Monitoring Programme. Implementation of various pollution abatement programmes, including National River Conservation Plan (NRCP) scheme, has led to a reduction in the number of Polluted River Stretches (PRS) from 351 in 2018 to 296 in 2025. It has been observed that CPRS have been decreased from 45 (2018) to 37 (2025). Further, 149 PRSs have been delisted and improvement in the water quality of 71 polluted river stretches has been observed as compared to the CPCB's report of 2018. (c): The Government, through the National Mission for Clean Ganga (NMCG) and in coordination with the concerned State Governments, implements a series of preventive and mitigative measures to safeguard the water quality of river Ganga during large religious gatherings such as the Kumbh Mela, Ardh Kumbh and Magh Mela. These measures include providing partial financial assistance, augmentation of sewage treatment infrastructure, provision of adequate temporary sanitation facilities, establishment of solid waste management 04.12.2025 921 systems, regulation of effluent discharges from Grossly Polluting Industries (GPIs) and organising continuous water quality monitoring. Awareness campaigns to sensitize pilgrims and deployment of enforcement teams to check polluting activities at Prayagraj. Besides, Prayagraj Mela Authority prepared a comprehensive Sanitation Plan for Maha Kumbh 2025 that included Service Level Benchmarks (SLBs) to ensure accountability and performance, Post-Mela sanitation measures and laying of temporary drainage lines. In addition, based on the post event learnings, corrective actions and planning improvements are implemented for future events including enhanced reuse strategies, improved disinfection protocols and structured redeployment of sanitation infrastructure. Further, the CPCB carried out water quality monitoring at five stations (twice a week) from 12th January 2025 to 20th February 2025 during Maha Kumbh 2025 at Shringverpur Ghat, Lord Curzon Bridge, Nagvasuki Mandir, Sangam and Deeha Ghat, covering auspicious bathing (Amrit Snan) days. (d): As per the provisions of the Environment (Protection) Act, 1986 and the Water (Prevention & Control of Pollution) Act 1974, all industrial units and other establishments generating trade effluents, are required to comply with the stipulated standards before discharging into rivers and water bodies. CPCB, SPCBs/PCCs monitor industries to ensure compliance of the provisions of the said Acts and take necessary action accordingly. As per CPCB, there are total of 4493 industries under Grossly Polluting 04.12.2025 922 Industries (GPIs), out of which, 3633 number of industries were operational and 860 industries had closed down on their own. Amongst the operational industries, 3031 industries were reported to be complying with the environmental standards, while show-cause notices issued to 572 industries, closure directions issued to 29 सुिनिIJत करने के िलए नदी जल कì गुणव°ा कì िनगरानी करता है। कोयला खनन गितिविधयŌ से होने वाले जल ÿदूषण और भूिम ±रण सिहत पयाªवरण ÿदूषण को कम करने के िलए, पयाªवरण, वन और जलवायु पåरवतªन मंýालय (एमओईएफ एंड सीसी) ने पयाªवरण (संर±ण) अिधिनयम, 1986 के अंतगªत पयाªवरण ÿभाव आकलन (ईआईए) अिधसूचना, 2006 जारी कì है, जो कोयला कंपिनयŌ Ĭारा तैयार कì गई ईआईए åरपोटŎ का Óयापक िवĴेषण करने के बाद पयाªवरण मंज़ूरी (ईसी) PUMPS 883. SHRI PARSHOTTAMBHAI RUPALA: Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) the steps taken by the Union Government in collaboration with the State Governments to curb malpractices by certain Petroleum Retail Outlets that manipulate Electronic Dispensing Meters, thereby delivering less fuel to consumers than they pay for; (b) whether the Union Government in coordination with the State Governments has taken any measures to strengthen the inspection of Petroleum Volume Measurement Devices installed at Retail Outlets particularly in view of the Lax Enforcement by certain State agencies, if so, the details thereof; and (c) whether the Government regularly inspects the volume of imported crude oil consignments and if so, the procedure being followed for such verification 04.12.2025 929 including the agencies involved, if so,the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS; AND MINISTER OF STATE IN THE MINISTRY OF TOURISM (SHRI SURESH GOPI): (a) and (b):Public Sector Oil Marketing Companies (OMCs) have formulated and implemented Marketing Discipline Guidelines (MDG) for checking irregularities or malpractices including short delivery at Retail Outlets (RO) Dealerships. Action is taken in case of established irregularities against erring dealers as per MDG guidelines and the Dealership agreement. MDG guidelines are available at website: https://iocl.com/marketing-discipline-guidelines. OMCs have also informed that to prevent the Electronic Dispensing Meters’ manipulations, they procure and install Dispensing Units (DUs) with accuracy class of metering unit as per Legal Metrology Rules. These DUs have latest security features including audit trails which help in ensuring dispensation of correct quantity of fuel from the DU and are also available for future inspections. Further, all new dispenser models are extensively tested for software and hardware integrity and security features at Centre for Development of Advanced Computing, (CDAC) before deployment at ROs. Further, DUs are periodically calibrated and sealed by the State Weights and Measure Departments to ensure correct quantity fuel dispensation to consumers and to avoid the tampering of the dispensing units. Customers can also check Quantity of the product being dispensed at the fuel stations with the help of calibrated 5 Liter measure available at ROs. 04.12.2025 930 State Legal Metrology authorities, empowered under the Legal Metrology (Enforcement) Rules, undertake surprise inspections and special drives at ROs. OMCs extend full cooperation to these authorities by facilitating inspections and supporting effective enforcement by the State Legal Metrology Departments. In particular, SEBI’s regulatory framework for Real Estate Investment Trusts (REITs) and Infrastructure Investment Trusts (InvITs), including the Small and Medium REIT (SM REIT) framework, has expanded access to real estate by enabling regulated, listed pooled investment vehicles. Further, SEBI has reclassified REITs as “equity-related instruments” for mutual fund and Specialised Investment Fund (SIF) investment purposes (effective 1 January 2026), which is expected to facilitate wider institutional 04.12.2025 937 participation and improved market depth. ADV. ADOOR PRAKASH: Will the Minister of CIVIL AVIATION be pleased to state:- (a) whether the Government is aware of the technical glitches being reported on Boeing 787 flights recently; (b) if so, the details thereof along with the action taken/proposed to be taken by the Government; (c) whether the Directorate General of Civil Aviation (DGCA) has conducted any special audit in view of the technical issues reported on Boeing 787 aircraft; and (d) if so, the details and the findings thereof? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): (a) to (d): During operations, an aircraft may experience technical faults due to 04.12.2025 940 malfunctioning of components equipment fitted on the aircraft which require rectification action by the airlines for continued safe, efficient and reliable air transport service. These technical snags/occurrence are reported by the flight crew on receiving an aural/ visual warning in the cockpit or an indication of an inoperative/ faulty system or while experiencing difficulty in handling/operating the aircraft. These snags are recorded by the flight crew in the Flight Report Book of the aircraft and after completion of the flight which is examined by a duly qualified and type-rated Aircraft Maintenance Engineer (AME), as per the procedure laid down in the Manufacturer's Aircraft Maintenance Manual (AMM)/ Trouble Shooting Manual. The snag is thereafter rectified as per the procedure in the AMM and may involve replacement of components, testing, servicing etc. Upon satisfactory rectification, the aircraft is released for service and an entry to this effect is made in the Flight Report Book. Since July, 2025, 03 technical glitches were reported on Boeing 787 aircraft by the Air India Ltd. Post-accident of Boeing 787 aircraft on 12.06.2025, at Ahmedabad, Directorate General of Civil Aviation (DGCA) has issued direction to the airline to carry out enhanced safety inspections on fleet of Boeing-787 aircraft dated 13.06.2025. All Boeing aircraft were checked and found satisfactory by airline. DGCA ensures the compliance of airlines with all safety and maintenance standards through the mechanism of conducting surveillance, spot check, night surveillance etc. of the airlines and its personnel. The observations/findings made during surveillance, spot check and night surveillance are provided to the 04.12.2025 941 airlines for taking corrective action. In case of violation, DGCA takes enforcement action in accordance with laid down procedures which may consist of warning, suspension, cancellation including imposition of financial penalty to the airlines/ personnel. REPAIR WORK ON NHs IN ANDHRA PRADESH 889. DR. GUMMA THANUJA RANI: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) whether the Government has released funds or expedited repair work on National Highways and bridges in Andhra Pradesh damaged by recent floods and storms; (b) if so, the stretches sanctioned for urgent repair and funds released therefor; (c) if not, the reasons therefor; and (d) the criteria and expected timeline for completion of road repairs impacting inter-State connectivity? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a): Due to recent floods/storms, there were no major damage on National Highways(NHs)/Bridges in the State of Andhra Pradesh. There were few minor damages reported on the stretches which were rectified by the contractors deployed on these stretches. Regular maintenance work is being undertaken to rectify normal damage to NHs out of maintenance works already sanctioned. As per FRA and the rules made thereunder, the state governments are responsible for the implementation of various provisions of the act, and it is being implemented in 20 states (including Kerala) and 1 UT. Further review meetings are regularly being held from time to time with the State Tribal Welfare Department, DC/DMs, and ITDP POs/PAs and with concerned authorities to reduce delays in processing claims. Further, as informed by the State Government, in Kerala, the Representatives, Social Workers, Forest, Revenue and Scheduled Tribes Development Department officials are utilized in the Gram Sabhas to make available the revenue records and other important documents required for considering the applications. Necessary directions have also been given by the State Government to the three level committees i.e., in case of claims rejected at the Grama Sabha level, the SDLCs and in case of claims rejected at SDLC level, the DLCs have been instructed by the State Government of Kerala to suo moto consider applications pertaining to the rejection orders after intimating the claimants accordingly. In both the cases this procedure provides the claimants an opportunity of being heard as per section 6, FRA Act and Rule 12A of Forest Right Rules. Grama Sabhas, SDLCs and DLCs have been directed by the State Government of Kerala, to meet as often as necessary so that no delays are encountered in carrying out the business under the Act. (b): As reported by the State Government of Kerala, FRA is being implemented 04.12.2025 944 in 12 districts, and a total of 29,422 Individual Forest Rights (IFR) titles and 282 Community Rights titles (inter alia includes all types of community rights) have been granted. Further, the segregated data of Community Rights (CR) and Community Forest Resource (CFR) rights have not been reported by the State Government of Kerala. The district-wise status of titles granted along with the extent of forest land for which titles are distributed is at Statement. (c): As reported by the State Government of Kerala, steps are being taken by the State Government to resolve delays if any in coordination with State Forest department especially for preparation of maps etc. There are 49 CR claims pending in the Wayanad Parliamentary Constituency. (d): As reported by the State Government of Kerala, the Particularly Vulnerable Tribal Groups (PVTGs) in Kerala have not been granted habitat rights under FRA. (e): As reported by the State Government of Kerala, the average extent of land granted for beneficiary under IFR is 1.33 acre and CR is 117 acre in Wayanad Parliamentary Constituency. (f): Ministry of Tribal Affairs has been providing financial support to the districts under 'Dharti Aaba Janjatiya Gram Utkarsh Abhiyan' (DA-JGUA)’ for setting up dedicated FRA cells at the state and district/subdivision levels for a period of two years. KATHIR ANAND: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether the Government has constructed Sewage Treatment Plants in Tamil 04.12.2025 948 Nadu, particularly in Vellore Lok Sabha Constituency under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and if so, the details thereof; (b) whether the Government has provided any financial support to city corporations and municipal bodies in Tamil Nadu for the establishment of Sewage Treatment Plants under AMRUT and if so, the details thereof; and (c) the steps taken by the Government to provide financial support to industrial units for commissioning Zero Liquid Discharge (ZLD) systems and Common Effluent Treatment Plants in Tamil Nadu, particularly in Vellore Lok Sabha Constituency? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) to (c): Sanitation is State subject and setting up and management of Sewerage Treatment Plants (STPs) is the responsibility of the State Governments and concerned Urban Local Bodies (ULBs)/ Urban Development Authorities. Government of India supplements the efforts of the States through schematic interventions/ advisories. It provides financial and technical support to the States through various schemes/ Missions such as Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and AMRUT 2.0. Under AMRUT, States/ Union Territories (UTs) are empowered to select, appraise, prioritise and implement the projects. As reported by the State on AMRUT portal, 18 sewerage and septage management projects worth ₹5,670.8 crore have been grounded under AMRUT which includes augmentation of 9 STPs of 500 Million Litre per Day (MLD) 04.12.2025 949 capacity. The State has not taken Zero Liquid Discharge (ZLD) systems/ Common Effluent Treatment Plants (CETPs) under AMRUT. In Vellore Lok Sabha Constituency, State has taken up 03 sewerage/ septage management projects worth ₹885.91 crore, which includes 2 STPs of 69.21 MLD capacity. Under AMRUT, no funds have been released to industrial units for commissioning Zero Liquid Discharge (ZLD) systems/ Common Effluent Treatment Plants (CETPs) in the State of Tamil Nadu.
