Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) the total number of Bharatmala Pariyojana projects sanctioned and completed so far, along with their length (in kilometres) and the budget expenditure incurred so far, State-wise, particularly for Tamil Nadu and the length of projects yet to be awarded; (b) the total length of roads constructed or upgraded under Bharatmala Pariyojana during the last three years, along with the estimated cost and 12.02.2026 898 timelines; (c) whether the Government has assessed the impact of Bharatmala Pariyojana on freight efficiency, regional connectivity and local economic development; (d) the steps taken to ensure timely completion of pending projects and resolution of land acquisition or environmental clearance issues; (e) the targets fixed for road construction under the said scheme and the physical progress made against the targets; (f) whether the Government has not been able to construct the determined length of roads against the targets fixed under Bharatmala Pariyojana so far, if so, the details thereof along with reasons therefor; and (g) the measures adopted to ensure that local employment, small contractors, and MSMEs benefit from Bharatmala Pariyojana projects? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a) and (b): Bharatmala Pariyojana Phase-I was approved by the Government in 2017 covering a length of 34,800 km across the country at an estimated outlay of Rs. 5,35,000 Crore. Under the program, projects covering a total length of 26,425 km had been awarded and out of this, 21,783 km has already been constructed upto December 2025. The state-wise details are given in the enclosed Statement. New sanctions of projects under Phase-I of Bharatmala Pariyojana have been discontinued. The expenditure incurred on Bharatmala Pariyojana Phase- I till 31st January 2026 by NHAI is Rs.5,30,758.24 crore. 12.02.2026 899 (c): The study conducted by Indian Institute of Management (IIM), Bangalore to evaluate the impact of Bharatmala Pariyojana indicates positive effects across multiple sectors. Economically, household income and expenditure has increased. Logistics efficiency has improved with reduced costs. Businesses have benefited from better access to markets and factories. Socially, travel time to schools and healthcare facilities has decreased, enhancing accessibility. Overall, the study suggests that Bharatmala Pariyojana has significantly contributed to socio-economic growth. As per the study conducted by IIM Bangalore, Bharatmala Pariyojana has demonstrated significant socio- economic benefits. (d) to (f): Out of 26,425 km awarded length under Bharatmala Pariyojana Phase I, 21,783 km has been constructed upto December 2025. The primary reasons for delay in National Highway (NH) projects are issues / bottlenecks relating to land acquisition, delay in getting statutory clearances / permissions, utility shifting, encroachment removal, law & order, non-availability of construction material / minerals, poor performance of Contractor / Concessionaire, and Force Majeure events like Covid-19 pandemic, heavy rainfall, floods, cyclone, landslides / avalanches, etc. To expedite project execution, various initiatives have been undertaken. These include streamlining and expediting the land acquisition process through Bhoomi Rashi portal, revamping the Parivesh Portal through Ministry of Environment, Forests and Climate Change to expedite forest and environmental clearances, enabling online approval of General Arrangement Drawings (GAD) for Road over Bridges (ROBs) and Road under 12.02.2026 900 Bridges (RUBs) from the Railways, and conducting review meetings at various levels with all stakeholders, including State Governments. The Government is taking all necessary steps for timely completion of these projects. (g): Various initiatives of the Government supports local contractors, indigenous manufacturing and infrastructure development to promote self-reliance in the transport and logistics sector. The initiative facilitates the use of local construction materials, machinery & services, thereby strengthening the local manufacturing system, reinforcing the idea of Make in India and Atmanirbhar Bharat. It is therefore up to the airlines to provide air services to specific places depending upon the traffic demand and commercial viability, subject to compliance with the extant guidelines in this regard. SHRI MAGUNTA SREENIVASULU REDDY: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) the details regarding the list of emergency medical and trauma care infrastructure proposed under consideration and presently operational along 12.02.2026 907 national highways across country, State-wise, especially in Andhra Pradesh; (b) the details regarding the total number of beneficiaries (male, female and others) assisted through such emergency and trauma care facilities along national highways during the last five years, year-wise and State-wise, especially in Andhra Pradesh; and (c) the details regarding the funds allocated, sanctioned, released and utilised for establishment, operation and upgradation of emergency care facilities on national highways, scheme-wise and year-wise? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a) to (c): Government in the Ministry of Health & Family Welfare has implemented the National Programme for Prevention & Management For Trauma and Burn Injuries. Under the Programme, the Government has taken initiatives towards assisting States/UTs including Andhra Pradesh in setting up of Trauma Care Facilities along the highways with an overall objective to bring down preventable deaths due to road accidents by developing a pan-India trauma care network at every 100 km. National Highways Authority of India (NHAI) deploys Basic Life Support (BLS) ambulances along certain National Highways wherein trained Emergency Medical Technicians (EMTs)/paramedic staff/Nurses are provisioned, on completed corridors of National Highways (NHs). Further to augment its incident management, a Memorandum of Understanding (MoU) has been signed with 12.02.2026 908 HLL Lifecare Limited for deployment of BLS Ambulances, mapping of health facilities and training of incident management staff as well as capacity building of Toll Plaza staff. The coordination mechanism with States/UTs within the Scheme has been designed by integrating the existing technological platforms i.e. Electronic Detailed Accident Report (eDAR) and Transaction Management System (TMS) of Ayushman Bharat Pradhan Mantri Jan Aarogya Yojana (AB PM-JAY) being implemented by National Health Authority (NHA). To ensure timely treatment of road accident victims caused by use of motor vehicles, convergence of TMS with Emergency Response Support System (ERSS) / 112 is undertaken and the guidelines notified vide S.O. 2489(E) dated the 4th June, 2025, advised States/UTs to ensure identification, mapping and strengthening of the ambulance ecosystem and its convergence with 112. No separate fund allocation for establishment, operation and upgradation of emergency care facilities on NHs has been made other than the sanctioned in the total project cost of the respective National Highway Project. However, works on NHs are carried out as per standards, guidelines, manual, code of practice of Indian Roads Congress as well as specifications for Road and Bridge Works which addresses all identified road safety issues. CHANGE OF LAND USE FOR CENTRAL VISTA PROJECT 2238. SHRI BAPI HALDAR: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: 12.02.2026 909 (a) whether it is a fact that the land use of the area was changed for the Central Vista project and if so, the details thereof; (b) the total number of trees that were cut to clear the land; and (c) the total cost incurred on demolishing the existing buildings? SHRIMATI JUNE MALIAH: Will the Minister of CIVIL AVIATION pleased to state: (a) the details of the sanctioned strength of Air Traffic Controllers (ATCs) and the number of vacancies, ATC-wise; (b) the number of operational ATC personnel training centres in the country and 12.02.2026 911 the number of ATC personnel trained during the last five years, year and training centre-wise; and (c) whether it is true that the shortage of personnel has led to merging or shutdown of key operational units and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): (a): Air Traffic is managed by Airports Authority of India (AAI) through a total sanctioned strength of 5537 Air Traffic Controllers (ATCOs). The total vacancies of ATCOs is 1279. (b): AAI has seven (7) operational ATC personnel training centres, which include three Air Traffic Services Training Organisations (ATSTOs) namely, Civil Aviation Training College (CATC), Prayagraj, Hyderabad Training Center (HTC), Hyderabad and National Institute of Aviation Training And Management (NIATAM), Gondia and four Regional Training Centers (RTCs) located at Delhi, Mumbai, Chennai, and Kolkata. The number of ATC personnel trained during the last five years, year and training-centre wise is given in the enclosed Statement. (c): The deployment of Air Traffic Control Officers (ATCOs) is undertaken by AAI based on the Directorate General of Civil Aviation - Civil Aviation Requirements (CAR) on Watch Duty Time Limitations (WDTL) which is as per international norms and also as per air traffic volume at airports so as to ensure safe and efficient air traffic management. Aviation safety is maintained through optimal 12.02.2026 912 utilization of available manpower in accordance with the extant norms and standards. No key operational units have been shutdown due to manpower shortage. (ख) चालू िव° वषª 2025-26 के दौरान देश म¤, िवशेषकर महाराÕů, संघ राºय±ेý दादरा और नगर हवेली तथा दमन और दीव तथा अÆय राºयŌ/संघ राºय±ेýŌ म¤ बुिनयादी ढांचे के िनमाªण म¤ 12.02.2026 913 åरपोटª कì गई ऐसी िवफलताओं कì पåरयोजना और राºय/संघ राºय±ेý-वार िकतनी सं´या है तथा इन िवफलताओं के िचिĹत कारण ³या ह§; (ग) ³या उĉ िवफलताओं के िलए िजÌमेदार ठेकेदारŌ या एज¤िसयŌ के िवŁĦ काली सूची म¤ डालने या जुमाªना लगाने सिहत कोई कारªवाई कì गई है और यिद हां, तो तÂसंबंधी Êयौरा ³या है; और (घ) देश म¤, िवशेषकर दादरा और नगर हवेली और दमण और दीव संघ राºय±ेý म¤ भिवÕय के हाईवे ÿोजे³ट्स म¤ बेहतर िनमाªण गुणव°ा, űेनेज िडज़ाइन और जलवायु अनुकूलन सुिनिIJत करने के िलए सरकार Ĭारा ³या कदम उठाए जा रहे ह§? सड़क पåरवहन और राजमागª मंýी (®ी िनितन जयराम गडकरी): (क) से (ग): सरकार का सड़क पåरवहन और राजमागª मंýालय मु´य łप से राÕůीय राजमागŎ (एनएच) के िवकास और रखरखाव के िलए उ°रदायी है। वतªमान िव°ीय वषª 2025-26 के दौरान वषाª के कारण नए िनिमªत राÕůीय राजमागŎ/ राÕůीय ए³सÿेसवे, िजनम¤ संरचनाएं (जैसे पुल आिद) शािमल ह§, म¤ बड़े नुकसान कì सूचना िमली है, िजसकì राºय/ संघ राºय ±ेý (यूटी)-वार जानकारी और उस पर कì गई कारªवाई संलμन िववरण म¤ दी गई है। (घ): यह सुिनिIJत करने के िलए सभी ÿयास िकए जाते ह§ िक दादरा और नगर हवेली और दमन और दीव संघ राºय ±ेýŌ सिहत राÕůीय राजमागŎ (एनएच) का िनमाªण भारतीय सड़क कांúेस (आईआरसी) िविनद¥शŌ और कोड म¤ िनिदªĶ िनधाªåरत गुणव°ा मानकŌ के अनुसार िकया जाए। यह सुिनिIJत करने के िलए िक राजमागª िनमाªण म¤ िनधाªåरत गुणव°ा मानकŌ का पालन िकया जा रहा है, साइट पर कायŎ कì िदन-ÿितिदन कì िनगरानी के िलए िनÕपादक एज¤िसयŌ Ĭारा परामशªदाता [ÿािधकरण के अिभयंता (एई)/ Öवतंý अिभयंता (आईई)] कì िनयुिĉ कì जाती है। िनÕपादन एज¤िसयŌ के अिधकारी समय-समय पर िनरी±ण करते ह§ और यह सुिनिIJत करते ह§ िक संिवदाकार Ĭारा िकए गए कायª कì गुणव°ा िनधाªåरत आवÔयकताओं के अनुłप है। यिद कोई किमयां पाई जाती ह§, तो उÆह¤ åरयायतúािहयŌ/ संिवदाकारŌ के Åयान म¤ लाया जाता 12.02.2026 914 है तािक संिवदा/ åरयायत समझौते कì तकनीकì अनुसूिचयŌ म¤ िनधाªåरत के अनुसार या िनÕपादन एज¤सी/ एई/ आईई Ĭारा तय कì गई उिचत अविध के भीतर आवÔयक सुधाराÂमक/ उपचाराÂमक कारªवाई कì जा सके। सरकार के सड़क पåरवहन और राजमागª मंýालय ने मोबाइल आधाåरत एिÈलकेशन के माÅयम से एनएच पåरयोजनाओं म¤ दोष सुधार सिहत गुणव°ा कì िनगरानी शुł कì है। यह आंतåरक िहतधारकŌ (फìÐड अिधकाåरयŌ/ अिभयंताओं/ संिवदाकारŌ/ åरयायतúािहयŌ) Ĭारा सीधे साइट से दैिनक और मािसक दोषŌ कì िडिजटल åरपोिट«ग, िनरी±ण के िलए िजयो-टैग कì गई और समय- अंिकत तÖवीरŌ कì ÿÖतुित और परी±ण पåरणामŌ के िडिजटल अपलोिडंग के माÅयम से कुशल राजमागª पåरयोजना ÿबंधन कì सुिवधा ÿदान करता है। सरकार ने एनएच के कायª के कायाªÆवयन म¤ गुणव°ा िनयंýण ÿणािलयŌ म¤ सुधार के िलए िनÌनिलिखत अितåरĉ पहल कì है, िजनम¤ से कुछ नीचे िदए गए ह§: - i. कायª शुł होने से पहले नेटवकª सव¥±ण वाहन (एनएसवी) के माÅयम से सड़क कì िÖथित का अिनवायª मूÐयांकन, पूणªता ÿमाण पý जारी करने से पहले और उसके पIJात कायª पूरा होने के छह महीने के िनयिमत अंतराल पर िकया जाता है, िजससे (क) åरयायत अविध/ डीएलपी के दौरान रखरखाव सुिनिIJत करने और (ख) एनएच को यातायात योμय िÖथित म¤ बनाए रखने के िलए रखरखाव कì अपे±ाओं को ÿाथिमकता देने के िलए िनयिमत अंतराल पर एनएच के गुणव°ा मूÐयांकन को स±म िकया जा सके। सड़क कì िÖथित के आकलन के िलए एनएसवी ÿणाली को संचालन और रखरखाव (ओ एंड एम) के दौरान संिवदाÂमक ÿावधानŌ को लागू करने के िलए िवĴेषण (एनािलिट³स) का उपयोग करके और भी बेहतर बनाया गया है; ii. समय-समय पर चल रहे एनएच के िनमाªण कायŎ कì ÿगित और गुणव°ा के आविधक मूÐयांकन के िलए आिटªिफिशयल इंटेिलज¤स/ मशीन लिन«ग एÐगोåरदम के साथ एकìकृत űोन एनािलिट³स मॉिनटåरंग िसÖटम (डीएएमएस) म¤ űोन सव¥±ण से एकý कì गई उ¸च- åरज़ॉÐयूशन इमेजरी का िवĴेषण; 12.02.2026 915 iii. पåरयोजना कायाªÆवयन चरणŌ के दौरान समय-समय पर कायŎ के समú अवÖथा और गुणव°ा के नैदािनक आकलन के िलए चार राºयŌ, अथाªत् गुजरात, राजÖथान, ओिडशा और कनाªटक म¤ पायलट आधार पर गैर-िवनाशकारी परी±ण उपकरण से लैस मोबाइल गुणव°ा िनयंýण वैन (एम³यूसीवी) कì तैनाती कì गई है। इस पहल को कुछ और राºयŌ म¤ लागू करने का िनणªय िलया गया है iv. मामले दर मामले आधार पर एनएच कायŎ के Öवतंý गुणव°ा लेखा परी±ा (ऑिडट) के िलए तृतीय प± गुणव°ा लेखा परी±कŌ कì तैनाती v. एनएच पåरयोजनाओं म¤ Öवचािलत और सुबोध/ मशीन-सहायता ÿाĮ िनमाªण (एआई-एमसी) को अपनाना। सभी एनएच िवकास/ उÆनयन पåरयोजनाओं के िलए िवÖतृत पåरयोजना åरपोटª (डीपीआर) तैयार करने के दौरान वषाª के पहलू, उ¸च बाढ़ Öतर, जलवायु, भूभाग का ÿकार, िमĘी कì ®ेणी आिद को अिनवायª łप से Åयान म¤ रखा जाता है। तदनुसार, सड़क के िकनारे लाइन वाले/ िबना लाइन वाले नालŌ, øॉस űेनेज संरचनाएं जैसे िक कÐवटª, ÿाकृितक धाराओं/ जल िनकासी आिद पर छोटे और बड़े पुल का िनमाªण संिवदाकार/ åरयायतúाही Ĭारा मानक िविनद¥शŌ और भारतीय सड़क कांúेस (आईआरसी) कोड के अनुसार पåरयोजना के िलए अनुबंध के दायरे के अनुसार िकए जाते ह§। 12.02.2026 916 िववरण वतªमान िव° वषª 2025-26 के दौरान कृत कारªवाई सिहत वषाª के कारण नए िनिमªत एनएच/ राÕůीय ए³सÿेसवे पर ÿमुख किमयŌ/ नुकसानŌ, िजसम¤ उन पर संरचनाएं (जैसे पुल आिद) शािमल ह§ का राºय/ संघ राºय ±ेý-वार Êयौरा: राºय ø.सं. पåरयोजना/खंड का नाम ÿमुख ±ित/ýुिटयŌ का िववरण कृत कारªवाई गुजरात 1 सांचोर-संतालपुर पैकेज-4 (एनएच-754ए) जून 2025 म¤ हòई बाåरश के बाद सड़कŌ पर गड्ढे, दरार¤ और सतह पर िवकृित/±ित देखी गई; कुछ ÖथानŌ पर गंभीर गड्ढे बन गए थे। संिवदाकार को कारण बताओ नोिटस जारी िकया गया। िवशेष² दल कì åरपोटª के आधार पर, संिवदाकार को ±ितúÖत Öथान कì मरÌमत का िनद¥श िदया गया है। मरÌमत कायª जारी है। िहमाचल ÿदेश 2 िकरतपुर-मनाली खंड (एनएच सं. 205, 154, 03) 15.165 िकमी ±ितúÖत कुÐलू-मनाली को अÖथायी łप से जोड़ िदया गया है; यातायात दो लेन म¤ चल रहा है; मनाली बाईपास का संपकª बहाल हो गया है। 9 ÖथानŌ के Öथायी जीणōĦार के िलए बोिलयां ÿाĮ हो चुकì ह§ और अÆय ÖथानŌ के िलए बोिलयां आमंिýत कì गई ह§। 3 परवानो-सोलन-िशमला खंड (एनएच-5) 0.68 िकमी ±ितúÖत भूÖखलन से ÿभािवत सभी ÖथानŌ से मलबा हटा िदया गया है और यातायात सुचाł łप से चल रहा है। 4 िशमला-मटौर खंड (एनएच सं. 205, 103, 03, 503) 2.595 िकमी ±ितúÖत अÖथायी मरÌमत का कायª पूणª हो गया है। 2 ÖथानŌ को छोड़कर Öथायी मरÌमत का कायª पूणª हो गया है। 5 पठानकोट-मंडी खंड (एनएच-154) 2.165 िकमी ±ितúÖत अÖथायी जीणōĦार कायª पूणª हो गए ह§। Öथायी जीणōĦार कायª शुł कर िदए गए ह§। 6 बानीखेत - चंबा - भरमौर (एनएच-154ए) 13.5 िकमी ±ितúÖत यातायात सुचाł łप से चल रहा है। Öथायी जीणōĦार कायª जारी है। 7 स§ज - लूहरी - औट (एनएच-305) 21.38 िकमी ±ितúÖत यातायात सुचाł łप से चल रहा है। Öथायी जीणōĦार कायª जारी है। 8 िथयोग – हटकोटी (एनएच- 705) 9.35 िकमी ±ितúÖत यातायात सुचाł łप से चलता है। 9 िशमला-रामपुर-वांगटू- कौåरक (एनएच-5) 38.75 िकमी ±ितúÖत यातायात सुचाł łप से चल रहा है। Öथायी जीणōĦार कायª जारी है। 10 घŌघा – हटकोटी (एनएच- 707) 3.16 िकमी ±ितúÖत यातायात सुचाł łप से चल रहा है। Öथायी जीणōĦार कायª जारी है। 11 मै³लोडगंज – धमªशाला 1.56 िकमी ±ितúÖत यातायात सुचाł łप से चल रहा है। 12.02.2026 917 राºय ø.सं. पåरयोजना/खंड का नाम ÿमुख ±ित/ýुिटयŌ का िववरण कृत कारªवाई (एनएच-503) Öथायी जीणōĦार कायª जारी है। 12 बंखंडी – भोटा (एनएच- 503ए) 0.23 िकमी ±ितúÖत यातायात सुचाł łप से चल रहा है। Öथायी जीणōĦार कायª जारी है। 13 हमीरपुर-करनोहल- कलवाहन-मंडी (एनएच-3) 11.08 िकमी ±ितúÖत यातायात सुचाł łप से चल रहा है। Öथायी जीणōĦार कायª जारी है। जÌमू और कÔमीर 14 डोमेल-कटरा-åरयासी- भामला रोड (एनएच-144) भूÖखलन, सड़कŌ का धंसना और टूटना, पुिलयŌ को नुकसान, सुर±ा दीवारŌ को नुकसान अÖथायी मरÌमत कायª पूणª; यातायात संचालन बहाल। 15 अखनूर-पूंछ रोड (एनएच- 144ए) सड़क का धंसना, सुर±ा दीवारŌ, पुिलयŌ और नािलयŌ को नुकसान अÖथायी मरÌमत कायª पूणª; यातायात संचालन बहाल। 16 चेनानी-सुधमहादेव रोड (एनएच-244) 100 मीटर सड़क बह गई, िजससे पहाड़ी कì ढलान काटकर बनाई गई 220 मीटर कì डायवजªन रोड भी ÿभािवत हòई। 2.066 िकलोमीटर म¤ āेÖट वाल, नािलयां और तटबंध ±ितúÖत हो गए। अÖथायी मरÌमत कायª पूणª हो गए ह§; यातायात सुचाł łप से चलने लगा है। Öथायी मरÌमत कायª जारी है। 17 बटोटे से थाथरी खंड (एनएच-244) Óयापक भूÖखलन के कारण, åरटेिनंग वॉल और कैåरज वे ±ितúÖत हो गए। अÖथायी मरÌमत कायª पूणª हो गए ह§; यातायात सुचाł łप से चलने लगा है। Öथायी मरÌमत कायª जारी है। 18 थथरी-þबशाला-चýू खंड (एनएच-244) Óयापक भूÖखलन के कारण, åरटेिनंग वॉल, कैåरज वे और बॉ³स कÐवरट ±ितúÖत हो गए ह§। अÖथायी मरÌमत कायª पूणª हो गए ह§; यातायात सुचाł łप से चलने लगा है। Öथायी मरÌमत कायª जारी है। 19 चटł-िसंथनटॉप- वेलू खंड (एनएच-244) Óयापक भूÖखलन के कारण, सुर±ा कायª/सड़क कì सतह ±ितúÖत हो गई है। Öथायी जीणōĦार कायª पूणª हो गया है। 20 गोहा-खेÐलानी सड़क (एनएच-244) Óयापक भूÖखलन के कारण, åरटेिनंग वॉल और कैåरज वे ±ितúÖत हो गए। अÖथायी मरÌमत कायª पूणª हो गए ह§; यातायात सुचाł łप से चलने लगा है। Öथायी मरÌमत कायª जारी है। 21 पठानकोट – जÌमू खंड (एनएच-44) (i) दो खंभŌ के धंसने के कारण आरएचएस के दो लेन वाले देवक पुल के तीन िहÖसŌ को नुकसान पहòंचा है। (ii) रावी नदी पर बने पुल के आधार और दािहनी ओर के पुल को नुकसान पहòंचा है। (iii) खदेł म¤ बाईं ओर िÖथत 2 अÖथायी जीणōĦार कायª पूणª हो गए ह§; Öथायी जीणōĦार कायª जारी ह§। 12.02.2026 918 राºय ø.सं. पåरयोजना/खंड का नाम ÿमुख ±ित/ýुिटयŌ का िववरण कृत कारªवाई लेन पुल के तीन Öपैन को नुकसान। (iv) सफाई और पुलŌ के एÿन/फशª कì सुर±ा म¤ ±ित। 22 जÌमू - उधमपुर खंड (एनएच-44) बýा हॉिÖपटल, िसधरा, नगरोटा, बÆन, झºजर कोटली और संगूर म¤ बड़े पैमाने पर भूÖखलन हòआ। अÖथायी जीणōĦार कायª पूणª हो गए ह§; Öथायी जीणōĦार कायª जारी ह§। 23 उधमपुर – चेनानी खंड (एनएच-44) थारद म¤ पुल के आधार और Öपैन को नुकसान पहòंचा। बिलया नाले म¤ बनी आरसीसी दीवार और सड़क पूरी तरह से ±ितúÖत हो गई है। अÖथायी जीणōĦार कायª पूणª हो गए ह§; Öथायी जीणōĦार कायª जारी ह§। 24 नसरी- रामबन खंड (एनएच-44) सुरंग का ÿवेश Ĭार ±ितúÖत है और कìचड़ से अवŁĦ है। अÖथायी जीणōĦार कायª पूणª हो गए ह§; Öथायी जीणōĦार कायª जारी ह§। 25 रामबन-बिनहाल खंड (एनएच-44) घाटी कì ओर िÖथत िनरोधक दीवार ±ितúÖत हो गई है। Öथायी जीणōĦार कायª पूणª हो गया है। केरल 26 एनएच-66 का नीलेĵरम- थािलपरंभा खंड कटाव वाले िहÖसे म¤ असुरि±त िमĘी िखसकने से सड़कŌ पर मलबा जमा हो गया। सुधार कायª पूरा कर िलया गया है और मÅय भाग म¤ एहितयाती बैåरकेिडंग लगाकर यातायात बहाल कर िदया गया है। 27 एनएच-66 (पुराना एनएच- 17) के वलानचेरी बाईपास के आरंभ से किÈपåर³कड़ खंड तक, िडजाइन चैनेज 298+500 (पहòंच-मागª िकमी 304.250) से िडजाइन चैनेज 335+850 (पहòंच-मागª िकमी 349.260) तक छह लेन का िनमाªण। आरई कì दीवार ढह गई संिवदाकार और Öवतंý इंजीिनयर फमª को वतªमान/भिवÕय कì बोली ÿिøया म¤ 1 महीने कì अविध के िलए या िवशेष² सिमित Ĭारा जांच पूरी होने तक, जो भी बाद म¤ हो, भाग लेने से ÿितबंिधत िकया जाएगा। मÅय ÿदेश 28 एनएच 543 का बालाघाट- गŌिदया खंड िनमाªण अविध के दौरान, अभूतपूवª वषाª के कारण पानी के ÿवेश से, शोÐडर और ऊंचे तटबंध ढह गए, िजससे फुटपाथ कì परतŌ म¤ ÖपĶ खािमयां िदखाई देने लगé। संिवदाकार को कारण बताओ नोिटस जारी िकया गया; साथ ही, Öवतंý लेखा परी±क के माÅयम से अनुभाग का गुणव°ा लेखापरी±ण िकया गया। 29 एनएच-39 का झाँसी- भारी बाåरश के दौरान, पानी के åरयायतúाही को कारण बताओ नोिटस 12.02.2026 919 राºय ø.सं. पåरयोजना/खंड का नाम ÿमुख ±ित/ýुिटयŌ का िववरण कृत कारªवाई खजुराहो (पैकेज-1) खंड ÿवेश के कारण आरओबी के चैनेज 61+100 (बाँई तरफ) पर आरई कì दीवार टूट गई/ढह गई। जारी िकया गया। 30 एनएच-347बीजी का तेजाजीनगर-बलवाड़ा खंड िनमाªण चरण के दौरान, िकलोमीटर 32+630 पर िनमाªणाधीन सुरंग के ÿवेश Ĭार के शीषª पर अचानक िमĘी के ढहने से 2 ®िमकŌ कì जान चली गई; ÿारंिभक अÅययन/जांच से पता चला है िक िडजाइन म¤ खािमयŌ/अधूरे कायŎ के साथ- साथ भारी बाåरश के कारण यह िवफलता हòई है। åरयायतúाही को कारण बताओ नोिटस जारी िकया गया। 31 एनएच-3 का μवािलयर िशवपुरी खंड आरई कì दीवार म¤ उभार के कारण आरओबी के आरई कì दीवार के ए-1 (बायé तरफ) पैनल के 02-03 पैनल (िकमी 109+900 पर) िगर गया। संिवदाकार को जोिखम एवं लागत संबंधी सूचना जारी कर दी गई है। सुधार कायª ÿगित पर है। महाराÕů 32 एनएच-63 का उदगीर-रिव- देगलूर खंड कुछ छोटे पुलŌ के अúभाग बह गए; पुल कì åरटनª वाल और िघसावट वाली सतह ±ितúÖत हो गई। अÖथायी मरÌमत कायª पूरा हो गया है। यातायात सुचाł łप से चल रहा है। 33 उÖमाननगर से कुंþाल (एनएच-161ए) बाढ़ के कारण सड़क के बाएँ और दाएँ िकनारे कì िमĘी और सबúेड का िकनारा बह गया। भारी बाढ़ के कारण जलभराव से मौजूदा øॉस űेनेज िसÖटम और सड़क कì लंबाई बुरी तरह ±ितúÖत हो गई है। अÖथायी मरÌमत कायª पूरा हो गया है। यातायात सुचाł łप से चल रहा है। 34 एनएच 752झ पर फुलसावंगी से माहòर खंड का घाट भाग घाट ±ेý म¤ भूÖखलन। सड़क मागª म¤ गंभीर कटाव देखा गया। मौजूदा एचपीसी (हाई-पावर सिकª ट) को नुकसान पहòंचा है। अÖथायी मरÌमत कायª पूरा हो गया है। 35 एनएच-50 पर ितŁका पुल भारी बाढ़ के कारण मौजूदा छोटा पुल पानी म¤ डूब गया। उदगीर कì ओर जाने वाले छोटे पुल कì अÿोच रोड कì िमĘी और सबúेड मौजूदा पुनÓयªवÖथापन खंड। आवÔयक मरÌमत कायª पूरा हो चुका है। 12.02.2026 920 राºय ø.सं. पåरयोजना/खंड का नाम ÿमुख ±ित/ýुिटयŌ का िववरण कृत कारªवाई तथा साइड शोÐडर बाढ़ के कारण बह गए ह§। छोटे पुल कì रेिलंग और पुल कì िवयåरंग कोसª भी बाढ़ के कारण बह गई ह§। 36 अहमदनगर बाईपास के अंत से खरावंडी कासर तक एनएच-61 का पुन:Öथाªपन और उÆनयन (खंड 232+000 से 284+000 तक) करंजी घाट खंड म¤ भूÖखलन; िविभÆन पुलŌ और पुिलयŌ पर सड़क के तटबंधŌ को पूणªतः ±ित, सड़क के िकनारे के िहÖसŌ को गंभीर ±ित और अनेक गड्ढे बन गए ह§। अÖथायी मरÌमत कायª पूरा हो गया है। यातायात सुचाł łप से चल रहा है। 37 एनएच-160ए के िकलोमीटर 137,000 से 147,000, 150,000 से 152,800, 156,000 से 160,000 और 211,600 से 217,700 तक जलभराव के कारण बीटी मागª बह गया है। बाढ़ से हòए नुकसान कì मरÌमत का कायª Öवीकृत हो गया है। 38 बुलढाणा खामगांव (एनएच- 753ई) नदी के ऊपरी िहÖसे म¤ िÖथत छोटे पुल का एक खंभा ±ितúÖत हो गया है; SHRI BASAVARAJ BOMMAI: Will the Minister of CIVIL AVIATION be pleased to state: (a) the number of airports, heliports and water aerodromes operationalized under the UDAN scheme during the last year; (b) the reasons for any shortfall in targets; (c) the specific initiatives undertaken by the Government to enhance cargo handling capacity at various airports across the country; and (d) whether the Government has taken any steps to address challenges faced by airlines in aircraft leasing and financing and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): (a) and (b): Under the Regional Connectivity Scheme - Ude Desh ka Aam Nagrik 12.02.2026 923 (RCS-UDAN), 06(six) aerodromes, including 02 heliports have been operationalised during 2024-25. Development of aerodromes, particularly heliports and water aerodromes, involves long gestation periods due to feasibility studies, design, approvals and construction processes. Challenges related to land availability, acquisition, environmental and statutory clearances, and regulatory approvals further delay execution. Inadequate technical expertise and fund constraints with State Governments also impact progress. Non-availability of suitable aircraft with airlines and an evolving regulatory framework have also contributed to delays. (c): Airports Authority of India (AAI) created a 100% wholly owned subsidiary namely AAI Cargo Logistics and Allied Services Company Limited (AAICLAS) to meet the growing need of Air Cargo development in the country. AAICLAS has implemented Simplified Tariff in April, 2023 for Domestic Air Cargo facilities established at Non-AERA airports managed by AAI. The Ministry of Civil Aviation (MoCA) has approved a grant for the fiscal years 2024-25, 2025-26, and 2026- 27 to cover Customs Cost Recovery Charges (CCRC) for AAICLAS self- managed air cargo terminals at airports in Tier-II&III cities. (d): The Government has setup International Financial Services Centre (IFSC) at GIFT City and has harmonised the ecosystem of the country with global practices. Further, Government has undertaken various regulatory and fiscal reforms such as tax exemptions, holidays etc. to promote aircraft leasing and financing within the country. 12.02.2026 924 The Protection of Interest in Aircraft Objects Act, 2025 was passed by the Parliament in 2025 and the Ministry of Civil Aviation has notified the requisite rules thereunder. The Act has come into force with effect from 01.05.2025. More recently, it has been proposed in Union Budget 2026-27 to increase the period of deduction under section 147 to 20 consecutive years out of 25 years for units in IFSC and 20 consecutive years for Offshore Banking Units (OBUs). It has also been proposed that the business income of these units from IFSC after the expiry of period of deduction will be taxed at rate of 15%. SMID COMPONENT OF DAY-NULM 2242. Ministry of MSME implements Credit Guarantee Scheme (CGS) for Micro and Small Enterprises (MSEs) through Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) to provide credit guarantee for loans extended to MSEs. The ceiling for guarantee coverage under the scheme is Rs 10 crore. To support women entrepreneurs under the scheme, 10% concession is given in annual Guarantee fees; 90% Guarantee coverage is given to women-owned MSEs, as against the 75% for other entrepreneurs. ii. Prime Minister's Employment Generation Programme provides Margin Money subsidy up to 35% for women-led micro enterprises, for setting up of new micro enterprises, in the non-farm sector with project cost of Rs. 50 12.02.2026 929 lakh for Manufacturing and Rs. 20 lakh for Service enterprises. iii. PM Vishwakarma Scheme was launched on 17.09.2023 to provide end-to- end holistic support to artisans and craftspeople of 18 traditional trades who work with their hands and tools. The Scheme includes provision of loans up to Rs. 3 lakh with interest subvention of max up to 8%. iv. Emergency Credit Line Guarantee Scheme (ECLGS) was launched in May, 2020 for business enterprises in meeting their operational liabilities in view of disruption caused by COVID-19 pandemic. The Scheme was operational till 31.03.2023. As reported by Department of Financial Services (DFS), under ECLGS, since inception till 31.03.2023, total 1.13 crore guarantees amounting to Rs. 2.42 lakh crore have been extended to MSMEs, including women-led MSMEs. v. As informed by Department of Financial Services (DSF), Standup India was launched in April, 2016 with an objective to provide loan value of Rs.10 lakh to Rs.1 Crore to at least one Scheduled Caste (SC) or Scheduled Tribe (ST) and one women borrower per Bank branch for setting up a greenfield enterprise in the field of manufacturing, services and trading sector and also for activities allied to agriculture. The scheme facilitated 2.75 lakh loans of which 83% were availed by women entrepreneurs. The scheme was operational till 31.03.2025. The option for rejecting the applications on account of “Out of Service Area” and “Target Achieved” by Banks has been removed on the portal. The rate of rejection of PMEGP applications by Banks has come down from 63 percent in FY 2019-20 to 46 percent in FY 2024-25. (b): As per PMEGP guidelines, no interest is payable on the Term Deposit Receipt/Subsidy Reserve Fund (TDR/SRF), and no interest shall be charged on the portion of the loan corresponding to the amount kept as TDR/SRF out of the Margin Money subsidy received from the Government. The Ministry has advised all major banks to ensure compliance with this provision. Additionally, banks are mandated to update the revised interest rate and TDR/SRF details on the PMEGP portal. (c): Steps taken by Government to increase awareness and participation of potential beneficiaries including women and youth in PMEGP include the following: i. Enhancement of maximum project cost from Rs. 25 lakh to Rs. 50 lakh for manufacturing sector and from Rs. 10 lakh to Rs. 20 lakh for service sector. 12.02.2026 933 ii. STATUS OF AFFORDABLE RENTAL HOUSING COMPLEXES 2246. SHRIMATI SATABDI ROY BANERJEE: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the total number of existing Government-funded vacant houses that have been converted into Affordable Rental Housing Complexes (ARHCs) since inception of the vertical under the Pradhan Mantri Awas Yojana – Urban (PMAY-U); and (b) the total number of new ARHC units approved for construction, completed and occupied since inception of the vertical under PMAY-U? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) and (b): Ministry of Housing and Urban Affairs (MoHUA) launched Affordable Rental Housing Complexes (ARHCs) as a sub-scheme of Pradhan Mantri Awas Yojana - Urban (PMAY-U) in July 2020 to address the housing need faced by migrant workers, urban poor, and informal sector labourers. This scheme has 12.02.2026 939 been implemented through two models: Model-1: Converting existing Government funded vacant houses into ARHC through PPP mode or by Public Agencies, Model-2: Construct, Operate and Maintain rental housing by Private/Public Entities for urban poor, working women, employees of Industries, Industrial Estates, Institutions and other eligible Economically Weaker Section (EWS)/Low Income Group (LIG) families. Based on the initiatives taken by various States/Union Territories (UTs) and Public/Private agencies, a total of 5,783 Government funded vacant houses have been converted into ARHCs, so far under Model-1. Additionally, proposals for converting 7,413 existing Government funded vacant houses into ARHC units have been processed in the States of Gujarat, Himachal Pradesh, Haryana, Madhya Pradesh and Rajasthan. Further, based on the proposals submitted by States/UTs, MoHUA has approved proposals for construction of 83,298 new ARHC units in several States with Technology Innovation Grant (TIG) of ₹175.95 crore under Model-2. Out of this, 36,450 ARHC units have been completed on ground, showcasing rapid on-ground implementation, proactive participation from Public/Private Entities. The State/UT-wise number of ARHCs sanctioned and completed under both models is given in the enclosed Statement. Based on the learnings of ARHCs, a dedicated vertical of Affordable Rental Housing (ARH) has been provisioned under PMAY-U 2.0. The basic purpose of the ARH vertical is to promote construction of affordable rental 12.02.2026 940 housing close to the workplaces of the intended beneficiaries. The ARH vertical aims to create a conducive environment for construction of adequate rental housing for eligible beneficiaries including urban migrants/industrial workers/working women/students/urban poor etc. By promoting housing near employment hubs and workplaces, the scheme aims to reduce travel time and expenses, improve productivity and quality of life and create more inclusive and sustainable urban communities. Through this vertical, enabling eco-system is created by incentivizing Public/Private Entities to leverage investment for creating affordable rental housing stock. These include fast-tracked, single-window approvals through a green-channel process; 50% additional FAR with free TDR; exemptions from land conversion and statutory charges; and parity of municipal service charges with residential projects to further encourage participation and reduce construction costs. With the repeal of the Air Corporations Act, the Indian aviation sector has been fully deregulated, and airlines are free to operate flights and deploy capacity on routes based on their commercial viability and market considerations. (b): The DGCA has a robust mechanism in place to monitor the induction of aircraft by airlines, On-Time Performance (OTP) and route rationalisation. (c): The Directorate General of Civil Aviation (DGCA) has put in place a multi- layered oversight mechanism to ensure that safety standards are strictly complied with by airlines, particularly during phases of rapid expansion in fleet size and operations. All expansion activities, including induction of aircraft, increase in flight operations, route expansion and wet/dry leasing, are subject to prior approval by DGCA after detailed scrutiny of safety preparedness. DGCA conducts periodic and special audits, inspections and surveillance activities covering flight operations, airworthiness, training, safety management systems (SMS) and maintenance practices. DGCA conduct meetings with airline management and key post-holders to review operational performance, safety indicators, and manpower adequacy and compliance status. In case of deficiencies, DGCA takes corrective and enforcement action, including 12.02.2026 944 issuance of show cause notices, operational restrictions or suspension of approvals and financial penalty, as necessary. (d): The process of fleet harmonisation and standardisation of services is a commercial decision of the individual airline operator based on their business plan and the Ministry and DGCA does not directly interfere in this regard. SHRI BENNY BEHANAN: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) whether the Government has taken note that several food processing units and projects in Kerala, particularly in fruit, vegetable, fish, meat, spice, coconut and value-added agriculture sectors, are operating below capacity 12.02.2026 945 or have failed to take off due to inadequate infrastructure, high input costs and limited market access and if so, the details thereof; (b) whether the Government has reviewed the State-wise utilisation of central schemes such as the Prime Minister Formalisation of Micro Food Processing Enterprises (PMFME) scheme, Mega Food Parks and cold chain infrastructure schemes and if so, the details thereof along with specific reference to Kerala and the reasons for delays and underutilisation; (c) whether the Government acknowledges that weak linkages between farmers, fisherfolk and food processing units in Kerala have resulted in post-harvest losses, price volatility and reduced income realisation especially during seasonal gluts and if so, the details thereof; and (d) whether the Government proposes any Kerala-specific, time-bound interventions to address the above issues, if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF FOOD PROCESSING INDUSTRIES; AND MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI RAVNEET SINGH): (a): Ministry of Food Processing Industries (MoFPI), through its schemes, is helping strengthening of food processing/ preservation infrastructure with efficient supply chain and modernization/ capacity enhancement of food processing units across the country including Kerala. MoFPI is incentivizing setting up of food processing industries including fruit, vegetable, fish, meat, spice, coconut and value-added agriculture sectors through its Central Sector Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) 12.02.2026 946 Scheme, Production Linked Incentive Scheme for Food Processing Industry (PLISFPI) and a Centrally sponsored PM Formalization of Micro Food Processing Enterprises (PMFME) scheme. As on 31.12.2025, MoFPI has approved 38 food processing projects under component schemes of PMKSY, 8478 micro food processing enterprises under PMFME scheme and 10 projects under PLISFPI in Kerala. (b): Robust institutional mechanism has been put in place at National, State and District levels for effective utilization and implementation of the PMFME scheme. At the national level, Inter-Ministerial Empowered Committee (IMEC) has been constituted as a policy making body to give overall direction, guidance for implementation of the scheme and monitor & review its progress and performance. Further, all the States/ UTs have appointed State Nodal Agencies (SNAs), constituted State Level Approval Committees (SLACs) & District Level Committees (DLCs) for implementation of the scheme. Online portal has also been developed for submission of applications, approval and release of subsidy under the scheme. Ministry conducts regular meetings with States/ UTs, lending banks, State Level Bankers Committee (SLBC) and other stakeholders for timely fund utilisation and monitoring the progress of implementation of the Scheme. Securing various statutory clearances and utility provisions for Food Processing Industry takes significant time adversely affecting its implementation schedule. MoFPI has taken various measures for timely implementation of these 12.02.2026 947 projects, including projects approved under Mega Food Parks and cold chain infrastructure schemes, which include (i) Dashboard for monitoring the progress of the projects; (ii) Regularly review with the promoters to help remove bottlenecks in implementation; (iii) Assessing the progress of projects though site visits to prevent delays in their completion; (iv) Issues taken up with the Banks/ Financial Institutions to expedite sanction and disbursement of term loan to the projects; (v) Penal provisions on the promotors in case of delayed completion of projects; (vi) MoFPI, on the request of project implementing agencies, also took up the matter with the concerned department of State Government and their agencies for smooth and timely implementation. The Mega Food Park Scheme has been discontinued by the Ministry since 01.04.2021. (c) and (d): In order to help it face various challenges and ensure overall development of Food Processing Sector, MoFPI, through its schemes, extends financial support to prospective entrepreneurs for setting up of different kinds of food processing units, as per respective scheme guidelines across the country including Kerala. All these help in creation of linkage between farmers & food processors and thereby increasing the income of the farmers and reducing post-harvest losses. 12.02.2026 948 AFFORDABLE HOUSING SCHEMES 2249. SUSHRI SAYANI GHOSH: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether it is true that housing has become increasingly unaffordable for large sections of the population, despite the implementation of various housing schemes since 2014, if so, the details thereof; (b) the trend in house prices, land prices and household incomes during the last ten years and whether housing affordability has improved or worsened, if so, the details thereof along with the reasons therefor; (c) whether it is a fact that land policy failures, speculative real estate practices and rising input costs have contributed to high housing prices, particularly in urban and peri-urban areas, if so, the details thereof; (d) whether the Government has assessed the limited impact of affordable housing schemes in controlling market prices or meeting actual demand from low and middle-income households, if so, the details thereof; and (e) whether real estate developers availing Government incentives, subsidies or regulatory relaxations are being effectively monitored to ensure delivery of genuinely affordable housing, if so, the details therefor? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) to (e): ‘Land’ and ‘Colonisation’ are State subjects. Therefore, Government policies and schemes related to affordable housing for their citizens are implemented by States/Union Territories (UTs) in their respective urban areas. 12.02.2026 949 Housing is also constructed by various private agencies in accordance with applicable real estate practices and State policies and is sold in the open market to the general public, including households from the Economically Weaker Section (EWS)/Low Income Group (LIG)/Middle Income Group (MIG)/High Income Group (HIG) categories, based on their affordability. Market prices include both construction costs and the cost of land for the project. Consequently, data relating to State housing policies, housing schemes and trends in housing and land prices are not maintained by this Ministry. However, Ministry of Housing and Urban Affairs (MoHUA) supplements efforts of States/UTs by providing Central Assistance under Pradhan Mantri Awas Yojana – Urban (PMAY-U) and PMAY-U 2.0 with an aim to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries of EWS/LIG and MIG categories across the country at affordable rates. The funding under PMAY-U 2.0 is to provide a nudge to the beneficiaries and enable them to construct their houses by arranging funds from other sources as well. In addition, PMAY-U 2.0 supports States/UTs for formulation and implementation of ‘Affordable Housing Policies’ to incentivize private sector participation through appropriate regulatory, fiscal and institutional measures to make the housing stock affordable in urban areas. Further, Government of India has restructured Credit Risk Guarantee Fund Trust for Low Income Housing (CRGFTLIH) for EWS/LIG to enhance the 12.02.2026 950 credit accessibility and worthiness of eligible households by extending the guarantee on the housing loan taken from Scheduled Commercial Banks, Housing Finance Companies (HFCs) etc. thereby making the houses affordable. In addition, special Home Loan Products are developed by Department of Financial Services (DFS) with Banks to help beneficiaries of informal sectors. States/UTs are also expected to facilitate home loan to PMAY-U 2.0 beneficiaries through tripartite agreement. To support affordable housing, Central Government has taken various steps such as reduction in Goods and Services Tax (GST) on under-construction Affordable Housing project from 8% to 1% without Input Tax Credit (ITC) and Infrastructure status to Affordable Housing by including it in Harmonised List of Infrastructure. Further, GST on cement has also been reduced recently from 28% to 18%, which is one of the major construction materials and its lower prices will help in reducing the construction costs and make housing more affordable. Based on the project proposals submitted by States/UTs, a total of 122.28 lakh houses, including 10.66 lakh under PMAY-U 2.0, have been sanctioned under the schemes by the Ministry, so far across the country. Of the sanctioned houses, 114.84 lakh houses have been grounded for construction, of which 97.02 lakh are completed/delivered to the beneficiaries as on 22.01.2026. Further, NITI Aayog has prepared a detailed approach paper to promote and enable affordable housing and released its report in December 2025 namely ‘A Comprehensive Framework to Promote Affordable Housing’. The report has been shared with all concerned stakeholders for further necessary action. HIGH-SPEED INTERNET AND AI-ENABLED LEARNING IN EMRSs 2250. SHRIMATI JYOTSNA CHARANDAS MAHANT: Will the Minister of TRIBAL AFFAIRS be pleased to state: the details and number of Eklavya Model Residential Schools (EMRSs) in Chhattisgarh that have been provided with functional high-speed internet and Al-enabled learning tools as of January, 2026? THE MINISTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS (SHRI DURGA DAS UIKEY): In the State of Chhattisgarh, 75 EMRSs have been sanctioned and all are functional. 34 EMRSs have been provided with Internet connectivity with Smart Classes. AI Skill Labs have been established in 5 EMRSs to provide hands-on AI learning. Along with the above, Amazon Future Engineer (AFE) Program as a 12.02.2026 952 comprehensive initiative aimed at enhancing access to computer science education has been implemented in EMRSs. Learning Links Foundation (LLF) has implemented the Amazon Future Engineer (AFE) Programme in 25 EMRSs in the State of Chhattisgarh. The programme aims to impart education in artificial intelligence, blockchain and coding to students of Grades VI to IX, with a focus on fundamentals of computer science, AI and block-based programming. ESTABLISHMENT OF TRIBAL MULTIPURPOSE MARKETING CENTRES 2251. DR. GUMMA THANUJA RANI: Will the Minister of TRIBAL AFFAIRS be pleased to state: (a) the manner in which the establishment of one hundred Tribal Multipurpose Marketing Centres will benefit tribal communities economically; (b) the details of support and resources to be provided to tribal entrepreneurs through these centres; (c) whether steps are being taken to ensure that these centres remain operational and effective in the long term in the Andhra Pradesh; and (d) if so, the details thereof? These meetings also serve to monitor the physical as well as financial progress of implementation. राÕůीय जैव ईंधन नीित, 2018 2252. ®ी चÆþ ÿकाश जोशीः ³या पेůोिलयम और ÿाकृितक गैस मंýी यह बताने कì कृपा कर¤गे िकः (क) ³या बायोडीज़ल को हåरत/जैव ईंधन के łप म¤ माना जा रहा है; (ख) राÕůीय जैव ईंधन नीित, 2018 के अंतगªत तेल िवपणन कंपिनयŌ Ĭारा वषª 2030 तक पाँच ÿितशत बायोडीज़ल िम®ण के लàय को ÿाĮ करने हेतु, देश म¤ वायु ÿदूषण कì िÖथित को Åयान म¤ रखते हòए, कौन-कौन से कदम उठाए जा रहे ह§ तथा इसके øय म¤ आ रही चुनौितयाँ ³या ह§; 12.02.2026 954 (ग) बायोडीज़ल के Öवीकृत मूÐय का िनधाªरण िकन आधारŌ पर िकया जाता है; (घ) वषª 2025 और 2026 म¤ अब तक िकतनी माýा म¤ बायोडीज़ल कì खरीद कì गई है तथा वतªमान Öथािपत उÂपादन ±मता और उपलÊध फìडÖटॉक का Êयौरा ³या है; और (ङ) जून 2021 से 2024 कì अविध के दौरान बायोडीज़ल के Öवीकृत मूÐय के िनधाªरण का आधार ³या रहा है तथा वतªमान म¤ नए Öवीकृत मूÐय का िनधाªरण िकन आधारŌ पर िकया जा रहा है? पेůोिलयम और ÿाकृितक गैस मंýालय म¤ राºय मंýी; तथा पयªटन मंýालय म¤ राºय मंýी (®ी सुरेश गोपी): (क): राÕůीय जैव ईंधन नीित, 2018, 2022 म¤ यथा संशोिधत, जैव ईंधन को ÖपĶ तौर पर नवीकरणीय संसाधन से बने ईंधन के Łप मे पåरभािषत करती है और इसका इÖतेमाल पåरवहन, Öटेशनरी, पोट¥बल और दूसरे कामŌ के िलए डीज़ल, पेůोल या दूसरे जीवाÔम ईंधन कì जगह या उनके साथ िमलाकर िकया जाता है। नवीकरणीय संसाधन म¤ जंगल, पेड़ आधाåरत तेल, दूसरे अखाī तेल और इनसे जुड़े उīोग से िनकलने वाले उÂपाद, अपिशĶ और कृिष अवशेषŌ के साथ- साथ औīोिगक एवं नगरपािलका कचरे का जैवअपघटनीय िहÖसा शािमल है। बायोडीज़ल फैटी एिसड का िमथाइल या एिथल एÖटर है जो वनÖपित तेल, एिसड तेल, ÿयुĉ खाना पकाने का तेल या पशु वसा और जैव-तेल से बनता है। इस ÿकार, बायोडीज़ल एक जैव ईंधन है। (ख): सरकार ने वषª 2030 तक डीज़ल म¤ 5% बायोडीज़ल िमलाने / बायोडीज़ल कì सीधी िबøì का अनुमािनत लàय ÿाĮ करने हेतु बायोडीज़ल उÂपादन को बढ़ावा देने के िलए कई कदम उठाए ह§, िजनम¤, अÆय बातŌ के साथ-साथ, जैव ईंधन पर राÕůीय नीित के अंतगªत डीज़ल म¤ बायोडीज़ल िमलाने / बायोडीज़ल कì सीधी िबøì का अनुमािनत लàय तय करना, "पåरवहन के उदेÔय से हाई Öपीड डीज़ल के साथ बायोडीज़ल िमलाने के िलए िबøì संबंधी िदशािनद¥श - 2019" अिधसूिचत करना, िम®ण कायªøम के िलए बायोडीज़ल खरीदने हेतु जीएसटी दर 12% से घटाकर 5% करना आिद शािमल ह§। 12.02.2026 955 (ग) से (ङ): जून 2021 से 2024 तक, बायोडीज़ल कì कìमत तेल िवपणन कंपिनयŌ (ओएमसीज) ने देश म¤ उपलÊध फìडÖटॉ³स के साथ-साथ आयाितत फìडÖटॉक कì कìमतŌ, उÂपादन लागत, लाभ आिद को Åयान म¤ रखकर तय कì थी। अभी, बायोडीज़ल कì कìमत तेल िवपणन कंपिनयŌ (ओएमसीज) Ĭारा देश म¤ उपलÊध फìडÖटॉक कì कìमतŌ को Åयान म¤ रखकर तय कì जाती है। तेल िवपणन कंपिनयŌ (ओएमसीज) ने िव° वषª (एफवाई) 2024-25 के दौरान 36.7 करोड़ लीटर बायोडीज़ल खरीदा। मौजूदा एफवाई 2025-26 म¤, 31.01.2026 कì िÖथित के अनुसार, बायोडीज़ल कì खरीद 14.72 करोड़ लीटर तक पहòँच गई है। ओएमसीज के साथ पंजीकृत बायोडीज़ल िवøेताओं के अनुसार, संबंिधत राºय ÿदूषण िनयंýण बोडª Ĭारा जारी संचालन के िलए सहमित (सीटीओ) के अनुसार, कुल Öथािपत उÂपादन ±मता लगभग 450 करोड़ लीटर ÿित वषª है, िजसम¤ अÿयुĉ खाना पकाने का तेल (एनयूसीओ)/ ÿयुĉ खाना पकाने का तेल (यूसीओ) पर आधाåरत उपलÊध फìडÖटॉक का इÖतेमाल िकया जाता है। NATIONAL COMMITTEE ON DAM SAFETY 2253.
