Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of initiatives undertaken to strengthen urban flood risk management including stormwater drainage improvements and resilience planning in flood-prone cities; (b) the technical guidelines issued to municipal corporations for incorporating climate resilience in urban infrastructure; (c) the details of financial allocations and project approvals made for flood mitigation works across metropolitan and Tier-II cities, particularly in Maharashtra; (d) whether any coordination mechanisms have been established between the Ministry of Housing and Urban Affairs, State Governments and disaster management authorities for implementation, if so, the details thereof and if not, the reasons therefor; and (e) whether any impact evaluation has been conducted on reduced flood damage losses and improved emergency response capacity, if so, the details thereof and if not, the reasons therefor? 12.03.2026 896 THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) to (c): Management of urban flooding falls under the purview of the State Governments and the Urban Local Bodies (ULBs)/ Urban Development Authorities, who are responsible for maintaining the drainage and sewerage system. Government of India supplements the efforts of the States through schematic interventions/ advisories. It provides financial and technical support to the States to strengthen Urban Planning ecosystem. The Ministry of Housing and Urban Affairs (MoHUA) has published the following documents/advisory guidelines for improving urban drainage and flood management: i. Urban and Regional Development Plans Formulation and Implementation (URDPFI) Guidelines, 2014 (https://mohua.gov.in/upload/uploadfiles/files/URDPFI%20Guidelines%20Vol% 20I(2).pdf ) ii. Standard Operating Procedure (SOP) for Urban Flooding (https://mohua.gov.in/upload/uploadfiles/files/SOP%20Urban%20flooding_5%2 0May%202017.pdf) iii. River Centric Urban Planning Guidelines in 2021 to enable cities in the development of conjunctive water management approaches including nature- based solution (https://mohua.gov.in/upload/uploadfiles/files/RCUP%20Guidelines.pdf) iv. Guidance Document on Creation of Rain Water Harvesting Parks 12.03.2026 897 (https://mohua.gov.in/pdf/6566e1048ab41guidance-document-on-rainwater- harvesting-parks-final.pdf) v. Manual on Storm Water Drainage System (https://mohua.gov.in/publication/manual-on-storm-water-drainage-systems-- 2019.php) vi. Guidelines on Management of Urban Flooding issued by National Disaster Management Authority (NDMA) Atal Mission for Rejuvenation and Urban Transformation (AMRUT) launched in the year 2015, inter alia, has a component on storm water drainage, which involved construction and improvement of drains/ storm water drains in order to reduce and eliminate flooding and creating green spaces and parks. Under AMRUT, 838 Storm Water Drainage projects worth ₹3017.13 crore were approved. As reported by the States on AMRUT Portal, 820 Storm Water Drainage projects worth ₹2,448.12 crore have been completed. Under AMRUT, 2,522 green spaces and park projects worth ₹1,604.13 crore have been taken up by the States/UTs, of which, 2,502 projects worth ₹1,579.27 crore have been completed. 5,286 acres of permeable green space area have been developed through these projects so far. Under AMRUT 2.0, projects for green spaces and parks and rejuvenation of water bodies and wells are taken up by the States. Under AMRUT 2.0, proposals of the States/ UTs for 2,991 water body rejuvenation projects worth ₹6,083.32 crore and 1,665 green spaces and park projects worth ₹1,103.71 crore covering 13,893.82 acre, have been approved. 12.03.2026 898 Besides, under AMRUT and AMRUT 2.0 sewerage and septage management projects have been undertaken, which inter alia help in evacuation of storm water. Under AMRUT, as updated by State/UTs on AMRUT portal, 889 sewerage/septage management projects have been grounded, which has led to creation of 22,477 km length of sewer network. Under AMRUT 2.0, the State/UTs have taken up 584 Sewerage and Septage Management projects covering 34,559 KM of sewer network. The Government has launched the Urban Flood Risk Management Programme (UFRMP) under the National Disaster Mitigation Fund (NDMF) in 2021. This initiative specifically targets seven major metropolitan cities namely, Mumbai, Chennai, Kolkata, Bengaluru, Hyderabad, Ahmedabad, and Pune, with a total allocation of ₹2,500 crore. The allocation for Mumbai is Rs.500 crore. In Maharashtra, the UFRMP targets Mumbai and Pune, with a combined total of 23 mitigation measures approved. These projects represent a significant investment in the state's urban resilience, with a collective budget of ₹1,185.93 crore. Both the cities have received their first instalment (30% of the NDMF allocation) to initiate the implementation of these flood-risk reduction strategies. The details of UFRMP fund to Maharashtra is as under City Mitigation Measures NDMF (₹ Cr) State Share (₹ Cr) Total Budget (₹ Cr) Mumbai 6 500 207.71 707.71 Pune 17 250 228.22 478.22 Total 23 750 435.93 1,185.93 The UFRMP Phase II, with a budget of ₹2,200 crores, targets flood risk 12.03.2026 899 mitigation in eleven cities (Tier-II cities) namely, Guwahati, Patna, Kanpur, Trivandrum, Visakhapatnam, Bhubaneswar, Bhopal, Jaipur, Indore, Lucknow, and Raipur with an allocation of Rs. 222.22 crore each [INR 200 Cr from NDMF (90%) and INR 22.22 Cr from State share (10%)] to assess flood risks, develop preparedness plans, establish multi-hazard frameworks, and enhance community resilience. (d): For AMRUT/ AMRUT 2.0 projects, the Mission guidelines provide for formation of State High Powered Steering Committee (SHPSC) headed by the Chief Secretary of the State, to monitor and supervise implementation of the scheme at the State/ UT level. State Level Technical Committee (SLTC) headed by the Secretary, Urban Development and Housing Department provides technical support to the SHPSC in monitoring and supervising the scheme at the State level. Further, an Apex Committee constituted under the ambit of Mission guidelines reviews and monitors the Mission periodically. Under NDMF guidelines, NDMA has constituted Appraisal Committee under the Chairmanship of concerned Member NDMA, alongwith representative of line Ministries/Departments viz MoHUA and MoJS and other eminent experts in the field of disaster management like IITs, CDRI, UN- Habitat for technical appraisal of the proposals received from concerned States/cities.The concerned city officials and the line Departments of the concerned States vet all original PPR and the same has been submitted to NDMA/MHA with the approval of State Executive Committee (SEC). सहकाåरता मंýालय म¤ राºय मंýी; तथा नागर िवमानन मंýालय म¤ राºय मंýी (®ी मुरलीधर मोहोल): (क) और (ख): उīोग कì मांगŌ को पूरा करने और अंतरराÕůीय नागर िवमानन संगठन के अनुłप बने रहने के िलए वािणिºयक नागर िवमानन पर लागू िनयमŌ और िविनयमŌ म¤ संशोधन करना सतत ÿिøया है। इसके अलावा, डीजीसीए ने 11.12.2025 को िविनिदªĶ पåरचालन िविनयमŌ कì अिúम तैयारी और समय पर अनुपालन संबंधी सामाÆय सुर±ा पåरपý 02/2025 जारी िकया है। इस पåरपý के अनुसार ÖटेकहोÐडरŌ को पहले से िवÖतृत कायाªÆवयन योजना तैयार करनी होगी, अपेि±त संसाधनो कì समय पर उपलÊधता और उनकì Óयवहाåरकता सुिनिIJत करनी होगी। आवÔयक परी±ण या űाई रन करने हŌगे और कायाªÆवयन से पहले परी±ण के पåरणामŌ के साथ तैयारी संबंधी योजना डीजीसीए को ÿÖतुत करनी होगी। ÖटेकहोÐडरŌ को कम- से- कम 6 महीनŌ तक कायाªÆवयन कì ÿभावशीलता कì िनगरानी भी करनी होगी और मु´य अवलोकनŌ और 12.03.2026 905 अपनाए गए मॉिनटåरंग ढांचे का िवशेष उÐलेख करते हòए डीजीसीए को साĮािहक åरपोटª ÿÖतुत करनी होगी। (ग): डीजीसीए ने सीएआर खंड 7, सीरीज जे, भाग III, अंक III, संशोधन 2 के अधीन उड़ान दल के िलए ®म ÿबंधन िविनयम को चरणबĦ तरीके से लागू िकया है, साथ ही माननीय िदÐली उ¸च Æयायालय Ĭारा यथािनदेिशत पहला चरण 01 जुलाई 2025 से और दूसरा चरण 01 नवÌबर 2025 से ÿभावी है। (घ): िकसी भी ÿकार के अननुपालन कì िÖथित म¤ ÿवतªन नीित और ÿिøया िनयम पुÖतक (ईपीपीएम) के उपबंधŌ के अनुसार ÿवतªन कारªवाई कì जाएगी। इसके अितåरĉ, यिद कोई Óयिĉ िवमान िनयमावली 1937 कì अनुसूची VIक और VIख म¤ िविनिदªĶ िकसी िनयम का उÐलंघन करता है, तो उस पर शािÖत लगाई जा सकेगी। FLIGHT CONNECTIVITY BETWEEN SOLAPUR AND SHIRDI 3399. SUSHRI PRANITI SUSHILKUMAR SHINDE: Will the Minister of CIVIL AVIATION be pleased to state: (a) whether the Government has assessed the feasibility and passenger demand for introducing direct flight connectivity between Solapur and Shirdi, considering the significant pilgrim traffic between the two cities and if so, the details thereof; (b) whether the existing infrastructure and operational readiness at Solapur and Shirdi airports are adequate for operating scheduled commercial flights in this sector and if so, the details thereof; and (c) the steps taken/proposed to be taken to commence direct flights between Solapur and Shirdi under the UDAN scheme along with the timeline fixed 12.03.2026 906 in this regard? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): (a) to (c): With the repeal of the Air Corporations Act in March 1994, Indian domestic aviation was deregulated. Airlines are free to induct capacity with any aircraft type and to select the markets and networks they wish to serve. Hence, it is upto the airline operators to introduce air services to/from any airport in the country, depending on their operational and commercial viability. Solapur Airport, owned by the Airports Authority of India (AAI), has been developed under the Regional Connectivity Scheme (RCS) -UDAN and was licensed for Category 2C (VFR) operations. The existing infrastructure at Solapur Airport is adequate for operating scheduled commercial flights. The airport infrastructure at Shirdi is designed for Category 4C IFR operations with 24×7 operational capability. RCS-UDAN is a market-driven scheme under which airline operators assess the feasibility of operating on specific routes and participate in the scheme through periodic bidding rounds. The selection of airlines is carried out through a transparent bidding process. If any airline submits a valid bid for the requested routes in a future bidding round, the same may be considered in accordance with the provisions of the UDAN Scheme. पटना िवमानप°न से अंतराªÕůीय उड़ान सेवा 12.03.2026 907 3400. ®ी सुधाकर िसंहः ³या नागर िवमानन मंýी यह बताने कì कृपा कर¤गे िकः (क) ³या यह सच है िक िबहार से िवशेषकर पटना िवमानप°न से सऊदी अरब, संयुĉ अरब अमीरात और कतर जैसे खाड़ी देशŌ के िलए सीधी अंतराªÕůीय उड़ान कनेि³टिवटी के अभाव म¤ िबहार के यािýयŌ को वतªमान म¤ नई िदÐली या कोलकाता के राÖते याýा करनी पड़ती है िजससे अितåरĉ समय, लागत आने के साथ- साथ असुिवधा का सामना करना पड़ता है और यिद हां, तो तÂसंबंधी Êयौरा ³या है; (ख) ³या सरकार को इस बात कì जानकारी है िक िबहार से बड़ी सं´या म¤ लोग रोजगार, Óयापार, िश±ा और धािमªक ÿयोजनŌ के िलए िनयिमत łप से इन खाड़ी देशŌ कì याýा करते ह§ िजसके पåरणामÖवłप इन मागŎ पर यािýयŌ कì भारी भीड़ होती है और यिद हां, तो तÂसंबंधी Êयौरा ³या है; (ग) ³या िवमानन कंपिनयŌ को पटना से खाड़ी देशŌ के िलए सीधी उड़ान¤ ÿचािलत करने के िलए ÿोÂसािहत करने अथवा इस संबंध म¤ िĬप±ीय हवाई सेवा समझौतŌ के अंतगªत Öलॉट आवंिटत करने का कोई ÿÖताव िवचाराधीन है; और (घ) यिद हां, तो इसकì वतªमान िÖथित ³या है और ऐसी सेवाओं को शुł करने के िलए ³या समय-सीमा िनधाªåरत कì गई है और यिद नहé, तो इसके ³या कारण ह§? सहकाåरता मंýालय म¤ राºय मंýी; तथा नागर िवमानन मंýालय म¤ राºय मंýी (®ी मुरलीधर मोहोल): (क) से (घ): वतªमान म¤ िबहार से खाड़ी देशŌ के िलए सीधी अंतरराÕůीय उड़ान उपलÊध नहé है। तथािप, पटना सिहत िबहार के हवाईअड्डे िदÐली, मुंबई, ब¤गलुŁ, चेÆनई, हैदराबाद और कोलकाता जैसे ÿमुख भारतीय हवाईअड्डŌ से भलीभांित जुड़े हòए ह§, जहाँ से खाड़ी देशŌ के िलए आगे कì उड़ान संपकªता उपलÊध है। सरकार ने नागर िवमानन ±ेý के िवकास के िलए अनुकूल वातावरण ÿदान िकया है। 12.03.2026 908 तथािप, भारत के िकसी भी Öथान से अंतरराÕůीय उड़ान शुł करने का Óयावसाियक िनणªय पूरी तरह से एयरलाइनŌ का होता है, जो उस मागª कì आिथªक Óयवहायªता और अÆय संबंिधत कारकŌ के आधार पर िलया जाता है। NON-OPERATIONAL AIRPORTS 3401. SHRIMATI BAG MITALI: Will the Minister of CIVIL AVIATION be pleased to state: (a) the total number of airports along with the number of those currently non- operational across the country; (b) the total number of greenfield airports constructed and presently non- operational; (c) whether any feasibility surveys and technical readiness assessments were conducted before launching these airports and if so, the details thereof; (d) whether it is a fact that despite the inauguration of eleven new airports in Bihar, Jharkhand and Uttar Pradesh under the UDAN scheme, only four airports currently have scheduled commercial flights and if so, the details thereof; and (e) whether certain airports have failed to sustain flight operations after the expiry of Viability Gap Funding and if so, the reasons therefor? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): 12.03.2026 909 (a): The total number of operational airports in the country is 164. In addition, 22 airports of Airports Authority of India (AAI) are non-operational at present. (b): The Government of India has accorded in-principle approval for the construction of 24 new Greenfield airports across the country so far. As on date, 13 Greenfield airports have been operationalised. Out of these, Kushinagar Airport does not have scheduled flight operations at present. (c): As per Greenfield Airports (GFA) Policy, 2008, Airport Developer is required to identify a suitable site and get the Pre-feasibility Study conducted and submit a proposal to the Central Government for 'Site Clearance' followed by 'In-Principle' approval. (d) and (e): Under the UDAN scheme, the airports namely Darbhanga and Purnea in the state of Bihar, Deoghar and Jamshedpur in the state of Jharkhand, and Kanpur, Prayagraj, Kushinagar, Bareilly, Chitrakoot, Moradabad, Aligarh, Azamgarh, Shravasti, Ayodhya, Hindon and Agra in the state of Uttar Pradesh have been operationalized. All the above airports have scheduled flight operations, except six airports in Uttar Pradesh, namely, Kushinagar, Chitrakoot, Moradabad, Aligarh, Azamgarh, and Shravasti, where operations are temporarily discontinued due to factors such as completion of the three-year Viability Gap Funding (VGF) support period, poor visibility conditions, daytime runway restrictions at VFR- only airports, shortage of aircraft, leasing issues, temporary discontinuation by airlines, novation of routes and low passenger load factors. 12.03.2026 910 SUPPORT TO RURAL AND SEMI-URBAN MSMEs 3402. SHRI ZIA UR REHMAN: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) whether the Government has taken note of the challenges faced by Micro, Small and Medium Enterprises (MSMEs) regarding credit access, high interest rates and delayed payments and if so, the details thereof; (b) the details of initiatives undertaken to increase formal credit availability and digital onboarding of small enterprises; and (c) whether any new interventions are proposed to support rural and semi- urban MSMEs, including artisans and micro-manufacturers and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES; AND MINISTER OF STATE IN THE MINISTRY OF LABOUR AND EMPLOYMENT (KUMARI SHOBHA KARANDLAJE): (a) to (c): The Government has, inter-alia, undertaken the following measures at the policy level to enhance and strengthen the Micro, Small and Medium Enterprises ecosystem in the country, including Rural and Semi-Urban MSMEs: i. Ministry of MSME implements Credit Guarantee Scheme (CGS) for Micro and Small Enterprises (MSEs) through Credit Guarantee Fund Trust for Micro and Small Enterprises to provide credit guarantee for loans extended to MSEs. The ceiling for guarantee coverage under the scheme 12.03.2026 911 is Rs 10 crore. ii. Self-Reliant India (SRI) Fund has been set up to infuse Rs. 50,000 crore as equity funding in MSMEs with a provision of Rs. 10,000 crore from the Government of India and Rs. 40,000 crore through Private Equity/Venture Capital Funds. The Budget 2026-27 has also announced a support of Rs 2000 crore to top up the Self-Reliant India Fund set up in 2021 to continue support to micro enterprises and maintain their access to risk capital. iii. The Emergency Credit Line Guarantee Scheme (ECLGS) was launched in May, 2020 as part of Aatmanirbhar Bharat Package to support eligible MSMEs and business enterprises in meeting their operational liabilities due to disruption caused by COVID-19 pandemic. The Scheme was operational till 31.03.2023. As reported by Department of Financial Services, under ECLGS, since inception till 31.03.2023, total 1.13 crore guarantees covering a value of Rs.2.42 lakh crore have been extended to MSMEs. iv. Micro, Small and Medium Enterprises Development (MSMED) Act, 2006 under Section 15–23 of Chapter V mandates payment to the MSEs to be made within 45 days. Under the provisions of the MSMED Act, 2006, Micro and Small Enterprises Facilitation Councils (MSEFCs) have been set up in the States/UTs to deal with cases of delayed payments of the MSEs. For filing and monitoring the pending payment cases by MSEs against the buyers of goods and services, the Government launched 12.03.2026 912 SAMADHAAN Portal on 30.10.2017. The cases filed on the portal are referred to the concerned MSEFC for resolution of dispute between the MSE seller and the buyer. v. Retail and wholesale traders have also been included under the MSME category for the purpose of Priority Sector Lending (PSL) with effect from 02.07.2021. To bring Informal Micro Enterprises (IMEs) into the formal financial framework and enable them to avail PSL benefits, the Udyam Assist Platform was launched on 11.01.2023. The Government has further extended non-tax benefits for a period of three years in cases of upward transition of MSME classification. vi. Under the Digital India programme, the Ministry of Electronics and Information Technology (MeitY) offers services on Digital Infrastructure as a Utility, Governance and Services on Demand, Digital Empowerment of Citizens and MSMEs. Digital payments are also done by MSMEs through different platforms. In order to improve and increase the integration of above technologies to help MSMEs for digitalisation across the Country, Ministry of MSME, in collaboration with stakeholders runs many initiatives, which inter-alia include the Udyam Portal, MSME Champions Portal, Government e-Marketplace, Trade Receivables Discounting System (TReDS), MSME Trade Enablement and Marketing Scheme, MSME SAMBANDH, Prime Minister's Employment Generation Programme (PMEGP) Portal, Khadi and Village Industries Commission Online, PM Vishwakarma Portal and Online Dispute Resolution portal. 12.03.2026 913 vii. PMEGP provides Margin Money subsidy up to 35%, for setting up of new micro enterprises, in the non-farm sector with project cost of Rs. 50 lakh for Manufacturing and Rs. 20 lakh for Service enterprises. viii. PM Vishwakarma Scheme was launched on 17.09.2023 to provide end- to-end holistic support to artisans and craftspeople of 18 traditional trades who work with their hands and tools. The Scheme includes provision of loans up to Rs. 3 lakh with interest subvention up to 8%. ROUTES UNDER RCS-UDAN SCHEME 3403. SHRIMATI SATABDI ROY BANERJEE: Will the Minister of CIVIL AVIATION be pleased to state: (a) the total number of routes operationalised under the Regional Connectivity Scheme - Ude Desh ka Aam Nagrik (RCS-UDAN) scheme; (b) the total number of routes discontinued before completion of three years of operation; and (c) the number of routes that are presently operational and are operating at fifty per cent capacity or below? SHRI PRABHAKAR REDDY VEMIREDDY: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) whether it is true that Credit Information Bureau (India) Limited (CIBIL) score is one of the criteria to take benefits under PM Vishwakarma Scheme; (b) if so, the reasons that Government made CIBIL Score mandatory under PM Vishwakarma; (c) whether it would not impact better implementation of the scheme and also beneficiaries are at loss and if so, the details thereof; (d) whether the Government proposes to remove CIBIL Score as criteria under PM Vishwakarma and if not, the reasons therefor; (e) whether it is true that out of about two crore applications received, 1.3 crore applications are pending with Gram Panchayats and if so, the details thereof; and (f) the reasons for such huge number of applications pending with GPs and the manner in which Government is planning to address this? THE MINISTER OF STATE IN THE MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES; AND MINISTER OF STATE IN THE MINISTRY OF LABOUR AND EMPLOYMENT (KUMARI SHOBHA KARANDLAJE): (a) to (d): PM Vishwakarma scheme is conjointly being looked by Ministry of Micro, Small and Medium Enterprises (MSME), Ministry of Skill Development 12.03.2026 918 and Entrepreneurship (MSDE) and Department of Financial Services (DFS). As per information received from DFS, CIBIL score is not mandatory to take benefits under the PM Vishwakarma scheme. Further, as per PM Vishwakarma scheme guidelines, Credit information report is required for those who have a credit history, for availing benefits under the credit component, so as to exclude any defaulter from availing credit again under the Scheme. The issue of CIBIL score has been specifically addressed in FAQs issued to banks on 14.08.2024 wherein it has been explicitly stated that no minimum Credit score has been prescribed under the PM Vishwakarma scheme for availing credit component. Hence there is no impact on implementation of the scheme. (e) and (f): Under the PM Vishwakarma Scheme, Stage-I verification of applications is carried out through the Head of the Gram Panchayat/Chairman of the Village Council or the Executive Head/Administrator of the Urban Local Body. As on 09.03.2026, 83.53 lakh applications are pending for verification at Stage-I level, of which 55.54 lakh applications are with Gram Panchayats and 27.99 lakh applications are with Urban Local Bodies. Against the target of 30 lakh registrations under the scheme, the target has already been achieved. 12.03.2026 919 ENSURING QUALITY, SAFETY AND ACCOUNTABILITY IN PUBLIC CONSTRUCTION WORKS 3406. SHRI PARSHOTTAMBHAI RUPALA: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the measures taken by the Central Public Works Department in coordination with State Governments and other Central agencies to ensure quality assurance of each public construction work where public funds are utilized as on date; (b) whether the Government has taken cognizance of the quality-focused public works legislation as enacted in Japan and if so, the details thereof; and (c) whether the Government is aware that in the absence of a specific statutory framework on construction quality, several public works have deteriorated or become unsafe within a short period and if so, the details thereof along with the corrective actions proposed to be taken in this regard? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a): To ensure Quality Assurance in public works, the Central Public Works Department follows its Works Manual and Standard Operating Procedures, Specifications, Quality Assurance Manual etc. The CPWD also regularly updates these documents. All these publications are available on the CPWD website free of cost and are referred by the State Governments and other 12.03.2026 920 Central/State agencies for ensuring quality in public construction works. (b): No. (c): The quality of Public Works is ensured and guided by the provisions of General Financial Rules (GFR), Central Vigilance Commission (CVC) Guidelines, CPWD Manual and Standard Operating Procedures of the CPWD. SAFETY STANDARDS IN TRIBAL RESIDENTIAL SCHOOLS 3407. DR. MALLU RAVI: Will the Minister of TRIBAL AFFAIRS be pleased to state: (a) whether cases of food poisoning and infections in Tribal residential schools have been reported, if so, the details thereof; (b) the details of the timeline for ensuring all tribal residential schools comply with the Government's safety standards to prevent children getting affected by food poisoning band infections; and (c) the details of the steps taken to prevent recurrence and safeguard children's health? THE MINISTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS (SHRI DURGA DAS UIKEY): (a) to (c): A few isolated instances of suspected food poisoning and infections in certain Eklavya Model Residential Schools (EMRSs) have been reported. In such cases, necessary medical attention was provided to the affected students and appropriate corrective measures were taken by the concerned school authorities in coordination with the State/UT EMRS 12.03.2026 921 Societies. The National Education Society for Tribal Students (NESTS), under the Ministry of Tribal Affairs, has issued a series of circulars and guidelines to all EMRSs to ensure strict adherence to health, hygiene and safety standards in hostels and school messes. These include, inter-alia, the Guidelines for Mess Management in EMRSs and instructions regarding preventive measures for ensuring the safety and well-being of hostel students. The EMRS Mess Management Guidelines prescribe hygienic food preparation practices, safe storage of food items, and maintenance of cleanliness in kitchen and dining areas. The guidelines also provide for the constitution of Mess Committees, periodic inspections, and tasting of food prior to serving to students. Further, NESTS has issued instructions for engagement of a Staff Nurse and Counsellor in each EMRS to facilitate regular health monitoring and provide psychosocial support to students. In addition, engagement of a Part-time Doctor has been mandated to ensure periodic medical check-ups and timely medical consultation. Provision has also been made for hiring of a school vehicle to facilitate prompt transportation of students to nearby health facilities in case of medical emergencies. These measures are collectively aimed at further strengthening health services, improving food safety practices, and ensuring timely medical response in EMRSs so as to safeguard the health and well-being of tribal 12.03.2026 922 students residing in these schools. DIGITISATION OF HIGHWAYS IN MAHARASHTRA 3408. ADV. GOWAAL KAGADA PADAVI: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) whether the Government has initiated the transformation of highways into intelligent mobility corridors by digitising highways with real time monitoring, smart tolling, vehicle to infrastructure (V2I) systems and asset management of roads; (b) the number of highway packages in Maharashtra including tribal and remote districts selected for digitisation under this initiative and the budget committed therefor; (c) whether there are pilot projects specifically in tribal and backward regions to test technologies such as geotagged maintenance smart toll and remote monitoring and the outcomes so far; and (d) the timeline by which the Government expects full rollout of the digitised highway initiative in all new national highway corridors and the inclusion of tribal and backward district breakdowns in the first progress report 2025-26? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a) to (d): With regard to Smart Tolling, Multi-Lane Free Flow (MLFF) Tolling on 12.03.2026 923 all 4-Lanes and above National Highways has been planned. Under the MLFF tolling system, gantry installed high performance Radio Frequency Identification (RFID) readers and Automatic Number Plate Recognition (ANPR) cameras are used for deduction of user fee through existing FASTag system. The Multi Lane Free Flow based on Barrier less Tolling has been awarded on 16 toll plazas as per list is given in the enclosed Statement. The Government envisages to implement MLFF Tolling on all 4 Lane and above National Highways including in Tribal and Backward regions in a phased manner. As on date Chalakwadi Toll Plaza and Hiwargaon Pawsa Toll Plaza on Pune Nashik National Highway - 60 has been awarded under MLFF Tolling in the State of Maharashtra. Apart from this, 113 nos. of congested NH toll plazas in the country are also monitored through a GIS based toll congestion monitoring solution. For monitoring the pavement condition and other highway assets on National Highways, periodic NSV (Network Survey Vehicle) surveys, drone surveys, AI based inspections, etc. are being carried out. Based on the results of these surveys, necessary repair and maintenance are being carried out by Field Units through respective Contractors/ Concessionaires as per the provisions of Concession Agreement. The list of airports operationalised since the inception of the Scheme is given in the enclosed Statement. In the State of Telangana, Adilabad, Aleru, Basantnagar (Peddapalli) and Kagazpur airports are included in the tentative list of unserved airports in the UDAN document. Further, 58 RCS routes have been operationalised in the State.; To ensure the affordability of regional air travel, the UDAN scheme provides financial incentives to airline operators on regional routes that include: Concessions by the Central Government, State Governments/ Union Territories and airport operators to reduce airline operation costs and also the Viability Gap Funding (VGF) to bridge the gap between operational costs and expected revenues on such routes. The airfare on the RCS seats on which VGF is provided to the Selected Airline Operators (SAOs) is for a 3-year tenure and is capped at a subsidized rate, which is liable to be indexed every quarter. THE MINISTER OF STATE IN THE MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES; AND MINISTER OF STATE IN THE MINISTRY OF LABOUR AND EMPLOYMENT (KUMARI SHOBHA KARANDLAJE): (a) and (b): The Central Government supplements the efforts of the State/UT Governments through various schemes, programmes and policy initiatives for Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE), Prime Minister’s Employment Generation Programme (PMEGP), Scheme of Fund for Regeneration of Traditional Industries (SFURTI) and Micro and Small Enterprises - Cluster Development Programme (MSE-CDP) etc. Micro and Small Enterprises-Cluster Development Programme (MSE- CDP) of Ministry of Micro, Small and Medium Enterprises, Government of India establish Common Facility Centers (CFCs) and create/upgrade Infrastructure Facilities (ID Projects) providing financial support to enhance the productivity and competitiveness of Micro and Small Enterprises (MSEs) in the existing cluster. The detail of the projects approved in Telangana under MSE-CDP, is given in the enclosed Statement-I. Under the Scheme of Fund for Regeneration of Traditional Industries (SFURTI), a total of 16 clusters have been approved in Telangana across 9 districts with an approved committed GoI assistance of Rs. 33.09 crore, proposed to benefit 9,109 traditional artisans across the State. Out of 16 approved clusters, 13 clusters are functional. These centres support MSMEs through technology, skill development, advisory services and are equipped with high and machines such as CNC 7 Axis, EDM, hydraulic press, injection moulding, VHT, etc. Presently Central Institute of Tool Design (CITD), Hyderabad is functional in Telangana (d) and (e): The Ministry of Micro, Small and Medium Enterprises has established 65 Export Facilitation Centers (EFCs) in its field offices across the country with the aim of providing requisite mentoring and handholding support to MSMEs in exporting their products and services including 02 EFCs in Telangana namely, Central Institute of Tool Design (CITD), Hyderabad and MSME- Development and Facilitation Office, Hyderabad. The Government has approved the Scheme for Export Promotion Mission (EPM) for the period FY 2025–26 to FY 2030–31, aimed at strengthening India’s export competitiveness, particularly for MSMEs. The EPM has two integrated sub-schemes: 12.03.2026 941 NIRYAT PROTSAHAN, focused on improving access to trade finance through instruments such as interest subvention, export factoring, collateral guarantees for export credit, credit for e-commerce exporters, and credit enhancement support; and NIRYAT DISHA, focused on other trade enablers such as export quality and compliance support, international branding and packaging, market access initiatives, export logistics and warehousing, and trade intelligence. The Ministry has launched Trade Enablement and Marketing (TEAM) scheme which aims at facilitating Micro and Small Enterprises for onboarding onto Open Network for Digital Commerce (ONDC) by providing financial assistance to Seller Network participants (SNPs) for onboarding, cataloguing, account management, logistics, packaging material and design. Notably, half of these beneficiary MSMEs will be women-owned enterprises. The Government is promoting ONDC as a Digital Public Infrastructure (DPI) framework to create an open, interoperable and competitive e-commerce ecosystem.
