Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the number of houses sanctioned under Pradhan Mantri Awas Yojana - Urban (PMAY-U) 2.0 as announced during the 4th Central Sanctioning and Monitoring Committee meeting so far; (b) the number of houses specifically allocated for women beneficiaries till now including single women, widows and other special beneficiary categories under the said yojana; (c) the total Central assistance being provided and the manner in which it contributes to achieving the target of providing housing to one crore urban poor and middle-class families during each of the last five years; (d) the manner in which the Government ensures timely completion and quality construction of more than twenty lakh houses currently under construction; and (e) the details of the monitoring mechanism in place for beneficiary satisfaction? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) to (e): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country. The implementation period of PMAY-U scheme, which was earlier up to 31.03.2022, has been extended up to 18.12.2025 343 31.12.2025 to complete sanctioned houses without changing the funding pattern and implementation methodology. Based on the learnings from the experiences of implementation of PMAY- U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries in next five years. The scheme is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). Based on the project proposal submitted by States/Union Territories (UTs), a total of 122.06 lakh houses, including 10.43 lakh under PMAY-U 2.0, have been sanctioned under the scheme by the Ministry, so far. Out of which, 113.85 lakh houses have been grounded, and 96.02 lakh are completed/delivered to the beneficiaries across the country as on 24.11.2025. Central Assistance of ₹2.05 lakh crore has been approved under the schemes, of which ₹1.75 lakh crore has been released to States/UTs/Central Nodal Agencies (CNAs). Details of total Central Assistance sanctioned and released during each of the last five years under PMAY-U and PMAY-U 2.0 are given in the enclosed Statement. As per the scheme guidelines of PMAY-U and PMAY-U 2.0, preference is given to Widows, single women, Persons with Disabilities, Senior Citizens, Transgenders, persons belonging to Scheduled Castes/ Scheduled Tribes, Minorities and other weaker and vulnerable sections of the society. Out of total 18.12.2025 344 sanctioned houses, 96 lakh beneficiaries are women including single women, widows. In addition, 24.78 lakh have been sanctioned for SCs/STs, 45.67 lakh for OBCs, 22 lakh minorities, 8.36 lakh senior citizens, 0.73 lakh persons with disabilities under these schemes. As per the Scheme Guidelines, progress is to be monitored at all three levels: City, State and Central Government. Central Sanctioning and Monitoring Committee (CSMC) will monitor project formulation and project implementation including stage-wise progress of houses and financial progress amongst others. The Ministry conducts regular review meetings with States/UTs to complete the remaining houses and ensure occupancy within the stipulated timeframe. The States/UTs have been advised to improve occupancy of houses under AHP/ISSR verticals of PMAY-U by providing civic infrastructure and ensuring allotment to beneficiaries on priority. Further, timely completion and quality of the ongoing houses are ensured through Geo-tagging of all houses/projects for real-time progress tracking, Milestone-based release of Central Assistance, Mandatory Third-Party Quality Monitoring (TPQM), Social Audit for beneficiary satisfaction, and Regular reviews by the CSMC and State- level Committees.
