Will the Minister of TOURISM be pleased to state: (a) the details of the training programmes, workshops and participants covered under the Capacity Building for Service Providers (CBSP) Scheme since 2020, along with gender and category (SC, ST and OBC), year and State/UT-wise till 31st October 2025; (b) the details of total funds sanctioned, released and utilised under the said scheme during the period, State/UT-wise; (c) the average time taken between project sanction and fund disbursement and the reasons for delays, if any; and (d) whether any audit has been conducted for scheme’s outcomes on employability and service quality, if so, the details thereof and if not, the reasons therefor? 15.12.2025 784 THE MINISTER OF CULTURE; AND MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT): (a) to (d): The Ministry of Tourism conducts hospitality and tourism related short- term training courses under its “Capacity Building for Service Providers (CBSP)” scheme through Government and empanelled private institutes. These programmes include Hunar Se Rozgar Tak, Entrepreneurship Programme, Skill Testing & Certification, Tourism Awareness Programme, etc. Under this scheme, the training institutes are assigned targets for conducting training and funds are reimbursed only upon submission of required documents as per the scheme guidelines. The Ministry of Tourism has conducted the third party evaluation of CBSP scheme through Quality Council of India (QCI). QCI in its report 2025, recommended for its continuation as this scheme has significantly strengthened India’s tourism and hospitality workforce. The details of funds sanctioned, reimbursed since 2020 till 31st October 2025 are given in the enclosed Statement. SHRI JAGDAMBIKA PAL: Will the Minister of FINANCE be pleased to state: (a) whether the Government has reviewed the capacity of Regional Rural Banks (RRBs) to meet the evolving credit needs of the rural economy, including emerging sectors such as agro- processing, allied-agriculture and rural MSMEs and if so, the details thereof; (b) the details of the guidelines issued to RRBs for supporting Farmer Producer 15.12.2025 787 Organisations (FPOs) through customised financial products and improved service delivery; (c) whether the Government proposes to increase banking outreach in financially underserved rural regions through RRB branch expansion or digital infrastructure, if so, the details thereof; and (d) the steps taken to improve the performance of RRBs under national financial- inclusion schemes and to promote better collaboration with NABARD and State Governments? THE MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI PANKAJ CHOUDHARY): (a): Government of India is regularly reviewing the performance of Regional Rural Banks (RRBs) to meet the evolving credit needs of the rural economy, including emerging sectors like agro-processing, allied-agriculture, and rural Micro Small and Medium Enterprises (MSMEs) at national and regional levels. The following reviews of RRBs have been held under the Chairpersonship of Finance Minister in last four financial years: S.No National/Regional level Date and Place 1. Karnataka Grameena Bank 16.10.2025 at Ballari 15.12.2025 788 Further, as a follow-up, Department of Financial Services (DFS) has conducted periodic and regular meetings with RRBs and sponsor banks at various levels. The agenda items for the review meetings, inter-alia, include: (i) Review of the performance of RRBs on Financial Parameters and technology upgradation. (ii) Thrust on MSME portfolio. (iii) Importance on loan diversification towards Agri-allied, MSME and Retail Sectors. (b): National Bank for Agriculture and Rural Development (NABARD) had prepared a "Guidance Note for financing Farmer Producer Organisations (FPOs) by Banks” and submitted to the Reserve Bank of India (RBI) for wider dissemination across the banking sector. Pursuant to this, RBI in 2020, has advised the Indian Banks’ Association (IBA) to circulate the guidance note among its member banks to facilitate speedy and effective adoption of the credit evaluation framework outlined therein, in alignment with their respective Board- approved policies. Additionally, IBA has been requested by RBI to instruct sponsor banks to share the guidance note with RRBs. (c): The endeavour of the Government is to ensure availability of banking outlet (Bank branch / Business Correspondent (BC) / India Post Payments Bank (IPPB)) within 5 kilometres of all inhabited villages in the country. Availability of banking outlets is monitored by a Geographic Information System (GIS) based App., namely, Jan Dhan Darshak (JDD) App. Based on the data uploaded by 15.12.2025 789 Banks on the JDD App, as on 31.10.2025, 99.91% villages in the country are covered with banking outlets (Bank Branch / BC / IPPB) within a radius of 5 Km. (d): DFS launched a Gram Panchayat (GP) level Saturation Campaign from 01.07.2025 to 31.10.2025 with the objective of achieving comprehensive financial inclusion, with participation from Public Sector Banks (PSBs), RRBs, Private Banks, Small Finance Banks (SFBs) and Cooperative Banks. Further, following steps have been taken to improve the performance of RRBs under national financial-inclusion schemes: (i) Onboarding of RRBs on JanSuraksha scheme portal has enabled them to enrol and settle claims with respect to Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) for the benefit of their customers. (ii) Financial support by NABARD to RRBs for conducting Financial and Digital Literacy Programmes. These programmes entail generating awareness on banking products, social security schemes of Government of India, digital banking and cyber security for the banking customers. (iii) Since 1992, NABARD has supported Non-Governmental Organizations (NGOs), RRBs, Micro Finance Institutions (MFIs), Primary Agricultural Credit Societies (PACS) etc to promote, nurture and credit-linkage of Self- Help Groups (SHGs). NABARD has also helped in faster settlement of SHG interest subvention claims under Deendayal Antyodaya Yojana-National Rural Livelihood Mission (DAY-NRLM) through their Interest subvention portal. Further, it also provides grant support for Joint Liability Group (JLG) 15.12.2025 790 formation and capacity building. (iv) NABARD has developed eKisanCredit (eKCC) portal for RRBs to streamline agricultural loan process which will help in reducing the turnaround time for credit disbursement. (v) Incentive Scheme of NABARD for Customer Service Points (CSPs) / BCs of RRBs operating in Northeast and Hilly States / Union Territories (UTs). The BCs are paid monthly remuneration to offset the expenses incurred by them towards operating in difficult terrain. (vi) Financial support by NABARD to RRBs for deployment of banking touchpoints such as Micro Automated Teller Machines (Micro-ATM), Point of Sale (POS) / Mobile Point of Sale (MPOS) devices, and Demonstration Vans. DEVELOPMENT OF HINDU AND SIKH PILGRIMAGE SITES IN HIMACHAL PRADESH 2462. SHRI ANURAG SINGH THAKUR: Will the Minister of TOURISM be pleased to state: (a) the details of all Central schemes and budgetary allocations for development of Hindu and Sikh pilgrimage centres in Mandi, Kangra, Una, Bilaspur and Hamirpur districts of Himachal Pradesh during the last three years; (b) the present status of physical works under each scheme, with timelines for completion of temple renovation, gurudwara infrastructure, approach roads, parking facilities and rest amenities and other project work; 15.12.2025 791 (c) the details of the amounts sanctioned, district and project-wise; (d) the details of engagement with local communities, faith bodies and Himachal Pradesh Tourism Development Corporation to ensure sustainable upkeep; and (e) the details of the expected increase in annual pilgrim footfall and tourism revenue on completion of the projects? THE MINISTER OF CULTURE; AND MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT): (a) to (c): The Ministry of Tourism through its ongoing schemes of Swadesh Darshan and ‘Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD)’ complements the efforts of the State Governments (SGs)/UT Administrations (UTs) by extending financial assistance to them for developing tourism related infrastructure in the country, including the State of Himachal Pradesh. The details of the projects sanctioned in Himachal Pradesh along with their status under the Swadesh Darshan (SD), Swadesh Darshan 2.0 and Challenge Based Destination Development (CBDD), are given in the enclosed Statement. The projects under these schemes are implemented by the respective States/UTs. However, the Ministry of Tourism regularly monitors the progress of project and also encourages respective State Government/UT Administrations to complete the projects in a time bound manner. (d) and (e): In accordance with the Scheme Guidelines respective State 15.12.2025 792 Government/UT administration formulates comprehensive Detailed Project Report (DPR) for projects in consultations with the respective administration, local bodies and other stakeholders. The DPR submitted to the Ministry of Tourism also incorporates sustainable operation and maintenance plans for the proposed projects. The sustainability of the completed projects including operation and maintenance is ensured by the respective State Government/UT Administration. The infrastructure development projects of the Ministry of Tourism aims to increase the footfall and overall tourist experience, among others. THIRU DAYANIDHI MARAN: Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a) whether the Government is aware of media-reports of widespread trade- union rejection describing the notified labour codes as “anti-worker” and if so, the details thereof; (b) the details of the concrete consultations held with unions and workers representatives along with their key demands before notifying the four new codes; (c) the details of the timeline of the implementation of the said code along with rollout, rules- notification dates, transitional safeguards for workers and 15.12.2025 794 benchmarks for social-security coverage, State/UT-wise; (d) the manner in which the Government justify the raising of the threshold for approval of layoffs/closures from 100 to 300 workers in the Industrial Relations Code and the assessment made on the impact likely to have on workers’ job security and bargaining power; and (e) the details of mechanisms are in place to ensure that gig, platform, contract and informal workers, especially in sectors such as textiles, construction and Micro, Small & Medium Enterprises (MSMEs) will receive the promised minimum wages, social security and grievance redressal under the new frameworks? THE MINISTER OF STATE IN THE MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES; AND MINISTER OF STATE IN THE MINISTRY OF LABOUR AND EMPLOYMENT (KUMARI SHOBHA KARANDLAJE): (a) and (b): The four Labour Codes were passed after extensive consultations with all stakeholders including State/UT Governments. The comments/concerns raised by the stakeholders were acknowledged and examined before the passage of four Labour Codes. Several National and Regional Labour Conferences were held with States/UTs to discuss issues relating to four Labour Codes. The Ministry is also interacting with all stakeholders including States/UTs for smooth implementation of the four Labour Codes. Further, various concrete provisions have been made in the Industrial Relations Code, 2020 to protect the interest of workers. The collective bargaining 15.12.2025 795 of workers has been strengthened and made statutory through recognition of Negotiating Union and Negotiating Council. The provision of two-member Industrial Tribunal will ensure faster dispute resolution. (c): The four Labour Codes, namely, the Code on Wages, 2019, the Industrial Relations Code, 2020, the Code on Social Security, 2020 and the Occupational Safety, Health and Working Conditions Code, 2020 have come into force with effect from 21.11.2025 across the country. The States/UTs are still in process of finalizing the Rules under the four Labour Codes. As per available information, Code wise status of pre-published Rules by States/UTs are as under: a) The Code on Wages, 2019: 34 b) The Industrial Relations Code, 2020: 35 c) The Code on Social Security, 2020: 34 d) The Occupational Safety, Health and Working Conditions Code, 2020: 35 (d) and (e): The provision of Fixed Term Employment (FTE) has been introduced in the Industrial Relations Code, allowing engagement of workers for a specified duration. Such workers are entitled to all benefits, at par with permanent employees performing similar work. This provision is expected to reduce contractualization, increase employability and meet workers’ aspirations. They are eligible for gratuity after just one year, instead of five years. The increase in threshold from 100 to 300 will promote employment formalisation, reduce procedural hurdles and simplify compliance requirements. 15.12.2025 796 The Code has provisions for prior notice before retrenchment and retrenchment compensation equivalent to 15 days wages for each completed year of service to be given to the retrenched worker. In addition to the above, 15 days wages is to be given for re-skilling. Key features of the Labour Codes relating to protection of workers’ right as well as their welfare are as under: - Minimum wages become a statutory right for all employees in every sector, organised or unorganised. A new Floor Wage introduced. Rules on timely payment and no unauthorised deductions now apply to all employees Safe and healthy working conditions for all workers. Provision for annual health check-up and formalisation of employment by issuing appointment letters to all employees. Provision of Workers’ Re-skilling Fund for retrenched workers. Women are allowed to work at night, and in all types of work and establishments subject to their consent and safety. Employees’ State Insurance Corporation (ESIC) coverage on voluntary basis for establishments having less than 10 employees Benefits under ESIC can also be made applicable through notification to an establishment which carries on hazardous or life-threatening occupation in which even a single employee is employed. 15.12.2025 797 Provision of benefits to unorganised workers and to their family members through ESIC or Employees’ Provident Fund Organisation (EPFO) Setting up of a Social Security Fund for formulating schemes for unorganised workers, gig and platform workers. NAVYA VOCATIONAL TRAINING 2464. SHRI KAMAKHYA PRASAD TASA: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the objectives of Nurturing Aspirations through Vocational Training for Young Adolescent Girls (NAVYA) Vocational Training Initiative; (b) the details of aspirational districts and States covered under such initiative; (c) the number of adolescent girls expected to be benefited from such scheme along with the key areas of focus under the said training module; (d) the objectives of Green Skills and Electric Vehicles (EVs) training programme along with the expected benefit for career growth of the youth in the future green economy; (e) the details of such training programme, including the eligibility of candidates and the duration of such training; and (f) the total number of educational institutions selected for such a training programmes? 15.12.2025 798 THE MINISTER OF STATE OF THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP; AND MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY): (a): The NAVYA (Nurturing Aspirations through Vocational training for Young Adolescent Girls), a joint initiative of the Ministry of Skill Development & Entrepreneurship (MSDE) and the Ministry of Women & Child Development (MWCD), was launched in June 2025. This initiative aims to empower adolescent girls (AGs) aged 16–18 years in aspirational districts by equipping them with relevant skills for socio-economic independence. The objectives of initiative includes: i. Provide demand-driven vocational training aligned with traditional and non- traditional sectors. ii. Facilitate holistic development through modules on health, nutrition, hygiene, financial literacy, life skills, and legal awareness. iii. Promote employability, self-employment, and forward linkages such as internships, apprenticeships, and job opportunities. iv. Strengthen gender-inclusive skilling and create a safe, supportive training environment. v. Bridge the gap between education and livelihood, particularly for girls in underserved and remote areas. (b): Under the NAVYA initiative, 27 districts of 19 States have been covered. The details are given in the enclosed Statement. (c): Under the NAVYA initiative, a training target of 3850 AGs is envisaged to be 15.12.2025 799 trained under Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0) primarily in non-traditional and futuristic job roles such as digital marketing, cybersecurity, AI-enabled services, green jobs, and other emerging sectors, Further, training in life skills, financial literacy, and digital competence is to be provided to equip them for both current and future workforce demands. This initiative will enhance employability, and socio-economic independence among girls. (d) to (f): The Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship (MSDE) has collaborated with Shell India Markets Pvt. Ltd. (Shell) under CSR, to pilot a Green Skills Training Program - centred around Electric Vehicles (EVs) technologies in 10–12 institutes across five states: Karnataka, Maharashtra, Tamil Nadu, Gujarat, and Delhi. Under this partnership, Shell-equipped EV labs will be set-up in 4 National Skill Training Institutes and 10 to 12 Industrial Training Institutes (ITIs) in these states. Existing students and trainers of trades such as Mechanic Motor Vehicle (MMV), Diesel Mechanic, Mechanic Auto Electrical & Electronics, Electrician, Electronics Mechanic, etc., will undergo short term training with support from Shell implementation partners. The Training Programs in NSTIs and ITIs will be of following durations: 1. In NSTIs with EV labs: 240-hour in-depth EV Technician Training Program. 2. In ITIs with EV Labs: 90-hour job-focused EV skills training. 3. In ITIs without Labs: 50-hour virtual foundational green skills program. 4. Training of Trainers (ToT): 50 Hrs. Capacity-building program for 15.12.2025 800 instructors. Additionally, DGT has developed 169 NSQF-compliant courses, including following courses related to green skills and EV, with the objective of equipping the workforce with the skills required for roles in these sectors, fostering environmental sustainability, and meeting the industry’s demand for skilled manpower across the country: Sl. The objectives of NAFCC are: i. Funding concrete adaptation projects/ programmes aligned with the relevant Missions under NAPCC and the SAPCCs in agriculture, horticulture, agro-forestry, environment, allied activities, water, forestry, urban, coastal and low-lying system, disaster management, human health, marine system, tourism, habitat sector and other rural livelihood sectors to address climate change related issues. ii. Preparing and updating climate scenario, assessing vulnerability and climate impact assessment iii. Capacity building of various stakeholders on climate change adaptation and project cycle management and developing knowledge network iv. Mainstreaming the approaches/ learnings from project/programme implementation through knowledge Management. Under NAFCC, the 30 projects are spread over 25 States and 2 Union Territories (UTs) focus on Agriculture & Allied Sectors; Water; Ecosystems and Biodiversity; and Forestry sectors. Based on the recommendation of Expenditure 15.12.2025 803 Finance Committee (EFC) meeting held on 23rd November 2022, NAFCC was converted from Central Sector Scheme to non-scheme. (d) : The key achievements of the completed NAFCC Projects as per the Third Party Evaluation conducted in August 2025 are given below: i. Community Outreach & Awareness: Conducted extensive awareness programmes and community mobilisation activities on climate adaptation, water security, and sustainable livelihoods. ii. Climate-Resilient Agriculture: Promoted drought and saline-tolerant crops, integrated farming, and sustainable aquaculture to strengthen food security. iii. Support for Vulnerable Communities: Enhanced livelihoods of tribal, women, and marginalised groups through skill building, resource access, and value-added production. iv. Knowledge & Data Systems: Strengthened climate information access through GIS mapping, open data platforms, and integration with state climate plans. v. Capacity Building for Adaptation: Delivered targeted training with implementing agencies and NGOs, improving adaptive skills, market linkages, and community resilience. SHRI KIRTI AZAD: Will the Minister of FINANCE be pleased to state:- (a) whether the Government or the Reserve Bank of India have received 15.12.2025 809 complaints relating to unilateral increase in interest rates by Non-Banking Financial Companies (NBFCs) and Housing Finance Companies (HFCs), if so, the details thereof; (b) whether complaints have also been received regarding extension of loan tenures without the borrowers’ prior consent and the non-availability of opt- out mechanisms, if so, the details thereof; (c) whether the Government has taken note of the violations of guidelines relating to switching between floating and fixed rate structures for home loans, if so, the details thereof; and (d) whether complaints have been received regarding imposition of pre-payment penalties on borrowers seeking to transfer home loan accounts to other lenders and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI PANKAJ CHOUDHARY): (a): As per Reserve Bank of India (RBI) data, the complaints received against Non-Banking Financial Companies (NBFCs) for FY 2024-25 with respect to increase in interest rates along with other discrepancies pertaining to interest rates are given below: Particulars No. of Complaints Excessive interest charged / discrepancy in interest charged 493 Changes in interest rate/ annualized interest rate not communicated as per RBI guidelines 141 Changes in interest rate effected 104 15.12.2025 810 retrospectively Issues related to change of benchmark regime for floating interest rates 56 Total 794 As per the data received from National Housing Bank (NHB), it has received a total of 1196 complaints (615 complaints on Centralized Public Grievance Redress and Monitoring System (CPGRAMS) and 581 complaints on Grievance Registration and Monitoring System-GRIDS) pertaining to rate of interest (including excess rate of interest) for the period 1.10.2024 to 30.9.2025. It is to be mentioned that the complaints received on CPGRAMS, includes complaints related to rate of interest (ROI)/excess ROI/tenure extension. As on date, all these complaints have been closed, and the companies are advised to follow the guidelines. (b): As per RBI data, a total of 123 complaints have been received pertaining to extension of loan tenures without intimation in FY 2024-25. Also, as per the data received from NHB, during the period 1.10.2024 to 30.9.2025, it has received 69 complaints related to extension of loan tenures without the borrowers’ consent on the GRIDS portal. (c): As per RBI data, a total of 56 complaints have been received with respect to issues related to change of benchmark regime for floating interest rates. According to RBI (NBFC - Responsible Business Conduct) Directions, 2025, at the time of reset of interest rates, an NBFC/HFC may, at its option, provide a choice to the borrowers to switch over to a fixed rate as per their Board approved 15.12.2025 811 policy. The policy, inter alia, may also specify the number of times a borrower will be allowed to switch during the tenor of the loan. Also, all applicable charges for switching of loans from floating to fixed rate and any other service charges/administrative costs incidental to the exercise of the above options shall be transparently disclosed in the sanction letter and also at the time of revision of such charges/costs by the NBFC/HFC from time to time. (d): As per the data received from NHB, during the period 1.10.2024 to 30.9.2025, it has received a total of 528 complaints (351 complaints on CPGRAMS and 177 complaints on GRIDS) related to imposition of prepayment charges/ pre-closure charges on borrowers and delay in issuance of foreclosure letter. As on date, all these complaints have been closed, and the companies are advised to follow the guidelines. The proposals received from the State/ UT Government and other eligible entities, including for strengthening talent identification support in Southern States, are considered for financial support, subject to their completeness, technical feasibility and availability of funds under the scheme. 15.12.2025 822 (d): The ‘Promotion of rural and indigenous/tribal games’ sub-component of the Khelo India Scheme, is specifically dedicated to the development and promotion of rural and indigenous games in the country. Indigenous games like Mallakhamb, Kalaripayattu, Gatka, Thang-Ta, Yogasana and Silambam have been identified for promotion under this component and were made part of Khelo India Games. SHRI RAO RAJENDRA SINGH: Will the Minister of Finance be pleased to state: (a) whether the Government has taken note of SEBI’s recent findings that nearly 90% of individual traders in the futures and options (F&O) segment incur losses, with retail investors collectively losing over 1.06 lakh crore in FY 2024–25, if so, the details thereof; (b) the details of SEBI’s action against entities allegedly involved in manipulative trading practices that create abnormal volatility in index options; (c) whether the Government proposes to strengthen regulatory safeguards to protect retail investors from such speculative and high-risk trading activities; and (d) if so, the measures being considered by the Government to improve investor education, curb excessive speculation and ensure greater transparency in algorithmic and derivatives trading? THE MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI PANKAJ CHOUDHARY): (a): Securities and Exchange Board of India (SEBI)’s report states that individual traders incurred net losses of Rs. ₹1,05,603 crore in FY25 in the futures and options (F&O) segment. (b): SEBI has initiated enforcement action against four entities for their alleged involvement in price and volume manipulation in the equity and equity derivatives segments during the period January 1, 2023 to March 31, 2025. 15.12.2025 825 (c) and (d): SEBI has put in place regulatory and surveillance measures for effecting market stability and for the protection of the interests of investors in the stock market: 1. To strengthen the F&O segment, SEBI has undertaken a set of measures from October 2024 onwards including rationalization of weekly index derivatives products, increase in tail risk coverage on the day of options expiry, increased contract size for index derivatives, rationalization of monthly index derivative products, upfront collection of option premium from buyers, removal of calendar spread treatment on the expiry day and intraday monitoring of position limits. In May 2025, SEBI took further measures aimed at streamlining the expiry days of various derivative contracts across multiple exchanges and implementing appropriate risk metrics for position limits for better monitoring and disclosure of risks in F&O. 2. SEBI has also mandated risk disclosure to individual traders- mandated brokers to make a disclosure that ‘9 out of 10 Individual traders made losses in F&O in FY22’, when the users log in to the trading platform. 3. SEBI has stipulated a regulatory framework for all algorithmic trading in Indian securities markets, including prior registration of Algo with stock exchanges, maintenance of detailed logs and audit trails to track algorithmic activity, real-time monitoring systems to prevent algo misuse etc. 4. SEBI, in coordination with stock exchanges and depositories, also carries 15.12.2025 826 out regular investor education and awareness programs across different parts of the country. These free-of-cost programs, inter alia, cover various topics such as basic investing principles, product features, risks involved, investor rights and responsibilities, common features of investment scams, pump and dump schemes, healthy digital practices, etc. 5. In FY25 35,734 investor awareness programs have been conducted by SEBI in coordination with Market Infrastructure Institutions (MIIs), covering 724 districts across 36 States and Union Territories. PMKK AND SDC IN WEST BENGAL 2474. SHRI RAJU BISTA: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the details of the number of Pradhan Mantri Kaushal Kendra (PMKK) and Skill Development Centre (SDC) in West Bengal, district-wise; (b) the details of the fund allocated for said Centre and Kendra in Darjeeling, Kalimpong and North Dinajpur districts, year-wise, since 2019; (c) the details of the Skill Development schemes launched by the Government for women entrepreneurs and implemented in West Bengal, district-wise; and (d) the details of the support provided to start-ups and entrepreneurships in the said districts? 15.12.2025 827 THE MINISTER OF STATE OF THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP; AND MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY): (a) and (b): Under the Government of India’s Skill India Mission (SIM), the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re- skill and up-skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country including West-Bengal. The SIM aims at enabling youth of India to get future ready and equipped with industry relevant skills. The schemes of MSDE are demand driven and training centres under these schemes are set up or engaged on need basis. The district-wise details of the training centres, including PMKK, engaged under various schemes of MSDE in West-Bengal are given in the enclosed Statement-I. Funds are not released directly to the districts under any schemes of MSDE. The funds under PMKVY and JSS scheme are released to implementing agencies for meeting the training cost as per prescribed norms. Funds are being released under JSS scheme to Non-Governmental Organizations (NGOs) directly. Under NAPS, stipend support up to Rs 1500/- per month is released to apprentices through DBT and not to establishments covered. Day to day administration as well as financial control in respect of ITIs lies with the 15.12.2025 828 respective State Government/ UT Administration. The district-wise details of women entrepreneurs trained by NIESBUD-Noida from 2022-23 to 2024-25 in West Bengal are given in the enclosed Statement- II. Further, to promote an inclusive entrepreneurial ecosystem through entrepreneurship education, training, and advocacy across India including West Bengal, Government of India has inter-alia taken the following initiatives: (i) Implementation of schemes/programmes for the entrepreneurship promotion like PM’s Employment Generation Programme; MSE-Cluster Development Programme; Scheme of Fund for Regeneration of Traditional Industries; A Scheme for Promoting Innovation, Rural Industry & 15.12.2025 829 Entrepreneurship; Startup India; Startup Village Entrepreneurship Program; PM Formalisation of Micro Food Processing Enterprises; Technology Incubation and Development of Entrepreneurs Scheme, etc. (ii) With intent to build a strong ecosystem for nurturing innovation, startups and encouraging investments in the Startup ecosystem of the country, the Government launched the Startup India initiative in January 2016. The flagship Schemes namely, Fund of Funds for Startups (FFS), Startup India Seed Fund Scheme (SISFS) and Credit Guarantee Scheme for Startups (CGSS) support Startups at various stages of their business cycle. (iii) Further, to provide access to credit/loan to youth for establishing business enterprises or start-ups, the Government implements various schemes like Pradhan Mantri Mudra Yojana (PMMY), Stand-Up India, etc. Also, MSDE has launched Skill India Digital Hub (SIDH) platform, a comprehensive and accessible platform for skill enhancement, offering industry- relevant skill courses, job opportunities, and entrepreneurship support to youth of the country. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS) scheme, National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country. The SIM aims at enabling youth of India to get future ready, equipped with industry relevant skills. Skill Labs are set up in Jawahar Navodaya Vidyalayas (JNVs) and Eklavya Model Residential Schools (EMRSs) to provide vocational training in the areas of IT, Automative etc. These labs help students learn through hands- on activities and gain industry-relevant skills, making them job-ready by linking 15.12.2025 837 academics with vocational education. The government has set a target to train 1200 vocational teachers under the initiative, at the scale of two teachers per school, covering a total of 600 schools (400 JNVs and 200 EMRS). CBSE has been identified as the implementing agency for conducting the training. The selection of skill subjects for establishing vocational skill labs under the project was carried out by the participating schools from among the skill subjects offered by CBSE, taking into consideration nearby industry clusters, emerging new-age courses, and students’ aspirations. Since the labs have been recently established, at present, there is no mechanism for reviewing or updating the selected sectors.
