In conclusion, I would say that the real question is this. Should Parliament function through ‘debate and discipline’ or through ‘disruption and spectacle’? The Chair will always stand firmly for rules, order, and the dignity of Parliament because when Parliament loses its dignity, democracy itself begins to lose its strength. The Chair has only one duty, that is, to defend the dignity, discipline, and functioning of Parliament. Decisions taken from the Chair are not guided by politics but by rules, precedents, and the responsibility to protect the institution of Parliament. Those who disrupt proceedings and then question the authority of the Chair, must remember one fundamental truth that the Parliament cannot function if its rules are ignored and its dignity is treated as expendable.
