Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) the current status of implementation of the State Health Regulatory Excellence Index (SHRESTH) launched by the Central Drugs Standard Control 05.12.2025 258 Organisation (CDSCO) across the country, State/UT-wise; (b) the specific progress achieved by the State of Maharashtra, considering its major pharmaceutical presence; (c) the details of the eligibility criteria and parameters being used to evaluate the performance of State and Union Territory drug regulatory authorities under the said Index; (d) whether the Government has identified any gaps or challenges during its initial phase of implementation particularly in States with high drug manufacturing activity in Maharashtra and if so, the details thereof; (e) the measures taken/proposed to be taken by the Government to address them; and (f) the manner in which the SHRESTH Index is expected to strengthen regulatory capacity and ensure the quality and safety of medicines across the country including Himachal Pradesh, Maharashtra and Jalgaon Lok Sabha Constituency? AND FAMILY WELFARE; AND MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRIMATI ANUPRIYA PATEL): (a) to (f): The State Health Regulatory Excellence Index (SHRESTH) has been operationalized and was launched by the Ministry of Health & Family Welfare on 12th August, 2025. States submit the data on predefined metrics to Central Drugs Standard Control Organization (CDSCO) which is collected by 25th of every month; scored and shared with all States/UTs. SHRESTH Index is a virtual gap assessment tool designed to assist 05.12.2025 259 States/UTs to assess their current regulatory status. It provides a structured framework for evaluating key regulatory functions such as inspections, licensing, and product testing and encourage improved compliance and timely regulatory action through periodic scoring and benchmarking.
