Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a) whether the Government consulted Central Trade Unions before launching the Digital Labour Chowk portal, Labour Chowk Facilitation Centres (LCFCs), the new Cess Collection Portal and if so, the details thereof and if not, the reasons therefor; (b) whether the Construction Workers Federation of India (CWFI) have requested to review the recent launch of the Digital Labour Chowk Portal/App, the establishment of Labour Chowk Facilitation Centres (LCFCs), the new Online Building and Construction Workers Cess Collection Portal and role of State and if so, the details thereof; (c) whether the Government has taken note of the Construction Workers’ Federation of India’s (CWFI) allegation that the said digital initiatives are aimed at “de-unionising” construction workers and if so, the details thereof and if not, the reasons therefor; (d) whether the Government has conducted any impact assessment on the manner in which the said digital platforms will affect the constitutional rights of workers to organise and unionise and if so, the details thereof and if not, the reasons therefor; 08.12.2025 400 (e) whether the Digital Labour Chowk platform enables or encourages employers to bypass registered trade unions in workers hiring and if so, the details thereof; and (f) whether the Government has ensured that the said platforms will not be used for surveillance, profiling or data-driven control over construction workers and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES; AND MINISTER OF STATE IN THE MINISTRY OF LABOUR AND EMPLOYMENT (KUMARI SHOBHA KARANDLAJE): (a) to (f): The Central Government is committed to protect and promote the welfare, social security, safety and health of building workers. The provisions related to the same have also been provided in the Code on Social Security, 2020 (CoSS, 2020) and the Occupational Safety, Health and Working Conditions Code, 2020 (OSH & WC Code, 2020), which have come into force on 21.11.2025. The Central Government has introduced a customizable mobile application for digital labour chowk, to be utilized by States/UTs after its customisation as per their requirement, with a view to connect the employer and labour, digitally, in addition to the physical labour chowk. The Central Government in consultation with States/UTs is also committed for upgradation of existing labour chowks to Labour Chowk cum Facilitation Centre (LCFC) to improve labour chowk infrastructure with amenities like drinking water, toilets, creches etc. 08.12.2025 401 The Central Government has also introduced a software for online collection of BOCW Cess, to be customized and utilized by States/UTs at their own level as per their requirements with a view to provide them a comprehensive digital mechanism for collection of BOCW Cess more effectively. NAPS IMPLEMENTATION IN DHARMAPURI 1207. SHRI A. MANI: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether the Government is implementing the Pradhan Mantri National Apprenticeship Promotion Scheme (NAPS) across the country, including Tamil Nadu along with the key objectives and components of the scheme, particularly with reference to its implementation in Dharmapuri district; (b) the details of the number of apprentices enrolled, trained and certified under NAPS in Tamil Nadu, with specific figures for the said district during the last five years and the current year, sector and district-wise; (c) the number of industries, Micro, Small, and Medium Enterprises (MSMEs), educational institutions and establishments in Dharmapuri registered under NAPS, along with the details of stipends reimbursed to employers in the district during the last five years and the current year; and (d) the measures taken by the Government to strengthen industry–academia collaboration, improve awareness among local employers and enhance 08.12.2025 402 on-the-job training and apprenticeship opportunities in Dharmapuri regions in rural, tribal and backward regions. THE MINISTER OF STATE OF THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP; AND MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY): (a): The Government of India launched ‘National Apprenticeship Promotion Scheme’ (NAPS) in August, 2016 with the objective to promote apprenticeship training and to increase the engagement of apprentices. Since 2022-23, the scheme continues as NAPS-2, implemented throughout the country, including Dharmapuri district of Tamil Nadu. NAPS-2 aims to promote apprenticeship training in the country, by providing partial stipend support to the apprentices engaged under the Apprentice Act, 1961, undertaking capacity building of the apprenticeship ecosystem, and providing advocacy assistance to the stakeholders. Accordingly, the scheme facilitates a partial stipend support limited to 25% of stipend paid, up to a maximum of Rs.1,500 per month, per apprentice during the training period. The stipend support by GoI will be paid through Direct Benefit Transfer (DBT) to the bank account of apprentice. The key objectives of the scheme is to develop skilled workforce for the economy by promotion of on-the-job experiential training and to encourage establishments to enroll apprentices by sharing partial stipend support to the apprentices and to encourage enrolment of apprentices in small establishments especially Micro, Small and Medium Enterprises (MSMEs), and those located in the underserved areas such as aspirational districts and North-East Region. 08.12.2025 403 (b): The details of number of apprentices engaged, trained and certified under NAPS in Tamil Nadu, sector wise, are given in the enclosed Statement -I and district-wise are given in the enclosed Statement -II. Further, the sector wise apprentices details for the district of Dharmapuri are given in the enclosed Statement -III. (c): In the district of Dharmapuri, there are 38 establishments registered on the apprenticeship portal (https://www.apprenticeshipindia.gov.in/). Amongst these, 18 are MSMEs. (d): There are several measures taken by the Government under National Apprenticeship Promotion Scheme (NAPS) / related skill development policies that are meant to strengthen industry academia collaboration, raise awareness among employers, and expand on-the-job training / apprenticeship opportunities as follows: - (i) The National Education Policy (NEP) 2020 lays emphasis on making education more holistic and effective by integrating academic and vocational education while ensuring the vertical and horizontal mobility of students/learners between academic and vocational streams. Accordingly, Apprenticeship Embedded Degree Programme (AEDP) of UGC and as well as AICTE enables students admitted to a degree/ diploma programme to pursue apprenticeship as an integral component of the study. The major objectives of AEDP are to enhance the employability of students, focus on outcome based learning, promote active linkage between higher educational institutions and industries and bridge the skill gap in the 08.12.2025 404 industries. (ii) The Pradhan Mantri National Apprenticeship Mela (PMNAM) is designed to strengthen apprenticeship engagement by bringing industries and aspiring youth of the district of Dharmapuri onto a common platform. It is held on every 2nd Monday in 1/3rd of total number of districts in the state so that all districts are covered once in a quarter, and four times in a year. PMNAM has been reported three times in the district of Dharmapuri in the current calendar year. Further, the District Skill Committee (DSC) is conducting meetings at regular interval for increasing apprenticeship engagement. SHRI RAJABHAU PARAG PRAKASH WAJE: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP 08.12.2025 409 be pleased to state: (a) the details of the private entities with whom Government has signed Memorandum of Understanding (MoUs) for the purpose of carrying out skill development initiatives and training during the last five years, State/UT-wise; (b) the details of the total number of beneficiaries (men/women/youth) benefitted from such skill development trainings/initiatives during the last five years, State/UT-wise, district-wise in Maharashtra particularly in Nashik district; (c) the details of the number of beneficiaries of such skill development trainings/initiatives were given jobs by the private entities during the last five years, State/UT-wise particularly from Maharashtra; (d) whether the Government has considered increasing its outreach and collaboration to work with private entities for skill development initiatives; and (e) if so, the details thereof and if not, the reasons therefor? THE MINISTER OF STATE OF THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP; AND MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY): (a) to (c): Under the Government of India’s Skill India Mission (SIM) , the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re- skill and up-skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Sikhshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country 08.12.2025 410 including rural areas. The SIM aims at enabling youth of India to get future ready, equipped with industry relevant skills. MSDE engages with private players for various skill development initiatives/programs. Details of MoUs signed under PMKVY 4.0 to carry out skill development initiatives and State-wise details of candidates trained are given in the enclosed Statement -I. Further, DGT has collaborated with entities including IBM India, Microsoft, Cisco, Adobe India, Amazon Web Services (AWS), Future Right Skills Network (FRSN), Autodesk etc. for skilling initiatives, under Corporate Social Responsibility (CSR). These partnerships facilitate the provision of technical and professional skills training in modern technologies. More than 24 lakh candidates have been benefitted out of this initiative. The details of the same are given in the enclosed Statement -II. The National Council for Vocational Education and Training (NCVET) serves as an overarching national regulator with the aim of setting standards, developing comprehensive regulations, and improving the vocational education, training, and skilling ecosystem. NCVET recognises entities as Awarding Bodies (ABs) and Assessment Agencies (AAs). NCVET has signed agreements with 63 Private Awarding Bodies and 68 Private Assessment Agencies. The detailed list is given in the enclosed Statement -III. (d) to (e): For enhancing the skill development capabilities, a balanced approach is taken by fostering partnerships with international corporations as well as the domestic enterprises. These collaborations introduce best practices 08.12.2025 411 for strengthening skilling ecosystems. Sector Skill Councils and District Skill Committees also engage with local industries to address regional skill gaps. Further, MSDE and Microsoft Global Services Centre (India) Private Limited have signed a Memorandum of Understanding (MoU) to launch AI Careers for Women—a pioneering skilling initiative aimed at empowering women in higher education institutions to pursue careers in Artificial Intelligence (AI). The Ministry has also collaborated with Microsoft, HCL Tech and Nasccom (with SkillUp), in implementation of a programme on Skilling for AI Readiness (SOAR). Directorate General of Training (DGT) under the aegis of MSDE is implementing Flexi MoU Scheme and Dual System of Training (DST) which are meant to provide training to ITI students in industrial environment as per their requirements. Under this Scheme, 8 MoUs are active and their details are given in the enclosed Statement -IV. Indian Institute of Skills (IIS) established at Ahmedabad and Mumbai, in Public Private Partnership (PPP) Mode, provide training for an industry-ready workforce for Industry 4.0, equipped with cutting-edge technology and hands-on training. DEAN KURIAKOSE: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) whether the Government has approved the final notification of the recommendations of the Kasturirangan Report demarcating the Eco- Sensitive Area (ESA) in Kerala; (b) if so, the details thereof; (c) whether the Government proposes to consider the special circumstances, like High Density of population in Kerala before the final notification; and (d) if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE; AND MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI KIRTI VARDHAN SINGH): (a) to (d): In order to protect the rich biodiversity of Western Ghats region, this Ministry has re-published the draft notification on Ecologically Sensitive Area of Western Ghats, vide S.O. 3060(E) dated 31.07.2024 with an area of 56,825 square kilometer spread across six States, namely, Goa, Gujarat, Karnataka, Kerala, Maharashtra and Tamil Nadu, based on the report submitted by the High 08.12.2025 421 Level Working Group (HLWG). The Government of Kerala has submitted revised proposal on 02.11.2024, requesting for declaring 8590.69 sq. km. area in 98 villages spread across 29 talukas in 12 districts as Ecologically Sensitive Area based on the verification of the suggestions received from the Local Self Government Department. Moreover, Ministry has also received comments/objections/suggestions on the draft notification S.O. 3060 (E) dated 31.07.2024 from various stakeholders and the same were sent to the State Governments for providing Comments/Views on the matter. The issues raised by the respective State Governments, including Kerala are examined by a Committee constituted by the Ministry in a holistic manner, keeping in view the conservation aspects of the disaster prone pristine ecosystem, and the rights, privileges, needs and developmental aspirations of the region.
