Will the Minister of TEXTILES be pleased to state : (a) whether the Government has extended the SAMARTH Scheme for Capacity Building in Textile Sector (SCBTS) for another two years, if so, the details thereof and the reasons therefor; (b) the total number of beneficiaries under the said scheme during the last five years and the current year, State-wise; (c) the details of total Training Centres/Active Training Centres under the Scheme, State-wise; (d) the details regarding total number of weavers and artisans who have got employment under the said scheme so far, State-wise; and (e) the details of the women beneficiaries including those belonging to Scheduled Castes, Scheduled Tribes and other disadvantaged groups trained under the said scheme during the said period particularly in Kachchh Lok Sabha Constituency in Gujarat and Kanker, Balod, Dhamtari and Kondagaon districts of Chhattisgarh, Pali Lok Sabha Constituency in Rajasthan and Dharmapuri district in Tamil Nadu? THE MINISTER OF TEXTILES (SHRI GIRIRAJ SINGH): (a) Yes, the Government has approved the extension of the Samarth Scheme for a period of 2 years 2024-25 to 2025-26. At present, the scheme is valid up to 31.03.2026. Samarth (Scheme for Capacity Building in Textiles Sector) of 17.03.2026 95 Ministry of Textiles provides demand-driven, placement-oriented skilling programmes to supplement the efforts of the industry in creating jobs in the organized textile sector, covering the entire value chain of textiles, excluding Spinning and Weaving, on pan India basis. (b) A total of 3,90,512 and 2,04,668 persons were trained under the Samarth scheme during 2020-21 to 2024-25 and current year 2025- 26(till 10.3.2026) respectively. State/UTs wise number of beneficiaries who have been trained (pass) under Samarth scheme during the last five years, and current year is given in the enclosed Statement -I. (c) There are 4,430 active training centres as on 10.3.2026 under the Samarth scheme. State/UTs wise number of Active Training Centres under the Samarth scheme is given in the enclosed Statement- II. (d) A total of 4,64,812 beneficiaries, including weavers and artisans who have got employment after successfully trained under the Samarth scheme as on 10.03.2026. State/UTs wise number of beneficiaries, including weavers and artisans who have got employment after successfully trained under the Samarth scheme is given in the enclosed Statement -III. (e) A total of 16,166 beneficiaries in Gujarat (including 3,545 in Kachchh), 1,07,613 beneficiaries in Tamil Nadu (including 2,298 in Dharmapuri), 41,822 beneficiaries in Rajasthan (including 235 in Pali) and 4,320 beneficiaries in Chhattisgarh (including 143 in Kondagaon,79 in Balod, 23 in Dhamtari) were trained which also includes women, SC,ST beneficiaries as on 10th March 2026. There are 26 active training centres in the State of Chhattisgarh which 17.03.2026 96 cater to the training needs of various districts of the State including Kankar district. SHRI UMMEDA RAM BENIWAL: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) whether the Government proposes to expand the coverage of Pradhan Mantri Fasal Bima Yojana (PMFBY) in desert areas where farmers face recurring drought and sandstorms; (b) if so, the details thereof; and (c) whether any special provisions are being considered for small and marginal farmers in the State of Rajasthan and if so, the details thereof? SHRI BASTIPATI NAGARAJU: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) the number of farmers who have benefitted from the Clean Plant Programme in the country, State/UT-wise and particularly district-wise for the State of Andhra Pradesh; (b) the details of the funds allocated under the said scheme, year-wise and State/UT-wise; (c) the details of the criteria used by the Government for site selection of the establishment of Clean Plant Centres across the country along with funds allocated; (d) whether the Government proposes to expand the number of Clean Plant Centres across the country, if so, the details including the proposed sites, timeline of implementation and financial outlay and if not, the reasons therefor; (e) the details regarding the steps being taken to directly involve and benefit women farmers under this Programme especially in terms of training, leadership roles and access to certified planting material; and (f) the details regarding the current physical progress of nursery infrastructure developed under this Programme in the country, State/UT- wise? 17.03.2026 106 THE MINISTER OF AGRICULTURE AND FARMERS WELFARE; AND MINISTER OF RURAL DEVELOPMENT (SHRI SHIVRAJ SINGH CHOUHAN): (a) The Clean Plant Programme envisages production of disease free elite planting material through the Clean Plant Centres (CPCs). CPCs are under implementation and once centres become functional, farmers will get supply of disease-free certified planting material produced by nurseries supported under the Programme. As the Clean Plant Centres are currently under the process of design and implementation, the question of farmers benefitting under CPP does not arise. (b) Clean Plant Programme is a Central Sector Scheme with a total outlay of Rs. 1,765.67 crore, which includes 50 percent financing through a loan from the Asian Development Bank (ADB). The Programme does not provide for State/UT-wise or year-wise allocation of funds. The major components of expenditure include establishment of nine Clean Plant Centres, support for 75 nurseries, implementation of a planting material certification system, and activities related to capacity building, training, and awareness generation. Output-wise and component-wise allocation of funds is given in the enclosed Statement-I and II, respectively. (c) The sites for establishment of Clean Plant Centres have been identified in crop-specific institutions of the Indian Council of Agricultural Research (ICAR) because of inherent crop specific expertise available with them e.g. for Grapes National Research (NRC) for Grapes, Pune; for Pomegranate – NRC Pomegranate, Solapur, for Citrus – CCRI, Nagpur etc. The selection criteria 17.03.2026 107 includes the availability of suitable technical infrastructure and scientific expertise in the identified crop, existing research capacity in plant health, tissue culture and disease diagnostics, regional importance and concentration of the targeted horticulture crops, and the capacity of the host institution to support long-term maintenance and multiplication of clean planting material. Funds under the Programme are allocated component-wise for establishment and operation of the Clean Plant Centres. The detail of Nine (9) Clean Plant Centres are given in the enclosed Statement-III. (d) Under the Clean Plant Programme, nine Clean Plant Centres are proposed to be established at identified crop-specific ICAR institutions across the country. At present, the Programme has been designed with these nine Centres and there is no proposal for expansion of the number of Clean Plant Centres. (e) The Programme includes components related to capacity building, training, and awareness generation aimed at promoting the adoption of certified and disease-free planting material among farmers, including women farmers. As the Clean Plant Centres are currently under the process of design and implementation, the question of women farmers benefitting under CPP does not arise. कृिष और िकसान कÐयाण मंýी; तथा úामीण िवकास मंýी (®ी िशवराज िसंह चौहान): (क) िबहार राºय सरकार ने सूिचत िकया है िक किटहार िजले का हाइűो िजयोúािफकल ÿोफ़ाइल िविशĶ और जिटल है। यह िजला गंगा, कोसी और महानंदा निदयŌ से िघरा हòआ और िवभािजत है। इसकì लोकेशन के कारण, इन निदयŌ के तटीय ±ेýŌ को बाढ़ का सामना करना पड़ता है। खरीफ 2025-26 सीजन म¤ बाढ़ से हòई हािन के िलए, िबहार सरकार ने 2926.922 हे³टेयर ±ितúÖत ±ेý के िलए कुल 4,97,57,686.00 Łपये संिवतåरत िकए। 9,758 िकसानŌ को कृिष इनपुट सिÊसडी योजना के तहत िव°ीय सहायता ÿदान कì गई। राÕůीय आपदा ÿबंधन नीित (एनपीडीएम) के अनुसार, बाढ़ सिहत अिधसूिचत आपदाओं कì िÖथित म¤ जमीनी Öतर पर आवÔयक राहत उपाय ÿदान करने कì ÿाथिमक िजÌमेदारी राºय सरकार कì है। भारत सरकार Ĭारा अनुमोिदत मदŌ और मानदंडŌ के अनुसार ÿाकृितक आपदाओं के दौरान राºय सरकार¤ राºय आपदा मोचन कोष (एसडीआरएफ) के łप म¤ उपलÊध फंड से 17.03.2026 114 राहत उपाय करती ह§। 'गंभीर ÿकृित' कì आपदा कì िÖथित म¤, एसडीआरएफ़ के अितåरĉ िनधाªåरत ÿिøया के अनुसार राÕůीय आपदा मोचन कोष (एनडीआरएफ) से अितåरĉ िव°ीय सहायता ÿदान करने पर िवचार िकया जाता है, िजसम¤ एक अंतर-मंýालयी क¤þीय टीम (आईएमसीटी) के दौरे के आधार पर मूÐयांकन करना शािमल है और राºय/क¤þ शािसत ÿदेश सरकार Ĭारा एनडीआरएफ़ के तहत सहायता के िलए ²ापन िदया जाता है। िबहार राºय सरकार को िव°ीय वषª 2025-2026 के तहत एसडीआरएफ़ के अंतगªत 1836.00 करोड़ Łपये (1376.80 करोड़ Łपये क¤þीय िहÖसा + 459.20 करोड़ Łपये राºय का िहÖसा) कì रािश आवंिटत कì गई है िजसम¤ से क¤þीय िहÖसे के łप म¤ 688.40 करोड़ Łपये कì पहली िकÖत राºय को जारी कì गई है। (ख) ब§क ऋणŌ कì वसूली, लागू कानूनŌ और भारतीय åरज़वª ब§क (आरबीआई) Ĭारा जारी िविनयामक िदशा-िनद¥शŌ के अधीन होती है। इसके अलावा, िव°ीय आिÖतयŌ का ÿितभूितकरण और पुनगªठन तथा ÿितभूित िहत का ÿवतªन (एस.ए.आर.एफ.ए.ई.एस.आई) अिधिनयम, 2002 के ÿावधान कृिष भूिम संबंधी सुर±ा िहतŌ पर लागू नहé होते ह§। िबहार राºय सरकार ने सूिचत िकया है िक किटहार िजले म¤ कृिष ऋणŌ के संबंध म¤ िकसानŌ कì कृिष भूिम कì कुकê कì कोई घटना सामने नहé आई है। (ग) भारत सरकार Ĭारा कृिष ऋण माफì के िलए कोई िविशĶ योजना कायाªिÆवत नहé कì जा रही है। भारतीय åरज़वª ब§क (आरबीआई) ने ÿाकृितक आपदाओं से ÿभािवत ±ेýŌ म¤ ब§कŌ Ĭारा िकए जा रहे राहत उपायŌ पर अपने िदशा-िनद¥शŌ म¤ यह ÿावधान भी िकया गया है:- राºय/क¤þ सरकार Ĭारा घोिषत ÿाकृितक आपदाओं कì िÖथित म¤, आपदा कì घटना के समय बकाया ऋणŌ को छोड़कर, सभी अÐपकािलक ऋणŌ का पुनगªठन िकया जा सकता है। ÿभािवत उधारकताªओं को नए ऋण भी Öवीकृत िकए जा सकते ह§। 17.03.2026 115 उधारकताª कì भुगतान ±मता और ÿाकृितक आपदा कì ÿकृित को Åयान म¤ रखते हòए कृिषगत आविधक ऋणŌ कì िकÖतŌ का पुनिनªधाªरण भी िकया जा सकता है। अÐपकािलक ऋणŌ और दीघªकािलक ऋणŌ के पुनगªिठत भाग को मौजूदा बकाया रािश माना जा सकता है और इसे नॉन-परफॉिम«ग ऐसेट्स (एनपीए) के łप म¤ वगêकृत करने कì आवÔयकता नहé है। KRISHI VIGYAN KENDRAS IN TAMIL NADU *356. SHRI MALAIYARASAN D.: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) the current number of Krishi Vigyan Kendras (KVKs) operational within Tamil Nadu and the total number of KVKs planned to be established in the next five years; (b) the details of steps taken by the Government to strengthen the existing KVKs and improve their capacity to provide advanced agricultural knowledge, technology and extension services to farmers; (c) whether the Government has identified any challenges or shortcomings in the current functioning of KVKs and if so, the measures being taken to address them; (d) the funds allocated and utilized for the strengthening and expansion of KVKs during the last three years within Tamil Nadu; 17.03.2026 116 (e) the manner in which the Government plans to integrate modern technologies such as digital tools, Artificial Intelligence (AI) and data analytics in the operations of KVKs to improve extension services for farmers; and (f) the impact of the KVKs on agricultural productivity, farmer income and promotion of sustainable farming practices in Tamil Nadu? THE MINISTER OF AGRICULTURE AND FARMERS WELFARE; AND MINISTER OF RURAL DEVELOPMENT (SHRI SHIVRAJ SINGH CHOUHAN): (a) There are 31 Krishi Vigyan Kendras (KVKs) currently operational within Tamil Nadu. Five newly created districts namely Kanchipuram, Mayiladuthurai, Ranipet, Tirunelveli and Tirupathur of Tamil Nadu are not having KVK. Opening of KVK in newly created district is a continuous process as per the prescribed procedure and guidelines. (b) Strengthening and upgrading the physical infrastructure of KVKs is a priority and consistent process. Several steps have been taken for upgradation of infrastructure and capacity building of KVKs in Tamil Nadu. During 2021-26 plan period, the KVKs of Tamil Nadu have been strengthened with two administrative buildings, two farmers’ hostels, twenty demonstration units and thirty farm machineries/implements/vehicles. Further, 61 training programmes were organized to update the knowledge and skills of Subject Matter Specialists of KVKs on the latest agricultural technologies during the same period. The major areas covered during these training programmes were 17.03.2026 117 digital agriculture, natural/organic farming, plant protection and pest management, horticulture and precision farming, soil health, climate change and resilience, livestock and poultry technologies, post-harvest technology, value addition and processing, etc. (c) As per the KVK scheme of Indian Council of Agricultural Research (ICAR), KVKs have been opened under the administrative control of the different Host Organizations viz State Government, Central Agricultural Universities, State Agricultural Universities, Public Sector Undertakings (PSUs), Non- Government Organizations (NGOs) and ICAR. Vacant positions in KVKs and frequent transfers of KVK staff are the major challenges in the current functioning of KVKs. Filling up of the vacancies in KVKs and transfer of KVK staff are the responsibility of the concerned Host Organization and ICAR regularly follows up with them. (d) An amount of Rs.1376.07 lakh was allocated and utilized for the strengthening and expansion of KVKs during last three years within Tamil Nadu. (e) KVKs are implementing ICT based Kisan Sarathi portal, for interface between farmers and the scientists to provide a seamless, multimedia, multi- ways connectivity to the farmers for knowledge dissemination. Big data analytics is used in analyzing the feedback recorded through Landscape Diagnostic survey from large number of farmers to provide feedback to the research system and development departments for problem solution and policy 17.03.2026 118 input. Training on landscape diagnostic survey is provided to the subject matter experts of KVKs. (f) Such impact study has not been undertaken. However, there is a strong mechanism for monitoring and review of KVKs including those of Tamil Nadu to make vibrant and effective institution of technology transfer at district level. Monitoring and review of KVKs are done regularly at National, Zonal, University and District level by Indian Council of Agricultural Research (ICAR); Agricultural Technology Application Research Institute; Agricultural Universities and Scientific Advisory Committee of each KVK, respectively. The performance and working of KVKs is also reviewed periodically by Quinquennial Review Team (QRT) and Third Party Evaluation. The latest review performance of KVKs of Tamil Nadu was carried by QRT in the year 2020. Key findings of the evaluation are summarized below. Each KVK in Tamil Nadu has contributed significantly to technology assessment, frontline demonstrations, and capacity building in its respective district. Most of the KVKs have around 88 percent staff in position and maintained 16-23 ha of instructional farm producing 15001.59 quintals quality seed of different field crops and 1.55 crore planting materials of horticultural crops, enabling diverse extension activities. Major focus of KVKs for dissemination had been high-impact crop varieties (Paddy: CO-R-50, CO 51; Black gram: VBN-6, VBN-8; Finger millet: ML-365, etc.), integrated crop and nutrient management practices, farm mechanization, and livestock-based technologies. 17.03.2026 119 RUBBER PRICE STABILIZATION FUND 357. SHRI RAJMOHAN UNNITHAN : Will the Minister of COMMERCE AND INDUSTRY be pleased to state: (a) whether the Government has examined the proposal for establishing a Rubber Price Stabilisation Fund with an investment of Rs. 1000 crore, if so, the details thereof; (b) whether domestic rubber farmers continue to suffer due to import surges and global price volatility; (c) whether consultations with rubber-growing States have been held; (d) if so, the details thereof; and (e) the steps taken or proposed to be taken to protect farmers’ income security? THE MINISTER OF COMMERCE AND INDUSTRY (SHRI PIYUSH GOYAL): (a) to (d) The import of Natural Rubber in FY 2024-25 was 550,918 tonnes as against 546,369 tonnes during the FY 2021-22, with no significant increase overall in this period. The import of Natural Rubber during April to January, 2025-26 was 399,535 tonnes as against 485,666 tonnes during the same period of 2024-25 showing a decline of 17.73%. The prices of natural rubber are determined in the open market based on demand and supply. International prices also influence domestic prices. The average price of natural rubber (RSS 4 grade) in Kottayam, Kerala during the period April to January, 2025-26 has been Rs. 193.77 per kg compared to an average price of Rs. 170.77 per kg for the period of FY 2021-22 to FY 2024-25. 17.03.2026 120 The Government, with the objective to regulate the import of natural rubber, had increased the duty on import of dry rubber from “20% or Rs. 30 per kg whichever is lower” to bound rate of “25% or Rs. 30 per kg whichever is lower” w.e.f. 30.4.2015. The Government had also reduced the period of utilization of imported dry rubber under advance licensing scheme from 18 months to 6 months in January 2015. The port of entry for import of Natural Rubber had also been restricted to ports at Chennai and Nhava Sheva in January 2016. Further, in the Union Budget 2023-24, the rate of custom duty on compound rubber was increased from 10% to 25% or Rs. 30 per kg whichever is lower. Currently, no proposal for establishing a Rubber Price Stabilisation Fund is under consideration in Department of Commerce. (e) Government of India through Rubber Board is implementing the scheme “Sustainable and Inclusive Development of Natural Rubber Sector” for the benefit of natural rubber sector in the country. Under the scheme, Rubber Board provides financial / technical assistance for inter alia planting / replanting of natural rubber, rain guarding, promotion of good agricultural practices, prevention of diseases in order to increase the productivity and production of natural rubber. Under the Scheme capacity building programmes viz., training, demonstrations and skill development programmes are also conducted by the Board. 17.03.2026 121 ÖवािमÂव योजना के अंतगªत काडŎ का िवतरण ÿदेश के पलनाडु िजले और पाली लोक सभा िनवाªचन ±ेý म¤ सं´या िकतनी है; (घ) ³या इस योजना के कायाªÆवयन से पहले और बाद म¤ संपि° संबंधी िववादŌ म¤ कमी, भूिम åरकॉडª के सÂयापन और पंजीकरण म¤ लगने वाले समय म¤ कमी पशुपालन और डेयरी मंýी (®ी राजीव रंजन िसंह उफª ललन िसंह): (क) और (ग) ÖवािमÂव योजना के तहत, िदनांक 11 माचª, 2026 तक, लि±त 3.44 लाख गांवŌ म¤ से 3.29 लाख गांवŌ म¤ űोन सव¥±ण पूरा हो गया है। 1.87 लाख गांवŌ के िलए 3.10 करोड़ संपि° काडª तैयार िकए गए ह§ और 2.65 करोड़ संपि° काडª िवतåरत िकए गए ह§। उÐलेखनीय है िक मंýालय िवतåरत संपि° काडŎ का वषªवार िववरण नहé रखता है। तथािप, 11 माचª 2026 तक, űोन सव¥±ण, तैयार िकए गए संपि° काडª और िवतåरत िकए गए संपि° काडª का िजला-वार Êयौरा िजसम¤ महाराÕů, छ°ीसगढ़, मÅय ÿदेश, ओिडशा, जÌमू एवं कÔमीर, आंň ÿदेश, राजÖथान, गुजरात, दादरा नगर हवेली और दमन दीव शािमल ह§, संलμन िववरण म¤ िदया गया है। (ख) पंचायती राज मंýालय űोन सव¥±ण पूरा करने और मानिचý तैयार करने के िलए भारतीय सव¥±ण िवभाग को धनरािश ÿदान करता है। भूिम कì जमीनी सÂयता और संपि° काडª तैयार करना तथा उनका िवतरण करना जैसी अनुवतê गितिविधयाँ राºयŌ/ संघ राºय ±ेýŌ Ĭारा कì जाती ह§ तथािप, संपि° काडō का िवतरण राºयŌ/ संघ राºय ±ेýŌ कì सहमित से, क¤þीय और राºय Öतर पर भी िकया जाता है। पंचायती राज मंýालय योजना कì ÿगित और समय पर योजना को पूरा करने के िलए राºयŌ/ संघ राºय ±ेýŌ और भारतीय सव¥±ण िवभाग के साथ सतत िनगरानी करता है। (घ) ÖवािमÂव योजना का मु´य उĥेÔय úामीण आबादी वाले ±ेýŌ म¤ संपि° मािलकŌ को अिधकार अिभलेख उपलÊध कराना है। इस योजना के तहत, úामीण आबादी वाली भूिम का सीमांकन ‘űोन सव¥±ण’और ‘िनरंतर पåरचालन संदभª ÖटेशनŌ’(सीओआरएस) कì तकनीक का उपयोग करके िकया जाता है, िजससे गांवŌ के आबादी ±ेýŌ के उ¸च सटीकता वाले मानिचý तैयार िकए जाते ह§। ये अÂयिधक सटीक मानिचý संपि° कì सीमाओं को ÖपĶ łप से िनधाªåरत करके और अिधकार अिभलेख तैयार करके संपि° संबंधी िववादŌ को कम करने म¤ सहायक होते ह§। इसके अलावा, जमीनी सÂयापन और िववाद समाधान कì पारदशê ÿिøया यह सुिनिIJत करती है िक ÖवािमÂव 17.03.2026 123 अिभलेखŌ को िनÕप± और सटीक łप से अंितम łप िदया जाए। तथािप, योजना के लागू होने से पहले और बाद म¤ संपि° संबंधी िववादŌ म¤ कमी, भूिम अिभलेख सÂयापन और पंजीकरण म¤ लगने वाले समय म¤ कमी और भूिम ÿशासन म¤ सुधार के संबंध म¤ कोई अÅययन नहé िकया गया है लेिकन ³यŌिक यह योजना पूणªतः वै²ािनक तरीके से लागू कì जाती है, िजसमे दोनŌ प±Ō कì सहमित से संपि° काडª जारी िकया जाता है, इसिलए िववाद कì सÌभावना नगÁय है। इसकì पुिĶ राºयŌ/ क¤þ शािसत ÿदेशŌ से ÿाĮ िविभÆन सफलता कì कहािनयŌ से भी होती है िक ÖवािमÂव संपि° काडª ने संपि° संबंधी िववादŌ को कम करने म¤ मदद कì है। उदाहरण के िलए, जÌमू-कÔमीर के सांबा िजले के एक गांव के एक गृहÖवामी ने बताया िक ÖवािमÂव योजना कì मदद से वे अंततः उस संपि° िववाद को सुलझाने म¤ स±म हòए िजसने उनके पåरवार को वषŎ से परेशान कर रखा था। ÖपĶ और पारदशê SHRI GOVIND MAKTHAPPA KARJOL: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: 17.03.2026 148 (a) the total number of farmers identified as eligible beneficiaries under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Yojana in Chitradurga district of Karnataka since the inception of the scheme; (b) the number of beneficiaries who have received financial assistance under the scheme in the district, year-wise; (c) the total amount of funds sanctioned and disbursed to beneficiaries in Chitradurga district so far; (d) the number of applications rejected, pending or under verification in the district along with reasons therefor; and (e) the steps taken by the Government to ensure inclusion of all eligible farmers and to address grievances related to the scheme in Chitradurga district? THE MINISTER OF AGRICULTURE AND FARMERS WELFARE; AND MINISTER OF RURAL DEVELOPMENT (SHRI SHIVRAJ SINGH CHOUHAN): (a) and (b) The PM-KISAN scheme is a central sector scheme launched in February 2019 by the Hon’ble Prime Minister to supplement the financial needs of farmers with cultivable land-holding. Under the scheme, a financial benefit of ₹ 6,000/- per year is transferred in three equal instalments, into the Aadhaar seeded bank accounts of farmers through Direct Benefit Transfer (DBT) mode. The number of beneficiaries varies across the instalments as the release of benefits is based on the list of eligible beneficiaries uploaded by the respective State/UT Governments on PM-Kisan portal, at the time of each 17.03.2026 149 instalment. During the verification process by State/UT, the field level officials verify the current status of beneficiary as per guidelines of the scheme and mark them eligible accordingly. The beneficiaries who are not found eligible, their names are removed from the list due to various reasons such as non fulfilment of mandatory requirements (land seeding, eKYC, Aadhaar seeded bank account), deceased beneficiary, change in status of cultivable landownership, belongs to exclusion criteria as mentioned in scheme guidelines, members of same family receiving benefits, NRIs etc. Thus, the registration and verification of eligible farmers under the scheme is a continuous and dynamic process and varies from installment to instalment. The year-wise and installment wise details of number of beneficiaries in Chitradurga District who have received financial assistance under the scheme is given in the enclosed Statement. (c) The total amount of funds sanctioned and disbursed to beneficiaries in Chitradurga district is ₹ 726.50 Crore, since inception of scheme. (d) In Chitradurga district, since inception of the scheme 26,405 self registration cases have been rejected by state for reasons including non- availability of land details, improper documentation and change in land ownership after the cut off date of 2019 due to reasons other than inheritance. Further, at present total 10 applications in Chitradurga District are pending at District level for approval. (e) In order to expand coverage and to ensure that no eligible farmers are left out from the Scheme, the Government of India time to time undertakes 17.03.2026 150 saturation drives in coordination with the State Governments. A major nationwide saturation drive was undertaken from 15th November 2023 under the Viksit Bharat Sankalp Yatra (VBSY), during which, more than 1.0 Cr. farmers were included under PM-KISAN. Further, under the new Government’s 100 days initiative, over 25 lakh eligible farmers were added under the PM- KISAN scheme. Additionally, a special drive was conducted in September 2024 to clear the pending self-registration cases, which resulted in the addition of over 30 lakh new farmers. Further, to improve transparency and to ensure the prompt resolution of issues faced by the farmers under the PM-KISAN scheme, a robust grievance redressal mechanism has been created, as follows, including for Chitradurga district:- There is a dedicated grievance module on the PM-KISAN Portal for raising grievances by the farmers. These grievances are addressed by the State/District level officials in a time bound manner. Apart from the PM-KISAN grievance module, farmers can also register their grievances through Centralized Public Grievance Redressal and Monitoring System (CPGRAMS) Portal. Considering the large beneficiary base of the scheme, to promptly address the general queries and grievances raised by the beneficiaries, a voice-based PM-KISAN AI Chatbot (Kisan e-Mitra) was developed. This Chatbot provides quick, accurate, and clear responses to farmers' 17.03.2026 151 queries round the clock in their native languages, making the system more accessible and user-friendly. It is accessible on all platforms such as web, mobile, etc. The Kisan eMitra Chatbot currently operates in 11 languages—English, Hindi, Odia, Tamil, Bengali, Malayalam, Gujarati, Punjabi, Kannada, Telugu, and Marathi. SHRIMATI DAGGUBATI PURANDESWARI: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) whether the Government has developed and deployed an integrated e‑monitoring system for pulses and oilseeds to enable real‑time data tracking of area, production, procurement, stock and prices, if so, the details thereof and if not, the reasons therefor; (b) the specific objectives of this digital monitoring platform including how it enhances the accuracy of agricultural data and informs decision‑making; (c) whether the system is being used to support State Governments, extension services and farmers in planning and targeting interventions particularly in Rajahmundry Parliamentary constituency; 17.03.2026 153 (d) the measures taken to ensure interoperability of the system with other agricultural databases and platforms; and (e) the manner in which this digital initiative is expected to improve policy responsiveness, stabilise markets and strengthen the pulses and oilseeds value chains? THE MINISTER OF AGRICULTURE AND FARMERS WELFARE; AND MINISTER OF RURAL DEVELOPMENT (SHRI SHIVRAJ SINGH CHOUHAN): (a) Yes, the Government has taken various initiatives to develop the digital infrastructure in the country for the benefit of farmers. The integrated portal for Pulses is developed and deployed for real time monitoring of the implementation of the various interventions of Pulses Mission. Similarly, the interventions under National Mission on Edible oils-Oilseeds (NMEO-OS) are digitally monitored through Krishi Mapper and Seed Authentication, Traceability and Holistic Inventory (SATHI) Portal. In addition, under the Digital Agriculture Mission, the government envisages the creation of a Digital Public Infrastructure (DPI) for Agriculture, such as AgriStack, Krishi Decision Support System, a Comprehensive Soil Fertility and Profile Map and other IT initiatives undertaken by the Central Government/State Government to enable a robust digital agriculture ecosystem in the country. This, in turn, would drive innovative farmer-centric digital solutions and make them reliable. Crop-related information is available to all farmers on time. 17.03.2026 154 (b) and (c) The objectives of the digital monitoring platform of pulses are to enable structured district-wise planning, ensure transparent multi-level approval of interventions, and track month-wise implementation progress against sanctioned targets, all within a single integrated system. Further, to enhance accuracy of agricultural data, various parameters such as area, production, yield, and market price data are sourced via Application Programming Interface (API) directly from the relevant portals. Comparison of achievements against Annual Action Plan (AAP) targets periodically allows the Centre and States to recognize high-performing districts and redirect resources optimally in real time. The system is actively being used to support State Governments, extension services, and farmers in planning and targeting interventions at the district level. Further, all the States including Rajahmundry constituency of Andhra Pradesh submit Annual Plans through the district-wise AAP module covering various components of Mission. (d) In first phase, the Pulses Mission portal is integrated through API with Krishi Mapper for geo-tagged area; Agricultural Marketing Information Network (AGMARKNET) for mandi-level price and arrival data; Soil Health Card portal for soil nutrient data; Pradhan Mantri Fasal Bima Yojana (PMFBY) for crop- wise and district-wise insured area and claims data; National Agricultural Cooperative Marketing Federation of India and National Cooperative Exports Limited (NAFED and NCCF) for farmer registration, procurement volumes, and payment status at Minimum Support Price (MSP); and Unified Portal for 17.03.2026 155 Agricultural Statistics (UPAG) for area, production, and yield estimates enabling real-time tracking across all dimensions of area, production, procurement, and prices. This architecture eliminates duplication, time-lag, and discrepancy in data. (e) The Integrated digital portal with periodic achievement tracking enables the Centre to identify potential areas for enhancement of production and productivity of pulses and oilseeds and help in resource allocation. Further, market stability is monitored through real-time price and procurement data, enabling timely policy interventions. As per the information provided by the applicant units on the UNNATI portal, around 19,349 jobs are estimated to be generated by the registered units. No proposal for enhanced incentives is under consideration. (b) NEDFi plays a pivotal role in strengthening the Micro, Small and Medium Enterprises (MSME) sector in the North Eastern Region (NER) by providing financial support for industrial, infrastructure and agri-allied projects. ARUNA: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether the Government has assessed the progress made under the Indian Cybercrime Coordination Centre (I4C) in tackling cyber fraud and cyber-enabled crime; (b) if so, the details thereof; (c) whether the Government has assessed the statistics for initiatives like e- Zero FIR and the 1930 cyber helpline on improving speed of response and citizen trust; and (d) if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI BANDI SANJAY KUMAR): (a) to (d) ‘Police’ and ‘Public Order’ are State subjects as per the Seventh Schedule of the Constitution of India. The States/UTs are primarily responsible for the prevention, detection, investigation and prosecution of crimes including 17.03.2026 166 cyber crime through their Law Enforcement Agencies (LEAs). The Central Government supplements the initiatives of the States/UTs through advisories and financial assistance under various schemes for capacity building of their LEAs. Ministry of Home Affairs (MHA) established Indian Cyber Crime Coordination Centre (I4C) as scheme in the year 2018 to evolve a framework and ecosystem for the prevention, detection, investigation and prosecution of cybercrime in the country. In a short span I4C has worked towards enhancing the nation’s collective capability to tackle cybercrimes and develop effective coordination among the Law Enforcement Agencies. I4C has been set up as an Attached Office of MHA with effect from 1st July, 2024. I4C focuses on tackling all the issues related to Cybercrime for the citizens, which includes improving coordination between various Law Enforcement Agencies and the stakeholders, capacity building, awareness etc. The ‘Citizen Financial Cyber Fraud Reporting and Management System’ (CFCFRMS), under I4C, has been launched in year 2021 for immediate reporting of financial frauds and to stop siphoning off funds by the fraudsters. As per CFCFRMS operated by I4C, till 31.01.2026, financial amount of more than Rs. 8,690 Crore has been saved in more than 24.65 lakh complaints. A toll-free Helpline number ‘1930’ has been operationalized to get assistance in lodging online cyber complaints. Till 31.01.2026, more than 12.94 lakhs SIM cards and 3.03 lakhs IMEIs as reported by Police authorities have been blocked by Government of India. 17.03.2026 167 A Suspect Registry of identifiers of cyber criminals has been launched by I4C on 10.09.2024 in collaboration with Banks/Financial Institutions. Till 31.01.2026, more than 23.05 lakh suspect identifier data received from Banks and 27.37 lakh Layer 1 mule accounts have been shared with the participating entities of Suspect Registry and declined transactions worth more than Rs. 9518 crores. Samanvaya Platform has been made operational to serve as an Management Information System (MIS) platform, data repository and a coordination platform for LEAs for cybercrime data sharing and analytics. It provides analytics based interstate linkages of crimes and criminals, involved in cybercrime complaints in various States/UTs. The module ‘Pratibimb’ maps locations of criminals and crime infrastructure on a map to give visibility to jurisdictional officers. The module also facilitates seeking and receiving of techno-legal assistance by Law Enforcement Agencies from I4C and other SMEs. It has lead to arrest of more than 21,857 accused and more than 1,49,636 Cyber Investigation assistance request. The Central Government has undertaken a new initiative to register e- FIRs in cyber fraud cases. An ‘e-FIR’ system for filing FIRs in cybercrime cases has been implemented in Delhi, Rajasthan, Chandigarh, Madhya Pradesh, Goa and Uttarakhand. PMGSY IN SC AND ST DOMINATED AREAS 3914. SHRI P. V. MIDHUN REDDY: 17.03.2026 168 Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the total length of roads constructed under the Pradhan Mantri Gram Sadak Yojana (PMGSY) in Scheduled Castes and Scheduled Tribes (SCs/STs) dominated areas during the last five years; (b) the number of habitations with significant SC/ST population that remain unconnected by all-weather roads; (c) the details of current data of local SC/ST workers employed in these construction projects; (d) whether steps have been taken to ensure employment to local SC/ST workers in road construction projects; and (e) if so, the details thereof THE MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN): (a) to (c) The Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched as a one-time special intervention to provide all-weather road connectivity to eligible unconnected habitations having 500+ population in plain areas; 250+ in Special Category States/UTs, Desert Areas, Tribal (Schedule V) Areas and selected Backward Districts; and 100+ in critical Left Wing Extremism (LWE)- affected blocks [as notified by Ministry of Home Affairs (MHA)] in rural areas, as per Census 2001. PMGSY is an area development programme and not an individual or community beneficiary scheme. However, scheduled and tribal areas of the country are benefitted with the various ongoing interventions/verticals of the 17.03.2026 169 scheme.The unit of connectivity under this scheme is habitation and the objective of the scheme is to provide all-weather road connectivity in rural areas catering to the access needs of the entire population of the target habitation. As on date, a total of 8,49,320 km of road length has been sanctioned under all the verticals/ interventions of PMGSY, and 7,91,760 km of roads have been completed across the country. The Government has recently approved phase IV of PMGSY for providing road connectivity to unconnected habitations which have become eligible due to their population increase. Unconnected habitations having 500+ population in plain areas; 250+ in NE and Hill States/UTs, Special Category Areas (Schedule V Tribal Areas, Aspirational Districts/Blocks, Desert Areas); and 100+ in LWE-affected areas (as notified by MHA in 9 States), as per Census 2011, are eligible for coverage under PMGSY as per population norms of the programme. Further, the PMGSY IV is being implemented in convergence with two targeted initiatives for ensuring inclusive access in backward and marginalized areas, viz. i. Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA): Habitations with 500+ population and 50% or more ST population, or habitations with 17.03.2026 170 50+ ST population in the 250+ category in Aspirational Districts, as per Census 2011, are given priority under PMGSY IV. ii. Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM- AJAY): Habitations with 500+ population and 40% or more SC population are given priority under PMGSY-IV. This Ministry is also implementing Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) with the basic objective to improve socio- economic conditions of the Particularly Vulnerable Tribal Groups (PVTGs), by saturating PVTG families and habitations with basic facilities and services. The Mission aims at the targeted development of 75 Particularly Vulnerable Tribal Groups (PVTGs) which had been by and large left out of the schemes/ interventions of Ministries/ Departments. The details of road length sanctioned under PM JANMAN and PM-DAJGUA and PM-AJAY are given in the enclosed Statement. (d) and (e) While PMGSY guidelines focus on the technical quality and asset creation of rural roads, the scheme inherently generates significant local employment. The Ministry does not maintain a centralized database of the caste-wise breakup of construction workers (as labor is typically engaged by contractors), the Standard Bidding Document (SBD) encourages the use of local labour. Improved rural road network contributes to strengthening rural economies by facilitating easier transport of goods to markets. DR. MALLU RAVI: Will the Minister of TEXTILES be pleased to state : (a) whether the Government is aware of the severe distress faced by handloom and powerloom weavers due to rising yarn prices, lack of 17.03.2026 178 regular orders and delayed payments low wages and credit sales in Nagarkurnool Lok Sabha Constituency, Telangana; (b) if so, the details and the number of active handloom weavers, defunct looms and closed units reported in the constituency during the last five years; (c) whether the benefits under schemes such as raw material supply, marketing support and direct benefit transfers are reaching the eligible weavers in time; (d) whether the Government has reviewed the ground-level implementation of handloom and powerloom schemes in Nagarkurnool; (e) whether any proposal exists for yarn subsidy, cluster development or revival package for the constituency and if so, the concrete steps taken or proposed to ensure sustainable livelihood and income security for weavers in the region; (f) the average monthly income of handloom households in the constituency vis-à-vis the minimum wage benchmarks and the details of credit, subsidy and insurance support extended to such weavers during 2023–24 and 2024–25; and (g) whether any livelihood sustainability or distress assessment has been undertaken and if so, the corrective measures proposed to prevent occupational migration of SC/ST weavers? THE MINISTER OF TEXTILES (SHRI GIRIRAJ SINGH): 17.03.2026 179 (a) and (b) No information on severe distress faced by handloom and powerloom weavers in Nagarkurnool Lok Sabha Constituency, Telangana has been received by this Ministry. According to 4th All India Handloom Census 2019-20, there are 47,852 handloom workers with 17,095 handlooms in the State of Telangana. Census as well as schemes are done/implemented by State/District–wise and not by constituency-wise. (c) to (f) Ministry of Textiles is implementing central sector schemes such as (i) National Handloom Development Programme (NHDP) and (ii) Raw Material Supply Scheme (RMSS) to promote handlooms and for welfare of handloom weavers across the country including the State of Telangana. Under these schemes, financial assistance is provided to eligible handloom agencies/weavers for raw materials, procurement of upgraded looms and accessories, solar lighting units, construction of workshed, skilling, product and design development, technical and common infrastructure, marketing, concessional loans under weavers’ MUDRA scheme, social security, payment to awardee weavers in indigent circumstances, scholarship to the children of weavers etc. For Powerloom industry, central sponsored PowerTex Scheme was implemented up to 2020 and Amended Technology Upgradation Fund Scheme (ATUFS) was also implemented up to 2022. Before the schemes are continued/ new schemes are formulated, the impact study of the existing schemes are evaluated. Handloom sector is unorganized and weaving is mainly an individual based household activity to which minimum wages act is not applicable. 17.03.2026 180 (g) In order to encourage SC/ST communities, the Ministry of Textiles provides additional incentives to them to sustain and augment their business. Some of the benefits provided to SC/ST weavers across the country are: Under schemes of handloom sector, preference is given to programmes which have weavers from SC/ST category. There is 100% subsidy to SC/ST weavers for construction of work sheds under National Handloom Development Programme. SUSTAINABILITY OF COOPERATIVE SOCIETIES 3918. SHRI SHAFI PARAMBIL: Will the Minister of COOPERATION be pleased to state: (a) the list of primary cooperative societies in the country as on 31st January 2026, State wise; (b) the list of primary cooperative societies in the country that have been closed down during the last five years, State-wise; (c) the reasons for the closure of primary cooperative societies in the country; and (d) the key support strategies of the Government to ensure the sustainability of cooperative societies in the country? THE MINISTER OF HOME AFFAIRS; AND MINISTER OF COOPERATION (SHRI AMIT SHAH): (a) to (c) As per the National Cooperative Database (NCD), there are a total of 8.48 lakh primary cooperative societies across the country. The State-wise 17.03.2026 181 total number of primary cooperative societies is given in the enclosed Statement-I, and the State-wise total number of non-functional primary cooperative societies is given in the enclosed Statement–II. (d) The Ministry of Cooperation has taken proactive measures to convert Primary Agricultural Credit Societies (PACS), Dairy, and Fisheries Cooperatives into multi-purpose cooperative societies. This initiative aims to enhance business diversification, strengthen financial sustainability, and prevent closures by enabling cooperatives to engage in a wider range of economic activities. The NCD is used for identification of gaps in the geographical spread of cooperatives, including both covered and uncovered gram panchayats and formation of 2 lakh new multipurpose PACS, Dairy and Fishery cooperative societies. Additionally, the Ministry of Cooperation has set up Co-operative Rehabilitation, Reconstruction and Development Fund under section 63A of the Multi-State Cooperative Societies (MSCS) (Amendment) Act, 2023 for revival of sick multi-State cooperative societies and providing assistance for meeting infrastructural requirement. SHRI GANESH SINGH: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) the details of the policies, legal and programmatic measures that have been undertaken by the Ministry so far to prevent child begging in the country; and (b) the details of the major outcomes that have been achieved through these initiatives? THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION; AND MINISTER OF STATE IN THE MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT (SHRI B. L. VERMA): (a) The Ministry of Social Justice and Empowerment is implementing the Central Sector Scheme “Support for Marginalized Individuals for Livelihood and Enterprise (SMILE)”, which includes a sub-scheme for the Comprehensive Rehabilitation of Persons Engaged in the Act of Begging. This sub-scheme is 17.03.2026 187 implemented through the Implementing Authorities, namely District Administrations / Urban Local Bodies/ Municipal Corporations and Implementing Agencies (IAs) working in the field of beggary prevention. The sub-scheme focuses on extensive welfare measures such as medical facilities, counselling, education and skill development, adopting an effective convergence approach for sustainable rehabilitation and socio-economic development of persons engaged in begging including women and children. The scheme gives special attention to children engaged in begging. Selected IAs organise outreach camps to create awareness and motivate children and their parents or families to enroll in schools, obtain Aadhaar cards, and access medical assistance wherever required. Identified children are reunited with their parents or families, wherever feasible and efforts are made to link them with Anganwadi centres and Government schools. In addition, orphan children engaged in begging are provided institutional care through Child Care Institutions (CCIs) under the Mission Vatsalya Scheme of the Ministry of Women and Child Development (MWCD). These Institutions provide age-appropriate education, vocational training, recreation, health care, counselling and other support services. (b) Under this sub-scheme, a total of 2,480 children found engaged in begging have been rehabilitated so far. Out of these, 1,468 children have been reunited with their parents or families, 277 children have been linked to Anganwadi Centres, 223 children have been referred to the Child Welfare Committee and 512 children have been facilitated for enrolment in schools. 17.03.2026 188 NATIONAL FELLOWSHIP FOR SCHEDULED CASTES 3921. SHRI JAI PRAKASH: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) whether it is a fact the National Fellowship for Scheduled Castes is being seen a sharp drop in beneficiaries with funding utilization for some education initiatives falling to forty percent in the country; (b) if so, the details thereof; and (c) the details of action taken by the Government to make this scheme more attractive? DIGITISATION OF CADASTRAL MAPS USED FOR AGRICULTURAL STATISTICS 3922. DR. KAKOLI GHOSH DASTIDAR: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) whether the Government is aware that the All-India Sample Report 2021- 22 records that in 67% cases the village maps used by primary workers were last updated over twenty years ago, hampering identification of survey numbers; (b) whether a time-bound national programme will be launched to update and GIS-digitise all cadastral maps used for agricultural statistics; and (c) if so, the details thereof? 17.03.2026 190 THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI BHAGIRATH CHOUDHARY): (a) to (c) Land and Land Revenue, including the maintenance of land records, is a State subject under the Constitution wherein land revenue is governed by State specific Acts/Rules/Regulations. Thus, updation of land records is a subject of the State. However, the Government of India launched Digital India Land Record Modernization Programme (DILRMP) as a Central Sector Scheme with effect from 1st April, 2016 with 100% funding by the Centre. The programme has been extended upto 2025-26. At present, 97.41% of the cadastral maps across States/UTs have been digitized. SREEKANDAN: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) whether it is a fact that disproportionate cultivation of paddy had serious implications for sustainability, climate resilience and public health; (b) whether it is also true that the state of Kerala has been advised to shift to promote pulses, oilseeds and millets instead of paddy cultivation; (c) whether it is true that the State of Kerala was also advised not to provide incentives to paddy farmers; and (d) if so, the details thereof? 17.03.2026 197 THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI BHAGIRATH CHOUDHARY): (a) to (d) Yes the disproportionate cultivation of rice is unsustainable in irrigated areas of several states. However, Kerala has a traditional practice of cultivating paddy in saline back waters where no other crop can be cultivated during the kharif season. The climate resilient salinity tolerant varieties of rice mitigate the effect of climate change in coastal regions. Further, Crop Diversification is being promoted through the National Food Security and Nutrition Mission (NFSNM), the Mission for Aatmanirbharta in Pulses, the National Mission on Edible Oil (NMEO)-Oilseeds and Oil PALM, the Mission for Integrated Development of Horticulture (MIDH) by encouraging the production and productivity of crops like Millets, Coarse cereals, pulses, oil seeds, oil palm and horticultural crops in all states including Kerala. The funds under these centrally sponsored Schemes are provided to the states based on the requirement and plan given by the states. During the year 2025-2026, as per the State’s Annual Action Plan, the state of Kerala has been approved, Rs.48 lakhs under NFSNM, Rs. Rs.4200 lakhs under MIDH and Rs.1078 lakhs under NMEO-oil palm. REIMBURSEMENT OF CENTRE SHARE 3925. DR. NAMDEO KIRSAN: Will the Minister of HOME AFFAIRS be pleased to state: 17.03.2026 198 (a) the status of reimbursement of Centre's share (60%) for Special Police Officers (SPOs) under the Security Related Expenditure (SRE) Scheme to Maharashtra State which has been pending; (b) the total amount pending to be reimbursed to Maharashtra under this scheme during the last three years; (c) whether the Government is considering relaxing the norms for engaging the services of SPOs who are non-ex-Army/Policemen in LWE affected areas of Maharashtra; and (d) the time by which these pending reimbursements will be released to the State? THE MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI): (a to c): Reimbursement under the Security Related Expenditure (SRE) Scheme is of recurring nature and the releases are made on the basis of verification of records of the claims made by States by the Internal Audit Wing (IAW) of the Ministry of Home Affairs and approval of the SRE Standing Committee as per applicable scheme guidelines. As regards to the reimbursement of Centre’s Share under the SRE Scheme including the item ‘Special Police Officers (SPOs)’, the reimbursement has been made to Maharashtra as per the applicable Scheme guidelines during a particular period. 17.03.2026 199 Further, as per SRE Scheme guidelines no amount is pending for reimbursement under SRE scheme in respect of Maharashtra during the last three years. As per SRE Scheme guidelines, the SPOs so engaged in LWE affected areas were to be mandatorily ex-Army/Policemen and the claims were processed accordingly. These guidelines have been reviewed in 2024-25 and the mandatory condition of “Ex-Servicemen / Ex-Policemen” for Special Police Officers (SPOs) has been relaxed from financial year 2024-25.
