Will the Minister of CIVIL AVIATION be pleased to state: (a) whether the Government is aware that airlines are levying disproportionately high charges for airfares and excess baggage and not following the recent Order in this regard and if so, the details thereof; (b) whether any existing guidelines or regulatory provisions are in place to regulate or mandate transparent disclosure of airfares and excess baggage fees by airlines and if so, the details thereof; (c) whether the Government proposes to strengthen the regulatory framework to ensure transparency and prevent overcharging and if so, the details thereof 12.02.2026 144 along with the steps taken/proposed to be taken in this regard; (d) whether the Government intends to direct the Legal Metrology Department to carry out regular inspection and calibration of weighing machines installed at airports and if so, the details thereof; (e) whether the Government proposes to enact law to empower regulators to cap fares or enforce fare transparency and if so, the details thereof; and (f) whether the Government also proposes to introduce new airlines to meet the domestic requirements and reduce the price and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): (a) to (e): Airfares are not subject to regulation by the Government and airlines have the flexibility to determine their airfares based on their operational needs, while adhering to Rule 135 of the Aircraft Rules, 1937. The Government generally refrains from regulating airfares to maintain market competitiveness, however, it remains vigilant and intervenes in exceptional circumstances by adopting measures like redistributing capacity across various sectors and imposing temporary fare caps, such as during Pandemic, Maha kumb, Pahalgam incident & recently massive Indigo flight disruptions. In order to enhance the transparency in airfare, Directorate General of Civil Aviation (DGCA) has set-up Tariff Monitoring Unit (TMU) that monitors airfares on selected 78 routes on a random basis by using airlines websites on monthly basis to ensure that the airlines do not charge airfares outside the range 12.02.2026 145 declared by them. In order to ensure transparent disclosure of airfares, airlines have been advised to publish the tariff sheet in a conspicuous, easily accessible, and visible manner on the homepage or a prominent section of their website. DGCA has issued ATC 01/2025 "Publishing of Tariff Sheet - Rule 135 of the Aircraft Rules, 1937" wherein scheduled domestic airlines can make changes in the tariff sheet which is published on their website on every first day of the calendar month, solely due to introduction of any new sector or in case of any concessional/promo fare. Considering the fact that unbundling of certain services & charges thereto has the potential to make basic fare affordable & provides the consumer an option of paying the services a passenger wishes to avail, Government has unbundled certain services which includes excess baggage charges also. Periodic Calibration is being conducted regularly, as required, in compliance with the rules and regulations of the Legal Metrology Department (Weights & Measures Department) of the respective states. The corresponding calibration certificates are duly displayed. (f): There are no regulatory entry barriers for new airline entrants, and any company desirous of starting an airline can approach the Government with their proposed business plan for obtaining initial NOC. In last two years, the Ministry has given NOC to 07 airlines. Further, to make air-travel more affordable, the government has encouraged rationalisation of traffic rights through capacity diversion, expansion 12.02.2026 146 of airport infrastructure, facilitation of fleet induction by multiple carriers, and broadening of regional air connectivity under the UDAN Scheme, which enables several airlines to operate on underserved and unserved routes. STATUS OF ELECTRIFICATION OF HOUSEHOLDS IN JAMUI 2080. SHRI ARUN BHARTI: Will the Minister of POWER be pleased to state: (a) the status of the electrification of all households in the tribal hamlets (tolas) of Jamui Parliamentary Constituency; (b) the details of the electrified households under the Saubhagya scheme in Jamui Parliamentary Constituency; (c) the measures taken by the Government to provide electricity to the households in the deep forest areas using off-grid solar solutions; (d) the status of the availability of 24x7 power supply in the rural areas; and (e) whether the Government proposes to improve the power quality and voltage in the tail-end villages and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a) to (c): Electricity being a concurrent subject, supply and distribution of electricity to all consumers, is within the purview of the respective State Government/ distribution utility. Government of India (GoI) supplements the efforts of the States through various schemes to help achieve the objective of 12.02.2026 147 providing quality and reliable supply of power to all consumers. As reported by the States/ UTs, all the inhabited un-electrified census villages in the country were electrified by 28thApril, 2018. A total of 18,374 villages were electrified under Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) launched in 2014, including 1,723 villages in Jamui Parliamentary Constituency. Under DDUGJY and thereafter under Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA) launched in October, 2017, electrification of all willing households was completed by 31st March, 2019 as reported by the States/ UTs. A total of 2.86 crore households were electrified during SAUBHAGYA period. This includes 1,11,512 households in Jamui Parliamentary Constituency out of which 1,393 households were electrified through off-grid mode. Both the schemes stand closed as on 31.03.2022. Under the Revamped Distribution Sector Scheme (RDSS), launched in 2021, based on the proposal submitted by the States, on grid electrification works have been sanctioned for un-electrified households including households belonging to Particularly vulnerable Tribal Group (PVTG) identified under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), households belonging to Scheduled Tribes (STs) under DA-JGUA (Dharti Aaba Janjatiya Gram Utkarsh Abhiyan), households belonging to Scheduled Caste (SC) under Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY) and households in remote & border areas under Vibrant Village Program (VVP), wherever found feasible. Till date household electrification works amounting to Rs. 6,521 Cr. have been sanctioned for 13.65 lakh households including 1,393 households in Jamui Parliamentary 12.02.2026 148 Constituency. Further, under the New Solar Power Scheme, works have been sanctioned for 8,823 PVTG and 4,099 tribal households across 10 States for off- grid solar based electrification under PM-JANMAN and DA-JGUA respectively. Till date, 11,106 PVTG and tribal households have been electrified. GoI is taking all necessary steps to support States for electrification of all households. Since most of the left-out households are in remote, hilly and forest areas, the norms for electrification under RDSS were relaxed and the ceiling limit for cost of electrification was enhanced. Grid based electrification works have been sanctioned under RDSS wherever found feasible as per the revised norms. (d) and (e): As per Rule (10) of the Electricity (Rights of Consumers) Rules, 2020, the distribution licensee shall supply 24x7 power to all consumers. GoI has facilitated the upgradation and creation of distribution infrastructure through allocation of funds under various schemes. This includes works amounting to Rs 1.85 lakh crore under earlier schemes of DDUGJY, Integrated Power Development Scheme (IPDS), and SAUBHAGYA. Presently, under RDSS, distribution infrastructure works worth Rs. 1.53 lakh crore have been sanctioned, including Rs 270 crore for Jamui Parliamentary Constituency. It is envisaged that the sanctioned infrastructure works such as upgradation of substations, new/ upgradation of distribution transformers, new substations, agriculture feeder segregation, network strengthening, cabling works etc. along with improvement in financial viability of distribution utilities would lead to improvement in quality and reliability of supply of power. As a result of the works 12.02.2026 149 undertaken and various reform measures, the average daily hours of supply in rural areas has increased to 22.6 hours in December ‘25. SHRI JAGANNATH SARKAR: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the initiatives undertaken by the Khadi and Village Industries Commission (KVIC) to promote khadi and village industries in West Bengal; (b) the current status of the Khadi and Village Industries Board in West Bengal and the number of artisans benefited from the Ministry’s schemes in the State; (c) the allocation of funds for the promotion of khadi products and marketing 12.02.2026 155 initiatives in West Bengal; and (d) whether the Government has introduced any special programs to support women artisans and entrepreneurs in the khadi and village industries sector in West Bengal and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES; AND MINISTER OF STATE IN THE MINISTRY OF LABOUR AND EMPLOYMENT (KUMARI SHOBHA KARANDLAJE): (a): Khadi and Village Industries Commission (KVIC) has taken various initiatives for the promotion and development of khadi and village industries in the country including West Bengal State through the Khadi and Gramodyog Vikas Yojana (KGVY). KGVY has following two components: Khadi Vikas Yojana (KVY), promotes and supports Khadi sector through the existing schemes components like Modified Market Development Assistance (MMDA), Interest Subsidy Eligibility Certificate (ISEC), Workshed Scheme for Khadi Artisans, Strengthening infrastructure of existing weak Khadi Institutions, Assistance for Marketing Infrastructure and Khadi (Science and technology). Gramodyog Vikas Yojana (GVY), promotes village industries through common facilities, technology upgradation, training and toolkit distribution. GVY supports various activities under the following components/verticals of Village Industries: Agro Based & Food Processing Industry (ABFPI), Mineral Based Industry (MBI), Wellness & Cosmetics Industry (WCI), Handmade Paper, Leather & Plastic Industry (HPLPI), Rural Engineering & 12.02.2026 156 New Technology Industry (RENTI), and Service Industry. KVIC also conducts Skill Development and entrepreneurship training for youth through 35 Departmental and Non-Departmental Training Centres, and 25 training partners. These Training Centres impart need based training under various disciplines, viz. soap and detergent making, food items, bakery products, readymade garments making, beekeeping, agarbatti making, candle making, motor repairing etc to promote self- employment and jobs. A Centre of Excellence for Khadi (CoEK) has been established by KVIC in collaboration with the National Institute of Fashion Technology (NIFT), New Delhi under a Hub-and-Spoke model to provide design intervention, product development, capacity building, and market support for khadi products. The Kolkata spoke centre supports Khadi Institutions and artisans in West Bengal. Ministry of MSME, through Khadi and Village Industries Commission (KVIC) implements Prime Minister’s Employment Generation Programme (PMEGP) to assist micro entrepreneurs in establishing new units in the non- farm sector including village industries in West Bengal. Under the scheme of Fund for Regeneration of Traditional Industries (SFURTI), KVIC promotes cluster based development of traditional industries to preserve rural arts and crafts in the country including West Bengal. A total of 9,950 traditional artisans are likely to be benefited across 12.02.2026 157 SFURTI clusters in West Bengal. The SFURTI Scheme was in continuation till 30.09.2022. KVIC operates e-commerce portal www.khadiindia.gov.in wherein around 5000 plus various KVI products are on-boarded. This provides digital marketing access to various KVI units. (b): The Khadi and Village Industries Board (KVIB) in West Bengal functions under the administrative control of the Government of West Bengal and promotes Khadi and Village Industries (KVI) activities by implementation of various schemes of the State as well as Central Government. Under Khadi sector, a cumulative total of 32,578 khadi artisans are engaged in West Bengal. Further, under the Gramodyog Vikas Yojana (GVY), 1,830 beneficiaries have been trained and provided with toolkits during the last three years in the State. (c): During the year 2024–25, a total fund of ₹15.41 lakh (provisional) has been disbursed by the Khadi and Village Industries Commission (KVIC) in the State of West Bengal for the promotion of khadi products. Further, during the same year, ₹29.18 lakh (provisional) has been disbursed under the marketing head for marketing initiatives. (d): Khadi and Village Industries sector is playing a crucial role in generating employment in the country including West Bengal State through the implementation of the Khadi Gramodyog Vikas Yojana (KGVY). Focus has been given to women artisans and entrepreneurs, as a large proportion of the workforce engaged in the Khadi and Village Industries sector comprises women. Under Khadi Vikas programme, approximately 18780 women artisans 12.02.2026 158 are engaged in West Bengal. Approx. 700 women artisans have been benefitted under various verticles of Gramodyog Vikas Programme since last five years.
