Delhi Metro Phase V 16.07 12,014.91 भूजल संदूषण और संदूषण 1101. ®ीमती ºयोÂÖना चरणदास महंतः ³या जल शिĉ मंýी यह बताने कì कृपा कर¤गे िकः 05.02.2026 831 (क) ³या सरकार ने क¤þीय भूजल बोडª कì वािषªक åरपोटª 2024 के आधार पर कोरबा और अÆय औīोिगक िजलŌ म¤ भूजल संदूषण से िनपटने के िलए कोई िजला-वार उपचाराÂमक कायªयोजना तैयार कì है और यिद हां, तो तÂसंबंधी Êयौरा ³या है; (ख) जल जीवन िमशन के अंतगªत आने वाले उन घरŌ कì सं´या िकतनी है, जहां भूजल म¤ नाइůेट और अÆय हािनकारक तÂवŌ का Öतर िनधाªåरत सीमा से चालीस ÿितशत अिधक है; और (ग) ³या इन ±ेýŌ म¤ वैकिÐपक सुरि±त जल ąोतŌ या उपचार ÿणािलयŌ के माÅयम से पेयजल आपूितª सुिनिIJत करने के िलए कोई िवशेष िदशािनद¥श जारी िकए गए ह§ और यिद हां, तो तÂसंबंधी Êयौरा ³या है? जल शिĉ मंýालय म¤ राºय मंýी (डॉ. राज भूषण चौधरी): (क): क¤þीय भूजल बोडª (सीजीडÊÐयूबी) अपने भूजल गुणव°ा िनगरानी कायªøम और िविभÆन वै²ािनक अÅययनŌ के अंतगªत अपनी मानक संचालन ÿिøया (एसओपी) के अनुसार पूरे देश म¤ ±ेýीय Öतर पर भूजल गुणव°ा डेटा उÂपÆन करता है। कोरबा िजले म¤ वषª 2025 कì नवीनतम वािषªक भूजल गुणव°ा åरपोटª के अनुसार, िवĴेषण िकए गए 12 नमूनŌ म¤ से 01 Öथान पर नाइůेट और 2 ÖथानŌ पर Éलोराइड कì माýा अनुमत सीमा से अिधक पाई गई। इसके अलावा, आस¥िनक (As), यूरेिनयम (U), कॉपर (Cu) और िजंक (Zn) जैसी भारी धातुओं कì सांþता अनुमत सीमा के भीतर पाई गई। सीजीडÊÐयूबी ने िविभÆन ÿकार के संदूषकŌ से होने वाले भूजल संदूषण के िनवारण के िलए कई उपचाराÂमक उपाय सुझाए ह§, िजनका ÿसार वािषªक भूजल गुणव°ा åरपोटª, नै³यूम अÅययन åरपोटª, राºय/िजला ÿशासनŌ को जारी एडवाइजरी और अपने ÿिश±ण एवं जनसंपकª कायªøमŌ के माÅयम से िकया जाता है। सीजीडÊÐयूबी ने आस¥िनक और Éलोराइड मुĉ कुओं के िनमाªण कì तकनीक भी िवकिसत कì है, िजसे राºय सरकारŌ के साथ साझा िकया गया है तािक वे इसका अनुकरण कर सक¤ और आगे बढ़ा सक¤। 05.02.2026 832 (ख) और (ग): भारत सरकार Ĭारा राºयŌ के सहयोग से वषª 2019 से जल जीवन िमशन (जेजेएम) का कायाªÆवयन िकया जा रहा है, िजसका उĥेÔय देश के ÿÂयेक úामीण पåरवार को सुरि±त पेयजल उपलÊध कराना है। यह योजना पूरे देश को कवर करती है, न िक केवल गुणव°ा ÿभािवत ±ेýŌ को। राºय Öतर पर जल गुणव°ा संबंधी पहलुओं पर कारªवाई को सुगम बनाने के िलए जेजेएम के अंतगªत िनÌनिलिखत उपाय िकए गए ह§:- जल सुर±ा, जेजेएम कì Öथापना से ही इसकì ÿमुख ÿाथिमकताओं म¤ से एक रही है। जेजेएम के अंतगªत, भारतीय मानक Êयूरो के बीआईएस:10500 मानकŌ को नल के पानी कì गुणव°ा के िलए िनधाªåरत मानदंडŌ के łप म¤ अपनाया गया है। राºयŌ/संघ राºय ±ेýŌ को धनरािश आवंिटत करते समय, रासायिनक ÿदूषकŌ से ÿभािवत बिÖतयŌ म¤ रहने वाली आबादी को 10% वेटेज िदया जाता है। राºयŌ/संघ राºय ±ेýŌ को सलाह दी गई है िक वे जल गुणव°ा कì समÖया वाले गांवŌ के िलए वृहत जल अंतरण कì पाइपयुĉ जल आपूितª Öकìम कì योजना बनाएं और उÆह¤ लागू कर¤, जो िवशेषतः सतही जल ąोतŌ या वैकिÐपक सुरि±त भूजल ąोतŌ पर आधाåरत हŌ। उपयुªĉ łपरेखा के कायाªÆवयन को सुगम बनाने के िलए, देश भर म¤ लगभग 2870 जल गुणव°ा परी±ण ÿयोगशालाएँ Öथािपत कì गई ह§। इसके अितåरĉ, ÿÂयेक गाँव से पाँच ÓयिĉयŌ, िवशेषतः मिहलाओं, कì पहचान कì जाती है और उÆह¤ फìÐड टेÖट िकट (एफटीके) के माÅयम से जल के नमूनŌ का परी±ण करने के िलए ÿिशि±त िकया जाता है। राºयŌ/संघ राºय ±ेýŌ को अंतåरम उपाय के łप म¤ सामुदाियक जल शोधन संयंý (सीडÊÐयूपीपी) Öथािपत करने कì सलाह दी गई है, िवशेष łप से गुणव°ा ÿभािवत बिÖतयŌ म¤, तािक ÿÂयेक घर को पीने योμय पानी उपलÊध कराया जा सके। जल संदूषण कì समÖया का समाधान करने के िलए सरकार और अÆय िहतधारकŌ के सामूिहक ÿयासŌ के पåरणामÖवłप, नाइůेट, आस¥िनक और Éलोराइड जैसे ÿमुख संदूषकŌ से ÿभािवत बिÖतयŌ कì सं´या म¤ उÐलेखनीय कमी आई है। राºयŌ Ĭारा दी गई जानकारी के अनुसार, अÿैल 05.02.2026 833 2022 तक देश म¤ नाइůेट से ÿभािवत 515 बिÖतयाँ थé, िजनम¤ से 112 बिÖतयŌ को अब तक इस योजना के अंतगªत शािमल िकया गया है और उÆह¤ Öव¸छ पेयजल उपलÊध कराया गया है। इसके अलावा, अगÖत 2019 से जनवरी 2026 तक, आस¥िनक और Éलोराइड से ÿभािवत बिÖतयŌ कì सं´या øमशः 14,020 से घटकर 314 और 7,996 से घटकर 245 हो गई है। इन शेष बिÖतयŌ को भी सामुदाियक जल शोधक संयंýŌ (सीडÊÐयूपीपी) के माÅयम से Öव¸छ और सुरि±त पेयजल उपलÊध कराया गया है। INSTALLATION OF SMART PRE-PAID METERS IN JAMUI 1102. SHRI ARUN BHARTI: Will the Minister of POWER be pleased to state: (a) whether the Government has approved/sanctioned the installation of Smart Pre-paid Meters in Jamui Parliamentary Constituency under the Revamped Distribution Sector Scheme (RDSS) during Financial Year 2025–26, if so, the details of status and timeline, block-wise; (b) the physical and financial progress of the separation of agriculture feeders in Jamui as on January 1, 2026; (c) whether funds have been released and utilised for the strengthening of sub-stations (33/11 KV) in Jamui during Financial Year 2025–26 and if so, the details thereof; 05.02.2026 834 (d) whether shortfall has been identified in the reduction of AT&C losses in the Jamui circle, if so, the details thereof along with the remedial measures proposed in this regard; and (e) whether new approvals are proposed for underground cabling in Jamui heritage/market areas during Financial Year 2026–27 and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a): Based on the proposal submitted by the State, Smart prepaid metering works for 54,456 consumers were sanctioned under Revamped Distribution Sector Scheme (RDSS) for Jamui Parliamentary Constituency during Financial Year 2022–23. (b): In Jamui Parliamentary Constituency, as per proposal submitted by the State, 50 feeders have been sanctioned for segregation under RDSS with a 05.02.2026 835 project cost of Rs 102 crore. Out of the sanctioned works, 49 feeders have been segregated till date with a financial progress of Rs 80 crore. (c): Under RDSS, 2 new 2x10 MVA substations have been sanctioned for Jamui Parliamentary Constituency and the works are under implementation. Under the scheme, funds are released to distribution utilities upon qualifying annual evaluation and based on the physical progress of the sanctioned works as per the scheme guidelines. During Financial Year 2025-26, Rs. 490 crore have been released to the South Bihar Power Distribution Company Limited (SBPDCL), which includes Jamui circle, for loss reduction and smart metering works as per the scheme guidelines. (d): Government of India has undertaken various reform measures to improve distribution infrastructure and to bring down AT&C losses in the Country, including Jamui Constituency. These include: i. The release of funds under RDSS is linked to States/Distribution utilities taking necessary measures to improve their performance. Under the scheme, sanctioned works include replacement of bare conductors with covered conductors, laying Aerial Bunched (AB) cables, and upgradation/augmentation of Distribution Transformers (DT)/ Sub- stations, etc. Execution of these works would help in reducing AT&C losses and improve the quality of supply of power. Prepaid smart metering is also one of the critical interventions envisaged under RDSS, which would help in improving AT&C losses. 05.02.2026 836 ii. Additional Prudential Norms for sanctioning of loans to State owned power utilities are contingent on the performance of power distribution utilities against prescribed conditions. iii. Rules for implementation of Fuel and Power Purchase Costs Adjustment (FPPCA) and cost reflective tariff so as to ensure that all prudent cost for supply of electricity are passed through AT&C Losses are monitored at the distribution utility level and calculated based on their audited annual financial accounts. Further, under RDSS, a trajectory for reduction in AT&C losses has also been prescribed which is linked with fund release. (e): There is no such proposal under consideration for underground cabling in Jamui heritage/market areas. PROMOTION OF GREEN BUILDINGS 1103. SHRI TANGELLA UDAY SRINIVAS: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: 05.02.2026 837 (a) the steps taken by the Government during the last five years to promote green buildings and adoption of the Energy Conservation and Sustainable Building Code (ECSBC) across the country including incentives, awareness campaigns and capacity building initiatives; (b) the details of the funds allocated and utilised for such initiatives, year and State-wise; (c) the number of States and Urban Local Bodies (ULBs) implementing ECSBC or equivalent green building codes, particularly for Andhra Pradesh, ULB- wise; (d) whether there is any policy to retrofit traditional or existing buildings into energy efficient green structures and if so, the details thereof; (e) the green buildings constructed by the Government for administrative purposes along with the proposed projects, locations and expected timelines; and (f) the measures taken to ensure monitoring, compliance and effectiveness of ECSBC implementation? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a): The Energy Conservation and Sustainable Building Code (ECSBC) is framed by the Bureau of Energy Efficiency (BEE) in 2024, replacing the Energy Conservation and Building Code (ECBC) and applies to new buildings or building complexes, whether residential, commercial, or official use, with a 05.02.2026 838 minimum connected load of 100 kW or a contracted demand of about 120 kVA and above. Under awareness campaigns and capacity-building programmes in States/UTs, a total of 973 training programmes were conducted and approximately 41000 officials have been trained on ECSBC/ECBC by BEE during last five years since 2021. Also, CPWD Works Manual mandates all major projects to be minimum 3 Star (Upto 5 Star) GRIHA (Green Rating for Integrated Assessment-2021) certification in which all eco-friendly features are integrated part of all projects. CPWD with the help of Bureau of Energy Efficiency published Delhi Schedule of Rates (E&M) – 2025 which has provision for Energy efficient E&M items. CPWD has emphasis to use C&D waste judiciously and has issued necessary guidelines in this regard. Use of non-conventional energy such as rooftop Photovoltaic (PV) solar power generation, Solar water heating, Geo-thermal heat exchange are being adopted in CPWD Works. The energy efficient technology and material, Energy efficient lighting, renewable energy system are also being used in CPWD Works to reduce heat loss in building and lesser use of AC appliance etc. (b): During the last five years an amount of Rs. 54,20,55,329/- has been allocated to various States/UTs under energy efficiency programmes implemented by BEE. The details of fund allocation for the last five years (FY 2021-26) are given in the enclosed Statement. 05.02.2026 839 (c): BEE develops and updates the code, states adopt it through legal notification, and urban local bodies (ULBs) integrate its provisions into the building approval and permitting process. Approximately 1,400 ULBs across twenty-seven States and Union Territories have adopted ECBC for implementation. BEE does not maintain a list of ECBC-compliant buildings or building complexes nationwide. (d): No such policy exists. However, all possible measures are being taken for energy efficient green buildings as part of renovation, upgradation and maintenance work. SHRI KIRTI AZAD: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) whether the Government has taken action on the recommendations of the 2025 Report of the Departmentally related Parliamentary Standing Committee on Agriculture, Animal Husbandry and Food Processing, particularly regarding expediting FDI clearances and facilitation for food processing projects in States such as West Bengal and if so, the details thereof; (b) the reasons for low utilisation of the Special Food Processing Fund managed by National Bank for Agriculture and Rural Development (NABARD) and the steps taken by the Government to improve fund disbursal and project execution; and (c) the measures adopted by the Government to resolve delays in subsidy release and achieve annual targets under the PM Formalisation of Micro Food Processing Enterprises (PMFME) scheme in West Bengal? THE MINISTER OF STATE IN THE MINISTRY OF FOOD PROCESSING INDUSTRIES; AND MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI RAVNEET SINGH): (a): The Ministry of Food Processing Industries (MoFPI) has submitted the action taken on the recommendations of the 2025 report of the Department related Parliamentary Standing Committee on Agriculture, Animal Husbandry 05.02.2026 843 and Food Processing to the Lok Sabha Secretariat of Standing Committee on Agriculture, Animal Husbandry and Food Processing Branch. Further, MoFPI has taken note of the Committee’s recommendations of strengthened mechanisms for expeditious FDI processing and investment facilitation in the food processing sector including the state of West Bengal. The Ministry has informed the Committee that all FDI proposals in the food-processing sector are being processed in accordance with the defined Standard Operating Procedure (SOP) issued by the Department for Promotion of Industry and Internal Trade (DPIIT). The SOP clearly prescribes the timelines and stages for examination, inter-ministerial consultations, and final approval of proposals. The Ministry has been adhering to these timelines to ensure expeditious processing of FDI proposals and to maintain transparency and predictability in the approval process. (b): A Special Fund with a corpus of ₹2,000 crore for providing affordable credit for establishing Designated Food Parks (DFPs) and setting up of food processing units therein was announced by the Government of India in July, 2014. Some of the major issues in implementation of Special Food Processing Fund (SFPF) are as below: i. Although there are about 325 Designated Food Parks (DFPs) notified by the MoFPI, majority of them were established or had availed term loan (wholly or partly) before the FPF was set up in National Bank for Agriculture and Rural Development (NABARD). 05.02.2026 844 Further, Mega Food Park (MFP) scheme was discontinued by MoFPI w.e.f 01.04.2021. ii. The pace of setting up of individual food processing units in Mega Food Park (MFPs) / Agro Processing Cluster (APCs) is also slow as majority of MFPs took a longer time in being operational. iii. As per the RBI instructions regarding the operationalization of Food Processing Fund (FPF), NABARD is required to repay the FPF deposits to Scheduled Commercial Banks in 7 years inclusive of a moratorium period of 2 years. However, the past experience under FPF and also the operational status of MFP / APC has shown that establishment of Agro Processing Clusters (APCS), MFPs, etc. require more gestation / moratorium period i.e. 3 to 5 years. Thus, the shorter gestation period / moratorium period under FPF also acted as an impediment for utilization of corpus under FPF. iv. Issues like lack of last mile connectivity, location of Primary Processing Clusters (PPC) at far off places from Central Processing Centre (CPC) and lack of synchronization of core and enabling infrastructure in MFP/APC for the individual units are also some of the reasons. The steps being taken by NABARD to improve fund disbursal and project execution are as below: i. Investor meets are being conducted by NABARD regularly to raise awareness about the fund among various stakeholders. 05.02.2026 845 ii. NABARD has entered into a Memorandum of Understanding (MoU) with Commercial Banks to provide working capital funding to the units sanctioned under FPF to facilitate timely availability of working capital. (c): The Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme of MoFPI aims to enhance the competitiveness of existing individual micro-enterprises in the unorganized segment of the food processing industry and promote formalization of the sector. Under the Scheme, Ministry conducts regular review meetings with all the State Governments and lending banks including West Bengal to resolve the issues in scheme implementation. The issues are also raised at the Department of Financial Services (DFS) level and in the State Level Bankers Committee (SLBC) meetings. As of December 2025, total subsidy released under PMFME in the state of West Bengal is Rs.60.76 crore to the 8,334 net enterprises including micro enterprises and SHG members. OPERATIONALISATION OF UDAN YATRI CAFE 1105. DR. SHARMILA SARKAR: Will the Minister of CIVIL AVIATION be pleased to state: (a) the total number of UDAN Yatri Cafes currently operational in the country, airport and State-wise; 05.02.2026 846 (b) whether the Government proposes to expand UDAN Yatri Cafes to other airports as well and if so, the details thereof along with the timeline fixed for such expansion; (c) whether the UDAN Yatri Cafes are operational at airports under Public Private Partnership and if so, the details thereof; and (d) if not, the measures being taken by the Government to ensure availability of affordable food and beverages for passengers? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): (a) to (d): To address the demand for affordable food and beverage options for passengers, initiatives have been undertaken at several airports, including those developed under the Public Private Partnership (PPP) model, to introduce low-cost outlets such as UDAN Yatri Cafes. The facility of UDAN Yatri Cafe has been introduced at Kolkata (West Bengal), Chennai (Tamil Nadu), Ahmedabad (Gujarat), Pune (Maharashtra), Bhubaneswar (Odisha), Vijayawada (Andhra Pradesh) and Hollongi (Arunachal Pradesh) airports. The introduction of 'Udan Yatri Cafe' or similar low-cost outlets at other airports is at the discretion of the respective airport operators. POWER SUPPLY IN RURAL AREAS 1106. DR. LATA WANKHEDE: 05.02.2026 847 Will the Minister of POWER be pleased to state: (a) the average hours of power supply provided to the rural feeders in the rural districts of Madhya Pradesh during the peak irrigation season; (b) the details of the separation of agriculture feeders undertaken in the State to ensure reliable power for farmers; (c) the status of the electrification of the 'tolas' and hamlets in the remote areas of Sagar which were previously un-electrified; (d) the measures taken by the Government to replace the dilapidated poles and wires in the flood-affected regions to prevent accidents; and (e) whether the Government proposes to provide solar-powered street lights in the villages under the Gram Swaraj Abhiyan and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a): The average daily hours of power supply in rural areas of the State of Madhya Pradesh, during Oct-Dec 2025, has been reported as 22 hours and 31 minutes. (b): In the State of Madhya Pradesh, a total of 8,167 agricultural feeders have been segregated under Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY), State’s own schemes and Revamped Distribution Sector Scheme (RDSS). Works for remaining 1,006 feeders sanctioned under RDSS are under implementation. 05.02.2026 848 (c): Electricity being a concurrent subject, supply and distribution of electricity to the consumers is within the purview of the respective State Government/ Distribution Utility. Government of India (GoI) has supplemented the efforts of the States through schemes like DDUGJY, Integrated Power Development Scheme (IPDS), Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA) etc., to help them achieve the objective of providing quality and reliable power supply to all households. As reported by the States, including Madhya Pradesh, all the inhabited un-electrified census villages in the country were electrified by 28th April, 2018. A total of 422 villages were electrified in the state of Madhya Pradesh during DDUGJY. Under DDUGJY and thereafter under SAUBHAGYA, as reported by all States, electrification of all willing households was completed by 31st March, 2019. A total of 19,84,264 households in the State of Madhya Pradesh were electrified during SAUBHAGYA period. Both the schemes stand closed as on 31.03.2022. GoI is also supporting States under the ongoing Revamped Distribution Sector Scheme (RDSS) for electrification of left-out households. Till date, works amounting to Rs. 459 Cr. have been sanctioned for electrification of 90,265 households in the State of Madhya Pradesh. This includes electrification of 28 nos. of Majra/Tola in Sagar district. (d): As per Electricity Act 2003, it is the duty of the respective distribution licensee to develop and maintain an efficient, safe and economical distribution system in its area of supply, including checking the strength of poles/ wires of 05.02.2026 849 HT/ LT lines to maintain quality and reliable power supply in its area of operation. However, under RDSS, distribution infrastructure works amounting to Rs 9,738 crore have been sanctioned for the State of Madhya Pradesh. Sanctioned works include upgradation/ new sub-stations/ distribution transformers, agriculture feeder segregation, upgrading of conductors etc. (e): There is no provision under the Rashtriya Gram Swaraj Abhiyan (RGSA) for the installation of solar-powered street lights.
