Will the Minister of POWER be pleased to state: (a) the current status of implementation of the Revamped Distribution Sector Scheme (RDSS) in the State of Maharashtra; (b) the total number of projects sanctioned under the scheme in Maharashtra; (c) the details of initiatives taken by the Government under RDSS in Maharashtra for improving infrastructure of DISCOMs including upgradation of sub-stations, transformers and feeders; (d) the number of urban and rural towns covered under RDSS in Maharashtra; (e) the expected outcomes of these initiatives in terms of reduction in AT&C losses and improvement in power supply quality; (f) the steps taken by the Government to ensure private sector participation in implementation of RDSS in Maharashtra; (g) whether any technology partners or turnkey contractors have been engaged in the State under this scheme and if so, the details thereof; (h) whether any delays, cost escalations or logistical issues have been encountered and if so, the details thereof; and (i) the remedial measures undertaken by the Government to resolve such issues? 11.12.2025 245 THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a): The progress of Loss reduction works and smart metering works under RDSS for the State of Maharashtra as on 03.12.2025 is tabulated below: Sl. Government of India is supplementing the efforts of the State through Revamped Distribution Sector Scheme (RDSS) under which Loss reduction works amounting to Rs 17,238 Cr and Smart metering works amounting to Rs 15,215 Cr have been sanctioned for the State of Maharashtra. Loss reduction works include works for new substations and Distribution Transformers, upgradation of substations and Distribution Transformers (DTs), replacement and augmentation of HT and LT lines, agricultural feeder separation, feeder bifurcation, HVDS (High Voltage Distribution System), disaster resilient works, household electrification works etc. Further, Smart metering works for 2.36 Cr consumers, 4.11 lakh DTs and 29,214 Feeders have been sanctioned. The 11.12.2025 246 above works have been sanctioned for 34 districts in Maharashtra, including the urban and rural areas, based on the project proposal submitted by the State. The completion of the above works will result in improving the operational efficiency of the DISCOMs including reduction in AT&C losses and improvement of power supply. The targeted outcomes under the scheme based on the action plan submitted by the State for the parameters of AT&C loss and power supply is enclosed at Statement. (f) and (g): Under RDSS, Smart Metering is being carried out through Public Private Partnership (PPP). The Advanced Metering Infrastructure Service Provider (AMISP) will provide smart metering services in DBFOOT (Design Build Fund Own Operate & Transfer) mode. Further, for loss reduction works, distribution utilities are the Project Implementing Agencies and works are being carried out through the Turnkey contractors of the respective distribution utilities as per the scheme guidelines. (h) and (i): Initially there were some challenges in the implementation of sanctioned works under the scheme due to delay in administrative approvals such as technical/ financial evaluation, State Government approval, signing of agreements, approval of General Technical Particulars (GTP), etc. Other factors which affect the progress of works include extreme weather conditions such as intense rainfall, flooding etc. Ministry of Power and the Nodal Agencies are regularly following up with the States and distribution utilities on the progress of tendering, award and physical progress of sanctioned works and are handholding the utilities in resolving issues, if any. As a result, the works have 11.12.2025 247 now picked up pace. Further, as per the scheme guidelines, cost escalation over and above the sanctioned cost has to be borne by the respective State/ distribution utility. SHRI KRISHNA PRASAD TENNETI: Will the Minister of POWER be pleased to state: (a) the components, design architecture and functional layers of the India Energy Stack (IES) initiative envisaged by the Government along with the key outcomes expected; (b) whether the Government has selected pilot utilities for the proof-of-concept implementation of the IES, if so, the details thereof including the names of such utilities and the criteria adopted for their selection; (c) the proposed timeline and key milestones for the nationwide rollout of the IES; (d) the budget allocated and the expenditure incurred to date for the development, testing and rollout of the IES; and 11.12.2025 248 (e) the steps being taken to integrate the existing Operational Technology and Information Technology systems of GENCOs, TRANSCOs and DISCOMs with the IES to ensure interoperability and avoid duplication, fragmentation or technological isolation? THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a) to (e): India Energy Stack (IES) is envisioned to create a universal digital blueprint for the power sector as a whole so that the disparate parts of the power system can connect and communicate securely through standard protocols. The Ministry has constituted a task force comprising domain experts and various stakeholders including representatives from Ministries, State utilities, Regulators, Gencos, Transcos, etc for roadmap of IES including its component and design. IES aims to create a standardised platform that will enable data, services and systems to work together seamlessly across the power sector value chain. Distribution utilities of Delhi, Gujarat, Andhra Pradesh, Uttar Pradesh and Mumbai have been identified for pilot implementation and timeline for demonstration of the same is FY 2026-27. Fund allocated for the development of IES is Rs. 51.3 Cr, of which Rs. 3.88 Cr has been released. IMPACT OF MONSOON ON NHS IN HIMACHAL PRADESH 1879. SHRI ANURAG SINGH THAKUR: 11.12.2025 249 Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) the details of National Highways damaged during the 2025 monsoon season due to landslides, flashfloods and cloudbursts in Himachal Pradesh along with the type and extent of damage recorded at each location; (b) the estimated repair and reconstruction costs for each damaged highway stretch, categorised under immediate restoration, permanent rectification works and long-term resilience-enhancement measures; (c) whether slope instability due to weak rock formations, intense rainfall patterns, cloudbursts exceeding normal precipitation in affected areas and anthropogenic activities such as inadequate slope protection and drainage systems played a role in such damage and if so, the details thereof; (d) the timeline for restoration of traffic flow on critical corridor; (e) the implementation status of disaster-resilient infrastructure measures, including geo- synthetic reinforcement, slope stabilisation and installation of mesh barriers for landslide prevention, and early warning systems for cloudburst-prone areas; and (f) whether funds under the SDRF, NDRF and recovery reconstruction fund are also being used for highway restoration projects and if so, the details thereof? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a) to (f): The details of National Highways (NHs) damaged during the 2025 monsoon season due to landslides, flashfloods and cloudbursts in Himachal Pradesh along with status of restoration of traffic, status of temporary and 11.12.2025 250 permanent restoration works including status of sanction and the timeline for permanent restoration is enclosed as Statement. The primary reasons for such damages include breach of embankments, landslides, slips, damages of protection work, culverts, etc. due to rainfall, floods, erosion, drainage / associated hydraulic conditions, etc. Government encourages the adoption of innovative technologies or methods to enhance the durability and reduce the maintenance requirements of NHs (depending upon factors such as rainfall, terrain type, soil category, etc.). Such technologies or methods include stabilization of subgrade, geosynthetic reinforced layer(s) in sub-base / base, concrete roads / white-topping, perpetual pavement, High performance bituminous mixes, modified bitumen / bituminous mixes, Fiber Reinforced Concrete, Cement Grouted Bituminous Mixes, etc. Automated and Intelligent Machine-Aided Construction has been adopted which ensures cloud-based maintenance records and quality work. Various initiatives taken for developing disaster resilient NHs infrastructure including NHs in Hilly States/Union Territories with specific focus on excavation/cutting/stabilization of slopes includes: - i. Memorandum of Understanding (MoU) signed with Tehri Hydro Development Corporation India Ltd (THDCIL) for specialized landslide treatment measures for the States of Uttarakhand and Arunachal Pradesh. 11.12.2025 251 ii. Decision taken in November, 2024 for implementation of cost-effective long term remedial measures of landslide prone areas in hilly regions as per Expert Committee Report. iii. Decision taken to henceforth ensure implementation of slope cutting and stabilization works in the first instance to be followed up by road construction works for NHs in Hilly/Mountainous terrain. Road works are to commence only after protection measures are completed section-wise. iv. Finalization of a comprehensive policy circular in November, 2025 for additional augmented and systematic remedial measures to address concerns regarding construction of NHs in Hilly Regions. v. MoU signed with Defence Geo-informatics Research Establishment (DGRE) for Technological collaboration of Geo-hazard mitigation measures on National Highways. vi. MoU signed with Geological Survey of India (GSI) on Geological investigation for tunnels and sharing of data for Geohazard Studies. vii. MoU signed by National Highways Infrastructure Development Corporation Limited (NHIDCL) with National Institute of Rock Mechanics (NIRM) for broad area of collaboration in geotechnical Investigation scrutiny for tunnel projects, road projects, review/ proof check of design and drawings of tunnel during DPR /construction stage, checking of adequacy of instrumentation and monitoring devices, tunnel safety audit, formulation of scientific investigation 11.12.2025 252 based on rock mechanics and rock engineering for work package, training to officials, etc. viii. MoU signed with NIRM for peer review of Detailed Project Report for Shillong – Silchar Greenfield high-speed corridor. Initiatives have also been taken through funding a research scheme to IIT Roorkee for Development of Guidelines for the Assessment of Hillslope Instability using Instrumentation & Real Time Monitoring; an MoU has also been signed separately for study of Interferometric Synthetic Aperture Radar (InSAR)- based landslide monitoring and early warning system along a 100-km stretch of the Chardham Pilgrimage Route, Uttarakhand. It is also planned to install Early Warning & alert System capable of detecting landslide, land sinking, water table movement and communicating the location and daily status of the rockfall area covered with Protection Meshes / Rockfall barriers in Parwanoo-Solan section of NH-5 in the State of Himachal Pradesh. Under Micro and Small Enterprises - Cluster Development Programme (MSE-CDP), the proposal for setting up of Common Facility Centre (CFC) in Hosiery & Readymade Garments Cluster, Nellore, Andhra Pradesh was approved during FY 2021-22 at a total project cost of Rs. 8.2298 crore. The total GoI grant released so far is Rs. 4.03256 crore. अनुसार ईडीएआर पोटªल से िलए गए वषª 2024 के िलए पिIJम बंगाल का डेटा। (ग): मोटर यान अिधिनयम, 1988 कì धारा 161 के अनुसार, क¤þ सरकार को िहट और रन मोटर दुघªटनाओं के पåरणामÖवłप ÓयिĉयŌ कì मृÂयु या गंभीर चोट के संबंध म¤ मुआवजा ÿदान करना होता है। तदनुसार, सरकार ने सा.का.िन. 163(अ) िदनांक 25 फरवरी, 2022 को िहट एंड रन मोटर दुघªटना योजना, 2022 के पीिड़तŌ को िहट एंड रन मोटर दुघªटनाओं के कारण ÓयिĉयŌ कì मृÂयु या गंभीर चोट के संबंध म¤ मुआवजा ÿदान करने के िलए मुआवजे को अिधसूिचत िकया है। यह योजना 1 अÿैल, 2022 से लागू कì गई है। इस योजना के तहत, मृÂयु के मामले म¤ 2 लाख Łपये कì एक िनिIJत रािश और गंभीर चोट के मामले म¤ 50,000 Łपये कì एक िनिIJत रािश ÿदान कì जाती है। इसके अितåरĉ, मोटर यान अिधिनयम, 1988 कì धारा 162 के तहत कानूनी अिधदेश के अनुसार, सड़क दुघªटना पीिड़त योजना, 2025 के िलए कैशलेस उपचार को का.आ. 2015 (अ) िदनांक 05.05.2025 के माÅयम से अिधसूिचत िकया गया है। िविभÆन िहतधारकŌ कì ÿिøया ÿवाह, भूिमकाओं और िजÌमेदाåरयŌ और इसके कायाªÆवयन के िलए मानक संचालन ÿिøयाओं (एसओपी) का िववरण देने वाले Óयापक िदशािनद¥श का.आ. हकदार ह§ और िकसी भी ®ेणी कì सड़क पर मोटर वाहन के उपयोग के कारण होने वाली सभी सड़क दुघªटनाओं पर लागू होते ह§। राÕůीय राजमागŎ सिहत िहट एंड रन दुघªटनाओं के मुआवजे पर Óयय का िववरण िनÌनानुसार है: िव°ीय वषª िकया गया Óयय (करोड़ म¤) 2022-23 1.78 2023-24 50.81 2024-25 84.06 2025-26 अ³टूबर, 2025 तक) 74.94 (घ): सड़क सुर±ा ÿÂयेक राÕůीय राजमागª पåरयोजना का एक अिभÆन और अपåरहायª घटक है। सभी राÕůीय राजमागª पåरयोजनाओं कì सड़क सुर±ा लेखापरी±ा के łप म¤ िवÖतृत पåरयोजना åरपोटª (डीपीआर) कì शुŁआत के साथ राÕůीय राजमागŎ पर सड़क सुर±ा पहल तृतीय प± लेखा परी±कŌ/िवशेष²Ō के माÅयम से िडजाइन, िनमाªण, संचालन और रखरखाव सभी चरणŌ म¤ अिनवायª कर दी गई है। उपलÊध आंकड़Ō के अनुसार, Óयापक सड़क सुर±ा पहलुओं के िलए Óयय कì जाने वाली आवंिटत धनरािश राÕůीय राजमागŎ के िनमाªण के िलए शािमल संरचनाओं के आधार पर िवकास पåरयोजनाओं कì कुल लागत के 2.21% से 15% तक अलग-अलग होती है। इसके अितåरĉ, सरकार सड़क ÿयोĉाओं के बीच जागłकता और ÿचार के िनमाªण कì योजना को भी लागू करती है और मॉडल űाइिवंग ÿिश±ण संÖथानŌ/क¤þŌ कì Öथापना, मॉडल िनरी±ण और ÿमाणन क¤þŌ कì Öथापना, सावªजिनक पåरवहन ÿणाली म¤ सुधार और सुŀढ़ीकरण आिद के िलए राºयŌ/संघ राºय ±ेýŌ के पåरवहन िवभागŌ को िव°ीय सहायता ÿदान करती है। िपछले तीन िव°ीय वषŎ के दौरान इन पहलŌ के िलए जारी कì गई धनरािश का Êयौरा िववरण-II म¤ िदया गया है। 11.12.2025 262 (ङ): आंकड़Ō के अनुसार, सड़क दुघªटनाएं कई कारणŌ से होती ह§ िजसम¤ तेज गित से वाहन (űाइिवंग) चलाना, मोबाइल फोन का उपयोग करना, शराब और नशीले पदाथŎ का सेवन कर űाइिवंग करना, गलत साइड म¤ űाइिवंग करना/लेन अनुशासनहीनता, लाल ब°ी का उÐलंघन, हेलमेट और सीट बेÐट जैसे सुर±ा उपकरणŌ का उपयोग न करना, वाहन कì िÖथित, मौसम कì िÖथित, सड़क कì िÖथित, आिद शािमल है। िववरण-I
