Will the Minister of COOPERATION be pleased to state: (a) the steps being taken to link maximum number of Primary Agricultural Credit Societies (PACS) with "Bharat Beej" brand under National Cooperative Exports Limited (NCEL) and Bharatiya Beej Sahakari Samiti Limited (BBSSL) and to Bharat Organics' brand under National Cooperative Organics Limited (NCOL) across the country, particularly in the Shimla Lok Sabha Constituency of Himachal Pradesh; (b) the number of Primary Agricultural Credit Societies (PACS) linked so far particularly in the Shimla Lok Sabha Constituency of Himachal Pradesh; (c) whether any special/fast-track scheme is proposed to connect small and marginal farmers in the country, particularly in the Shimla Lok Sabha Constituency with the said cooperative institutions by 2026, if so, the details thereof; (d) the measures being taken by NCOL to set-up more accredited laboratories at the district level to support quality certification under the "Bharat Organics" brand particularly in Himachal Pradesh; and 10.02.2026 137 (e) the timeline for the nationwide rollout of "Bharat Beej" brand under BBSSL and "Bharat Organics" under NCOL? THE MINISTER OF HOME AFFAIRS; AND MINISTER OF COOPERATION (SHRI AMIT SHAH): (a)and (b) With the approval of the Union Cabinet, the Ministry of Cooperation has established three national-level multi-state cooperative societies: National Cooperative Exports Limited (NCEL) for exports, National Cooperative Organics Limited (NCOL) for organic produce, and Bharatiya Beej 0Sahakari Samiti Limited (BBSSL) for quality seeds. These societies are registered under the Multi-State Cooperative Societies (MSCS) Act, 2002. Cooperative societies at all levels- from PACS to Apex- are eligible to become their members. These societies are undertaking coordinated efforts with all States to enhance awareness in the identified sectors and to facilitate the enrolment of all cooperative societies, including PACS, as members. Under this initiative, NCEL, BBSSL, and NCOL have enrolled a total of 15,790, 34,078, and 11,822 members, respectively, across the country. A total of 140, 451 and 139 PACSs have become members of NCEL, BBSSL and NCOL, respectively, in the State of Himachal Pradesh. Out of these 15 PACSs from NCEL, 12 PACSs from BBSSL and 04 PACSs from NCOL are from Shimla. (c) At present, no separate or special fast-track scheme for connecting small and marginal farmers has been notified. However, these three cooperative 10.02.2026 138 societies are working to expand membership and activities through Memoranda of Understanding (MoUs) with nodal agencies nominated by all States, thereby ensuring that small and marginal farmers who become members derive direct benefits (d) Establishment and accreditation of laboratories are being undertaken by APEDA and FSSAI, and NCOL, in coordination with the concerned Ministries and agencies, is facilitating the further empanelment and utilization of these laboratories, including at the district level, to support organic certification under NPOP standards. (e) BBSSL and NCOL are working through nodal agencies in the States/UTs to promote and expand ‘Bharat Beej’ and ‘Bharat Organics’ products, respectively. Nodal agencies have been nominated by 31 States for NCOL and by 26 States for BBSSL. Out of these, Memoranda of Understanding (MoUs) have been signed with 22 nodal agencies for NCOL and 14 nodal agencies for BBSSL. Efforts are ongoing to onboard cooperative societies from the remaining States and UTs. FARMER CLUSTERS UNDER ORGANIC FARMING *153. SHRI Y. S. AVINASH REDDY: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: 10.02.2026 139 (a) the number of farmer clusters formed and the total area brought under organic farming in the State of Andhra Pradesh under the Paramparagat Krishi Vikas Yojana since 2024; (b) the funds sanctioned, released, and utilized by the State during this period; (c) the number of farmers awaiting certification under the Participatory Guarantee System (PGS-India) due to delays or lack of market recognition; (d) whether any steps have been taken by the Government to ensure procurement support, fair price realization and market linkages for certified organic farmers in the State of Andhra Pradesh; and (e) if so, the details thereof? THE MINISTER OF AGRICULTURE AND FARMERS WELFARE; AND MINISTER OF RURAL DEVELOPMENT (SHRI SHIVRAJ SINGH CHOUHAN): (a) and (b) As per the information received from State Government of Andhra Pradesh, 5300 cluster have been formed since inception of Paramparagat Krishi Vikas Yojana (PKVY) till 31.12.2025. Since 1st April, 2024 in Andhra Pradesh, 91,753 farmers (area of 38097 ha) have been covered till 31.12.2025. During this period, ₹57.46 cr. has been released to the State. Out of this ₹ 28.00 cr has been utilized by the State. (c) Participatory Guarantee System (PGS)-India Organic Certification Programme is through mandated process that involves meeting/training of local group, peer inspection, online verification by Regional Councils and then certificate generation. As per the information received from the State of 10.02.2026 140 Andhra Pradesh, 33,300 farmers who are under PKVY are registered under PGS-India Organic Certification. Out of these, 15,433 farmers have been issued PGS Certification. Additionally, 17,867 organic farmers are at various steps of the certification process. (d) and (e) Procurement for foodgrains is implemented by Department of Food and Public Distribution, Ministry of Consumer Affairs, with objectives of ensuring Minimum Support Price (MSP) to the farmers and availability of food to the weaker sections. Also Price Support Scheme (PSS) under Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA) provides for procurement of pulses, oilseeds and copra at Minimum Support Scheme (MSP). However, there is no separate procurement programme for organic farming produces. Under PKVY scheme, assistance of Rs. 31,500 per ha is provided over 3 years for promotion of organic farming. Out of this, assistance of Rs. 15,000 per ha is provided to farmers through Direct Benefit Transfer for on- farm /off – farm organic inputs, financial assistance of ₹4,500 per hectare for marketing and branding, ₹3,000 per hectare for certification, and ₹9,000 per hectare for training and capacity building. The State of Andhra Pradesh has been taking steps such as strengthening farmer’s skills to establish enterprises in aggregation, value addition, branding and packaging for promoting market linkages of organic produces. Free space is allocated for Organic Farming farmers in Rythu Bazaars, Government offices and primary health center premises to encourage promotion and marketing of organic produce. Trade 10.02.2026 141 Fairs, mela and haats (weekly markets) are regularly organized at State and regional levels connecting the organic farming farmers with institutional buyers such as National Co-operative organic limited (NCOL), AP MARKFED etc. OUTSTANDING LOAN PER AGRICULTURAL HOUSEHOLD *154. SHRI KALIPADA SAREN KHERWAL: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) the details (in Rs.) of outstanding loan per agricultural household, State- wise; (b) the details of national average outstanding loan per agricultural household as of 1st February 2026; and (c) the outstanding amount (in Rs.) on Kisan Credit Card as on date? THE MINISTER OF AGRICULTURE AND FARMERS WELFARE; AND MINISTER OF RURAL DEVELOPMENT (SHRI SHIVRAJ SINGH CHOUHAN): (a) and (b) The average amount of outstanding loan per agricultural household in rural areas of the country is estimated through the “Situation Assessment Survey (SAS) of Agricultural Households”, conducted by the National Statistical Office (NSO), Ministry of Statistics and Programme Implementation (MoSPI), during 77th round of the Survey (January, 2019 – December, 2019). As per the latest SAS, the State/UT-wise average amount of outstanding loan per agricultural household during agricultural year July, 2018- June, 2019 is 10.02.2026 142 given in the enclosed Statement. Since the last survey of agricultural households was conducted in 2019, the extent of amount of outstanding loan per agricultural household as of 1st February 2026 is not available. (c)As on 30.09.2025, the outstanding amount under the Kisan Credit Card (KCC) is ₹10.39 lakh crore. ADV. PRIYA SAROJ: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: (a) the number of ODOP-identified districts in Uttar Pradesh whose products have not entered formal export channels as reflected in DGFT, APEDA or Ministry review data, despite Central promotional support; (b) the employment generated by ODOP clusters, classified by artisan, MSME and support staff roles, district-wise; (c) the specific constraints identified in such districts, including quality compliance,certification, scale limitations or logistics barriers; 10.02.2026 144 (d) whether cluster-specific export readiness assessments were undertaken prior to promotional interventions and the outcomes thereof; and (e) the measures taken to convert ODOP identification into actual export realisation and market access in Uttar Pradesh? THE MINISTER OF COMMERCE AND INDUSTRY (SHRI PIYUSHGOYAL): (a) One District One Product (ODOP) is an initiative by the Department for Promotion of Industry and Internal Trade (DPIIT) with the aim to select, brand, and promote at least one product from each district of the country for enabling holistic growth across all regions. As of date, more than 1,200 products have been identified across 773 districts in the country under the ODOP framework. The selection of ODOP products is undertaken by the respective State/Union Territory (UT) Governments. The Government of Uttar Pradesh has identified 110 products (75 Primary, 28 Secondary, 7 Tertiary category products) from 75 districts (List is given in the enclosed Statement-I) and undertaken multiple activities for the promotion and empowerment of ODOP stakeholders within the State. As per the information received from Government of Uttar Pradesh, the state has divided ODOP products broadly into 14 categories—carpets and durries, engineering products, food products, glassware, handicrafts, handloom and textiles, leather products, metal crafts and metalware, various musical instruments, sports goods, utensils, and wooden products—and initiatives have been undertaken to increase their exports. 10.02.2026 145 ODOP from the state under all these categories are being exported. However, ODOP from certain districts such as Auraiya (dairy products), Ayodhya (jaggery), Etah (chicory), Ballia (sattu and bindi), Amethi (moonj products), Bahraich (wheat stalk craft), Banda (shazar stone craft), Deoria (decorative products), Jalaun (handmade paper), Jhansi (soft toys), Lakhimpur (tribal craft and jaggery), Mahoba (gaurastone craft), Mainpuri (tarkashi, etc.) have been identified as traditionally challenged products, whose exports are low. To bring these identified products into the mainstream exports initiatives such as facilitating participation in various international trade fairs and exhibitions, organizing skill development workshops, etc. through DICs to make them export-oriented have been initiated to promote export of these products. Besides, efforts are being made to onboard MSME/ODOP units of the state on various e-commerce platform through dedicated handholding support. (b)As per the information received from Government of Uttar Pradesh, four schemes viz ODOP Margin Money Scheme, Skill Development & Toolkit Distribution Scheme, Common Facility Centre (CFC) Scheme and Market Development Assistance Scheme have been formulated under “One District One Product (ODOP)” to provide support to ODOP stakeholders. The details and progress including employment generated under these schemes are given in the enclosed Statement-II. 10.02.2026 146 (c)As per the information received from Government of Uttar Pradesh, Diagnostic Study Reports were prepared for all districts with support from various consultancy agencies. The study reports identified key gaps such as limited access to credit, quality and standardisation issues, skill gaps, inadequate packaging, and weak market linkages. Based on these findings, targeted ODOP schemes were designed to address the identified gaps. Further, UP ODOP has partnered with various organisations/institutions such as the Quality Council of India (QCI), Indian Institute of Packaging (IIP), and Flipkart—to strengthen quality, packaging, compliance, and market access. Logistics gaps are addressed through the Common Facility Centre (CFC) Scheme, which includes provision for shared infrastructure such as packaging, warehousing, aggregation, and transportation support. (d)As per the information received from Government of Uttar Pradesh, District Industry Promotion and Entrepreneurship Development Centres have been established and are operational as Export Facilitation Centres in all 75 districts of the State. Further, a District Export Promotion Committee (DEPC) has been constituted in every district under the chairmanship of the District Magistrate, with the Deputy Commissioner (Industries) as Member Secretary and representatives from relevant line departments included as members. These committees serve as institutional platforms for coordinated deliberation to strengthen local export and ODOP cluster-specific ecosystems. District Export Action Plans have also been prepared and approved for all districts by the respective DEPCs. 10.02.2026 147 As a result of these sustained efforts, Uttar Pradesh has witnessed consistent growth in exports, increasing from ₹1.21 lakh crore in 2020–21 to ₹1.86 lakh crore in 2024–25. (e)Several steps have been undertaken for promotion and exports of all ODOP products including products from Uttar Pradesh. For promoting ODOP at international level, engagement with Indian Missions abroad, virtual buyer sellers meets and participation in international exhibitions have been undertaken. Also, various ODOP Products have been included as part of gifting during G-20 meetings in India to popularize these products internationally. Further, APEDA has undertaken a series of initiatives to promote and enhance exports of Agri-commodities falling under the APEDA basket. These initiatives include organization of sensitization programmes, providing technical guidance to FPOs dealing with high-potential produce, facilitating the linkage of FPOs with international markets, facilitating exposure visits of FPO delegations, promotion of key Agri-produce and showcasing them and linkage of commodities to the international market. As per information received from the Government of Uttar Pradesh, the State has notified the Uttar Pradesh New Export Promotion Policy 2025–30 to strengthen MSMEs, develop the local industrial and export ecosystem, accelerate export growth, and create an export-oriented environment across all districts, including support for ODOP units. Further, with the aim of making exporters, artisans and entrepreneurs of Uttar Pradesh more competitive at the international level and ensuring their access to new global markets, the 10.02.2026 148 State Government has been organising the Uttar Pradesh International Trade Show every year since 2023. Others Handicraft STATEMENT-II The details and progress including employment generated under these schemes are as below: 10.02.2026 152 I. ODOP Margin Money Scheme: Under the scheme, credit taken from banks for setting up a manufacturing or business enterprise is subsidised to the extent of 25% up to a ceiling of Rs 20 lacs. Progress – Till now, 20,260 projects worth Rs 6,931.10 Cr having subsidy of Rs 897.05 Cr have been sanctioned under ODOP Margin Money scheme through which 3,16,976 employment generated. II. Skill Development & Toolkit Distribution Scheme: This Scheme aims at fulfilling current and future requirements of skilled work force in the entire value chain of ODOP products through free bridge courses of 10 days. Additionally, artisans participating in the training programme are provided modern toolkits, free-of-cost. Progress – Till now total 1,33,472 ODOP artisans have been trained, and 1,31,372 artisans have been provided with ODOP toolkit, through the scheme. III. Common Facility Centre (CFC) Scheme: This Scheme aims at developing Common facilities viz. Common Processing/Production Center, Raw Material Bank, Testing Facility, Logistics center, R&D center etc for the clusters which artisans are not able to create on their own. CFCs aims to address common issues of 10.02.2026 153 the ODOP artisans/ units including design issues, raw material issues, packaging issues, among others. Under the scheme, the State Government provides financial assistance ranging from 60%-90% of the project cost as grant. Below is the current status of CFC scheme:- Progress – Till now, 15 CFCs (total project cost Rs 112.29 Cr) have been completed. in these CFCs Approx 259 no of employment are generated, and around 3620 number of users are utilizing the facilities of these CFCs. 15 more CFC proposals (total project cost Rs 105.82 Cr) have been provided with final approval by GoUP, and these projects are under implementation stage. IV. Market Development Assistance Scheme: This Scheme aims at providing market access & thereby creating brand at national and international platforms. Under this scheme participation of ODOP artisans/ units in local, national and international melas/ exhibitions is promoted by offering them lodging, travel and stall fee reimbursement. The department has shortlisted over 450 national and international exhibitions/ melas (fairs) wherein ODOP artisans/ units can participate and claim assistance, under the scheme. Additionally, the scheme provides financial assistance to ODOP artisans/ units for 10.02.2026 154 onboarding to E-commerce platforms & creating space in the form of showrooms at major urban centres. Progress – Till now 8435 artisans have participated in various fairs under the scheme and a total subsidy of Rs 80.48 Crs have been provided. E-commerce platforms like ODOPMART, Amazon.in, Flipkart & YUUKKE have been associated with for marketing of ODOP products. CLOSURE OF JUTE MILLS *156. PROF. SOUGATA RAY: Will the Minister of TEXTILES be pleased to state: (a) the details of jute mills closed due to various reasons in the country during the last three years, State-wise; (b) whether the Government has ascertained the reasons behind the closure of jute mills and if so, the details including the reasons therefor; (c) the steps taken by the Government to ensure enough raw material for the functioning of existing jute mills in the country; and (d) whether the Government has any proposal to rehabilitate large number of employees who lost their livelihood due to the closure of jute mills and if so, the details thereof? THE MINISTER OF TEXTILES (SHRI GIRIRAJ SINGH): 10.02.2026 155 (a) and (b) Jute mills provide details of closure to the concerned State Government under the provisions of the Industrial Disputes Act, 1947. After informing the State Government, jute mills also inform the office of the Jute Commissioner so that no orders for the production of jute bags are issued to them. Under the provisions of the Industrial Disputes Act, 1947, detail of jute mills in the country that have been closed for various reasons during the past three years and have informed the office of the Jute Commissioner is given in the enclosed Statement. The main reason for the closure of the mills is management-related problems of the company. In addition, the office of the Jute Commissioner also carries out search and seizure operations. Further, under the provisions of the Industrial Disputes Act, 1947, the primary responsibility for the rehabilitation of workers rests with the State Government. तथा úामीण िवकास मंýी (®ी िशवराज िसंह चौहान): (क) वषª 2024-25 के दौरान महाराÕů राºय म¤ कुल खाīाÆन उÂपादन 184.69 लाख टन रहने का अनुमान है, जो वषª 2023-24 के 145.09 लाख टन से अिधक है। देश म¤ कुल खाīाÆन उÂपादन, åरकॉडª 3577.32 लाख मीिůक टन (एलएमटी) रहने का अनुमान है, जो वषª 2023-24 के 3322.98 एलएमटी खाīाÆन उÂपादन से 7.65% अिधक है। इसके अलावा, वषª 2025-26 के ÿथम अिúम अनुमान (केवल खरीफ) के अनुसार, वषª 2025-26 के िलए महाराÕů म¤ कुल खरीफ खाīाÆन उÂपादन 101.51 लाख टन रहने का अनुमान है, जो वषª 2024-25 के 95.33 लाख टन खरीफ खाīाÆन उÂपादन से अिधक है। 10.02.2026 158 राÕůीय खाī सुर±ा एवं पोषण िमशन (एनएफएसएनएम) के तहत, ÿाकृितक आपदाओं और सूखा एवं बाढ़ जैसी अÿÂयािशत पåरिÖथितयŌ के दौरान िकसानŌ कì बीज कì आवÔयकता को पूरा करने के िलए अÐप और मÅयम अविध कì िकÖमŌ के बीज आरि±त/संरि±त रखे जाते ह§। सरकार ने राºयŌ को क¤þ ÿायोिजत Öकìम के अंतगªत 25% धनरािश को Éले³सी फंड के łप म¤ िनधाªåरत करने कì अनुमित दी है, तािक राºय ÿाकृितक आपदाओं कì िÖथित म¤ राहत/पुनÖथाªपन गितिविधयŌ के िलए इस Éले³सी फंड का उपयोग कर सक¤। कृिष एवं िकसान कÐयाण िवभाग म¤ सूखा ÿबंधन हेतु फसल मौसम िनगरानी समूह (सीडÊÐयूडÊÐयूजीडीएम) गिठत है, िजसका उĥेÔय वषाª कì िÖथित, खरीफ फसलŌ कì बुवाई कì ÿगित, जलाशयŌ के जल Öतर और अÆय मापदंडŌ कì समी±ा करके सूखे कì िÖथित का िनधाªरण/मूÐयांकन करना और दि±ण-पिIJम मानसून के मौसम (जून से िसतंबर) के दौरान राºय सरकारŌ/अÆय िहतधारकŌ के साथ साĮािहक वीिडयो कॉÆĀ¤स के माÅयम से सूखे जैसी िकसी भी िÖथित म¤ राºयŌ कì तैयाåरयŌ के बारे म¤ ÿÂय± जानकारी ÿाĮ करना है। सूखे के िलए øाइिसस मैनेजम¤ट Èलान (सीएमपी) लागू है। यह संकट के समय आवÔयक सूखा ÿबंधन उपायŌ पर क¤िþत है। इसम¤ आपदा ÿबंधन म¤ क¤þ और राºय सरकारŌ तथा उनकì एज¤िसयŌ सिहत िविभÆन िहतधारकŌ कì भूिमकाओं और िजÌमेदाåरयŌ का ÖपĶ वणªन है। सीएमपी संकट के िविभÆन चरणŌ और ÿÂयेक चरण के अनुłप कायªनीितक ÿितिøया कì पहचान करने के िलए øाइिसस मैनेजम¤ट Āेमवकª ÿदान करती है। Öकìम म¤ कायªनीितक गितिविध योजनाकार भी शािमल है, जो वषª के िविभÆन समयŌ म¤ सूखे से िनपटने कì तैयारी, सूखा åरपोिट«ग और सूखे से िनपटने कì कारवाई तथा इन गितिविधयŌ के िलए िजÌमेदार एज¤िसयŌ से संबंिधत महÂवपूणª कदमŌ के िलए एक Âवåरत मागªदिशªका के łप म¤ कायª करता है। (ख) कृिष एवं िकसान कÐयाण मंýालय, भारत सरकार इंिटúटेड एúीकÐचर माक¥िटंग Öकìम (आईएसएएम) कì उप-Öकìम " एúीकÐचर माक¥िटंग इÆĀाÖů³चर (एएमआई)" नामक क¤þीय ±ेý Öकìम को कायाªिÆवत कर रहा है िजसका उĥेÔय फसलोपरांत होने वाले नुकसान और मजबूरन 10.02.2026 159 िबøì को कम करने के िलए भंडारण इÆĀाÖů³चर सिहत समú माक¥िटंग इÆĀाÖů³चर के िवकास को बढ़ावा देना और सुŀढ़ करना है; िकसानŌ के िलए माक¥िटंग ए³सेस बढ़ाना है। इस Öकìम को महाराÕů के लातूर और अिहÐयानगर (अहमदनगर) सिहत पूरे देश म¤ कायाªिÆवत िकया जा रहा है। आईएसएएम कì एएमआई उप-Öकìम के तहत, महाराÕů राºय म¤ 95,70,046 मीिůक टन भंडारण ±मता वाली कुल 4,499 भंडारण इÆĀाÖů³चर पåरयोजनाओं को ÿारंभ से लेकर िदनांक 31.01.2026 तक 35,444.09 लाख Łपये कì सिÊसडी के साथ सहायता ÿदान कì गई है। एúीकÐचर इÆĀाÖů³चर फंड (एआईएफ) फसलोपरांत ÿबंधन इÆĀाÖů³चर और सामुदाियक कृिष पåरसंपि°यŌ के िवकास के िलए मÅयम और दीघªकािलक ऋण िव°पोषण जुटाने हेतु एक क¤þीय ±ेý Öकìम है। इस Öकìम के अंतगªत, भारत सरकार 3% ÿित वषª Êयाज अनुदान के माÅयम से ऋण सहायता ÿदान करती है। सूàम एवं लघु उīम ऋण गारंटी कोष (सीजीटीएमएसई) और एनएबीएस संर±ण के तहत ₹2 करोड़ तक के ऋणŌ के िलए ऋण गारंटी कवरेज भी उपलÊध है। जुलाई 2020 म¤ Öकìम कì शुŁआत से लेकर िदनांक 04.02.2026 तक, महाराÕů राºय म¤ 15,637 पåरयोजनाओं के िलए ₹9483.71 करोड़ कì ऋण रािश Öवीकृत कì गई है। खाī एवं सावªजिनक िवतरण िवभाग, भंडारण ±मता का िनरंतर आकलन और िनगरानी करता है और भंडारण अंतर आकलन के आधार पर, महाराÕů राºय म¤ िनÌनिलिखत ÖकìमŌ के माÅयम से भंडारण ±मताएं सृिजत/िकराए पर ली जाती ह§: i. िनजी उīमी गारंटी (पीईजी) Öकìम ii. सीडÊलूसी/एसडÊलूसी /राºय एज¤िसयŌ से गोदामŌ को िकराया पर लेना iii. िनजी भंडारण Öकìम (पीडÊÐयूएस) के माÅयम से गोदामŌ को िकराया पर लेना iv. पåरसंपि° मुþीकरण के तहत गोदामŌ का िनमाªण v. कवडª एंड िÈलंथ (सीएपी) हायåरंग Öकìम - 2025 vi. पूवō°र और पहाड़ी राºयŌ के िलए संशोिधत पीईजी Öकìम, िजसम¤ 15 वषª कì लंबी गारंटी अविध शािमल है 10.02.2026 160 िदनांक 01.01.2026 तक, भारतीय खाī िनगम (एफसीआई) कì 19.08 लाख मीिůक टन कì कवडª स¤ůल पूल भंडारण ±मता है, िजसम¤ 9.23 लाख मीिůक टन कì ÖवािमÂव वाली ±मता और 9.85 लाख मीिůक टन कì िकराये पर ली गई ±मता शािमल है। इसके अितåरĉ, महाराÕů राºय म¤ स¤ůल वेयरहाउिसंग कॉपōरेशन (सीडÊÐयूसी) कì 8.74 लाख मीिůक टन कì कवडª भंडारण ±मता है, िजसम¤ 6.84 लाख मीिůक टन कì ÖवािमÂव वाली और 1.9 लाख मीिůक टन कì िकराये पर ली गई ±मता शािमल है। (ग) और (घ) इसके अलावा, भारतीय कृिष अनुसंधान पåरषद (आईसीएआर) जलवायु पåरवतªन से िनपटने के िलए अनुकूल ÿौīोिगकì को िवकिसत और बढ़ावा देने के उĥेÔय से 151 िजलŌ म¤ 448 जलवायु अनुकूल गांवŌ के िलए राÕůीय नवाचार जलवायु-अनुकूल कृिष (एनआईसीआरए) पåरयोजना कायाªिÆवत कर रही है। अंतरसरकारी जलवायु पåरवतªन पैनल (आईपीसीसी) के ÿोटोकॉल के अनुसार, एनआईसीआरए के तहत 651 कृिष िजलŌ के िलए जलवायु पåरवतªन के जोिखम और संवेदनशीलता का आकलन िकया गया है। इनम¤ से 310 िजलŌ को संवेदनशील के łप म¤ िचिĹत िकया गया है, िजनम¤ से 109 िजलŌ को 'अिधक संवेदनशील' और 201 िजलŌ को 'अÂयिधक संवेदनशील' ®ेणी म¤ रखा गया है। महाराÕů म¤, एनआईसीआरए पåरयोजना को सूखा, शुÕक मौसम, लू, तीĄ वषाª और शीत संकट जैसी िÖथितयŌ का सामना करने वाले नंदुरबार, अहमदनगर, बीड, उÖमानाबाद, लातूर और जालना िजलŌ म¤ केवीके के माÅयम से कायाªिÆवत िकया गया है। एनआईसीआरए के माÅयम से इन िजलŌ के िकसानŌ के खेतŌ म¤ जलवायु पåरवतªन के अनुकूल िसĦ ÿौīोिगकì का ÿदशªन िकया गया है। इनम¤ से कुछ ÿौīोिगकì म¤ सूखा, गमê और बाढ़ के ÿित सहनशील िकÖमŌ का संवधªन, वषाª जल संचयन संरचनाएं, मृदा और जल संर±ण उपाय, चावल कì सतत खेती के तरीके, हरी खाद, कृिष वािनकì, उÆनत चारा िकÖम¤, नÖल¤ और पशुधन के िलए आ®य और आहार पूरक आिद शािमल ह§। जलवायु पåरवतªन के ÿभाव को कम करने और समय पर संचालन के िलए कÖटम हायåरंग स¤टर, चारा और बीज ब§कŌ के माÅयम से úाम Öतरीय 10.02.2026 161 संÖथाएं भी Öथािपत कì गईं। एनआईसीआरए के अनुभवŌ और सफलता कì कहािनयŌ को महाराÕů सरकार ने जलवायु अनुकूल कृिष पåरयोजना (पीओसीआरए) के माÅयम से िवĵ ब§क कì धनरािश से 5,000 गांवŌ म¤ इन कायªकलापŌ को िवÖताåरत करने के िलए आगे बढ़ाया। एनआईसीआरए पåरयोजना के तहत नंदुरबार, अहमदनगर, बीड, उÖमानाबाद, लातूर और जालना िजलŌ म¤ जलवायु पåरवतªनशीलता और सूखे, बाढ़ और लू जैसी चरम मौसम िÖथितयŌ से िनपटने म¤ िकसानŌ कì मदद के िलए िविशĶ ±ेýŌ के अनुłप ÿौīोिगिकयŌ का िवकास और ÿदशªन िकया जाता है। इन िजलŌ म¤ सूखा, शुÕक जलवायु, भीषण गमê, भारी बाåरश और कभी-कभी शीत ऋतु जैसी समÖयाएं भी होती ह§। एनआईसीआरए पåरयोजना के अनुभव और सफलता कì कहािनयŌ को अ¸छी तरह से दजª िकया गया है और आगे िवÖतार के िलए राºय सरकारŌ के साथ साझा िकया गया है। एनआईसीआरए पåरयोजना के अंतगªत, जलवायु पåरवतªन से िनपटने म¤ स±म कृिष अनुसंधान और उसके Óयावहाåरक अनुÿयोग म¤ िकसानŌ और वै²ािनकŌ कì ±मता बढ़ाने के िलए ÿौīोिगकì ÿदशªन, ÿिश±ण और जागłकता कायªøम आयोिजत करना एक महÂवपूणª घटक है। िपछले 15 वषŎ म¤, देश भर म¤ लगभग 25,000 ÿिश±ण कायªøम आयोिजत िकए गए ह§, िजनसे 7.57 लाख िकसानŌ को लाभ हòआ है। महाराÕů म¤, अब तक 12,000 िकसानŌ को ÿाकृितक संसाधन ÿबंधन, फसल आधाåरत और पशुधन जलवायु पåरवतªन से िनपटने म¤ स±म ÿौīोिगिकयŌ पर लगभग 550 ÿिश±ण िदए गए ह§। RISING AGRICULTURAL INPUTS COST *159. SHRIMATI PRATIMA MONDAL: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: 10.02.2026 162 (a) whether MSP procurement remains regionally skewed and crop-limited, leaving a majority of farmers outside effective price support; (b) the steps that are being taken to address rising fertilizer, seed, and pesticide costs that are eroding farm viability; and (c) the evidence-based assessment that supports recent agri-marketing reforms and the manner in which these have improved price realization for farmers? THE MINISTER OF AGRICULTURE AND FARMERS WELFARE; AND MINISTER OF RURAL DEVELOPMENT (SHRI SHIVRAJ SINGH CHOUHAN): (a) Government of India announces Minimum Support Prices (MSP) for 22 major agricultural commodities of Fair Average Quality (FAQ) each year in both the Crop seasons on the basis of recommendations of Commission for Agricultural Costs & Prices (CACP), after considering the views of State Governments and Central Ministries/Departments concerned & other relevant factors. In addition, MSP for toria and de-husked coconut is also fixed on the basis of MSPs of rapeseed & mustard and copra respectively. While recommending MSPs, CACP considers important factors like cost of production, overall demand-supply conditions, domestic and international prices, inter-crop price, terms of trade between agricultural and non- agricultural sectors, the likely effect on the rest of the economy, besides ensuring rational utilization of land, water and other production resources and a minimum of 50 percent as the margin over cost of production in case of 10.02.2026 163 MSPs. Government also extends remunerative price to farmers through its various interventions schemes. Besides, the overall market also responds to declaration of MSP and Government’s procurement operations which results in private procurement on or above the MSP for various notified crops. Government extends price support for paddy and wheat through the Food Corporation of India (FCI) and State Agencies which purchase at MSP, whatever food grains offered by farmers within the stipulated period & conforming to the specifications prescribed. Further, different types of nutri- cereals and maize are procured by State Governments in consultation with FCI to the extent that the concerned State Government may utilise the same for distribution under Targeted Public Distribution System (TPDS) as well as Other Welfare Schemes (OWS). Oilseeds, pulses and copra of Fair Average Quality (FAQ) are procured from registered farmers under Price Support Scheme under Umbrella Scheme of Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA), as per its prescribed guidelines at MSP in consultation with the concerned State Government as and when market price of these produce fall below the MSP. Under PM-AASHA, States / UTs are offered to choose either Price Support Scheme (PSS) or Price Deficiency Payment Scheme (PDPS) in a given procurement season with respect to particular oilseeds crop for the entire State. Further, to encourage domestic production & ensure remunerative prices to farmers, procurement of Tur, Urad and Masur from the pre-registered farmers is undertaken as much as offered by them through the Central Nodal 10.02.2026 164 Agencies under Mission for Aatmanirbharta in Pulses till 2030-31.Cotton and Jute are also procured by Government at MSP through Cotton Corporation of India (CCI) and Jute Corporation of India (JCI) respectively. If farmers get better price than notified MSP, they are free to sell their produce anywhere. (b) The maximum retail price (MRP) of urea is constant since 2018. Similarly, MRP of Diammonium Phosphate (DAP) is constant for the last three years i.e. 2023-24 to 2025-26. The actual expenditure on urea varies with fluctuation in price of natural gas and other raw material used for urea production and international import prices of urea. However, in order to keep the price constant, Government of India is bearing the subsidy on both the urea and Phosphatic & Potassic (P& K) fertilizers. Government has taken several steps to make seeds available at affordable prices to farmers, which includes, financial assistance to the States/UTs and public sector implementing agencies for seed-related activities including purchase of breeder seeds, distribution of quality seeds, strengthening seed infrastructure, National Seed Reseve and free distribution of minikits of new High Yielding Varieties (HYVs) of pulses and Nutri-cereals etc.These interventions enhance productivity and reduce cost of cultivation. Production of seeds in public sector is encouraged to ensure availability of quality seeds at affordable prices to farmers. The pricing of pesticides does not come under the purview of Insecticides Act, 1968 and Insecticides Rules, 1971. However, to provide the 10.02.2026 165 affordable pesticides to farmers, Registration Committee (RC) also grants registration of pesticides under section 9(4) ‘me-too’ category. (c) Agricultural Marketing is a state subject. However, in order to improve the market access to farmers, create a competative marketing ecosystem and encourage investment in development of post-harvest management and marketing infrastructure with the objective of providing a competitive and remunerative prices to the farmers, Government coordinates with states for adoption of reforms in agricultural marketing. COTTON IMPORTS *160. SHRI G. KUMAR NAIK: Will the Minister of TEXTILES be pleased to state : (a) the details of cotton imported by the country and details of top ten importing countries during each of the last five years; (b) whether the Government has exempted import duties on cotton for the current financial year and, if so, the details thereof; (c) whether any assessment or survey has been conducted by the Government regarding the impact of cotton import duty exemption on domestic cotton farmers and if so, the findings thereof, especially for the State of Karnataka; and (d) the measures being proposed by the Government to protect the interest of cotton farmers while simultaneously addressing the requirements of the textile 10.02.2026 166 industry; and the details of the impact of cotton duty exemption on Government revenue? THE MINISTER OF TEXTILES (SHRI GIRIRAJ SINGH): (a) Details of cotton import in India, country-wise during the last 5 years, is given in the enclosed Statement. (b)In the current financial year 2025-26, the 11% import duty on cotton (5% BCD, 5% AIDC, 1% SWC) was exempted vide Department of Revenue notification dated 18.08.2025, effective from 19.08.2025 to 30.09.2025. Subsequently, vide Department of Revenue Notification dated 28.08.2025, the exemption of import duty on cotton was further extended up to 31.12.2025. Thereafter, the standard 11 % import duty on cotton was reinstated from 1 January 2026. (c) and (d) The Government of India protects cotton farmers by announcing Minimum Support Prices (MSP) annually, based on Commission for Agricultural Cost and Prices (CACP) recommendations, State and Central inputs, and production costs, ensuring that farmers receive a minimum of 1.5 times the cost of production (A2+FL) for their produce. For the 2025–26 cotton season, MSP for Fair Average Quality cotton has been fixed at ₹7,710 per quintal for Medium Staple and ₹8,110 per quintal for Long Staple, an increase of ₹589 per quintal over the previous year. The Cotton Corporation of India (CCI), as the central nodal agency, undertakes procurement under MSP whenever market prices fall below MSP. For the 2025–26 cotton season, CCI 10.02.2026 167 opened 571 procurement centers across 149 districts in 11 cotton-growing states, and has procured over 90.54 lakh bales so far. In Karnataka, MSP operations have shown significant growth from the 2024-25 to the 2025-26 cotton season. In 2024-25, CCI procured 25.61 lakh quintals of seed cotton (5.22 lakh bales), valued at ₹1,892 crore, across 26 centres. As per industry estimates, electronics sector has generated around 25 lakhs of employment in the country. (b) The Government of India initiatives are pan-India in nature. Location of the manufacturing units is decided by the industry, keeping in view the supporting 10.02.2026 174 policy and other ease of doing business measures implemented by the State Government. (c) Electronics production in India and exports from India are being done by the companies registered in India. It may be noted that more than 75% of global electronics trade is through Global Value Chains (GVCs). Manufacturing of electronic products involves domestic sourcing as well as imports of various components from different countries depending on competitive advantages, availability of raw materials for that intermediaries, parts, or price or technologies. The Government periodically reviews the status of electronics manufacturing in the country and brings in necessary policies to build domestic capacity and capability, so as to strengthen supply chain resilience. (d) The Government has robust monitoring and reporting mechanisms to track production, exports, investment commitments and scheme-wise outcomes, including employment and capability creation. Relevant Ministries and implementing agencies periodically review performance indicators and engage industry stakeholders to assess progress and identify gaps. The tied grants, 60% of total grants, can be used for the basic services of (a) sanitation and maintenance of ODF status, which includes management and treatment of household waste, human excreta and faecal sludge management and (b) supply of drinking water, rainwater harvesting and water recycling. If any local body has fully saturated the needs of one category, it can utilise the funds for the other category. As per data available on e-GramSwaraj Portal as on 03.02.2026, the sector-wise expenditure reported through the said Portal by the State of Kerala for the period from FY 2022-23 to 2024-25 is given in the enclosed Statement. (b) The Ministry of Panchayati Raj is implementing a Centrally Sponsored Scheme of Revamped Rashtriya Gram Swaraj Abhiyan (RGSA) w.e.f. financial year 2022-23 with the main objective to support capacity building of Panchayati Raj institutions (PRIs) through imparting training to Elected Representatives (ERs) and other stakeholders to develop their governance capabilities for leadership roles to enable the Gram Panchayats to function effectively, across all States/UTs including Kerala. 10.02.2026 178 Under the scheme, support is provided for capacity building and training of Elected Representatives, Panchayat Functionaries and other stakeholders, along with creation and strengthening of Panchayat infrastructure such as Gram Panchayat Bhawans and computers, including co-location of Common Service Centres (CSCs) in Gram Panchayat Bhawans on a limited scale. However, the major component of RGSA is capacity building and training of elected representatives, functionaries and officials of PRIs on the areas like, local governance, financial planning, sustainable development goals (SDGs), e-governance tools, service delivery, Panchayat level planning with special focus on integration ofother government programme based on local needs. In addition, online training facilities have been provided under RGSA to enable States, including Kerala, to conduct training programmes through video conferencing, thereby reducing logistical constraints and ensuring wider participation. E-enablement of Panchayats is a core component of RGSA which helps PRIs to adopt digital systems for planning, monitoring and delivering services to the citizens. Further, various specialized modules have been developed and initiatives undertaken by the Ministry of Panchayati Raj like Module for Women Elected Representatives, Module on Generation of Own Source Revenue (OSR) by Gram Panchayat and Model Youth Gram Sabha initiative which has been replicated by Kerala Local Self Governance Department into their capacity building training programme. The integration of eGramSwaraj with the Public Financial Management System (PFMS) enables real-time payments to vendors and service providers, ensuring seamless fund flow and reducing delays. In FY 2024-25, over 2.55 lakh Gram Panchayats across the country, including Kerala, uploaded their Gram Panchayat Development Plans (GPDPs), and over ₹61,000 crore was transferred to vendors through the eGramSwaraj-PFMS interface. (c) The Government has taken significant steps to enhance the revenue- generating capabilities of Panchayats, enabling them to become self-sufficient 10.02.2026 180 and less dependent on external funding. The 73rdConstitutional Amendment Act, 1992, mandates the devolution of powers and responsibilities to Panchayats. In collaboration with the Indian Institute of Management-Ahmedabad (IIM-A), Ministry has developed specialised modules on the generation of Own Source Revenue (OSR) by the Panchayats to provide training to State Level Master Trainers (SLMTs) of 31 States/UTs by IIMA. In 2025, the Ministry of Panchayati Raj has launched the Atma Nirbhar Panchayat Special Award (ANPSA) to promote Atmanirbharta through the augmentation of Own Source Revenue (OSR) by Panchayats. The Ministry of Panchayati Raj (MoPR) has also undertaken a significant step to digitise the OSR collection of the Panchayats by developing the “SAMARTH Panchayat portal”, a dedicated digital platform that facilitates the generation of tax & non-tax demands and collection thereof, maintenance of tax registers, and online tracking of revenue. This digital empowerment is designed to bring transparency, efficiency, and scalability to local financial administration. Thus, there is no rising trend in prices of cotton waste. The available data does not suggest any adverse impact on the profitability of Open-End Spinning Mills on account of cotton waste prices. Further, no adverse impact on employment or allied sectors such as powerloom and handloom industries has been reported to this Ministry. Available data indicates stability in raw material prices relevant to Open-End Spinning Mills, while electricity costs are determined by the respective State Electricity Regulatory Authorities in accordance with applicable regulations. (e) Cotton waste (ITC HS 5202) is a freely exportable commodity. The Government has examined DGCI&S export data, which indicates that exports of cotton waste declined by 7.71 per cent in 2024–25 as compared to the previous year. Thus, there is no significant change warranting immediate government intervention. MODERNISING PARKING LOTS 1616. July 2024 is Rs. 22,43,90,681/- and the net actual revenue stands at Rs. 10,21,71,097/- after deducting the operational cost. पोत िनगरानी ÿणाली 1617. ®ी उमेषभाई बाबूभाई पटेल: ³या मÂÖयपालन, पशुपालन और डेयरी मंýी यह बताने कì कृपा कर¤गे िक: (क) ³या सरकार Ĭारा पसª सीन नेट और बुल ůॉिलंग जैसे मछली पकड़ने के ÿितबंिधत ÿचलनŌ पर अंकुश लगाने के िलए कोई पोत िनगरानी ÿणाली (वीएमएस) या उपúह- आधाåरत िनगरानी तंý कायाªिÆवत िकया गया है; (ख) यिद हां, तो तÂसंबंधी Êयौरा ³या है और यिद नहé, तो इसके ³या कारण ह§; (ग) सरकार के उĉ तंý को कायाªिÆवत करने के िलए ³या ÿÖताव ह§ और जमीनी Öतर पर इसके कायाªÆवयन के िलए िनधाªåरत समयसीमा ³या है; और (घ) मछली पकड़ने के ÿितबंिधत ÿचलनŌ को रोकने के िलए िपछले एक वषª म¤ तटर±क बल और मÂÖय िवभाग Ĭारा कì गई संयुĉ गÔतŌ कì सं´या िकतनी है और ऐसी गÔतŌ के दौरान पकड़े गए अवैध पोतŌ कì सं´या िकतनी है और उन पर लगाए गए जुमाªने का Êयौरा ³या है, साथ ही उनके िवŁĦ कोई कारªवाई न िकए जाने के ³या कारण ह§ और यिद हां, तो तÂसंबंधी Êयौरा ³या है? पंचायती राज मंýी; तथा मÂÖयपालन, पशुपालन और डेयरी मंýी (®ी राजीव रंजन िसंह उफª ललन िसंह): (क) से (ग) ÿधानमंýी मÂÖय संपदा योजना (PMMSY) के तहत मÂÖयपालन िवभाग, भारत सरकार ने 364 करोड़ Łपए के पåरÓयय से सभी 13 तटीय राºयŌ और क¤þ शािसत ÿदेशŌ के 10.02.2026 187 मैकेनाईÛड और मोटोराईÛड वेसÐस को कवर करते हòए एक लाख मरीन िफिशंग वेसÐस पर Öवदेशी łप से िवकिसत ůांसपŌडरŌ कì Öथापना हेतु “वेÖसल कÌयुिनकेशन एंड सपोटª िसÖटम (VCSS) के िलए नेशनल रोलआउट Èलान" पåरयोजना को Öवीकृित दी है। वेÖसल कÌयुिनकेशन एंड सपोटª िसÖटम (VCSS) को भारतीय अंतåर± अनुसंधान संगठन (ISRO) के तकनीकì सहयोग से लागू िकया जा रहा है। VCSS एक उपúह आधाåरत टू-वे कÌयुिनकेशन िसÖटम है, जो समुþ म¤ मछुआरŌ को समुþी सुर±ा और बचाव म¤ सहायता ÿदान करती है, ÿितकूल मौसम पåरिÖथितयŌ के दौरान अलटª देती है, ‘नो िफिशंग ज़ोन’ और अंतराªÕůीय समुþी सीमा रेखा/ इंटरनेशनल मैरीटाइम बाउंűी लाइन (IMBL) के िलए िजयो-फ¤िसंग सुिवधा ÿदान करती है और इसे Nabhmitra App. के साथ एकìकृत िकया गया है। VCSS पåरयोजना का लàय एक लाख वेसÐस को कवर करना और पूरे देश म¤ कवरेज सुिनिIJत करना है। अब तक, इस पåरयोजना के तहत तटीय राºयŌ/क¤þ शािसत ÿदेशŌ म¤ 49,000 से अिधक ůांसपŌडर लगाए जा चुके ह§। भारत सरकार ने ए³स³लूिसव इकोनोिमक ज़ोन (EEZ) म¤ मÂÖयन के हािनकारक पĦितयŌ जैसे बुल ůॉिलंग या पेयर ůॉिलंग और आिटªिफिशयल लाइट या LED लाइट के उपयोग पर रोक लगा दी है। हालांिक कुछ तटीय राºयŌ/क¤þ शािसत ÿदेशŌ ने अपने ±ेýीय जल (टेåरटोåरयल वाटसª) म¤ पसª सीन िफिशंग पर ÿितबंध लगाया हòआ है, कुछ अÆय राºयŌ/क¤þ शािसत ÿदेशŌ ने अपने ±ेýीय जल म¤ िफिशंग कì इस िविध कì अनुमित दी है। जहाँ तक ±ेýीय जल से आगे के EEZ म¤ िफिशंग का ÿij है, िवशेष² सिमित कì िसफाåरशŌ के आलोक म¤, EEZ ±ेý म¤ पसª सीन िफिशंग को ÿितबंिधत नहé िकया गया है। (घ) मछली पकड़ने से संबंिधत िनयमŌ का ÿवतªन, िजसम¤ िनिषĦ मछली पकड़ने कì पĦितयŌ के िखलाफ कारªवाई करना भी शािमल है, मु´य łप से राºय/क¤þ शािसत ÿदेश सरकारŌ Ĭारा संबंिधत मरीन िफशरीज़ रेगुलेशन ए³ट (MFRAs) के तहत िकया जाता है। सभी समुþी राºयŌ/क¤þ शािसत ÿदेशŌ को आवÔयक उपाय करने कì सलाह दी गई है, िजसम¤ िफिशंग वेसÐस कì हाबªर-आधाåरत मॉिनटåरंग, ÿादेिशक जल±ेý के भीतर और बाहर हािनकारक िफिशंग को रोकने के िलए आवÔयक 10.02.2026 188 सरकारी आदेश जारी करना, पेůोल वेÖसल और űोन Ĭारा िनगरानी करना और अपने-अपने राºय के MFRA के ÿावधानŌ के अनुसार उÐलंघनकताªओं के िखलाफ दंडाÂमक कारªवाई करना शािमल है। राºय मािÂÖयकì िवभागŌ और तटर±क बल (कोÖट गाडª) Ĭारा कोई संयुĉ पेůोिलंग नहé कì जाती है। हालांिक, कोÖट गाडª के िशप अपने िनयिमत पेůोिलंग के माÅयम से समुþ म¤ िफिशंग बोट्स Ĭारा कì जाने वाली ÿितबंिधत िफिशंग कì गितिविधयŌ कì िनगरानी करते ह§ और आवÔयक कारªवाई करने के िलए संबंिधत राºय मािÂÖयकì अिधकाåरयŌ को åरपोटª करते ह§। अवैध िफिशंग गितिविधयŌ के िखलाफ कारªवाई म¤ िफिशंग बोट्स, उपकरणŌ कì जÊती, जुमाªना लगाना या अिभयोजन शािमल है, और यह कारªवाई स±म राºय अिधकाåरयŌ Ĭारा MFRAs और अÆय लागू कानूनŌ के अनुसार कì जाती है। FIRE PRUNE ELECTRICAL VEHICLES 1618. SHRI ANIL YESHWANT DESAI: Will the Minister of HEAVY INDUSTRIES be pleased to state: (a) whether it is not a fact that there are a large number of fire incidents in Electric Vehicles (EVs) in the recent past, if so, the number of such fire incidents in the country during the last three years; (b) the root cause for these incidents along with the outcome of investigation done by the Government and industry experts; (c) whether such fire incidents are common in EVs in other countries also; and (d) whether it is not desirable to stop its manufacture and use in our country taking into account the loss of lives due to fire incidents? THE MINISTER OF STATE IN THE MINISTRY OF HEAVY INDUSTRIES; AND MINISTER OF STATE IN THE MINISTRY OF STEEL (SHRI BHUPATHI RAJU SRINIVASA VARMA): 10.02.2026 189 (a) The Government is cognizant of fire incidents involving electric vehicles. While specific, centralized data solely tracking battery-fire incidents across the country is not available, the Ministry of Road Transport and Highways (MoRTH) has implemented the eDAR (Electronic Detailed Accident Report) portal to monitor road accidents. As per data available on the eDAR portal, which began capturing a dedicated field for Motorized Electric Vehicles from 14.11.2022 onwards, a total of 23,865 accidents involving electric vehicles have been recorded across various States over the last three years, as detailed in the table below. Of these, 26 incidents involving fire in electric vehicles have been reported across various States during the same period, as indicated below. Based on the recommendations of this committee and a 10.02.2026 190 subsequent committee of experts, the Government implemented the following outcomes: (i) Safety Standard Amendments: Ministry of Road Transport and Highways (MoRTH) had constituted a committee of experts to suggest the formulation of safety standards for the battery and its components, as well as BMS and related systems in electric vehicles. Based on the recommendation of the committee, MoRTH vide S.O. 4567 (E) dated 28.09.2022 has brought amendment to the Automotive Industry Standards, AIS:156 [Specific requirements for L (a motor vehicle less than four wheels and quadricycle) category electric power train vehicles] and AIS:038 (Rev 2) [Specific Requirements for M Category, (a motor vehicle with at least four wheels used for carrying passenger) N Category (a motor vehicle with at least four wheels used for carrying goods) Electric Power Train Vehicles] to prescribe Technical Requirements for Traction Battery of L, M and N Category of Electric Power Train Vehicles. The said Amendments are applicable from 01.12.2022. (ii) Conformity of Production (COP): MoRTH had issued a notification, vide G.S.R 888(E) dated 19.12.2022, for the requirements of Conformity of Production (COP), in respect of all categories of Electric vehicles including Quadricycles, E-rickshaws, two wheelers and four wheelers. (c) No such study has been carried out by the Ministry of Heavy Industries (MHI). (d) The Government has no proposal or intention to stop the manufacture or use of electric vehicles in the country. Instead of halting production, the 10.02.2026 191 Government’s strategy is to strengthen the safety ecosystem through more rigorous testing standards and regulatory oversight while continuing to promote adoption to meet greenhouse gas mitigation targets and reduce dependency on fossil fuels. ÿधान मंýी आवास योजना-úामीण के अंतगªत ÿाĮ आवेदन 1619. ®ी राजकुमार रोत: ³या úामीण िवकास मंýी यह बताने कì कृपा कर¤गे िक: (क) िवगत पांच वषŎ म¤ ÿÂयेक वषª के दौरान ÿधान मंýी आवास योजना-úामीण (पीएमएवाई-जी) के अंतगªत राजÖथान के अनुसूिचत ±ेýŌ से ÿाĮ आवेदनŌ का Êयौरा ³या है और उनकì सं´या िकतनी है; (ख) इससे िकतने लोग लाभािÆवत हòए ह§ और िकतने आवेदन अÖवीकृत िकए गए ह§ और िकतने आवेदन लंिबत ह§; (ग) ³या केÆþ सरकार ने उस िÖथित के संबंध म¤ कोई कदम उठाए ह§ जहां अनुसूिचत ±ेýŌ म¤ जब कोई लाभाथê मिहला जनजातीय परंपराओं (सामािजक तलाक) के अनुसार तलाक ÿाĮ करती है और कहé और पुनिवªवाह करती है तो कई गरीब जनजातीय पåरवार पीएमएवाई-जी के लाभŌ से वंिचत हो जाते ह§ ³यŌिक मिहलाएं पåरवार कì मुिखया होती ह§; और (घ) ³या सरकार इस तÃय को Åयान म¤ रखते हòए िक आिदवािसयŌ म¤ ÿचिलत उĉ ÿथागत िववाह ÿथा म¤ तलाक का कोई कानूनी दÖतावेज नहé है और ऐसे मामलŌ म¤ यिद िकसी मिहला ने पुनिवªवाह कर िलया है और उसके पित या ब¸चŌ को घर कì आवÔयकता है, तो उÆह¤ िविभÆन िवभागŌ के च³कर लगाने पड़ते ह§ और यिद हां, तो तÂसंबंधी Êयौरा ³या है? úामीण िवकास मंýालय म¤ राºय मंýी; तथा संचार मंýालय म¤ राºय मंýी (डॉ. चंþ शेखर पेÌमासानी): 10.02.2026 192 (क) और (ख) úामीण िवकास मंýालय 1 अÿैल, 2016 से ÿधानमंýी आवास योजना-úामीण (पीएमएवाई-जी) का कायाªÆवयन कर रहा है तािक "सभी के िलए आवास" के लàय को ÿाĮ करने के िलए बुिनयादी सुिवधाओं के साथ पाý úामीण पåरवारŌ को सहायता ÿदान करके माचª 2029 तक 4.95 करोड़ आवास (िपछले चरण के लàय अथाªत 2.95 करोड़ आवासŌ सिहत) का िनमाªण िकया जा सके। úामीण िवकास मंýालय ने पीएमएवाई-जी के तहत राºयŌ/संघ-राºय ±ेýŌ को 4.14 करोड़ मकानŌ का लàय आवंिटत िकया है, िजसके सापे± राºयŌ Ĭारा 3.87 करोड़ से अिधक आवासŌ को Öवीकृित दी गई है और 05.02.2026 तक 2.95 करोड़ से अिधक आवास पूरे हो चुके ह§। पीएमएवाई-जी के तहत शािमल करने के िलए पåरवारŌ से िकसी आवेदन कì आवÔयकता नहé है ³यŌिक लाभािथªयŌ कì पहचान एसईसीसी 2011 और अंितम łप दी गई आवास+ 2018 सूची के आधार पर पीएमएवाई-जी कì Öथायी ÿती±ा सूची (पीडÊÐयूएल) से कì जाती है। राजÖथान के अनुसूिचत ±ेýŌ म¤ (08 िजलŌ म¤) पीएमएवाई-जी के तहत लाभािÆवत ÓयिĉयŌ कì सं´या 3,96,503 है। इसके अलावा, क¤þीय मंिýमंडल ने 2 करोड़ और आवासŌ के िनमाªण के िलए माचª, 2029 तक पीएमएवाई-जी कì िनरंतरता को मंजूरी दी है। भारत सरकार ने संशोिधत बिहÕकरण मानदंडŌ का उपयोग करते हòए योजना के तहत लाभ ÿाĮ करने के िलए अितåरĉ पाý úामीण पåरवारŌ कì पहचान करने हेतु आवास+ 2018 सूची को अīतन करने कì ÿिøया के आयोजन को मंजूरी दी है। भारत सरकार कì Öवीकृित के अनुसार योजना के तहत अितåरĉ पाý úामीण पåरवारŌ कì पहचान के िलए आवास+ 2024 मोबाइल ऐप के माÅयम से सव¥±ण िकया गया। ऐप म¤ पूवª-पंजीकृत सव¥±णकताªओं के माÅयम से Öव-सव¥±ण और सहायता ÿाĮ सव¥±ण दोनŌ का ÿावधान था। आवास+ 2024 सव¥±ण को पूरा करने कì ÿारंिभक समय सीमा 31.03.2025 थी िजसे सभी राºयŌ/संघ-राºय ±ेýŌ के िलए 30 अÿैल 2025 तक और िफर 15 मई, 2025 तक बढ़ाया गया। इसके बाद, िजन राºयŌ/संघ-राºय ±ेýŌ ने समय सीमा म¤ िवÖतार का अनुरोध िकया, उÆह¤ 10.02.2026 193 सव¥±ण ÿिøया पूरा करने के िलए अितåरĉ समय िदया गया। वतªमान म¤, राºय/संघ-राºय ±ेý Öव-सव¥±ण मामलŌ कì पुिĶ और ÿणाली Ĭारा िचिĹत सव¥±ण मामलŌ के सÂयापन और िवलोपन का संचालन कर रहे ह§। यह कदम आवास+ 2024 घरेलू सव¥±ण से úाम पंचायत-वार ÿाथिमकता सूिचयŌ के िनमाªण से पहले पूरा िकया जाना है। इसके बाद, úाम सभा कì बैठकŌ के आयोजन और अपीलीय ÿिøया को पूरा करके Öथायी ÿती±ा सूची (पीडÊÐयूएल) को अंितम łप देने के िलए पीएमएवाई-जी के मौजूदा कायाªÆवयन ढांचे (एफएफआई) म¤ िनधाªåरत ÿिøया का पालन िकया जाता है। (ग) और (घ) वतªमान म¤, मंýालय के पास ऐसा कोई ÿÖताव लंिबत नहé है। पीएमएवाई-जी िदशा- िनद¥श िवधवा, अलग हòई, अिववािहत, या ůांसज¤डर ÓयिĉयŌ से जुड़े मामलŌ को छोड़कर, मिहलाओं के नाम पर या उनके पितयŌ के साथ संयुĉ łप से मकान कì Öवीकृित का ÿावधान करते ह§। यह सुिनिIJत करने के िलए िक सहायता उन लोगŌ को लि±त है जो वाÖतव म¤ वंिचत ह§, एसईसीसी 2011 डेटा और आवास+ सूची म¤ आवास मापदंडŌ का उपयोग पåरवारŌ कì पहचान के िलए िकया जाता है और िफर úाम सभाओं Ĭारा सÂयािपत िकया जाता है। GRAM PANCHAYAT ABHIYAN 1620.
