Statement
Will the Minister of POWER be pleased to state: (a) whether the Indian power sector faces significant challenges including high transmission and distribution losses, inadequate cost recovery, operational inefficiencies and financial instability of Power Distribution Companies (DISCOMs) and if so, the details thereof; (b) whether many DISCOMs, especially State-owned ones, are burdened with high debt and accumulated losses impacting their ability to invest in infrastructure and improve service quality, if so, the details thereof, State-wise; (c) whether high aggregate technical and commercial losses including power theft and inefficient billing and collection systems further exacerbate their financial strain, if so, the details thereof; (d) whether lack of investment in upgrading infrastructure including smart grids and advanced metering systems hinders modernization efforts and if so, the details thereof; and 11.12.2025 423 (e) whether the Government has taken steps to address these issues through policy reforms and financial support mechanisms, if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a) to (e): The losses in State owned distribution utilities (operational and financial) are a result of various parameters, some of which are highlighted below: Non cost reflective tariff due to regulatory disallowance of expenses and delays in tariff revisions; Gap between Average Cost of Supply (ACS) and Average Revenue Realised (ARR); Delayed payment of tariff subsidy and Government Departments dues; and Reliance on short-term and non-capex borrowing to manage cash gaps. As a result, the distribution utilities have high accumulated losses and outstanding debt (Details at Statement) which impacts their ability to investment in infrastructure works. Electricity being a concurrent subject, the supply and distribution of electricity to the all consumers, including improvement in electricity supply and grid strengthening in rural and urban areas, is the responsibility of respective State Government/ power distribution utility. Government of India (GoI) 11.12.2025 424 supplements the efforts of the States/ distribution utilities for improving the financial viability of the distribution sector. GoI has facilitated the creation of distribution infrastructure through allocation of funds under various schemes such as (a) DDUGJY, where central assistance was provided to ensure electrification of all villages and strengthening of distribution infrastructure in rural areas; (b) IPDS, where the strengthening of distribution network in urban areas was taken up as a key measure in power distribution and (c) SAUBHAGYA for electrification of households. Under the above three schemes, works amounting to Rs. 1.85 lakh crore were executed for strengthening the distribution system of the country. Further, under ongoing Revamped Distribution Sector Scheme (RDSS), projects worth Rs. 2.83 lakh crore for distribution infrastructure works including smart metering works have been sanctioned. The scheme emphasizes technological interventions, including smart metering, SCADA (Supervisory Control and Data Acquisition), Distribution Management System, etc. Some of the key initiatives taken for improving the viability of the distribution utilities, are as under: Funds release under the RDSS is linked to performance of distribution utilities against key financial parameters. Performance linked additional borrowing space of 0.5% of GSDP allowed to State Governments. 11.12.2025 425 Additional Prudential Norms mandated for sanctioning of loans to State owned power utilities. Rules have been put in place for implementation of Fuel and Power Purchase Costs Adjustment (FPPCA) and cost reflective tariff so as to ensure that all prudent expenses for supply of electricity are passed through. Rules and Standard Operating Procedure issued for proper subsidy accounting and release. The States/ distribution utilities are implementing the reforms and with the concerted efforts of Central and State Governments/ distribution utilities, AT&C losses at national level have reduced from 21.9% in FY21 to 16.16% in FY25 and ACS-ARR gap has reduced from Rs 0.69/kWh in FY21 to Rs. 0.11/kWh in FY25. While the reform measures have shown some positive results in reducing overall AT&C losses and narrowing the revenue gap, consistent and robust implementation by States is required to ensure sustained financial viability and operational efficiency of distribution utilities. SHRI MALAIYARASAN D.: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the present implementation status of the Advanced Entrepreneurship Skill Development Programme (E-SDP) across the country, including the number of training centres, programmes conducted, trainees trained and entrepreneurs benefited, particularly in Tamil Nadu and especially in the Kallakurichi Parliamentary Constituency; (b) the key components and training modules of the Programme and the manner in which these modules are tailored to meet the specific requirements of emerging entrepreneurs, startups and technology-driven enterprises; 11.12.2025 428 (c) the impact of the Programme on entrepreneurship promotion, self- employment generation and local economic development, with specific reference to Tamil Nadu and Kallakurichi Lok Sabha Constituency; (d) the measures taken by the Government to improve the quality of training, mentorship support and access to financial linkages for beneficiaries; and (e) the mechanism adopted for monitoring, evaluation and long-term assessment of the success and sustainability of the Advanced E-SDP? (b) and (c): The Advanced Entrepreneurship Skill Development Programme (A- ESDP) aims to provide advanced entrepreneurial training intended to support entrepreneurs through high-end, domain-specific capacity building in areas such as E-commerce, Software, Biotechnology, Modern Agriculture and Animal Husbandry, Food and Agro-processing etc. by the premier Institutes and laboratories such as IIMs, IITs, ICAR, CSIR & NITs etc. So far three Advance E-SDP programmes have been conducted in the state of the Tamil Nadu, benefitting 75 participants since 2022-23. The programmes of ESDP scheme helped in promoting entrepreneurship, creating self-employment, and supporting economic development. Beneficiaries in Tamil Nadu, have gained better technical and business skills, which have improved their readiness to start and run enterprises. (d) and (e): The objective of the programme is to support the establishment of new MSMEs and promote the growth of existing ones, thereby enhancing 11.12.2025 430 productivity and generating employment opportunities. The concerned Implementing Agencies (IIMs/IITs/ICARs/CSIRs/NITs) are also entrusted with facilitating Udyam Registration for A-ESDP beneficiaries. A robust Monitoring and Evaluation mechanism has been established through the ESDP Management Information System (MIS) Portal, which includes a structured feedback system enabling participants to provide inputs on the quality and effectiveness of the training programmes. Evaluation study of the scheme is also conducted through an independent Agency to assess the impact of the ESDP scheme and provide recommendations for improving the scheme design & implementation. E-CHALLANS FOR TRAFFIC VIOLATIONS 1928. DR. GUMMA THANUJA RANI: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) the total number of e-challans issued for traffic violations across the country during the last three years, State-wise; (b) the amount of fines recovered through e-challans during the same period, State-wise; (c) the amount of unpaid e-challans since the last three years; and (d) the steps taken by the Government to ensure recovery of fines? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): 11.12.2025 431 (a) to (c): State-wise and year-wise details of total number of e-challans issued, amount of fines recovered and amount of unpaid e-challans for traffic violations across the country is at Statement – I, II and III, respectively. (d): Section 136A of the Motor Vehicles Act, 1988 provides for electronic monitoring and enforcement of road safety on National Highways, State Highways, roads or in any urban city within a State which has a population up to such limits as may be prescribed by the Government. Accordingly, Government has published Rule 167A under the Central Motor Vehicles Rules (CMVR), 1989 in August 2021 for Electronic Monitoring and Enforcement of Road Safety at high-risk and high-density corridors on National Highways, State Highways and at critical junctions in cities having more than one million population and cities under National Clean Air Programme (NCAP) in the Country. Rule 167 of the CMVR, 1989 provides for procedure of issuance and payment of challan. Further, its sub-rule (5) provides “Challans issued under sub-rule (1) or (2) shall be disposed of within ninety days from the date of issuance of the challan, in physical or electronic form, except in case of offences instituted for prosecution by a court”. SHRI ANIL YASHWANT DESAI: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) whether the quality of roads constructed in various States is far below the required standards resulting in road accidents, if so, the details thereof; (b) whether the Union Government has issued any guidelines to the States to ensure construction of good quality roads in the States, if so, the details thereof; (c) whether the Union Government will impose accountability on road construction companies apart from blacklisting, such as recovery of cost or compensation for damage to victims of road accidents and if so, the details thereof; and (d) if not, the reasons therefor? THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI): (a) to (d): The Government in Ministry of Road Transport and Highways is primarily responsible for development and maintenance of National Highways (NHs). All efforts are made to ensure that the NHs are constructed as per quality standards stipulated in the Indian Roads Congress (IRC) specifications and codes. To ensure that highway construction adheres to stipulated quality standards, Consultants (Authority’s Engineer/ Independent Engineers- AE/IE) are appointed by the executing agencies for day-to-day supervision of works at site. Officials of all stakeholders including State Governments/ Union Territories 11.12.2025 436 undertake inspections from time to time and ensure adherence of conformity of quality of the work done by the Concessionaire/ Contractors. As per the report on “Road Accidents in India” published by the Government for the year 2023 based on data received from States/ UTs, road accidents are multi-causal phenomenon and are the result of interplay of various factors. These can broadly be categorized into (i) human error, (ii) road condition/environment and (iii) vehicular condition. The number of accidents due to sub-standard quality of roads is not reported in the report. However, the number of accidents on all categories of roads (including NHs) on account of potholes are reported to be 5,840 out of the total number of 4,80,583 accidents all over the country. The Government has taken the following initiatives for improvement of quality control systems in implementation of NHs works: - I. Policy for Adoption of Automated & Intelligent /Machine-aided Construction (AI-MC) in NH projects issued; II. Assessments of road conditions through Network Survey Vehicle (NSV) mandated for all NHs and Expressway works at the time of completion and every six months thereafter, which is monitored through electronic platform. Operationalization of a centralized system called NHAI One App for Monitoring and rectification of highway defects which enables geo-tagging of defects along with photographs; IV. Analysis of High-Resolution Imagery collected from Drone Surveys in Drone Analytics Monitoring System (DAMS) integrated with Artificial Intelligence/ Machine Learning algorithms for periodic evaluation of progress and quality of ongoing NHs works from time to time; V. Deployment of Mobile Quality Control Vans (MQCVs) equipped with Non- Destructive Testing Equipment on pilot basis in four States, namely in Gujarat, Rajasthan, Odisha and Karnataka, for diagnostic assessments of overall health and quality of works from time to time during project implementation phases. Decision has been taken to diversify this initiative in some more States; VI. Deployment of Third Party Quality Auditors for independent quality audits of NH works on a case-to-case basis. Actions against defaulting agencies are taken as per the provisions of the Contract/ Concession agreement in case of any defaults. In addition to debarment/ blacklisting of defaulting agencies, penalties/ liquidated damages are also levied on Contractor for damages/ sub-standard works. Sub-section (1) of Section 198A of the Motor Vehicles Act, 1988 provides for any designated authority, contractor, consultant or concessionaire responsible for the design or construction or maintenance of the safety standards of the road to follow such design, construction and maintenance standards, as may be prescribed by the 11.12.2025 438 Government from time to time. The administration of AAIB is vested with the Director General (DG), AAIB.; 11.12.2025 442 To enhance expertise and technical base of AAIB, 14 additional posts were created in 2022, increasing its sanctioned strength of 21 posts in 2015 to 35 posts by 2022.; Cockpit Voice Recorder (CVR) and Flight Data Recorder (FDR) Lab has been set up at AAIB in April 2025, Phase I of the set-up has been completed and Phase II upgradation of the facility is being carried out.; Subsequent to the passing of the Bharatiya Vayuyan Adhiniyam, 2024, which came into force from 1st January, 2025, the Aircraft (Investigation of Accidents and Incidents) Rules, 2025 have been notified. These rules empower AAIB to investigate aircraft accidents and serious incidents independently. REGIONAL AIR CONNECTIVITY IN KASARAGOD 1932. The list of such airstrips, heliports and water aerodromes is finalised in consultation with State Governments. Bidding rounds are conducted periodically for provision of connectivity on the listed airstrips. The State government of Kerala has not indicated the existence of any airstrip in Kasargod district for inclusion in the UDAN Scheme. However, the Kasaragod Water Aerodrome proposed by the Government of Kerala is included in the tentative list of water aerodromes under the UDAN Scheme Document. During the UDAN 5.5 bidding round, bids were received for Kasaragod (Water Aerodrome) and a Letter of Intent (LoI) has been issued for seaplane operations on routes connecting Kasaragod with Mangalore and Kannur. As per the scheme provisions, the required infrastructure for the water aerodrome is to be developed by the State Government of Kerala. Commencement of operation is subject to the readiness of infrastructure and the operator. MODERNIZATION OF ELECTRICITY DISTRIBUTION 1933. One of the key initiatives under the scheme is smart metering of consumers, distribution transformers and feeders. Under the scheme, 20.33 crore smart meters have been sanctioned based on the project proposals submitted by the States. In addition, many States have installed smart meters under their State plan. Till date 4.93 crore smart meters have been installed in the country under various schemes. Sanctioned works are expected to be completed by the scheme sunset date i.e. 31.03.2028. 11.12.2025 445 Smart metering helps improve the billing and collection efficiency of the DISCOMs and thus would help in reducing losses. Initially, there were some challenges in the implementation of smart metering works due to the following reasons: 1. Inadequate consumer awareness regarding the benefits of smart meters. 2. Delay in tendering and awarding of works. Few utilities required longer time period for obtaining board approval issuance of tender documents etc. 3. Delay in signing of Contract agreement and Direct Debit Facility (DDF) agreement by utilities. 4. Initial delays in issuing Request for Proposal (RFP) as Smart Metering being new technological initiative. 5. Challenges in implementation in Total Expenditure (TOTEX) mode as per the scheme guidelines in some utilities. To improve pace of installation, the Ministry has taken various steps including regular follow up with States to enhance the consumer confidence and awareness. Various advisories and Standard Operating Procedures (SoPs) have been isssued which include: Prioritisation of installation of prepaid smart meters for Government establishments, commercial, industrial and high-load consumers; Incentivising consumers for prepaid meter installation through rebates in bill; 11.12.2025 446 No penalty on consumer based on maximum demand recorded by smart meter; Mechanism for recovery of past arrears in easy instalments; Installation of check meters for enhancing confidence in accuracy of smart meters; Smart meter mobile apps are being made available to allow for regular tracking of consumption of electricity and for easy recharge; Advance alerts for balance and emergency credit to consumers before disconnection. राÕůीय कृिष िवकास योजना के अंतगªत 74 लाख Łपये कì आिथªक मदद से, सरदारकृिषनगर दांतीवाड़ा एúीकÐचर यूिनविसªटी, मुंþा-क¸छ (गुजरात) म¤ खजूर अनुसंधान क¤þ म¤ एक ÿसंÖकरण यूिनट बनाई गई। िववरण काजू और कोको िवकास िनदेशालय(एमआईडीएच) कì काजू िवकास योजनाएं ø. सं. योजना उĥेÔय 1. िűप के साथ एकìकरण के िबना काजू के नए बागानŌ कì Öथापना इस ÿोúाम के अंतगªत िकसानŌ के खेत म¤ काजू कì Ûयादा पैदावार वाली िकÖमŌ के ÿितŁप के साथ नए बागान बनाने कì अिभकÐपना कì गई है 2. काजू उ¸च घनÂव वृ±ारोपण कì Öथापना इस ÿोúाम के अंतगªत िकसानŌ के खेत म¤ काजू कì Ûयादा पैदावार वाली िकÖमŌ के साथ नए उ¸च घनÂव वृ±ारोपण िवकिसत करने कì अिभकÐपना कì गई है 3. जीणª काजू Èलांटेशन का पुनःरोपण- i. जीणª काजू Èलांटेशन को हटाना ii. उ¸च उपज वाली िकÖमŌ के साथ रोपण और iii. आईएनएम/आईपीएम और िसंचाई के िलए इनपुट लागत िविभÆन राºयŌ म¤ कॉपōरेशन के पुराने बागानŌ का उÂपादन और उÂपादकता बढ़ाना, पुराने बागानŌ को हटाकर उनकì जगह काजू कì Ûयादा पैदावार वाली िकÖम¤ लगाना। 4. िűप िसंचाई के साथ उ¸च घनÂव वाले वृ±ारोपण वाले ÿदशªन भूखंडŌ कì Öथापना एक हे³टेयर के छोटे ±ोý म¤ िűप िसंचाई के साथ िकसानŌ के खेत/सावªजिनक खेतŌ म¤ Ûयादा पैदावार वाली िकÖमŌ के साथ काजू कì उ¸च घनÂव वृ±ारोपण तकनीक का ÿदशªन करना। 5. िबना िűप िसंचाई के उ¸च घनÂव वाले वृ±ारोपण वाले ÿदशªन भुखंडो कì Öथापना िकसानŌ के खेत म¤ Ûयादा पैदावार वाली िकÖमŌ के साथ काजू कì उ¸च घनÂव वृ±ारोपण तकनीक का ÿदशªन करना। 11.12.2025 451 6. िűप िसंचाई के साथ सामाÆय घनÂव म¤ उ¸च उपज वाली िकÖम के ÿदशªन भूखंडŌ कì Öथापना िकसानŌ के खेत/पिÊलक फामª म¤ िűप िसंचाई के साथ नवीनतम Ûयादा पैदावार वाली िकÖमŌ को िदखाना। 7. िबना िűप के सामाÆय घनÂव के साथ िविभÆन ÿकार के ÿदशªन िकसान के खेत/सावªजिनक खेतŌ म¤ नवीनतम उ¸च उपज वाली िकÖमŌ का ÿदशªन करना। 8. एकìकृत पोषक तÂव ÿबंधन/ एकìकृत कìट ÿबंधन को बढ़ावा देना आईएनएम/आईपीएम तरीकŌ को बढ़ावा देकर काजू और कोको के बागानŌ का उÂपादन और उÂपादकता बढ़ाना 9. छोटा काजू/कोको नसªरी कì Öथापना नई नसªरी बनाकर देश म¤ काजू कì नई रोपाई और दोबारा रोपाई के िलए Ûयादा पैदावार वाली िकÖमŌ कì ज़łरत को पूरा करने के िलए अ¸छी गुणव°ा कì रोपण सामúी का उÂपादन और िवतरण। 10. मौजूदा नसªåरयŌ का उÆनयन/आधुिनकìकरण (सं´या म¤) मौजूदा काजू/कोको नसªरी कì अवसंरचना सुिवधाओं को अपúेड करना तािक रोपण सामúी कì गुणव°ा और माýा प³कì हो सके, और माÆयता मानदंड पूरे हो सक¤। 11 िűप िसंचाई और फिटªगेशन सुिवधा के साथ काजू मदर Êलॉक कì Öथापना करके काजू नसªरी का उÆनयन åरसचª Öटेशन/एसएयू/आईसीएआर इंÖटीट्यूट/मौजूदा काजू नसªरी म¤ िűप िसंचाई और फिटªगेशन यूिनट के साथ Ûयादा पैदावार वाली िकÖमŌ वाले मदर Êलॉक बनाकर नसªरी के अवसंरचना को अपúेड करना। 12. िजला Öतरीय संगोķी काजू के ÿचार को बढ़ावा देने के िलए, िविभÆन राºयŌ म¤ िज़ला लेवल पर सेिमनार करके, खेती, ÿसंÖकरण, िवपणन और िनयाªत के दायरे म¤ आने वाले िकसान समुदाय और दूसरे टारगेट úुप तक नवीनतम उÂपादन तकनीक पहòंचाकर, ज़ोरदार पिÊलिसटी के तरीके अपनाना। 13. काजू मेला/िदवस िविभÆन िजला/राºयŌ म¤ मेला/फìÐड िदवस का आयोजन करके िकसानŌ/जनता को काजू कì खेती के महÂव, दायरा, नवीनतम तकनीक से जागłक करनाऔर इसे फायदेमंद उīम बनाना 14. बेरोज़गार मिहला िकसानŌ और युवा िकसानŌ के िलए काजू एपल के इÖतेमाल कì ůेिनंग अनुसंधान संÖथानŌ. के साथ िमलकर बेरोज़गार मिहला िकसानŌ और युवा िकसानŌ को काजू एपल के उÂपाद बनाने कì ÿिश±ण देकर काजू एपल के इÖतेमाल को लोकिÿय बनाना। 15. काजू उÂपादन तकनीकŌ पर िकसानŌ का ÿिश±ण काजू और कोको खेती के िविभÆन पहलुओं, िजसम¤ उÂपादन तकनीक, िकÖम¤, उ¸च घनÂव वाले पौधे, जैिवक खेती,आईएनएम/आईपीएम आिद शािमल है, म¤ िकसानŌ को सही मौसमी ÿिश±ण देता है। 16. राºय के बाहर ए³सपोज़र िविज़ट राºयŌ के काजू उगाने वाले िजलŌ के आिदवासी और दूसरे िकसानŌ को दूसरे राºयŌ के पारंपåरक काजू उगाने वाले िजलŌ से िमलवाना तािक उÆह¤ दूसरे राºयŌ म¤अपनाये गये उÂपादन और ÿबंधन के तरीकŌ से पåरिचत कराया जा सके। 17. ए³सपोज़र िविज़ट- राºय के अंदर राºयŌ के काजू उगाने वाले िजलŌ को राºय के पारंपåरक काजू उगाने वाले िजलŌ से पåरिचत कराना तािक उÆह¤ उÂपादन और ÿबंधन के तरीकŌ के बारे म¤ पता चल सके। 11.12.2025 452 18 . काजू कì ÿाथिमक/Æयूनतम ÿसंÖकरण इकाई कì Öथापना काजू कì ÿाथिमक/Æयूनतम ÿसंÖकृत ईकाई Öथािपत करना। SFURTI CLUSTERS 1936.
