It is a decisive quarter-century when an ambitious nation races ahead towards self-reliance and Atmanirbhar Bharat. Hon. Speaker, Sir, it is noteworthy to mention certain important facts regarding the recent speech of hon. President. It was delivered by the first-ever President of India belonging to the Adivasi community. It was delivered by the second-ever Mahila President of our nation. Most importantly, it was delivered by the youngest Indian who became the President of a nation with the largest population in the world. This is not a string of happy coincidences; this is the manifestation of a great nation on the move towards regaining its past glory, our ancient virasat. These are the deliberate and decisive strategies of the largest democracy of the world on its journey towards a fair, equitable and free society. The President’s Address was all-inclusive and provided an inspiring vision for the future of our nation. It showcases our Government’s vision of social justice, inclusive growth and its firm commitment towards building a Viksit Bharat. As a member of the tribal community from the Northeastern State of Assam, I feel extremely proud about the inclusive and equitable opportunity of growth and development guaranteed by this Government to each and every member of our society, whether it may be Dalit, Adivasi, Garib, Mahila, Yuva or Annadata. ‘Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas’ is not merely a slogan but a guiding principle put to practice every moment by this Government. Hon. Speaker, the idea of our nation as a strong, self-reliant, and 02.02.2026 1059 developed nation is taking shape decisively. A few centuries ago, India had drifted far from its golden era. Foreign invasion, plunders, and the exploitative colonial policies had left the country suffering with poverty and hunger. Sahitya Samrat Bankimchandra Chattopadhyay invoked the vision of a prosperous India, driven by his belief that no matter how great the challenges, India could revive its golden age. And thus, he gave the clarion call, Vande Mataram. This is the essence of Vande Mataram, Maa Bharati, the eternal idea of India. This century would be known as Maa Bharati's century of inclusion; this century would be known as Maa Bharati's century of equitable justice; this century would be known as Maa Bharati's century of Vikas; and this century would be known as Maa Bharati's centuries of Atmanirbharta. Hon. Speaker, Sir, the hon. President's Address to the Parliament is not merely a recounting of Governmental achievements. It is a powerful narrative of a resurgent civilisation, marching confidently towards its destiny under the leadership of visionary Prime Minister Shri Narendra Modi. To understand this Address, one must understand the context. Before 2014, during the Congress-led Government, India suffered from policy paralysis, corruption-driven governance, delayed projects, disconnected regions, and worst of all, low national self-confidence. After 2014, under the dynamic leadership of hon. Prime Minister, India shows decisive leadership. Since 2014, India has embarked upon a journey of rapid growth and all-round progress with particular emphasis on Babasaheb Ambedkar's ideal of equality and social justice. 02.02.2026 1060 A new way of good governance has shaped the nation since 2014. Clarity and decisiveness are the hallmarks of governance. Today. the soaring vision of hon. Prime Minister Shri Narendra Modi has placed the nation at an inflection point for speedy development and prosperity. Policies once considered impossible, are now changing the socio- economic landscape of our nation. From being a part of the fragile five economies of the world in 2014, we have today, in 11 years of rapid growth, become the fourth largest economy of the world. मोदी है तो मुमिकन है । Hon. Speaker, Sir, today, India is the fourth largest economy in the world. This did not happen by chance. It happened because of politically strong will and economic clarity. We are now confidently marching towards a Viksit Bharat. India remains the fastest growing major economy despite global crises like pandemic, conflict, and supply chain disruption. The Address highlighted historic tax reform, the exemption of income tax up to Rs. 12 lakhs, and next generation GST reform, which has saved citizens’ Rs. 1 lakh crore. Inflation, which used to be about 9 per cent, at one stage even crossed double digit during the UPA regime, fell to a remarkable 4.6 per cent in the fiscal year 2024-25. Earlier, Government used crises as excuses; this Government used crises as a catalyst. Hon. Speaker, Sir, Digital India is not about apps; it is about empowerment. Sir, Rs. 44 lakh crore transferred directly through DBT and 25 crore people lifted out of multi-dimensional poverty. Nearly half of the global digital transactions are happening in India and UPI is becoming a global 02.02.2026 1061 benchmark. Earlier, file moved slowly, money leaked fast. Now, under the NDA regime, file moved digitally, money reaches beneficiaries directly. Hon. Speaker, Sir, social justice for this Government is not about slogans; it is about dignity, delivery, and direct access. For employment and development in rural areas, a law named Viksit Bharat - G Ram G has been enacted. This new law will ensure 125 days of guaranteed employment in villages. At the same time, it will ensure stopping corruption and leakages, for which the Government has been making efforts since long. More than four crore pukka houses have been constructed for the poor, giving not just shelter but security and self-respect. More than 12.5 crore households, through the Jal Jeevan Mission, now have tap water connection, transforming health, hygiene and daily lives of women. Sanitation coverage has been expanded on an unprecedented scale, ensuring that dignity is no longer a privilege. Through Ayushman Bharat scheme, crores of economically vulnerable citizens now have access to free quality healthcare without fear of catastrophic expenditure. The focus on the marginalised, whether through the PM-JANMAN scheme for our tribal brothers and sisters or the establishment of Eklavya Model Residential School, demonstrates that our democracy is delivering for those who need it the most. Equally inspiring is the emphasis on Nari Shakti with the empowerment of over two crore lakhpati didis, women from self-help groups who have crossed the thresholds of poverty to become symbols of 02.02.2026 1062 prosperity. Hon. Speaker, Sir, at this juncture, I am compelled to contrast the era of transformation we witness today and the dark decades of despair that preceded it during the UPA regime. During the previous Congress regime, our nation endured an era defined by scam and scandal, be it the 2G spectrum scam, the coal scam and the Commonwealth Games scam. These episodes drained the Exchequer and tarnished India's global image. Corruption was rampant and the middlemen dictated the destiny of the poor. In sharp contrast today, under the dynamic leadership of the hon. Prime Minister, India has entered into an era of integrity and empowerment. Hon. Speaker, Sir, as a proud son of the Northeast, I now stand before you to recount the remarkable journey of transformation that our nation, particularly in the Northeastern region, has witnessed over the last 11 years under the visionary leadership of hon. Prime Minister Shri Narendra Modi. 12.16 hrs (Shri Jagdambika Pal in the Chair) Every morning, India awakens in Dong, a small town in the Northeast that greets the nation with its first sunrise. Yet, for decades, this very region remained in darkness, neglected and ignored, especially by successive Congress Governments that ruled at the Centre for nearly six decades. Earlier, the Congress Party always used to take the tea community in Assam for granted. They were only honoured with a pair of dhoti and kambal, that is, a blanket. Prime Minister has been doing for the last 11 years for the people of the Northeast and the people of the country. Who had thought that one day the narrow roads within tea gardens will be constructed, and pregnant women will be receiving ex-gratia. Today, model schools have been constructed under the Pradhan Mantri Jan Dhan Yojana. Bank accounts have been opened for every tea garden worker for Direct Benefit Transfer. Earlier, continuing the colonial practice during the Congress regime, my dear workers have said “Darmah jhuket jabohi” सर, उस समय ऐसा ůेिडशन था िक तन´वाह लेने के िलए झुकना पड़ता था और आज हमारे परम आदरणीय ÿधानमंýी जी ने जन-धन योजना के जåरए असम के अंदर आठ लाख चाय बागान के मजदूर भाइयŌ के िलए ब§क अकाउंट खोलने कì ÓयवÖथा कì गयी है, िजसकì वजह से आज उनकì तन´वाह डीबीटी के जåरए सौ ÿितशत इºजत से िमलती है । Earlier, continuing the colonial practice during the congress regime, they had to suffer a lot. Today, particularly, we all know that there are 12 crore tribals living in the country. For the first time in the history of 70 years of Indian independence, the Janjatiya Gaurav Divas has been celebrated across the country in the memory of the great Bhagwan Birsa Munda because of hon. 02.02.2026 1064 Prime Minister. This is a great honour to the tribal people in the country. That is how the hon. Prime Minister is always working hard day and night for the upliftment of the status of the backward people in the country. I believe, that is why, he has been successful in lifting more than 25 crore poor people from the poverty line. So, this is a historical milestone and he has created this because of good governance, because of his honesty, because of his commitment and because of his rashtrabhakti. Sir, the hon. Prime Minister has rediscovered the unsung hero of our country, whose effort in shaping the destiny of our nation has been totally forgotten during the Congress regime. During our time, the nationwide celebration of Bhagwan Birsa Munda’s birth anniversary has started. Sir, unlike BJP, for Congress development is always measured against electoral arithmetic. Since the North-East gave a fewer seats in Parliament, the Congress used to cast aside aspiration of the northeastern region. As a result, since Independence, the people of the north-eastern region were compelled to fight for their identity, for their existence and for their survival. A struggle bond of indifference and apathy of successive Congress Governments who ruled the country for over six decades, enabled it. Sir, we all know that during the partition era, several top Congress leaders, most notably, Pandit Jawaharlal Nehru, initially accepted the Cabinet Mission Plan of 1946, which proposed grouping this region with east Bengal, which later became East Pakistan. Regarding the strong opposition of the people here, who feared losing their distinct identity, it was Mahatma Gandhi 02.02.2026 1065 who stood firm urging Gopinath Bordoloi to launch a Satyagraha to safeguard the interests of Assam. That episode left a deep wound in the hearts of our people which the successive Congress Governments did a little to heal. This neglect was felt most painfully during the 1962 India-China war, when our people stood exposed and abandoned. On November 20th, following the fall of Bomdila, Prime Minister Nehru addressed the nation over All India Radio, saying his heart went out to the people of Assam. This is how the Congress treated the people of Assam and this is the Congress who always looked for power and not for the people. So, that has always been there. This is the dirty design of Congress’ cruelty and that is how Congress put the entire most potential zone of the country under darkness. Our people received empathy but indifference, reinforcing the painful bullet that the North-East was left to pay for itself. In the mid-1950s, the people of Assam were compelled to launch a massive movement against Center’s indifference to their demand for an oil refinery. सर, म§ आपको बताऊं िक नॉथª ईÖट के लोगŌ को हर चीज के िलए आंदोलन करना पड़ता था । अपने हक के िलए, अपनी पहचान को िजंदा रखने के िलए, अपनी जमीन-जायदाद और अपने इितहास को सुरि±त करने के िलए सड़क पर आना पड़ता था । कांúेस ने अपने कायªकाल म¤ िवशेष łप से हमारे लोगŌ को कभी इंसाफ नहé िदया और हमारे लोगŌ को सड़क पर आंदोलन करने के िलए मजबूर िकया । उÆहŌने इंसाफ के िलए आंदोलन िकया । वे उनको इंसाफ तो दे नहé पाएं और उसके बदले गोिलयŌ के जåरये उÆहŌने कई लोगŌ कì हÂयाएं कé । कांúेस का जो काला इितहास है, नॉथª ईÖट के लोग और भारत के लोग उस इितहास को कभी भूल¤गे नहé । वे हमारे देशवािसयŌ और गरीब जनता के साथ कभी इंसाफ नहé करते । उनको िसफª सÂता चािहए और सÂता के जåरये देश 02.02.2026 1066 के खजाने को लूटने का उनका Öवभाव है । उÆहŌने 55 साल से अिधक राज िकया और उसके बावजूद देश को आगे नहé बढ़ा पाए । वे देश के िवकास के िलए कदम नहé उठाए पाएं । लेिकन परम आदरणीय ÿधान मंýी जी ने देश कì भिĉ भावना से सेवा कì है । परम आदरणीय मोदी जी वषª 2014 म¤ जब ÿधान मंýी बने तो उÆहŌने ÖपÕट łप से देशवािसयŌ को कहा िक म§ िसफª ÿधान मंýी के िहसाब से नहé, बिÐक ÿधान सेवक के łप म¤ देशवािसयŌ कì सेवा कłंगा । आज यह सािबत हòआ िक िपछले 11 साल से वे िनरंतर मेहनत कर रहे ह§ । उÆहŌने ईमानदारी से कठोर पåर®म िकया, सही नीितयŌ को अपनाया, सही पåरयोजनाओं को हाथ म¤ िलया और सेवा करने के िलए सही सुशासन ÓयवÖथा लागू कì । आज सब को इंसाफ िमले, सब को सामािजक Æयाय िमले, अथªÓयवÖथा मजबूत करने के िलए सब को सुनहरा मौका िमले । यही है मोदी जी का िदल देश के िलए और वे भिĉ भावना से देश सेवा करते ह§ । उसी को देशभ³त कहते ह§ । आज मोदी जी ने यह सािबत िकया है और उÆहŌने देश सेवा करने के िलए नई पीढ़ी को भी राÖता िदखाया है । आज मोदी जी के कुशल नेतृÂव ने देशवािसयŌ म¤ िवशेष łप से आÂमिवÔवास जगाया है और यह देश मोदी जी के नेतृÂव म¤ िनिIJत łप से िवकिसत भारत बनने जा रहा है । यह िनिIJत है और हर कायªøम िजस िहसाब से सफल हो रहा है, आप लोगŌ ने यह खुद देखा है । यहां कांúेस के जो भी माननीय सांसदगण बैठे हòए ह§, उनको भी महसूस होना चािहए । मोदी जी का जो कायªøम है, आप उस कायªøम के साथ जुड़ जाइये । … (Óयवधान) आपके मन म¤ जो घृणा है, नफरत है, आप नफरत से कभी भी अपने आपको बदल नहé सकते ह§ । आपको जनता कभी भी Öवीकार नहé करेगी, ³यŌिक आपका जो भी काला इितहास है, उस इितहास को जनता कभी भूलेगी नहé । सभापित महोदय, म§ आज इतना ही कहóंगा िक देश के हर वगª के िलए जो भी कदम उठाए गए ह§ या कायªøम कì घोषणा कì गई है, सुशासन ÓयवÖथा के जåरये हर कायªøम सही समय पर लागू होने कì वजह से सब को इंसाफ िमला है । चाहे िवīाथê हŌ, युवा हŌ, मिहलाएं हŌ, िकसान हŌ या मजदूर हŌ, आज सभी वगŎ को अपने जीवन को सजाने का मौका िमला है और उसकì वजह से 02.02.2026 1067 देश शिĉशाली हòआ है । आप िकसी भी से³टर को ले लीिजए । आप चाहे िडफ¤स से³टर को ले लीिजए, पेůोिलयम से³टर को ले लीिजए, चाहे िश±ा िवभाग ले लीिजए, चाहे खेल िवभाग ले लीिजए, हर से³टर म¤ िजस िहसाब से देश तर³कì करने लगा है, खासकर मोदी जी ने यह सािबत िकया है िक अगर कठोर पåर®म ईमानदारी से िकया जाए, सही नीयत हो तो िनिIJत łप से आपने जो लàय तय िकया है, उस लàय को आप हािसल कर सकते ह§ । आज हमारे देशवासी बड़े सौभाμयशाली ह§ । म§ भी अपने आपको बहòत सौभाμयशाली मानता हóं िक मुझे मोदी जी के नेतृÂव म¤ देश सेवा करने का मौका िमला है । पॉिलिट³स के िसलिसले म¤ पहले लोगŌ म¤ गलतफहमी थी िक पॉिलिट³स म¤ जो भी लोग आते ह§, वे वादा करते ह§ और वादा नहé िनभाते ह§ । लेिकन मोदी जी ने कहा िक म§ जो कहóंगा, उसको करके िदखाऊंगा । उÆहŌने उसे करके िदखाया है । आप लोगŌ को यह सीखना चािहए िक िसफª नफरत कì भावना फैलाने से कुछ नहé होगा । अगर आप देश से भिĉ करते ह§, तो आप हमारी िवकास याýा से जुड़ जाइये । … (Óयवधान) सभापित महोदय, मुझे पोटª िशिपंग वाटरवेज मंýालय के मंýी होने के नाते एक बात तो कहनी ही होगी िक इसी मंýालय को वषª 2014 तक कांúेस सरकार ने कभी भी माÆयता नहé दी । वह पोटª िशिपंग वाटरवेज म¤ बसी हòई शिĉ, संपदा और संभावना को पढ़ नहé पाई । अगर उÆहŌने इसको पढ़ िलया होता, उस पर अÅययन और अनुसंधान िकया होता, तो मुझे लगता है िक जैसे परम आदरणीय ÿधान मंýी जी के नेतृÂव म¤ हमने आज अलग-अलग कायªøमŌ कì रचना कì है, तो वह भी इस तरह के कायªøम ले पाते, िजससे देश का िवकास होता । लेिकन उÆहŌने इस िवभाग को कोई माÆयता नहé दी । िपछले 11 साल के अंदर जो ÓयवÖथा खड़ी कì गई है, चाहे वह सागरमाला ÿोúाम हो, मैरीटाइम इंिडया िवजन 2030 हो, मैरीटाइम अमृतकाल िवजन 2047 हो, इन सबको हम कैसे जमीनी हकìकत से जोड़¤ और देश कì िवकास याýा म¤ हम कैसे िवशेष łप से सहयोग कर¤, इसे हमारी सरकार ने दशाªया है । आज आपने खुद देखा है िक मैरीटाइम नेशन होने के नाते परम आदरणीय ÿधान मंýी जी ने यह लàय तय िकया है िक वषª 2047 तक भारत िवĵ का टॉप 02.02.2026 1068 फाइव िशप िबिÐडंग नेशन बनेगा । इसके िलए मैरीटाइम वीक म¤ जो भी आयोजन िकया गया था, इसके जåरए यह लàय तय िकया गया है िक अगले 25 वषª के अंदर इस से³टर म¤ 80 लाख करोड़ Łपये का िनवेश होगा । This is the powerful vision developed by our hon. He has created a history in more than 70 years of Indian Independence. But you had failed to do so. You had given a post of Prime Ministership to a person from Assam for 10 years. But during that time, you had totally failed to deliver goods to the people. But in return, the hon. Prime Minister, in the brief period of 11 years, has been able to get everything for the people -- biggest fertilizer plant, biggest refinery, biggest IIM, AIIMS hospital, industry, and all other kinds of support. Even he has given the highest respect to the cultural heritage of Assam and the Northeast. Highest respect! आप नॉथª ईÖट के गमछे को ले लीिजए । आपके नेता ने तो गमछा फ¤क िदया । आपको समझ म¤ नहé आया ।… (Óयवधान) आप सुन लीिजए । इितहास को Öमरण कìिजए । जब महाÂमा जी असम गए थे, तो गमछा देखकर उÆहŌने कहा था िक इस गमछे म¤ हमारी असम कì मिहला अपने सपने कì रचना करती है । आप इतने बड़े एक वľ को कभी भी पढ़ नहé पाए, सीख नहé पाए, ³यŌिक हमारी िवरासत के बारे म¤ आपको कुछ भी ´याल नहé है । 02.02.2026 1069 परम आदरणीय ÿधान मंýी जी ने कहा है - िवकास भी, िवरासत भी । हम¤ अपने इितहास को नहé भूलना चािहए । हम¤ अपने पुरखŌ को नहé भूलना चािहए, िजÆहŌने हजारŌ साल पहले देश के िलए मेहनत कì है, Âयाग िकया है, अगर आप उनको भूल गए तो आप कभी बेहतर भिवÕय का िनमाªण नहé कर सकते ह§ । आप भिवÕय को कभी भी बिढ़या से नहé सजा सकते ह§ । परम आदरणीय ÿधान मंýी जी ने कई कदम उठाए ह§ । डॉ³टर भूपेन हजाåरका िसफª हमारे देश के ही नहé, बिÐक दुिनया के एक बड़े कलाकार ह§ । अमेåरका हो, अĀìका हो, everywhere he is highly respected, लेिकन उÆहŌने कभी भी भूपेन दा को इºजत नहé दी । असिमया लोगŌ ने बार-बार कहा िक आप उनको भारत रÂन दीिजए, लेिकन कांúेस ने नहé सुना । परम आदरणीय ÿधान मंýी नरेÆþ मोदी जी ने आज िबना बोले, उÆहŌने खुद से कहा िक भूपेन दा को भारत रÂन देना सही है । यही बीजेपी सरकार कì देश के िलए सदभावना और इºजत है । असम हो या नॉथª ईÖट हो, वे देश के अिभÆन अंग ह§ । आज भारत को दुिनया म¤ मजबूत बनाने के िलए, भारत कì सुर±ा के िलए असम और नॉथª-ईÖट के जवानŌ ने कई बिलदान िदए ह§ । Öवतंýता संúाम म¤ भी असम का जो योगदान है, इसके बारे म¤ आप सभी को अÅययन करना चािहए, इितहास को Öमरण करना चािहए । यह ऐसा ÿांत है, िजस ÿांत को आप पहचान नहé पाए, लेिकन परम आदरणीय ÿधान मंýी जी ने कहा है, ये देश के अÕटल±मी ह§ । अगर असम, नॉथª-ईÖट का िवकास होगा, तो देश का िवकास होगा । अगर नॉथª-ईÖट आÂमिनभªर बनेगा तो देश आÂमिनभªर बनेगा । आज नॉथª-ईÖट कì पांच करोड़ जनता मोदी जी को अपना मानती है । मोदी जी ने अपने कठोर पåर®म और ईमानदारी से देश के िलए काम िकए ह§, इसिलए आज वे देश के िÿय नेता बन चुके ह§ । दुिनया म¤ भारत का नाम रोशन हòआ है । पहले िवकिसत देश राÕů के ÿधान से बड़ी इºजत से बात नहé करते थे, लेिकन आज आप िकसी भी मंच से बोिलए, अमेåरका हो, चाइना हो, जमªनी हो, in any part of the world, he is a highly respected leader in the world. He can bring a solution to any kind of global situation. So I believe, आने वाले िदनŌ म¤ हमारी नई पीढ़ी ने हमारे भारत को दुिनया का सबसे शिĉशाली िवकिसत देश बनाने के िलए मोदी जी के नेतृÂव म¤ जुड़ने का मन बनाया है । देश के हर नागåरक का िजस िहसाब से आज आÂमिवÔवास दोगुना हòआ है, तो मुझे लगता है िक वह िदन दूर नहé, जब भारत दुिनया का सबसे पावरफुल िवकिसत राÕů बनेगा और आÂमिनभªर देश बनेगा । आप देिखए िक पहले िशिपंग से³टर म¤ ³या होता था? िशिपंग से³टर म¤ अपने जहाज न होने कì वजह से हम¤ िवदेशŌ से जहाज लाने पड़ते थे और उनको हर साल छ: लाख करोड़ Łपए देने पड़ते थे । आप इससे अनुमान लगा लीिजए िक जब हम देश कì इतनी बड़ी रकम िवदेशी कंपिनयŌ को देते ह§, तो देश का िकतना नुकसान होता है? इन बातŌ को परम आदरणीय ÿधान मंýी जी ने गंभीरता से िलया और आज उÆहŌने ÖपÕट िकया है िक देश म¤ जहाज बन¤गे । हम दुिनया को ये बेच¤गे और हम ये नहé खरीद¤गे । उÆहŌने ऐसा एक शिĉशाली मन बनाया और बजट म¤ पॉिलसी एनाउंस कì गई है । आज यह ÖपÕट हो गया है । कल यह भी कहा गया है िक देश म¤ ही कंटेनसª बन¤गे । हम कंटेनसª नहé खरीद¤गे । हर से³टर म¤ चाहे िडफ¤स ÿोड³ट्स हŌ, मोबाइÐस हŌ, ÓहीकÐस हŌ, या अदर ÿोड³ट्स हŌ, in every sector, India is going to be self-reliant. यह ÖपÕट है । म§ चाहóंगा िक परम आदरणीय राÕůपित महोदया ने जो अिभभाषण यहां पेश िकया है, आप सभी को उसका Öवागत करना चािहए । हम सभी को िमलकर Öवागत करना चािहए ³यŌिक उÆहŌने जो अिभभाषण िदए ह§, उस अिभभाषण म¤ िवकास के िलए सब कुछ ÖपÕट हòआ है । देश का िवकास कैसे हòआ है, इसकì एक तÖवीर उÆहŌने पेश कì है । यह ÖपÕट है और आपको भी मान लेना चािहए, आप िवप± म¤ हो तो ³या हòआ, देश के िलए आपको भी ÿितबĦ होना चािहए । पता नहé आप ³यŌ नहé मानते है । म§ 02.02.2026 1071 एक बात कहóंगा, घृणा, कपट, अहं, दुÔमनी, भेदभाव, यह सब जहर है, इसको लेकर मत घूिमए, इसके बदले आप सकाराÂमक बिनए ।
