Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of all the cities proposed under the Smart Cities Mission (SCM) since 2015, State/UT-wise; (b) the number and total value of Smart City projects that are still incomplete or delayed as on October 2025, city-wise and the reasons for such delays; (c) the number of cities now considered Smart Cities under SCM along with the details of the parameters used for assessing whether the identified cities meet the prescribed standards; 11.12.2025 873 (d) whether the Government has conducted any comparative assessment to analyse the manner in which Smart Cities are performing on various indicators relative to non-Smart cities; (e) if so, the details of the socio-economic outcomes that have emerged from this transformation beyond infrastructure creation; and (f) the steps being taken by the Government to ensure that the pending projects in these cities are expedited? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a): Government of India launched the Smart Cities Mission (SCM) on 25th June, 2015. 100 cities under SCM were selected through a two-stage selection process. Out of the cities recommended in first stage by the respective State/UT governments for the second stage at National level, 100 cities were selected under the SCM in 4 rounds of selection that started from January 2016 to June 2018. Details of the 100 Smart Cities selected in various rounds of Challenge is at Statement-I. (b): Under SCM, a total 8064 projects amounting to ₹1,64,811 Cr were taken up since inception of the mission, out of which 7,741 worth ₹1,55,386 Cr have been completed. As reported by the States/ UTs on 01.12.2025, a total of 323 projects amounting to ₹9,425 Cr are ongoing. State/UT wise and City-wise details of ongoing projects under SCM is given at Statement-II. As reported by the States/UTs, the challenges encountered in implementing smart city projects include, inter-alia, legal issues, delay in 11.12.2025 874 obtaining clearances from different departments, land acquisition, construction in hilly areas, challenges in vendor and resource availability in small & medium cities, centralization of decision making in few cities, utilization of full capacity of Integrated Command and Control Centres (ICCCs), etc. (c): The objective of SCM was not the development of entire city but to follow an area-based development approach through retrofitting, redevelopment, greenfield development and a Pan-city initiative in which smart solutions are applied covering larger parts of the city, so as to create a replicable model. The cities under SCM are being developed based on Smart City Proposals (SCPs) received from States/UTs, across various sectors, viz., smart mobility, Water, Sanitation, Hygiene (WASH), smart governance, smart energy, environment etc., approved by High Powered Steering Committee (HPSC) chaired by the Chief Secretary. Sector-wise details of projects along with percentage of completion under SCM is given at Statement-III. (d) and (e): A mid-term evaluation study was undertaken by ‘Niti Aayog’ for ‘Evaluation of Centrally Sponsored Schemes in Urban Transformation Sector’. As part of the study, SCM was evaluated, and the report was published in February 2021. Recently, NITI Aayog has initiated a Third-Party Assessment of the Mission. (f): Post the financial closure of SCM on 31st March, 2025, Ministry of Housing and Urban Affairs (MoHUA) has issued Advisory No 27 dated 10th June, 2025 to all States/ UTs. The ongoing projects are in different stages of implementation. The Special Purpose Vehicles (SPVs) have been advised to ensure that all 11.12.2025 875 ongoing projects under SCM must be completed under their stipulated time period not later than December, 2025. SHRI KALIPADA SAREN KHERWAL: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the number of sanctioned posts, posts in position and vacancies including reserved posts across categories in the Ministry of Housing and Urban Affairs; (b) the details and the number of vacancies in the Ministry and its Departments, including reserved posts, since 2014, year and category-wise; and (c) the details and the number of contractual employees hired since 2014, year and category-wise? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) and (b): The Ministry of Housing and Urban Affairs (MoHUA) is manned by officers/officials belonging to All India, other Organized and General Civil Services etc. The postings, transfers and promotion orders issued by the respective Cadre Controlling Authorities, from time to time, are implemented by this Ministry. At present, in this Ministry, 1068 posts are filled up, against the sanctioned strength of 1325. As regards vacancies and hiring of employees since 2014, it is informed that occurrence and filling up of vacancies is a continuous process. The vacancies reported by this Ministry to the respective Cadre Controlling 11.12.2025 881 Authorities, are filled up by them, in compliance with the Reservation norms/guidelines of Government of India. However, the vacancies that arise in the cadre of Central Public Health and Environmental Engineering Organization (CPHEEO) and Multi-Tasking Staff (MTS) are maintained by this Ministry as these posts are directly filled up by MoHUA, through Union Public Service Commission (UPSC) and Staff Selection Commission (SSC), respectively. In CPHEEO, the sanctioned strength is of 17 officers/staff against which 12 officers/staff are in position. As regards the post of MTSs in MoHUA, 64 MTSs are in position against the sanctioned strength of 81. The details of vacancies reported since 2014 in CPHEEO and in the post of MTSs in MoHUA, are given in Statement. SHRI YUSUF PATHAN: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details and the number of houses sanctioned and completed under Pradhan Mantri Awas Yojana - Urban (PMAY-U) since its inception, year and component-wise; (b) the details and the total number of houses completed under PMAY-U which are currently occupied by beneficiaries since its inception, year and component- wise; and (c) the details and the number of houses completed under PMAY-U which remain unoccupied by beneficiaries since its inception, year and component- wise along with the reasons therefor? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) to (c): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country. The scheme is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). 11.12.2025 885 The year and component-wise details of houses sanctioned, completed and occupied by the beneficiaries under PMAY-U since its inception is at Statement. The scheme period, which was earlier up to 31.03.2022, has further been extended up to 31.12.2025 to complete sanctioned houses without changing the funding pattern and implementation methodology. The occupancy of AHP/ISSR houses is an important concern raised with States/Union Territories (UTs) during review meetings. The reasons of unoccupancy include incomplete basic infrastructure such as water, roads and electricity, migration or unwillingness to relocate from existing livelihoods and social networks, financial constraints in contributing beneficiary share, delays in documentation and allotment by implementing agencies. The Ministry conducts regular review meetings with States/UTs to complete the remaining houses and ensure occupancy within the stipulated timeframe. The States/UTs have been advised to improve occupancy of houses under AHP/ISSR verticals of PMAY-U by providing civic infrastructure and ensuring allotment to beneficiaries on priority. Further, based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), 11.12.2025 886 Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). SHRI NAVEEN JINDAL: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the total number of units in General Pool Residential Accommodation (GPRA) - Delhi pool, locality and type-wise till date along with the number of such units, type-wise as on 30th June, 2014; 11.12.2025 890 (b) whether the Government is contemplating further capacity augmentation of GPRA-Delhi pool and if so, the details thereof, locality and type-wise along with the cost estimates and date(s) of completion; and (c) the expected number of units, locality and type-wise in GPRA-Delhi pool once the proposed augmentation is completed? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) to (c): The government is not maintaining any Delhi pool under General Pool Residential Accommodation (GPRA). However, the housing stock is added to GPRA on time-to-time basis. During last 10 years 8753 new housing stock of different types were added to GPRA in Delhi. DETERMINATION OF METRO RAIL FARES 2059. SHRI P. C. MOHAN: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of the process and authority responsible for deciding metro rail fares in various cities including the criteria or parameters considered; (b) whether the Metro Rail Fare Fixation Committee periodically reviews and recommends fare changes and if so, the details thereof along with the time intervals for conducting such reviews; (c) the manner in which revenues and profits from metro operations, advertisements and commercial spaces are shared between the Union Government, State Governments and Metro Corporations ; and 11.12.2025 891 (d) the details of fare revision and revenue-sharing models adopted by Bengaluru Metro Rail Corporation Limited (BMRCL); and (e) whether any changes are under consideration to improve financial sustainability and affordability for commuters and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) and (b): The Fare Fixation is governed by extent provisions of the Metro Railways (Operation & Maintenance) Act, 2002. Fare Fixation Committee, comprising of a chairman and two other members, is formed by Central Government on receiving a request from concerned State Government. (c) and (d): The revenue from metro operations, advertisements and commercial spaces are utilized for meeting operational expenses and loan repayments. Based on profit and loss account of the company, profit is to be shared equally with Central and State Government only when there is Profit After Tax (PAT) after deducting all permissible capital, operational costs and admissible depreciation from the gross accruals from fare and non-fare box revenue. The details of revised fare are enclosed as Statement. HOUSING INITIATIVES FOR INTERNALLY DISPLACED PERSONS IN MANIPUR 2060. DR. ANGOMCHA BIMOL AKOIJAM: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: 11.12.2025 893 (a) whether the Government has undertaken any housing initiatives for Internally Displaced Persons (IDPs) in Manipur in light of the ongoing crisis and if so, the details thereof; (b) the number of houses constructed for IDPs in Manipur till date along with the timeline fixed to complete the construction; (c) the details of the number of houses constructed including the names of locations or relief sites where the construction has been carried out in Manipur, district-wise; and (d) the details of the total funds allocated and utilised for the construction of houses for IDPs in Manipur, district and scheme-wise? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) to (d): ‘Land’ and ‘Colonization’ are State subjects. Therefore, schemes related to housing for their citizens are implemented by States/Union Territories (UTs). However, the Ministry of Housing and Urban Affairs (MoHUA) supplements the efforts of States/UTs by providing Central assistance under Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 to provide pucca houses with basic civic amenities to eligible urban households across the country, including Manipur. Based on the learning from the experience of 9 years implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for 1 crore additional eligible beneficiaries for implementation in urban areas across the country. 11.12.2025 894 PMAY-U & PMAY-U 2.0 are demand driven schemes. Under the schemes, States/UTs conduct demand survey in their respective jurisdiction and validate the beneficiaries to ascertain eligibility. In order to ensure that the scheme effectively addresses the housing needs of urban poor, a Unified Web-portal has been developed by the Ministry under PMAY-U 2.0. Eligible citizens are also allowed to apply through Unified Web Portal and register their demand. States/UTs/Urban Local Bodies (ULBs) validate the beneficiaries as per the eligibility criteria of the scheme guidelines and selection/ scrutiny of beneficiary list is done at multiple levels in the States/UTs. After fulfilling the procedures laid down in the Scheme Guidelines, the houses are approved by State Level Sanctioning and Monitoring Committee (SLSMC) headed by the Chief Secretary of States /UTs and forwarded to Central Sanctioning and Monitoring Committee (CSMC) for consideration of release of Central Assistance. State/ UT Governments can include Internally Displaced Persons (IDP) as beneficiaries under the scheme provided they are otherwise eligible as per the criteria prescribed in the Scheme guidelines. Based on the proposals received by the State of Manipur, a total of 56,045 houses (including 3,526 under PMAY-U 2.0) have been sanctioned by the Ministry in the State under PMAY-U & PMAY-U 2.0 involving Central assistance of ₹867.95 Cr. Out of total sanctioned houses 49,846 have been grounded for construction and 20,591 have been completed/delivered to the beneficiaries as on 24.11.2025. Central assistance of ₹582.36 cr. has been released to the State so far, of which ₹468.53 cr. has been utilised by the State. 11.12.2025 895 BENEFICIARIES UNDER CRGFTLIH 2061.
