Will the Minister of RAILWAYS be pleased to state: (a) whether Comptroller and Auditor General of India Report No. 24 of 2025 has flagged outdated, incomplete or non-renewed private siding agreements leading to ambiguity in levy, recovery and enforcement of charges and if so, the details thereof; (b) the details of the number of such deficient or expired agreements in the Maharashtra railway network including freight-linked sidings in divisions covering Solapur, Nandurbar, Bhandara, Sangli and Dhule, zone and division-wise; (c) whether Railways failed to revise agreements in accordance with updated policies, traffic volumes or revised rate structures and if so, the details and the reasons therefor; and (d) the details of the time-bound plan to standardise/renew agreements, fix responsibility for lapses and recover arrears identified by audit with officer-wise accountability? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (d): In the Comptroller and Auditor General of India’s Report No. 24 of 2025, certain issues related to recovery of dues and execution of agreements 25.03.2026 660 of private sidings have been highlighted, with recommendation for system improvement in the area. Zonal Railways have been advised to take pro-active steps to streamline the process of execution of private siding agreements as per existing policy guidelines. Corrective measures such as development of an integrated IT application for timely levy and recovery of all due charges, improving coordination among different departments responsible for timely recovery of various siding-related charges, and strengthening internal control mechanism etc, are also being taken. A time-bound recovery plan is implemented to address the outstanding dues identified by audit. This includes enforcing Land License Agreements and raising pending bills within stipulated timelines. As part of this ongoing process, a portion of the outstanding amount has already been recovered and efforts are being made to recover balance dues. The Ministry has introduced the IR-LSPS portal to facilitate a more standardized, transparent, and time-bound mechanism for monitoring dues and tracking agreement renewals. Recovery of audit-identified arrears is being pursued in accordance with extant rules. The system is intended to support improved monitoring and compliance. Further, Railway has introduced the Gati Shakti Multi-Modal Cargo Terminal (GCT) Policy to streamline and standardize cargo terminal operations. All new private terminals are governed by the GCT framework, 25.03.2026 661 under which, execution of an agreement prior to the commencement of operations and before issuance of commercial notification is mandatory. This policy offers key benefits such as simplified approvals, no departmental charges, waiver of land license fees for connectivity, and defined responsibility of Railways for major infrastructure and common-user facilities, along with incentives like freight rebates. It also offers existing private sidings to migrate to GCT terminal by signing a supplementary agreement. The provisions of GCT policy ensure clarity and uniformity in contractual arrangements and abate ambiguity in levy and recovery of charges. So far, 128 GCTs have been commissioned, and further in-principle approvals (IPAs) for 292 more locations have been given. 3RD PAY REVISION FOR BSNL EMPLOYEES 5410. SHRI RAVINDRA VASANTRAO CHAVAN: Will the Minister of COMMUNICATIONS be pleased to state: (a) whether 3rd Pay Revision (3rd PRC) for BSNL employees (executives and non‑executives) is still pending from 01.01.2017 and if so, the details thereof along with the reasons for non‑implementation; (b) whether the Government has examined the possibility of waiving or relaxing the affordability clause of Department of Public Enterprises (DPE) guidelines in the specific case of BSNL in view of its strategic/national 25.03.2026 662 importance and if so, the details and present status; (c) the estimated annual financial burden on BSNL for implementing 3rd PRC at 15% / 10% / 5% fitment for all eligible employees and manner in which this compares with BSNL’s current financial turnaround and revival packages already approved by the Government; and (d) whether the Government proposes to implement 3rd PRC for BSNL employees before a specified date (for example, before 31.03.2026) and if so, the likely timeline and if not, the reasons for delay? CHANDRA SEKHAR PEMMASANI): (a) to (d): As per extant guidelines of Department of Public Enterprises (DPE) vide DPE Office Memorandum (OM) dated 03.08.2017, the revised pay scales would be implemented subject to the condition that the additional financial impact in the year of implementing the revised pay-package for the Board level executive, below Board level executive and Non-Unionized Supervisors should not be more than 20% of the average Profit-Before Tax (PBT) of the last three financial years preceding the year of implementation. The 3rd pay revision has not been implemented in BSNL as it does not meet the criteria under affordability clauses of Department of Public Enterprises (DPE) guidelines. 25.03.2026 663 NANDURBAR-TALODA-AKKALKUWA-UMARPADA-DEDIYAPADA NEW RAILWAY LINE 5411. ADV. GOWAAL KAGADA PADAVI: Will the Minister of RAILWAYS be pleased to state: (a) whether the Government has examined a proposal for a new railway line connecting Nandurbar – Taloda – Akkalkuwa – Umarpada -Dediyapada and linking it with the Bharuch line in Gujarat to enhance inter-state connectivity and if so, the details thereof; (b) the current status of new surveys, new route feasibility and consultations with the Governments of Maharashtra and Gujarat for new projects; (c) the details of the estimated cost, traffic potential and economic viability of the corridor between two States; (d) the current status of the projects in terms of passenger mobility, freight transport and socio-economic development of tribal regions; and (e) the proposed timeline for approval, funding and execution of the project? To connect Umarpada to Bharuch and Udhna, Kosamba-Umarpada Gauge Conversion project (70 Km) has been taken up. Project is declared as “Special Railway Project” and CALA is nominated for 25.03.2026 664 land acquisition. Land acquisition has been taken up. To provide additional connectivity in the region, feasibility study for Umarpada-Akkalkuva-Nandurbar new line (96 Km) was carried out. However, the project has low traffic projections. To further improve connectivity in the region, following additional works/surveys have been taken up:- Name of works/surveys Length (Km) Status Udhna (Surat)-Nandurbar 3rd & 4th line 156 Detailed Project Report has been prepared. After preparation of DPR, sanctioning of project requires consultation with various stake-holders including State Governments and necessary approvals viz. appraisal of NITI Aayog, Ministry of Finance etc. As sanctioning of projects is a continuous and dynamic process, exact timelines depend upon appraisals and approvals by various stakeholders. 25.03.2026 665 MAHARASHTRA: Railway Budget: Budget allocation during the last five years has increased significantly. Entire land (1389.5 Ha.) for MAHSR project has been acquired. All Statutory Clearances have been obtained. All 1651 utilities have been shifted. The delay in land acquisition in the State of Maharashtra has impacted the project till 2021. The land acquisition picked up in 2022 in Maharashtra. Dedicated Freight Corridor: Ministry of Railways (MoR) has taken up construction of two Dedicated Freight Corridors (DFC) viz. Eastern Dedicated Freight Corridor (EDFC) from Ludhiana to Sonnagar (1,337 Km) and the Western Dedicated Freight Corridor (WDFC) from Jawaharlal Nehru Port Terminal (JNPT) to Dadri (1,506 Km). The work on EDFC has been completed and commissioned. In WDFC, 1,404 RKm out of total 1,506 RKm has been completed and commissioned. The balance work on WDFC from Vaitarna-JNPT section (102 Rkm) has been taken up. The Western Dedicated Freight Corridor (WDFC) consisting of 565 Km route in the State of Gujarat is already operational. Western DFC also passes through Maharashtra. About 178 route Km of western DFC is situated in Maharashtra. 76 Km of this project from New Gholvad to New Vaitarna in Maharashtra has already been commissioned. Balance works have been taken up. Connectivity of WDFC to JNPT will boost the capacity to handle cargo and container traffic from port to Delhi NCR. GUJARAT: Railway Budget: Budget allocation in the recent years has increased significantly. ASSESSMENT OF INDUSTRIAL LAND IN THE NORTH-EASTERN REGION 5412. DR. KAKOLI GHOSH DASTIDAR: Will the Minister of DEVELOPMENT OF NORTH EASTERN REGION be pleased to state: (a) whether the Government has undertaken any assessment of industrial land availability across North-Eastern (NER) States; 25.03.2026 678 (b) if so, the details thereof including the total area of land earmarked for industrial use along with the extent of land that is fully developed and investment-ready; (c) whether such data is maintained in any centralised or Geographic Information System (GIS)-linked portal accessible to potential investors and if so, the details thereof; and (d) whether the Ministry is coordinating with State Governments to streamline identification, mapping and readiness of such land and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF EDUCATION; AND MINISTER OF STATE IN THE MINISTRY OF DEVELOPMENT OF NORTH EASTERN REGION (DR. SUKANTA MAJUMDAR): (a) to (d): The primary responsibility of developing the industrial sector rests with State Governments. States adopt different policy measures to promote industrial development. Government of India supplements their efforts through various schemes to promote industrialization in the country, including the North Eastern Region (NER). Department for Promotion of Industry and Internal Trade (DPIIT) has developed a National level land bank by integrating State Industrial Geographic Information System (GIS) with India Industrial Land Bank (IILB) [https://indiaindustriallandbank.gov.in/login1] which provides a GIS enabled data base of industrial areas including clusters, parks, nodes, zones, etc. across the country to help investors to identify their preferred location for 25.03.2026 679 investment.
