Speaker, Sir, I rise today to express my whole-hearted support for the Health Security Se National Security Cess Bill, 2025. This Bill proposes a cess on the production of pan masala and other notified goods, either based on the machine capacity or manual production. Its purpose is clear – to decrease production of harmful products and safeguard public health. Sir, tobacco and related products remain among the leading cause of preventable deaths in India, accounting for an estimated 1.35 million deaths every year. By reducing consumption, this Bill is not merely a physical measure, it is a vital public health intervention. The revenue generated will be used for two crucial areas, that is health security and national security. On national security, under the visionary leadership of our hon. Prime Minister, Shri Narendra Modi ji, India has made remarkable progress from strenghthening borders to ensuring citizen safety at home and abroad. Sir, I would like to thank the Government for the prompt and compassionate action in ensuring the safe repatriation of fishermen from my constituency, Kakinada, who had inadvertently drifted into Sri Lankan waters. Their safe return along with their boats reflects the Government’s commitment 04.12.2025 1260 to protecting the dignity and safety of every Indian citizen. The Government has consistently demonstrated strategic clarity and effective execution, whether through the large-scale defence operations like Operation Sindoor, or swift rescue of citizens. Sir, India’s defence capabilities have grown tremendously over the past decade. Defence expenditure increased from Rs. 2.53 lakh crore in 2013-14 to Rs. 6.8 lakh crore in 2025-26. Defence production has tripled up from Rs. 1.5 lakh crore in 2024-25. Defence exports have now reached 100 countries, including the US, France and Armenia. But, Sir, a secured nation is also a healthy nation, India’s health sector has undergone unprecedented expansion. Ayushman Bharat, PMJAY has provided health protection to 55 crore people, enabling treatments worth Rs. 1.19 lakh crore. The Ayushman Bharat Digital Mission ABDM has linked 55 crore health records to 78 crore ABHAs. Under PM-ABHIM, over 28,000 health and wellness centres have been strengthened nation wide. The National Health Mission Budget has risen 70 per cent reaching Rs. 37,226 crore in 2025-26. Sir, these achievements reflect a decade of visionary and compassionate governance. However, I wish to make a humble submission regarding the cess revenue. Health is a State subject and implementation of health initiatives ultimately depends upon the States. I, therefore, urge the Government to explore a mechanism to share a portion of cess revenue with the States. This will ensure the National Health Mission schemes and infrastructure reforms are 04.12.2025 1261 implemented effectively accross all regions. Stronger States will make more of a stronger India. I am sharing, revenue will deepen the impact of this progressive Bill. In conclusion, Sir, the Health Security Se National Security Cess Bill, 2025 is timely, responsible, and forward looking. It will reduce consumption of harmful products, safeguard public health, strengthen the national security and mobilise critical resources for the nation’s future. I fully support the Bill and urge the Government to ensure that its benefit reaches every citizen across India.
