Statement
Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) whether the Government has defined measurable outcomes for distributed renewable energy interventions such as rooftop solar installations, pump- solarisation, community systems covering both installation and operational reliability and if so, the details thereof and if not, the reasons therefor; (b) the details of the measures adopted to support operations, maintenance and performance monitoring of these distributed systems including in remote or underserved areas; (c) the details of the steps taken to ensure integration of storage, net-metering and grid-interaction for optimal utilisation of distributed systems; (d) the details of the measures introduced to ensure equitable access across rural, tribal and urban regions in deployment of these systems; and (e) whether any assessment framework exists to evaluate long-term user satisfaction, system performance and return on investment and if so, the details thereof and if not, the reasons therefor? THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a) and (b)The Ministry of New & Renewable Energy (MNRE) is implementing various schemes/ programmes to promote decentralised renewable energy in the country. The details of these schemes/ programmes including outcomes, and provisions for operations & maintenance and monitoring, are given in the 03.12.2025 589 enclosed Statement. (c) The schemes and programme of the MNRE supporting distributed system have adequate provisions for optimal utilisation of these systems. Such major provisions are given below: i. Rooftop solar (RTS) systems being installed in the residential sector under PM Surya Ghar Muft Bijli Yojana (PMSG: MBY) PMSG: MBY are grid connected systems with Net metering mechanism as per prevailing regulations of the respective State/UT. ii. The Operational Guidelines for implementation of PMSG: MBY covers installation of rooftop solar including with additional technology components such as small wind hybrids, battery storage, solar tracker systems, etc. iii. Decentralized solar plants and solar pumps under Component A & C of Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyaan (PM KUSUM) are grid connected. iv. Option for installing Universal Solar Pump Controller (USPC) is given for standalone solar pumps installed in off-grid areas under Component-B of the PM KUSUM. With USPC the solar power generated can be utilised for other applications during the period when solar pump is not being used for irrigation purposes. v. The standalone solar pumps installed in off-grid areas under Component- B of the PM KUSUM, may be connected to grid, if the grid is available in that area in future. 03.12.2025 590 (d) The schemes and programme of the MNRE supporting distributed system are mainly demand driven and are being implemented in open and transparent manner where eligible beneficiary can avail benefit through an easy and user- friendly process. Also, widespread publicity of these schemes and programmes are undertaken across the country including rural, tribal and urban areas to ensure eligible beneficiary are informed about the benefits of the scheme. (e) The MNRE has specified minimum technical specifications and standards including system performance requirements of the distributed systems being supported under schemes and programme of the Ministry. Regular monitoring and evaluation are carried out during implementation, and based on the feedback received, corrective actions are taken in the form of amending guidelines, quality control orders, and updation of specifications. 03.12.2025 591 STATEMENT Details of schemes/ programmes to promote decentralised renewable energy Scheme/Program me Major Outcomes Provisions on operations & maintenance and monitoring a) PM-Surya Ghar Muft Bijli Yojana (PMSG: MBY) To achieve rooftop solar installations in One Crore households in the residential sector by 2026-27 with support of Central Financial Assistance (CFA) from Central Government. Installation of 30 GW of solar capacity through rooftop solar by 2026-27 To develop a Model Solar Village in each district of the country, with assistance of Rs 1 crore per Model Solar Village. To support solarisation of government buildings with installation of rooftop solar on priority basis. Under the PM-SGMBY, there is provision of Comprehensive Maintenance Contract (CMC) of the rooftop solar (RTS) plants installed by the registered vendors for a period of five years from the date of commissioning. The consumer is provided with the warranties given by the respective OEMs on the system components. In all cases, the vendors are bound to adhere to the minimum technical specifications provided in the scheme in their installations. Further, all installed systems undergo inspections by the DISCOMs to ensure compliance with scheme guidelines before the release of CFA. Vendors register with the DISCOMs/ REC (the NPIA) are required to submit Bank Guarantee (BG) depending upon the category of vendor 03.12.2025 592 Scheme/Program me Major Outcomes Provisions on operations & maintenance and monitoring i.e. National/ Multi State/ State level. DISCOMs/REC can take action against vendors in case of non-compliance of scheme guidelines including forfeiture of BG, deregistering, and blacklisting, etc. Third Party Assessment: Independent third- party assessment of RTS installations of at least 1% of installed systems on a pan-India being carried out to ensure quality of installed panel and other system components. b) Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyaan (PM KUSUM) PM-KUSUM Scheme to enable the installation of standalone solar pumps, solarization of existing grid-connected agriculture pumps, and installation of solar power plants on farmer’s land. The scheme has three Components: (i.) Component ‘A’: Setting up of 10,000 MW of Decentralized Ground/ Stilt Mounted Grid Connected Solar or other Renewable Energy based Power Plants by the farmers on their land; (ii) Component ‘B’: Installation of 14 lakh The PM KUSUM scheme guidelines allow for the capacity building, compliance of Operation and Maintenance (O&M) and training of locals by the empanelled vendors, to the States. The scheme also mandates vendors to provide Annual Maintenance Contracts for five years from the date of installation, provide real-time monitoring, helpline support, and district level service centres for the redressal mechanism. 03.12.2025 593 Scheme/Program me Major Outcomes Provisions on operations & maintenance and monitoring standalone off-grid solar agriculture pumps; and (iii) Component ‘C’: Solarization of 35 lakh existing grid-connected agriculture pumps including Feeder Level Solarization (FLS). c) Biogas Programme Biogas Programme for installation of 93,500 no of small and medium sized biogas plants for individual households, dairy, poultry and agro based industries, which provides clean cooking fuel, fermented organic manure (FOM) and for meeting decentralized power and thermal energy requirements. The scheme mandates a five-year free O&M warranty for all biogas plants by the manufactures/biogas developers, The PIA and the inspection agencies perform the physical inspection of the along with geo- tagging, and regular reporting to ensure functionality. Medium-size plants must meet defined performance benchmarks with more than 80% of rated biogas production capacity for a period of 8 days, and more than 70% of power generation data for a period of over 3 months, including third-party inspection prior to CFA release. d) New Solar Power Scheme (for Tribal New Solar Power Scheme is applicable where electricity supply through grid is not techno- Under the scheme, there is a provision for comprehensive maintenance services for 5 03.12.2025 594 Scheme/Program me Major Outcomes Provisions on operations & maintenance and monitoring and PVTG Habitations/Villages) under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) and Dharti Aabha Janjatiya Gram Utkarsh Abhiyan (DA JGUA) economically feasible. Major components of the scheme are as follows: - Provision of 0.3 kW Solar off-grid system for 1 lakh Tribal and PVTG HHs Solar street lighting and provision of lighting in 1500 MPCs of PVTG areas (under PM JANMAN component only) Solarisation of 2000 public institutions through off-grid solar systems (under DA JGUA component only) years. Further, the scheme also mandates the provision of Remote Monitoring System (RMS) to ensure proper functioning and maintenance. 03.12.2025 595 LOANS TO SUGAR MILLS UNDER SDF 611. SHRI RAJESHBHAI NARANBHAI CHUDASAMA: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a) whether there is a scheme to provide financial assistance and loans to sugar mills under Sugar Development Fund (SDF); (b) if so, the number of sugar mills given financial assistance along with the amount provided, mill-wise; (c) the present status of the SDF scheme; (d) the amount of cess collected from sugar mills along with the actual amount utilised; and (e) the details of the amount left unused along with the fate of balance amount under SDF scheme? THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA): (a) to (c) Under Sugar Development Fund Act, 1982, loans were given to sugar mills, inter-alia, for Modernisation Cum Expansion of sugar mill, Cane Development, Bagasse-Based Cogeneration power projects, production of Anhydrous Alcohol or Ethanol/Zero Liquid Discharge (ZLD) plant. The scheme for providing financial assistance to the sugar mills has been closed with effect from 21.09.2021. However, the SDF loan cases where Administrative Approval had already been issued before closure were considered in the Department. At present, no Administrative Approval is pending for loan disbursement. (d) and (e) A sugar cess amounting to ₹12,834 crore was collected upto 30.06.2017 (cess was abolished by Central Government on introduction of Central Goods and Services Act, 2017). Out of this, till 31.03.2018, an amount of ₹10,196 crore was transferred to the Sugar Development Fund and was utilised for implementation of various schemes under SDF Act, 1982 and SDF Rules, 1983. The balance in cess account was transferred to the Consolidated Fund of India. SHRI ESWARASAMY K.: Will the Minister of RAILWAYS be pleased to state: (a) whether the Government has received representations regarding the transfer of Kinathukkadavu and Pollachi railway stations from Palakkad Division to Salem Division and if so, the details thereof and if not, the action taken thereon; (b) whether the Government is aware that the present divisional arrangement causes delay in infrastructure upgrades and passenger facilities and if so, the details thereof; (c) whether the Union Government has conducted any feasibility study/consultation with the State Government of Tamil Nadu on the said demand; (d) if so, the details thereof and if not, the reasons therefor; and (e) the details of steps being taken to ensure equitable development for passengers in Coimbatore and Pollachi regions? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (e) Proposals/requests/suggestions/representations, both formal and informal 03.12.2025 601 inter-alia for zonal/divisional jurisdiction changes across Indian Railways are received from Members of Parliament, elected representatives, organizations/rail users etc. at various levels including Railway Board, Zonal Railways, Division Office etc. As receipt of such proposals/complaints/suggestions is a continuous and dynamic process, centralized compendium of such requests is not maintained. However, these are examined and action as found feasible and justified is taken from time to time. Vast rail-network of Indian Railways(IR) has been divided into zones and divisions. The territorial jurisdiction of a railway zone/division is not based on state/district boundaries and the governing parameters for the same are operational/administrative requirements consistent with the needs of economy and efficiency. Palakkad division is currently serving the needs of lines within its jurisdiction, including Kinattukkadavu and Pollachi. The present arrangement is working satisfactorily and the proposal for transfer of Kinattukkadavu and Pollachi railway stations to Salem division, when examined in the light of above, has not been considered feasible at this stage. Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes: • Improvement of access to station and circulating areas • Integration of station with both sides of city 03.12.2025 602 • Improvement of station building • Improvement of waiting halls, toilets, sitting arrangement, water booths • Provision of wider foot over bridge/air concourse commensurate with passenger traffic • Provision of lift/escalators/ramp • Improvement /Provision of platform surface and cover over platforms • Provision of kiosks for local products through schemes like ‘One Station One Product’ • Parking areas, Multimodal integration • Amenities for divyangjans • Better passenger information systems • Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station. The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1337 stations have been identified for development under Amrit Bharat Station Scheme, out of which 77 stations including Pollachi Junction, Coimbatore Junction, Coimbatore North and Podanur Junction stations, are located in the state of Tamil Nadu. Development works at railway stations under Amrit Bharat Station Scheme in the state of Tamil Nadu have been taken up at a good pace. Till now, works of 9 stations (Chidambaram, Kulitturai, Mannargudi, Polur, Samalpatti, Srirangam, St.Thomas Mount, Tiruvannamalai and Vriddhachalam Jn.) in the state of Tamil Nadu have been completed under this scheme. The works at other stations have 03.12.2025 604 also been taken up at good pace and progress of some of the stations is as given below: • Pollachi Junction station: The works of new station building, platform shelter, waiting hall, toilet, improvement to booking office, air-conditioned waiting room, circulating area, parking area, VIP lounge and Divyangjan facilities have been completed. The finishing works have been taken up. • Coimbatore North station: The works of new waiting hall, platform shelter, lifts and parking area have been completed. The works of improvement of station building, circulating area, second entry booking office and landscaping have been taken up. • Podanur Junction station: The works of improvement of waiting hall, circulating area, parking area, new reserved lounge, booking office and lifts have been completed. The works of improvement of station building, platform surfacing, platform shelter, widening of platform no.1, lifts and 6 m Foot Over Bridge have been taken up. • Coimbatore Junction station is under master planning. Master Planning is an iterative process requiring optimization and the time frame and other details for such optimization cannot be indicated at this stage. Further, development / redevelopment / upgradation / modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. The project involves acquisition of 376.64 Ha private land, alienation of 58.87 Ha govt. land and diversion of 351.68 Ha forest land. The project has been notified as a ‘Special Railway Project’ for land acquisition. Competent Authority for Land Acquisition (CALA) has been appointed and Land acquisition has been taken up. Nabarangpur-Jeypore (41 Km) new line project has been sanctioned on cost sharing basis at a cost of ₹ 748 Cr. The project involves acquisition of 291.87 Ha private land, alienation of 33.59 Ha govt. land and diversion of 13.47 Ha forest land. Land acquisition has been taken up by State Government as land for this project is to be provided by Govt. of Odisha. So far, out of total 338.94 Ha required land, 12.41 Ha land has been acquired. Work has been taken up on Bridge over River Indravathi. Jeypore-Malkangiri (130 Km) new line project has been sanctioned on cost sharing basis at a cost of ₹ 2,344 Cr. The project involves acquisition of 505.43 Ha private land, alienation of 169.68 Ha govt. land and diversion of 452.71 Ha forest land. Land acquisition has been taken up. So far, out of total 1,127.82 Ha required land, 167.39 Ha land has been acquired. The work of new line between Malkangiri – Pandurangapuram via 03.12.2025 609 Bhadrachalam station (174 Km) has been sanctioned at a cost of ₹ 3,592 Cr. The project involves acquisition of 403.23 Ha private land, alienation of 77.76 Ha govt. land and diversion of 320.25 Ha forest land. The project has been notified as a ‘Special Railway Project’ for land acquisition. Competent Authority for Land Acquisition (CALA) has been appointed and Land acquisition has been taken up. ODISHA Budget allocation in the recent years has increased significantly. (c) and (d) NITI Aayog has issued guidelines titled ‘Guidelines for earmarking of funds for Development Action Plan for SCs and STs (DAPSC & DAPST)’ in 2017. As per these guidelines, 41 Central Government Ministries/Departments are obligated to earmark funds under the relevant scheme, and such fund allocation is based on the scheme-specific budget rather than the total budget of the Ministry/Department. The guidelines also provide that the Nodal Ministries, namely, Ministry of Social Justice and Empowerment and Ministry of Tribal Affairs, are responsible for the monitoring and implementation of the DAPSC & DAPST. NITI Aayog is a member of various committees constituted for such purposes. PROF. SOUGATA RAY: Will the Minister of MINES be pleased to state: (a) whether the Government has taken any steps to rationalise the royalty rates of critical minerals to reduce import dependence; (b) if so, the details of new royalty rates of various critical minerals; (c) the details of ratio of royalties among the Union and States of such minerals; (d) whether the new rationalised rates will help to promote the auction of mineral blocks of critical minerals like caesium, rubidium and zirconium; and (e) if so, the details thereof? THE MINISTER OF COAL; AND MINISTER OF MINES (SHRI G. KISHAN REDDY): (a) and (b) Yes. The Central Government has rationalized rates of royalty of critical minerals. Details of royalty rates of critical minerals rationalized since 2022 are given in the enclosed Statement. (c) The entire royalty from mining activities accrues to the respective State Government. (d) and (e) Yes, Sir. The rationalization of royalty rates of critical minerals will promote their auction. Till date, the Central Government has successfully auctioned 34 mineral blocks of critical and strategic minerals. Further, the Central Government has launched the sixth tranche of auction of critical and strategic minerals on 16.09.2025 for 23 mineral blocks including blocks of minerals Rubidium and Zirconium. 03.12.2025 619 STATEMENT Details of royalty rates of critical minerals rationalized since 2022 Sl. Gallium: (i) Primary (ii) By-product Four per cent. of the average sale price of Gallium metal chargeable on the Gallium metal contained in the ore produced. Indium Two per cent. of the average sale price of Indium metal chargeable on the Indium metal contained in the ore produced. 6. Tantalum (produced from ores other than Columbite- tantalite): (i) Primary (ii) By-product Four per cent. of the average sale price of Tantalum metal chargeable on the Tantalum metal contained in the ore produced. Two per cent. of the average sale price of Tantalum metal chargeable on the by-product Tantalum metal contained in the ore produced. 9. Tellurium Two per cent. of the average sale price of Tellurium metal chargeable on the Tellurium metal contained in the ore produced. 10. Titanium (produced from ores other than Brown Ilmenite (Leucoxene), Ilmenite and Rutile occurring in Beach Sand Minerals found in teri or beach sands): (i) Primary (ii) By-product Four per cent. of the average sale price of Titanium metal chargeable on the Titanium metal contained in the ore produced. Two per cent. of the average sale price of Titanium metal chargeable on the by-product Titanium metal contained in 03.12.2025 621 the ore produced. 11. Tungsten: Three per cent. of the average sale price of Tungsten Trioxide (WO3) on contained WO3 per tonne of ore on pro rata basis. 12. Vanadium: (i) Primary (ii) By-product Four per cent. of the average sale price of Vanadium Pentoxide on contained V2O5 per tonne of ore on pro rata basis. Two per cent. of the average sale price of Vanadium Pentoxide on contained V2O5 per tonne of ore on pro rata basis. 13. Lithium: Three per cent. of London Metal Exchange price chargeable on the Lithium metal in the ore produced. 14. Niobium: (i) Primary (produced from ores other than Columbite- tantalite) (ii) By-product (produced from ores other than Columbite-tantalite) Three per cent. of average sale price of Niobium metal chargeable on the Niobium metal contained in the ore produced. Rare Earth Elements (produced from ores other than Monazite occurring in beach sand minerals): One per cent. of average sale price of Rare Earth Oxide (REO) chargeable on the Rare Earth Oxide contained in the ore produced. 16. Glauconite and Potash Two point five per cent. of price for Muriate of Potash published by the Government of India, Ministry of Chemicals and Fertilizers, Department of Fertilizers chargeable on the contained K2O in ore produced for those dispatched for making such Muriate of Potash. 17. Molybdenum Seven point five per cent. of London Metal Exchange Molybdenum metal price chargeable on the contained Molybdenum metal in ore produced. 18. Platinum Group of Metals: 03.12.2025 622 (i) Platinum and Palladium; (ii) Rhodium, Iridium and Ruthenium; (iii) Osmium: Four per cent. of London Bullion Market Association price chargeable on the Platinum and Palladium metals in ore produced; Four per cent. of Johnson Matthey Precious Metals Management price chargeable on the Rhodium, Iridium and Ruthenium metals in ore produced Four per cent. of Osmium-Preis.com price chargeable on the Osmium metal in ore produced. 19. Graphite: (i) With eighty per cent. or more fixed carbon (ii) With less than eighty per cent. Fixed carbon Two per cent. of average sale price on ad valorem basis. EXPENDITURE ON ADVERTISEMENT BY GOVERNMENT 619. MURUGAN): (a) to (c) The Central Bureau of Communication (CBC) issues advertisements on behalf of various Union Ministries/Departments related to schemes/programmes and other initiatives of Government of India. The advertisements related to newspapers are issued as per the Print Media Advertisement Policy, and to news channels as per the Audio Visual Policy guidelines. The advertisement are released as per the requirements of the client ministries/departments and the target audience of the campaigns. The details of the expenditure incurred on these advertisements are available on the website of CBC i.e.www.davp.nic.in. Details of the expenditures by State Governments on advertisements made are not maintained by the Government of India. VERIFICATION OF BENEFICIARIES OF PMGKAY 620. SHRI RADHAKRISHNA: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a) whether the Government is planning verification of beneficiaries under Pradhan Mantri Garib Kalyan Yojana (PMGKAY); 03.12.2025 624 (b) if so, the details thereof including the steps taken in this regard; and (c) the number of beneficiaries deleted or declared ineligible, during the last five years, State and year-wise? THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA): (a) and (b) The Public Distribution System is operated under the joint responsibility of the Central and the State/UT Governments. As far as the operational responsibility is concerned, which includes allocation within State/UT, identification of eligible families, issue of Ration Cards, Aadhaar Seeding in Ration Cards, distribution of foodgrains to eligible beneficiaries and supervision of the functioning of Fair Price Shops etc., rests with the concerned State/UT Governments. Further, during 2024–25, DFPD undertook a comprehensive data analytics exercise wherein multiple KPIs—such as beneficiaries aged over 100 years, silent ration cards, duplicate ration cards and beneficiaries below 18 years with single-member ration cards—were applied to the PDS database. This database was also cross-matched with datasets of other Ministries (Aadhaar, CBDT, MoRTH, MCA, and CBIC). This exercise flagged approximate 8.51 Crore beneficiaries (2024 to 2025) and list of these flagged beneficiaries were shared with the respective State/UTs for conducting field verification and to take necessary action as deemed fit on these cases. Till date, the respective States/UTs have deleted 2.12 Crore beneficiaries of the above flagged beneficiaries, thus making space 03.12.2025 625 for eligible waitlisted beneficiaries. (c) As an outcome of the use of technology in Targeted Public Distribution System (TPDS) operations, i.e., digitization of ration cards/beneficiary databases, Aadhaar seeding, de-duplication process, identification of duplicates, ineligible records, deaths, permanent migration of beneficiaries, etc. all States/UTs have been able to weed-out approx. 2.25 crore ration cards between 2021 to 2025 (till date) in order to achieve rightful targeting.
