Will the Minister of AGRICULTURE AND FARMERS’ WELFARE be pleased to state: (a) Whether the Government has undertaken a comprehensive strategy to promote climate resilient agriculture in view of increasing climate variability and if so, the details thereof; (b) whether the Government has evaluated the impact of climate-smart farming practices and whether these techniques have been disseminated through Krishi Vigyan Kendras, agri-startups and digital advisory platforms and if so, the details thereof; (c) whether the Government has strengthened the Soil Health Card scheme by improving soil testing capacity, expanding nutrient advisory services, increasing access to bio-fertilisers and promoting balanced use of chemical inputs to maintain long-term soil productivity and if so, the details thereof; (d) whether the Government is leveraging satellite imaging, drone-based crop surveys, automated weather stations, mobile-based advisories and AI-enabled yield prediction systems to help farmers make informed decisions and reduce climate-related losses and if so, the details thereof; and (e) Whether the Government has assessed the manner in which these combined 16.12.2025 903 interventions would help stabilise farm incomes and reduce climate vulnerability and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI RAM NATH THAKUR): (a) and (b) Indian Council of Agricultural Research (ICAR) is implementing a project- National Innovations in Climate Resilient Agriculture (NICRA), that studies the impact of climate change on agriculture. Under the project, risk and vulnerability assessment to climate change has been carried out at district-level for 651 predominantly agricultural districts as per Intergovernmental Panel on Climate Change (IPCC) protocols. 310 districts were identified as vulnerable, out of which 109 districts have been categorized as ‘very high’ and 201 districts as ‘highly’ vulnerable. For enhancing resilience and adaptive capacity of farmers to climate variability, location-specific climate resilient technologies such as system of rice intensification, aerobic rice, direct seeding of rice, zero till wheat sowing, etc have been demonstrated through KVKs in 448 Climate Resilient Villages. Capacity building for establishing village level seed banks and community nurseries is being undertaken under NICRA. Drought and flood tolerant climate-resilient varieties of rice, wheat, soybean, mustard, chickpea, sorghum, gram, and foxtail millet were demonstrated in several NICRA villages. Besides, training programmes are conducted under Agricultural Technology Management Agency (ATMA) on various issues of agricultural practices. To address the impact of climate change, ICAR has released 2900 varieties during last 10 years (2014-2024). Out of these 2661 varieties are tolerant to one or 16.12.2025 904 more biotic and/or abiotic stresses. Krishi Vigyan Kendras (KVKs) promote adoption of new technologies in agriculture and allied sectors. KVKs act as frontline extension centres, bridging the gap between research and practice through hands-on training, tailored to local agro-climatic conditions. 151 KVKs in climatically most vulnerable districts are implementing Technology Demonstration Component of NICRA. (c) Government has strengthened the Soil Health Card (SHC) Scheme by enhancing soil testing capacity, improving nutrient advisory services, and promoting balanced use of chemical fertilizers along with increased access to bio-fertilisers. Soil samples are processed using standard procedures and analyzed for parameters such as pH, Electrical Conductivity, Organic Carbon, available Nitrogen, Phosphorus, Potassium, Sulphur and micronutrients including Zinc, Copper, Iron, Manganese, and Boron. Diagnostic assessments are carried out periodically to issue SHCs at least once in three years. Since 2014-15, 25.61 crore Soil Health Cards have been generated and distributed. To strengthen soil testing infrastructure, 8,302 Soil Testing Laboratories, including static, mobile, mini, and village-level labs, have been established. In addition, 1,020 school mini soil labs have been established under the School Soil Health Programme. ₹1,970 crore has been released under the scheme since inception. Further, to promote awareness and adoption of SHC-based recommendations, 93,781 farmers’ trainings, 6.80 lakh demonstrations, and 7,425 farmers’ melas and campaigns have been organized. (d) and (e) Government has been leveraging Artificial Intelligence (AI) and IoT- 16.12.2025 905 enabled systems to enhance crop productivity, sustainability, and farmer livelihoods. The ‘Kisan e-Mitra’ voice-based AI chatbot, supporting 11 regional languages, assists farmers with queries on PM-KISAN and other programmes, handling over 20,000 queries daily and having responded to more than 95 lakh queries to date. The National Pest Surveillance System uses AI and Machine Learning to detect pest infestations early, helping farmers reduce climate- induced crop losses; the system is currently used by over 10,000 extension workers and supports 61 crops and more than 400 pests. AI-based analytics using field photographs and satellite imagery are also being deployed for crop- weather matching and monitoring of sowing patterns. To mitigate the impacts of adverse weather on agriculture, under the Gramin Krishi Mausam Sewa (GKMS) scheme, medium-range weather forecasts for the next 5 days at the district and block levels are generated by Indian Meteorological Department (IMD). Based on rainfall and other weather parameters along with weather forecasts issued by IMD, 130 Agromet Field Units prepare Agromet Advisories in English as well as in the regional language for dissemination through multiple channels. The Panchayat-level weather forecast information is accessible through multiple digital platforms, including: eGramSwaraj (https://egramswaraj.gov.in/), ‘Gram Manchitra’ Application of MoPR (https://grammanchitra.gov.in/gm4MVC), ‘Meri Panchayat’ Mobile App and Mausamgram web portal of IMD (https://mausamgram.imd.gov.in/). The Government has assessed that these combined interventions, ranging from climate-resilient agriculture under NICRA, large-scale 16.12.2025 906 dissemination of stress-tolerant varieties, strengthened soil health management, technology adoption through KVKs, AI- and IoT-based decision-support systems, weather-based advisories,—collectively help stabilize farm incomes and reduce climate vulnerability by enhancing productivity, adaptive capacity, and risk preparedness of farmers. RASHTRIYA GOKUL MISSION AND KAMDHENU YOJANA 2737. SHRI SAGAR ESHWAR KHANDRE: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to State: (a) the details of the progress made under the Rashtriya Gokul Mission (RGM) and Kamdhenu Yojana in Karnataka, specifically the physical and financial achievements in Bidar district; (b) the details of breed improvement, AI coverage and establishment of Gokul Grams; (c) the efforts taken by the Government to increase livestock productivity in drought-prone and economically backward regions like Bidar district where livestock forms a critical source of rural income; (d) whether the Government proposes to launch or expand livestock-based livelihood programmes in Bidar district such as dairy clusters, fodder development, women-led dairy Self Help Groups (SHGs) and value-addition units; and (e) if so, the details thereof and if not, the reasons for not prioritising Bidar disrict 16.12.2025 907 despite its high dependence on livestock and persistent rural distress? THE MINISTER OF PANCHAYATI RAJ; AND MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH): (a) to (e) The details of physical and financial progress made under the Rashtriya Gokul Mission (RGM) in Karnataka including Bidar district in terms AI coverage, breed development and establishment of Gokul grams is given in the enclosed Statement-I. In order to supplement the efforts made by the States to increase livestock productivity, the Department of Animal Husbandry and Dairying (DAHD), Government of India is implementing following schemes across the country including drought-prone and economically backward regions like Bidar district where livestock forms a critical source of rural income: 1. Rashtriya Gokul Mission (RGM): RGM is implemented for development and conservation of indigenous breeds, genetic upgradation of bovine population and enhancement of milk production and productivity of bovines. The major efforts made under the scheme are as under: (i) Nationwide Artificial Insemination Programme: The programme aims at enhancing AI coverage and to deliver quality Artificial Insemination Services (AI) at farmer’s doorstep with semen of high genetic merit bulls including indigenous breeds. The progress of the programme is uploaded on real time on Bharat Pashudhan/NDLM (National Digital Livestock Mission), ensuring transparency in artificial insemination services and in tracking the farmers benefitting from the programme. 16.12.2025 908 As on date 9.36 crore animals have been covered, 14.56 crores Artificial Insemination have been performed and 5.62 crores farmers benefitted under the programme. Income of the participating farmers is expected to increase with the enhancement in productivity. (ii) Sex Sorted Semen: Sex-sorted semen technology has been introduced in the country to ensure production of female calves with up to 90% accuracy. This technology is a game-changer, as it not only enhances milk production but also helps in reducing the stray cattle population. For the first time in India, facilities established under the Rashtriya Gokul Mission have successfully produced sex-sorted semen of indigenous cattle breeds. These facilities are located at five government semen stations in Gujarat, Madhya Pradesh, Tamil Nadu, Uttarakhand, and Uttar Pradesh. In addition, three private semen stations are also engaged in the production of sex-sorted semen doses. So far 128 lakh sex sorted semen doses have been produced in the country including semen doses produced from private semen stations. Indigenously developed sex sorted semen production technology has been launched by Hon’ble PM on 5.10.2024 with this technology cost of sex sorted semen has been reduced from Rs 800 to Rs 250/ dose. So far 40 lakh doses sex sorted semen production facility using indigenous technology has been created in the country. Accelerated Breed Improvement Programme using sex sorted semen: Sex sorted semen of indigenous breeds is promoted under the 16.12.2025 909 programme. Under the component incentive upto 50% of the cost of sex sorted semen on assured pregnancy is made available to farmers. (iii) Multi-Purpose Artificial Insemination Technicians in Rural India (MAITRI’s): MAITRIs are trained and equipped to deliver quality Artificial Insemination services at farmers’ doorstep. As on date, 39810 MAITRIs have been trained and equipped. (iv) Implementation of in-Vitro Fertilization (IVF) Technology: For the first time in the country, bovine IVF technology has been promoted for the development and conservation of indigenous breeds. The Department has established 24 IVF laboratories across India for this purpose. The Accelerated Breed Improvement Programme, leveraging IVF technology, has been launched to take advanced breeding methods to farmers’ doorsteps, with an incentive of Rs. 5,000 provided for every assured pregnancy. The programme, aimed at promoting the development of indigenous breeds. One IVF lab at Central Frozen Semen Production and Training Institute (CFSPandTI) Hessarghata Bengaluru has been operationalised in the State of Karnataka. (v) Progeny testing and Pedigree selection programme: This programme aims to produce high genetic merit bulls, including bulls of indigenous breeds. Progeny testing is implemented for Gir, Sahiwal breeds of cattle, and Murrah, Mehsana breeds of buffaloes. Under the Pedigree selection programme Rathi, Tharparkar, Hariana, Kankrej breeds of cattle and Jaffarabadi, Nili Ravi, Pandharpuri and Banni breeds of 16.12.2025 910 buffalo are covered. Disease free high genetic merit bulls of indigenous breeds produced under the programme are made available to semen stations across the country. So far, 4288 high genetic merit bulls have been produced and made available to all semen stations for semen production including semen stations located in Karnataka. (vi) Strengthening of semen stations to achieve qualitative and quantitative improvement in semen production including semen of indigenous breeds. So far, strengthening of 47 semen stations have been sanctioned including 6 semen stations in the State of Karnataka. (vii) Creation awareness among farmers: Under the scheme, fertility camps, milk yield competitions, calf rallies, seminars, workshops, and conclaves have been organized to create awareness among farmers about the importance of indigenous bovine breeds. 2. National Programme for Dairy Development (NPDD): NPDD is implemented with following 2 components: (i) Component ''A'' of NPDD focuses on creating/strengthening of infrastructure for quality milk testing equipment as well as primary chilling facilities for State Cooperative Dairy Federations/ District Cooperative Milk Producers’ Union/ Self Help Groups (SHGs)/ Milk Producer Companies/ Farmer Producer Organizations. (ii) Component ''B'' of the NPDD scheme "Dairying through Cooperatives” aims to increase sale of milk and dairy products by increasing farmer’s access to organized market, upgrading dairy 16.12.2025 911 processing facilities and marketing infrastructure and enhancing the capacity of producer owned institutions. Under NPDD scheme, 22 projects have been approved in Karnataka with the total project cost of Rs. 45521.03 lakh with a central share of Rs.30783.03 lakh and out of this an amount of Rs.23660.11 lakh has been released. The projects are implemented by Karnataka Cooperative Milk Producer’s Federation Limited. The details of the major dairy projects sanctioned for implementation in Bidar district is given in the enclosed Statement-II. 3. Supporting Dairy Cooperatives and Farmer Producer Organisations engaged in dairy activities (SDCFPO): To assist the State Dairy Cooperative Federations by providing interest subvention (regular 2% and additional 2% on prompt repayment) with respect to soft working capital loan to tide over the crisis on account severely adverse market conditions or natural calamities. 4. Animal Husbandry Infrastructure Development Fund (AHIDF): AHIDF provides interest subvention at the rate 3% per annum for creation/ strengthening of livestock product processing and diversification infrastructure thereby providing greater access for unorganized producer members to organized market. 5. National Livestock Mission (NLM): To bring sharp focus on entrepreneurship development and breed improvement in poultry, sheep, goat, piggery and fodder by providing the incentivization to the individual, 16.12.2025 912 FPOs, SHGs, Section 8 companies for entrepreneurship development and also to the State Government for breed improvement infrastructure. Under NLM, the Entrepreneurship Development Programme (NLM-EDP) is a key component under which 50% capital subsidy with a ceiling for various components that ranges from ₹3 lakh to ₹50 lakh, for the establishment of rural poultry breeding farms, as well as breeding farms for sheep, goats, pigs, camels, horses, and donkeys. Additionally, it supports fodder value-addition units, including hay, silage, Total Mixed Ration (TMR), fodder blocks, and units for processing, grading, and storing fodder seeds. This subsidy is available to individuals, Farmer Producer Organizations (FPOs), Self-Help Groups (SHGs), Joint Liability Groups (JLGs), Farmer Cooperative Organizations (FCOs), and Section 8 companies. The project proposal approved under NLM-EDP in Bidar district and Karnataka State as a whole is given in the enclosed Statement-III. The State Government is primarily responsible for meeting the demand for feed and fodder for their livestock population. The Central Government is taking various initiatives for fodder development in the country. In order to supplement the efforts of the State Government and Union Territories, the Union Government is implementing Centrally Sponsored Scheme ‘National Livestock Mission’ with a Sub Mission on Feed and Fodder Development. The Scheme is operational all over the country since 2014-15. The Mission was realign in July 2021 and modified 16.12.2025 913 in March 2024.The Sub-Mission on feed and fodder is having following components: (i) Assistance for Quality Fodder Seed Production (ii) Entrepreneurial activities in feed and fodder (iii) Establishment of Entrepreneurs for Fodder Seed processing Infrastructure (processing and grading unit/ fodder seed storage godown) (iv) Fodder production from Non-Forest Wasteland/Rangeland/Non- arable Land” and “Fodder Production from Forest Land Further, the Department of Animal Husbandry and Dairying, Government of India has requested all the States and Union Territories to establish State fodder task force to increase the fodder cultivation areas and convergence of other schemes of the States and Central Government. These efforts will increase the fodder availability in the respective States and Union Territories. Besides, ICAR-Indian Grassland and Fodder Research Institute Jhansi has prepared Fodder Resource Development Plans for Karnataka which has been circulated to them for its implementation. 6. Livestock Health and Disease Control Programme (LHDCP): to provide for prophylactic vaccination against animal diseases, capacity building of veterinary services, disease surveillance, and strengthening veterinary infrastructure. Also, a new component of Pashu Aushadhi is added under the scheme to ensure availability of affordable generic veterinary 16.12.2025 914 medicine across the country through Pradhan Mantri Kisan Samriddhi Kendras (PM-KSK) and Cooperative Societies. This will create an ecosystem for Generic Medicine which will be affordable and of good quality. Under LHDCP during 2025-26 a total of Rs. 5126.65 lakhs have been released to Karnataka State. A total of 275 Mobile Veterinary Units (MVU) are operational in Karnataka including Bidar District and a total of 1,11,106 farmers benefited and 1,96,620 animals treated in Karnataka. During the FY 2025-26, 1.78 crore animals vaccinated against Foot and Mouth Disease (FMD) in the state of Karnataka and 34.73 lakh Farmers benefited including 3.54 lakh animals vaccinated and 75,986 farmers benefited in Bidar District. As per eligibility conditions prescribed under G.S.R. notification 127 (E) dated 19th February 2019, entities are recognized as ‘startups’ under the Startup India initiative by the Department for Promotion of Industry and Internal Trade (DPIIT). As of 31st October 2025, a total of 1,97,692 entities have been recognised as startups. As on 31st October 2025, 6,385 recognised startups are categorized as closed (i.e., dissolved/struck-off), as per the Ministry of Corporate Affairs (MCA) [basis data shared on 11th November 2025]. The State/Union Territory (UT)-wise number of entities which are categorized as closed (i.e., dissolved/struck-off) are given in the enclosed Statement. 16.12.2025 917 The startup closures that occur are generally influenced by factors such as the viability of the business model, alignment with market demands, domestic and global economic conditions, the nature of products and services developed, the ability to attract funding, and other business specific considerations. The data pertaining to job losses due to closure of startups is not centrally maintained by the Government. SHRI SUKANTA KUMAR PANIGRAHI: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Ministry is implementing specialised skilling programmes including Mason Training under Pradhan Mantri Awas Yojana (PMAY-G), Rural Mason Training (RMT) and other livelihood-linked training initiatives for Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) workers to enhance rural employability and ensure quality housing infrastructure, if so, the details thereof; 16.12.2025 919 (b) the status of enrollment, certification and placement outcomes achieved during the last three years, particularly in Odisha and especially Kandhamal district; (c) whether additional training targets have been proposed, if else demand increases, if so, the details thereof; (d) the budget allocation and expenditure incurred during the last three financial years for skill linked rural development initiatives, including DAY-NRLM, PMGSY, PM-Vishwakarma, and RSETI training programmes; and (e) the manner in which the Ministry is utilising the Viksit Bharat Sankalp Yatra, digital monitoring systems and convergence with banks and industries to ensure sustainable livelihoods and stronger rural infrastructure in a government-favourable, outcome-based framework? THE MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN): (a) Yes, the Ministry is implementing two Centrally Sponsored skill development programmes namely Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Rural Self Employment Training Institutes (RSETI) under the umbrella of Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) for rural poor youth for their gainful employment with a view to eradicate poverty in the country including the State of Odisha. A brief on the Schemes is as under: I. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY): DDU-GKY is a placement-linked skill development program for rural poor youth in the age 16.12.2025 920 group of 15-35 years. It empowers the rural poor youth with employable skills and facilitates their participation in regular labour markets, thus providing them with jobs having regular monthly wages at or above the minimum wages. DDU- GKY guidelines provide for earmarking 50% of the funds for SCs and STs. Under DDU-GKY, coverage of 15% minorities, 5% of PwDs and 33% of women is mandatory. DDU-GKY provides training in courses approved by National Skills Qualification Council (NSQC), NCVET and made available on National qualification Register or portal of Ministry of skill Development and Entrepreneurship II. Rural Self Employment Training Institutes (RSETIs): RSETI is a Bank lead - Ministry of Rural Development (MoRD) funded training institutions established by the Sponsoring Banks in their Districts, to provide training for skill and entrepreneurship development. MoRD extends financial support for the construction of RSETI building and also bears the cost of training the 'rural poor' candidates. Any unemployed youth in the age group of 18-50 years having an aptitude to take up self-employment or wage employment can undergo training at RSETI. Some of the trained candidates may also seek regular salaried jobs / wage employment. The trainings are fully funded by Government of India, largely residential, and provide trainings in 70 National Skills Qualifications Framework (NSQF) aligned courses as of now. The list of course is given in the enclosed Statement-I. To enhance rural employability and ensure quality housing infrastructure, RSETIs are being strategically leveraged through convergence with other 16.12.2025 921 flagship schemes to provide the following: i. Under Pradhan Mantri Awaas Yojana–Gramin (PMAY-G), Rural Mason Training (RMT) is being imparted through RSETIs to beneficiaries, with the objective of equipping them with practical masonry skills required for the construction of safe, durable and quality rural houses. RSETIs have introduced RMT from FY 2025–26, under which 8,048 candidates have been trained against a total target of 91,650 candidates. ii. Skill training under DDU-GKY and RSETI-approved courses is being provided to beneficiaries under MGNREGS to enhance employability, enable engagement in income-generating activities, and ensure a sustained availability of skilled manpower for rural infrastructure development. In this regard, Project UNNATI has been launched for MGNREGS workers to improve the livelihoods of the neediest households by imparting skills for self-employment or wage employment, covering up to two eligible members per household who have completed a minimum of 60 days of work under MGNREGA in any financial year since FY 2018–19. Target and Tenure of Project UNNATI: Project Unnati is being implemented in convergence with the MoRD schemes- Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Rural Self Employment Training Institutes (RSETI) and Krishi Vigyan Kendras (KVK) of Ministry of Agriculture and Farmers Welfare. The project is scheduled to run until 31st March 2026, with a target of skilling 1.50 lakh MGNREGA beneficiaries by the end of the project period. (d) The details of budget allocation and expenditure incurred during the last three financial years for skill-linked rural development initiatives, including DAY- NRLM, PMGSY, PM-Vishwakarma, and RSETI training programmes are given in the enclosed Statement-IV. (e) Under DDU-GKY and RSETIs, the schemes are monitored through an Integrated Portal providing an end-to-end solution, including Aadhaar-enabled biometric attendance, geotagging of centres, online inspections, and CCTV monitoring. Performance is regularly reviewed through meetings and on-site 16.12.2025 923 inspections to identify challenges and strengthen overall delivery. In addition, RSETIs pursue convergence with banks and industries to promote sustainable livelihoods and quality rural infrastructure. Skill training is linked with real sector demand, supported by timely credit for viable micro- enterprises, and aligned with industry curriculum and market access. Banks provide credit counselling and handholding, while industries contribute technology and quality standards, creating a coordinated ecosystem where training, finance, and market linkages together generate measurable outcomes such as enterprise creation, income enhancement, quality rural assets, and long-term livelihood sustainability. (ख) ³या ÿौīोिगकìय ÿगित के कारण इन िदनŌ साइबर धोखाधड़ी अÂयंत चतुर/पåरÕकृत ढंग से कì जा रही है िजससे लोग इसके िशकार हो रहे ह§; और (ग) यिद हाँ, तो तÂसंबंधी Êयौरा ³या है? गृह मंýालय म¤ राºय मंýी (®ी बंिड संजय कुमार): (क) से (ग) भारत के संिवधान कì सातवé अनुसूची के अनुसार, ‘पुिलस’ और ‘लोक ÓयवÖथा’ राºय के िवषय ह§। राºय/संघ राºय ±ेý अपनी िविध ÿवतªन एज¤िसयŌ (एलईए) के माÅयम से साइबर अपराध समेत अपराधŌ कì रोकथाम करने, उनका पता लगाने, जाँच करने और अिभयोजन चलाने के िलए ÿाथिमक łप से िजÌमेदार ह§। क¤þ सरकार, राºयŌ / संघ राºय ±ेýŌ कì िविध ÿवतªन एज¤िसयŌ (एलईए) के ±मता संवधªन के िलए उनके Ĭारा िकए जा रहे ÿयासŌ म¤ एडवाइजरी और िविभÆन ÖकìमŌ के अंतगªत िव°ीय सहायता के माÅयम से सहायता ÿदान करती है। क¤þ सरकार ने साइबर अपराधŌ से Óयापक और समिÆवत ढंग से िनपटने हेतु तंý को सुŀढ़ बनाने के िलए उपाय िकए ह§, िजनम¤ अÆय बातŌ के साथ-साथ िनÌनिलिखत शािमल ह§: i. गृह मंýालय ने देश म¤ सभी ÿकार के साइबर अपराधŌ से समिÆवत और Óयापक ढंग से िनपटने के िलए एक संबĦ कायाªलय के łप म¤ ‘भारतीय साइबर अपराध समÆवय क¤þ’ (आई4सी) Öथािपत िकया है। ii. िव°ीय धोखाधिड़यŌ कì तÂकाल सूचना देने और धोखाधड़ी करने वालŌ के Ĭारा िनिधयŌ कì चोरी को रोकने के िलए वषª 2021 म¤ आई4सी के तहत ‘नागåरक िव°ीय साइबर धोखाधड़ी 16.12.2025 930 åरपोिट«ग और ÿबंधन ÿणाली’ (सीएफसीएफआरएमएस) शुł कì गई है। िदनाँक 31.10.2025 तक 23.02 लाख से अिधक िशकायतŌ म¤ 7,130 करोड़ Łपये से अिधक कì रािश को बचाया गया है। साइबर िशकायतŌ को ऑनलाइन दजª करने म¤ सहायता ÿाĮ करने के िलए एक टोल- Āì हेÐपलाइन नÌबर ‘1930’ शुł िकया गया है। iii. आई4सी म¤ एक अÂयाधुिनक साइबर धोखाधड़ी शमन क¤þ (सीएफएमसी) Öथािपत िकया गया है, जहां ÿमुख ब§कŌ, िव°ीय मÅयÖथŌ, भुगतान एúीगेटसª, दूरसंचार सेवा ÿदाताओं, आईटी मÅयÖथŌ के ÿितिनिध और राºयŌ/संघ राºय ±ेýŌ कì िविध ÿवतªन एज¤िसयŌ के ÿितिनिध साइबर अपराध से िनपटने के िलए तÂकाल कारªवाई और िनबाªध सहयोग के िलए साथ िमलकर काम कर रहे ह§। iv. समÆवय Èलेटफॉमª को ÿचालनाÂमक बनाया गया है जो साइबर अपराध संबंधी डेटा के आदान- ÿदान और िवĴेषण के िलए िविध ÿवतªन एज¤िसयŌ (एलईए) हेतु ÿबंधन सूचना ÿणाली (एमआईएस) Èलेटफॉमª, डेटा भंडार और समÆवय Èलेटफॉमª के łप म¤ कायª करेगा। यह िविभÆन राºयŌ/संघ राºय ±ेýŌ म¤ साइबर अपराध कì िशकायतŌ म¤ शािमल अपराधŌ और अपरािधयŌ के अंतराªºयीय संबंधŌ पर आधाåरत िवĴेषण ÿदान करता है। मॉड्यूल ‘ÿितिबंब’ अपरािधयŌ और अपराध संबंधी अवसंरचना के ÖथानŌ को मानिचý पर ÿदिशªत करता है, तािक ±ेýािधकाåरयŌ को इसकì जानकारी िमल सके। यह मॉड्यूल िविध ÿवतªन एज¤िसयŌ Ĭारा आई4सी और अÆय एसएमई (SMEs) से तकनीकì-कानूनी सहायता मांगने तथा ÿाĮ करने कì सुिवधा भी ÿदान करता है। इससे 16,840 आरोिपयŌ कì िगरÉतारी हòई है और 1,05,129 साइबर जांच सहायता अनुरोध ÿाĮ हòए ह§। साइबर अपराधी आिटªिफिशयल इंटेिलज¤स (एआई), डीपफेक टे³नोलॉजी आिद जैसी नई ÿौधोिगिकयŌ के माÅयम से धोखाधड़ी कर रहे ह§। क¤þ सरकार ने साइबर अपराध संबंधी जागłकता पैदा करने के िलए िविभÆन पहल कì ह§, िजसम¤ अÆय बातŌ के साथ-साथ, िनÌनिलिखत शािमल ह§: - 16.12.2025 931 1) माननीय ÿधानमंýी जी ने िदनांक 27.10.2024 को "मन कì बात" के दौरान िडिजटल िगरÉतारी के बारे म¤ बात कì और भारत के नागåरकŌ को अवगत कराया। 2) िदनांक 28.10.2024 को िडिजटल िगरÉतारी पर आकाशवाणी, नई िदÐली Ĭारा एक िवशेष कायªøम का आयोजन िकया गया । 3) कॉलर ट्यून अिभयान: आई4सी ने दूरसंचार िवभाग (डीओटी) के साथ िमलकर साइबर अपराध के बारे म¤ जागłकता बढ़ाने और साइबर अपराध हेÐपलाइन नंबर 1930 तथा एनसीआरपी पोटªल को बढ़ावा देने के िलए िदनांक 19.12.2024 से कॉलर ट्यून अिभयान शुł िकया है। कॉलर ट्यून को दूरसंचार सेवा ÿदाताओं (टीएसपी) Ĭारा अंúेजी, िहंदी और 10 ±ेýीय भाषाओं म¤ भी ÿसाåरत िकया गया। कॉलर ट्यून के छह संÖकरण बजाए गए, िजनम¤ िविभÆन कायªÿणाली, जैसे िडिजटल िगरÉतारी, िनवेश घोटाला, मैलवेयर, फजê लोन ऐप, फजê सोशल मीिडया िव²ापन, आिद शािमल थे। 4) क¤þ सरकार ने िडिजटल िगरÉतारी घोटालŌ पर एक Óयापक जागłकता कायªøम शुł िकया है, िजसम¤ अÆय बातŌ के साथ-साथ, अखबार म¤ िव²ापन, िदÐली मेůो म¤ उदघोषणा, िवशेष पोÖट बनाने के िलए सोशल मीिडया ÿभावकारी ÓयिĉयŌ (Influencers) का उपयोग, ÿसार भारती और इले³ůॉिनक मीिडया के माÅयम से अिभयान, आकाशवाणी पर िवशेष कायªøम आिद शािमल ह§। 5) डीडी Æयूज के साथ साझेदारी म¤, आई4सी ने 19 जुलाई 2025 से 52 सĮाह के िलए साĮािहक शो साइबर-अलटª के माÅयम से चलने वाला एक साइबर अपराध जागłकता अिभयान चलाया। 6) क¤þ सरकार ने साइबर अपराध के बारे म¤ और जागłकता बढ़ाने के िलए कई कदम उठाए ह§, िजनम¤ अÆय बातŌ के साथ-साथ एसएमएस, आई4सी सोशल मीिडया अकाउंट जैसे िक ए³स (पूवª म¤ ट्िवटर) (@CyberDost), फेसबुक (CyberDostI4C), इंÖटाúाम (CyberDostI4C), टेलीúाम (cyberdosti4c) के माÅयम से संदेश ÿसाåरत करना, 16.12.2025 932 एसएमएस अिभयान, टीवी अिभयान, रेिडयो अिभयान, Öकूल अिभयान, िसनेमा हॉल म¤ िव²ापन, सेिलिāटी एंडोसªम¤ट, आईपीएल अिभयान, कुंभ मेला 2025 और सूरज कुंड मेला 2025 के दौरान अिभयान, कई माÅयमŌ से ÿचार हेतु माईगव का उपयोग करना, राºयŌ/संघ राºय-±ेýŌ के सहयोग से साइबर सुर±ा एवं संर±ा जागłकता सĮाह का आयोजन करना, िकशोरŌ/ छाýŌ के िलए ह§डबुक का ÿकाशन करना, रेलवे ÖटेशनŌ और हवाई अड्डŌ पर िडिजटल ÿदशªन (Displays) आिद शािमल ह§। मनरेगा के दायरे को बढ़ाना 2741. ®ी अभय कुमार िसÆहा: ³या úामीण िवकास मंýी यह बताने कì कृपा कर¤गे िक: (क) ³या सरकार कì महाÂमा गांधी राÕůीय úामीण रोजगार गारंटी योजना (एमजीएनआरईजीएस) को कृिष से जोड़ने कì ÿितबĦता के अंतगªत िबहार के औरंगाबाद लोक सभा िनवाªचन ±ेý के छह िवधानसभा िनवाªचन ±ेýŌ म¤ िकये गए कृिष कायŎ का Êयौरा ³या है और ऐसे कायŎ से लाभािÆवत िकसानŌ कì सं´या िकतनी है; SHRI N. K. PREMACHANDRAN: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: (a) whether the Government proposes to protect the cashew industry from crisis, if so, the details thereof along with the action taken thereon; (b) whether the Government initiate action to give directions to the bank for implementing the revival package declared by Government of Kerala after discussion with banks and stake holders of cashew industry, if so, the details 16.12.2025 935 thereof along with the action taken thereon; (c) whether the State Bank of India is exempted from implementing the decisions for revival of cashew industries, if so, the details thereof; (d) whether the Government initiate action against the SBI for its violation in implementing the decisions taken in high level meeting for the revival of cashew industries, if so, the details thereof along with the action taken thereon; and (e) whether the Government proposes to give strict direction to SBI to implement the package declared for the revival of cashew industries, if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY; AND MINISTER OF STATE IN THE MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA): (a) to (e) The Department of Commerce through the Agricultural and Processed Foods Export Development Authority (APEDA) provides financial assistance for export promotion of its Scheduled products through its Financial Assistance Scheme (FAS), in three components: (i) Development of Export Infrastructure, (ii) Quality Development, (iii) Market Development. Scheme guidelines are available at https://apeda.gov.in/FinancialAssistanceSchemes. APEDA invited proposals from the cashew processing units for development of export infrastructure and received a total of 12 applications, out of which 9 applicants were granted In-Principle Approvals (IPAs) for financial assistance of Rs. 5.33 crores. 16.12.2025 936 Further, the State Level Bankers’ Committee (SLBC) Kerala has proactively collaborated with the Kerala State Government to support and protect the cashew sector. The SLBC Kerala, in coordination with the Cashew Revival Committee, agreed to a special One-Time Settlement (OTS) scheme for the sector, which was formalized by the Government. The scheme offers substantial relief, stipulating that units with exposure up to ₹2 crores may be settled at 50% of the base amount, and units with exposure above ₹2 crores may be settled at 60% of the base amount. The scheme's timeline has been repeatedly extended through Government orders, with ongoing support. No provision of exempting any member bank from considering and acting upon the revival decisions has been submitted to the SLBC. However, the final adoption of the special State-proposed OTS scheme, like all credit-related policies, is subject to the approval of an individual bank's Board, as banks maintain their own Board-approved policies and pan-India operational frameworks. Any violation by State Bank of India (SBI) or any other bank is viewed in the context of their operational mandate. The approval and implementation of the State-level revival package are fundamentally credit policy related matters, and as such, the final implementation authority rests with the respective banks, within the overall regulatory framework of RBI. As informed by RBI, in a deregulated credit environment, banks have been advised to take credit related decisions, including restructuring related decisions as per their assessment of the viability prospects of the borrower, in terms of the 16.12.2025 937 Board approved policy of the bank, subject to the prudential norms issued by Reserve Bank of India contained in the Prudential Framework for Resolution of Stressed Assets. This is a principle-based, steady state framework, which provides adequate flexibility to banks to design and implement resolution plans, tailor made to suit the unique requirements of each borrower, including those from the cashew industries. COFFEE PROMOTION AND DEVELOPMENT BILL 2743. SHRI G. KUMAR NAIK: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: (a) the current status of the Coffee (Promotion and Development) Bill introduced for the promotion and regulation of the coffee sector in India; (b) whether the Government has conducted consultations with stakeholders, including coffee growers, industry representatives and experts, before drafting the Bill; (c) if so, the details thereof including such consultations and the key recommendations incorporated into the Bill; (d) the expected timeline for the passage and implementation of the Bill; and (e) the key provisions of the Bill aimed at benefiting small and marginal coffee growers in the country? The Bill has not yet been finalized for introduction in the Parliament. MSP 2744. SHRI GURMEET SINGH MEET HAYER: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) whether the demands regarding Minimum Support Price (MSP) raised by farmers would be met in a timely and efficient manner to benefit farmers as the delay has caused considerable distress, with several farmers continuing to protest; (b) the reasons behind the delay in implementing this law along with the likely time for its implementation; (c) the steps are being taken to address the concerns raised by farmers and their leaders regarding the implementation process; and (d) whether the Government's planning to work in consultation with farmers to find a resolution to the ongoing crisis, if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI RAM NATH THAKUR): (a) to (d) Every year, Government fixes Minimum Support Prices (MSPs) for 22 16.12.2025 939 mandated agricultural crops based on the recommendations of the Commission for Agricultural Costs and Prices (CACP), after considering the views of the State Governments and Central Ministries/Departments concerned. The Union Budget for 2018-19 had announced the pre-determined principle to keep MSPs at levels of at least one and half times of the cost of production. Accordingly, Government had increased MSPs for all mandated Kharif, Rabi and other Commercial crops with a minimum return of 50 percent over all India weighted average cost of production from year 2018-19 onwards. Government offers to procure agricultural crops through designated procurement agencies and farmers have the option to sell their produce to the government agencies or in the open market whichever is advantageous to them. Government procures cereals and coarse cereals through Food Corporation of India (FCI) and other designated State Agencies to provide price support to the farmers. Procurement of pulses, oilseeds and copra is done under Price Support Scheme under Umbrella Scheme of Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA), in consultation with the concerned State Government as and when market price of these produce fall below the MSP. Procurement agencies under PM-AASHA Scheme are National Agricultural Cooperative Marketing Federation of India Ltd (NAFED) and National Co- operative Consumers' Federation of India Ltd. (NCCF). Cotton and Jute are also procured by Government at MSP through Cotton Corporation of India (CCI) and Jute Corporation of India(JCI), respectively. Increased MSP has benefited farmers of the country which are evident 16.12.2025 940 from data of procurement and MSP amount paid to the farmers. THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI RAM NATH THAKUR): (a) and (b) The Government is implementing National Mission on Sustainable Agriculture (NMSA) to promote climate resilience and water efficient cropping pattern. Under NMSA, Per Drop More Crop(PDMC) scheme is to increase water use efficiency at the farm level through micro irrigation technologies i.e. drip and sprinkler irrigation systems. Rainfed Area Development scheme focuses on Integrated Farming System for enhancing productivity and minimizing risks associated with climatic variability. The Soil Health and Fertility scheme assists states in promoting Integrated Nutrient Management through judicious use of chemical fertilizers in conjunction with organic manures and bio-fertilizers. Organic farming is promoted through Paramparagat Krishi Vikas Yojana (PKVY) and Mission Organic Value Chain Development for North Eastern Region (MOVCDNER) and natural farming through National Mission on Natural Farming. Mission for Integrated Development of Horticulture, Agroforestry and 16.12.2025 943 National Bamboo Mission also promote climate resilience in agriculture. Pradhan Mantri Fasal Bima Yojana along with weather index based Restructured Weather Based Crop Insurance Scheme provide a comprehensive insurance cover against failure of the crop by providing financial support to farmers suffering crop loss/damage arising out of unforeseen natural calamities and adverse weather incidence. Indian Council of Agricultural Research (ICAR) has been implementing a project- National Innovations in Climate Resilient Agriculture (NICRA) since 2011. The project studies the impact of erratic monsoons, extreme weather events and climate change on agriculture. District level risk and vulnerability assessment of agriculture to future climate change and integrated simulation modelling studies for estimating the future projections of climate change are undertaken. Risk and vulnerability assessment of agriculture to climate change has been carried out for 651 predominantly agricultural districts as per Intergovernmental Panel on Climate Change (IPCC) protocols. 310 districts were identified as vulnerable out of which 109 districts have been categorized as ‘very high’ and 201 districts as ‘highly’ vulnerable. To address the impact of climate change, ICAR has released 2900 varieties during last 10 years (2014- 2024). Out of these 2661 varieties are tolerant to one or more biotic and/or abiotic stresses. (c) Under PDMC financial assistance @ 55% for Small and Marginal farmers and @ 45% for Other farmers is provided for installation of Micro Irrigation. Central assistance for subsidies provided to the States/UTs under PDMC 16.12.2025 944 scheme during the past five years are as under : Year Central Assistance released (Rs. in crore) 2021-22 1796.12 2022-23 1901.37 2023-24 2103.50 2024-25 2793.37 2025-26 (so far) 1974.34 Total 10568.7 (d) The impact evaluation study on PDMC revealed that the scheme is relevant in achieving national priorities such as improving on-farm water use efficiency, enhancing crop productivity, generating employment opportunities and overall income enhancement of farmers. Micro irrigation adoption helped to improve water use efficiency in the range of 30%- 70% and saving of water in the range of 30% -50%. (e) Government promotes judicious and balanced use of fertilizers through the Soil Health and Fertility Scheme, under which Soil Health Cards (SHCs) are issued to all farm holdings to encourage integrated nutrient management. Based on the recommendations on Soil Health Card, trainings, demonstrations, and campaigns are conducted to create awareness among the farmers for adopting recommendations on judicious use of fertilizers. So far, 93,781 farmer trainings, 6.80 lakh demonstrations, and 7,425 melas/campaigns on SHC recommendations have been conducted. 16.12.2025 945 PROJECTS UNDER NATIONAL BEE BOARD AND NATIONAL BAMBOO MISSION 2746. THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI RAM NATH THAKUR): (a) to (c) National Bee Board is implementing Central Sector Scheme of National Beekeeping and Honey Mission (NBHM) to promote holistic growth of beekeeping industry for income and employment generation in the country, including Jharkhand. Under this scheme demand driven project-based assistance is provided to the implementing agencies. 12 projects were sanctioned for Rs. 896.84 lakh in the State of Jharkhand including Khunti Lok Sabha Constituency. Out of the 12 projects, 4 projects (for Rs. 228.50 lakh) including 2 projects (for Rs. 50.90 lakh) at Khunti Lok Sabha Constituency have been completed and 8 projects (for Rs. 668.34 lakh) including 6 projects at Khunti Lok Sabha Constituency (for Rs. 443.93 lakh) are under implementation. 16.12.2025 946 National Bamboo Mission (NBM) a component under the Centrally Sponsored Krishonnati Yojana, is implemented in 24 states/UTs including Jharkhand to focus on the development of complete value chain of bamboo sector to link growers (farmers), primary processors, artisans with industry starting from planting material, plantation, creation of facilities for collection, aggregation, processing, micro, small and medium enterprises, skill development and brand building initiative. The scheme is implemented in non- forest Government land and private farmers fields, in the States where it has social, commercial and economical advantage of bamboo. All the districts in Jharkhand including Khunti Lok Sabha Constituency are covered under NBM. SHRI SHASHANK MANI: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: (a) whether the Government proposes to develop a district-level Ease of Doing Business framework to assess local business conditions, entrepreneurship requirements and administrative responsiveness, if so, the details thereof; (b) if so, the parameters being considered for evaluating district performance, including single-window systems, clearances, investor facilitation and MSME onboarding; (c) whether any pilot studies have been undertaken to map district-specific business bottlenecks and enablers; (d) whether the Government proposes to strengthen district entrepreneurship cells in coordination with State authorities to ensure faster service delivery and support for new enterprises; and (e) if so, the details thereof? THE MINISTER OF COMMERCE AND INDUSTRY (SHRI PIYUSH GOYAL): (a) Since 2015, the Government of India has been implementing the Business Reforms Action Plan (BRAP) to promote transparency, simplify regulatory 16.12.2025 951 procedures, and enhance service delivery across all the States and UTs. Recognizing that businesses often interact with district-level institutions, the need to extend EoDB reforms to the grassroots level was emphasized during the National Conference of Chief Secretaries held in December 2024. In response, DPIIT has launched the District Business Reform Action Plan (DBRAP)—a State-led initiative aimed at localizing BRAP at the district level. DBRAP is designed to strengthen last-mile delivery, improve service quality, and accelerate regional development by equipping districts with robust institutional and digital infrastructure. These reforms will be implemented across District Collectorates, Development Authorities, and Urban Local Bodies, which play a critical role in regulatory approvals, inspections, and business facilitation In this regard, DPIIT has issued a comprehensive D-BRAP 2025 Implementation Guidebook, which lays down a structured district-level framework to improve Ease of Doing Business and enhance administrative responsiveness. The Guidebook covers six key reform areas: 1. District-level approvals and service delivery 2. Digitisation and mutation of property records 3. Time-bound and risk-based inspection systems 4. District-level investment facilitation mechanisms 5. Measures for fostering start-ups in Tier-II and Tier-III cities and 6. Strengthening of industrial parks and local infrastructure. A total of 154 reforms have been identified, each with a clearly defined objective and assessment checklist to ensure uniform implementation 16.12.2025 952 and monitoring across districts. The reforms are drafted in a manner that improves predictability for businesses and builds competitive district-level ecosystems that support MSMEs, start-ups, and new investments. (b) Under the District Business Reforms Action Plan (D-BRAP) 2025, each reform is accompanied by a detailed assessment checklist for evaluating district performance. The parameters have been organised into the following thematic categories: 1. Service Delivery and Single Window Systems Online provision of approvals, licenses, and services across the business lifecycle through the Single Window System or departmental portals. Availability of online credit facilitation tools for MSMEs and enterprises. 2. Land and Property Governance Digitisation of property and land records, including cadastral maps. Availability of land/property-related court case information on digital platforms. 3. Inspection and Compliance Systems Time-bound, transparent inspection processes supported by online dashboards with district-level inspection data. 16.12.2025 953 4. Investor Facilitation DBRAP aims to empower investors with clear, district-level information on industrial potential by strengthening District Industry Centres (DICs) as the primary facilitation points. The State must ensure DICs are accessible, well-equipped, and IT- enabled; deploy trained staff; provide regular capacity-building on policies and the Single Window System; maintain updated information resources; map key economic areas; support large investment proposals; and set up systems for expert access, feedback, and monitoring. Districts are responsible for ensuring effective on-ground performance of DICs by tracking investor footfall, resolution timelines, and service quality. They must update investment data regularly, engage with local industry and academia, submit performance and Training Needs Assessment reports, maintain training trackers, document best practices, collect user feedback, and identify local experts for the State’s panels. 5. MSME and Start-up Support MoUs between District Industries Centres (DICs) and CSIR Innovation Complexes. Number of MSMEs utilising CSIR facilities or services through district-level linkages. As part of the evaluation, States and UTs assess their districts against these parameters through evidence-based assessment, including document checks, 16.12.2025 954 system screenshots, and nominate a specified number of districts for further review. (c) Consultations on District BRAP were held with leading industry associations as well as the State Governments and their suggestions were incorporated into the final document. (d) and (e) D-BRAP 2025 includes a dedicated reform area named Fostering Start-up Growth in Tier-II and Tier-III Cities, which is aimed at strengthening of entrepreneurship development at the District level, through units such as Startup Cells within District Industries Centres (DICs). These Cells are envisaged to function as a single point of contact for new and existing startups at the district level. Their key role includes- Handholding and facilitation for entrepreneurs across application processes, approvals, and grievance redressal. Supporting onboarding of startups onto the BHASKAR portal to enhance visibility and access to schemes. Coordinating with banks and financial institutions to improve credit access for eligible startups under central and state schemes. Promoting the establishment of incubation centres, co-working spaces, and plug- and-play facilities, particularly in smaller towns with limited infrastructure. Creating structured mentoring networks connecting startups with sector experts, experienced entrepreneurs, and academic institutions 16.12.2025 955 to support business development and skill enhancement.
