Will the Minister of TRIBAL AFFAIRS be pleased to state: (a) whether the Government is aware that, as per the Census of India- 2011, literacy among Scheduled Tribes stands at about 59 per cent and that States such as Odisha, Rajasthan, Bihar and Uttar Pradesh continue to record comparatively lower tribal literacy levels and if so, the details thereof; (b) the measures taken by the Government during the last five years to increase participation, enrolment, retention and completion rates among 12.03.2026 990 tribal students, particularly in remote and left-behind areas; (c) the number of dedicated tribal schools, including Eklavya Model Residential Schools and other residential/day schools, set up or made functional in remote tribal areas during the last five years, State-wise; and (d) the details of scholarships and other targeted financial assistance schemes provided to tribal students during the last five years, indicating number of beneficiaries and funds released thereunder, State/UT-wise? THE MINISTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS (SHRI DURGA DAS UIKEY): (a): The Literacy Rate of India increased from 8.53 percent in 1961 to 58.96 percent in 2011 for STs as per Census 2011. While the corresponding increase of the total population was from 28.30 percent in 1961 to 72.99 percent in 2011.The Literacy Rate increased by 11.86 percentage points from 2001 to 2011 for STs and 8.15 percentage points for total population during the same period. In counting literate population, the population for 0-6 age group is excluded. These schools focus on providing quality education at the upper primary and secondary levels. The setup of EMRS required provision of 15 acres of land free from all encumbrances to be provided by the state Government for creating a conducive environment for imparting quality education and provisioning of 12.03.2026 993 infrastructure towards sports and extra-curricular activities. Facilities in the school include state-of-the-art classrooms; fully equipped science labs, computer labs, math’s lab; library; administrative facilities for Principal and Staff; toilet and drinking water facility; sports and games facilities (indoor and outdoor). Other facilities include Hostels for boys and girls, kitchen and dining hall and residential quarters for teaching and non-teaching staff, etc. are also provided. The criteria of 15 acre have however been relaxed on case-to-case basis subsequently. As on 31.01.2026, the construction of 400 buildings has been completed, 323 are under construction (266 work in progress and 57 under pre-construction stage). To ensure their equitable access to quality education and holistic development for tribal students following facilities are also being provided in these schools: - 1. Educational Infrastructure: o Well-equipped classrooms with modern teaching aids. o Science and computer laboratories. o Libraries with diverse learning resources. 2. Accommodation and Amenities: o Residential facilities for students and staff. o Separate hostels for boys and girls with essential amenities like bedding, furniture, and hygiene facilities. 3. Sports and Extracurricular Facilities: o Playgrounds and sports equipment. 12.03.2026 994 o Facilities for extracurricular activities like music, art, and sports 4. Health and Nutrition: o Regular health check-ups and medical facilities. 5. IT and Digital Learning: o Smart classrooms for digital education. o Computer labs with internet access. 6. Vocational Training: o Skill development and vocational training programs to enhance employability. 7. NESTS has also recruited teaching and non-teaching staff for EMRSs through the centralized all India recruitment exam ESSE – 2023. Since, these staff are selected through open examination, best quality teachers have been selected to teach in these schools. A total of 7083 teaching staff has been selected through ESSE-2023. In addition to the direct recruitment, NESTS also has advised State Governments to depute staff on deputation. Further, State EMRS Societies are engaging guest teachers against vacancies, and non-teaching staff on outsourcing basis/local engagement, so that academic activities are not hampered. Further, recruitment under ESSE-2025 is under process. Further, to ensure good academic performance, the following measures have been taken: Student-Centric Academic Support: Bridge courses, remedial classes, and academic mentoring are provided to support students with learning 12.03.2026 995 gaps and ensure smooth transition across grades. Focus on Holistic Development: EMRSs emphasize the integration of co-curricular activities, sports, and life skills education to foster all-round development and keep students engaged. Career Guidance and Competitive Exam Preparation: Career counselling sessions are conducted to provide clarity on higher education and career paths. Special coaching programs like NEET/JEE preparation in partnership with reputed institutions are being provided to Class XI and XII students. Skill Development and Vocational Exposure: Skill labs have been established in many EMRSs in the state, offering hands-on training in vocational trades such as Apparel, Automotive, AR/VR, AI, Beauty and Wellness, Agriculture, Electronics, and Retail. Availability of Qualified Teachers: NESTS has recruited well-qualified and trained teachers for EMRSs, who deliver quality education and provide academic support to enhance student learning outcomes. Well-Equipped Infrastructure and Facilities: Schools are equipped with modern classrooms, digital learning resources, science labs, and sports facilities to provide a conducive learning environment. Outstanding Academic Achievements: With these sustained efforts, EMRS students have demonstrated remarkable success in national-level competitive examinations. In the Academic Year 2024-25, 219 students qualified JEE Main, 34 students cleared JEE Advanced, and 344 12.03.2026 996 students qualified NEET across EMRSs in the country. Out of the schemes mentioned above, the scholarship schemes at Sl.No (i) to (ii) are Centrally Sponsored Schemes and implemented through respective State/UT. Both Pre and Post Matric Scholarship Schemes are open 12.03.2026 999 ended Schemes wherein scholarships are given to all eligible students for pursuing studies from class 9th to Post-Graduation courses whose parental income is not more than Rs. 2.5 lakh per annum. The inviting of applications, verification, selection of beneficiaries and disbursement of scholarship amount is the responsibility of the respective State/UT. The Ministry of Tribal Affairs, releases central share funds to States/UTs based on proposals submitted by them and after examining financial and physical progress. State Governments/Union Territory Administrations disburse the scholarship amount to all the eligible ST Student's bank account through DBT mode. The Schemes at Sl. No. (iii) to (v) are Central Sector Schemes implemented by the Ministry of Tribal Affairs. Under National Fellowship and Scholarship for Higher Education for ST students, funds are directly released to the Students/Institutions through DBT mode, whereas Schemes at Sl.No. (v) National Overseas Scholarship for ST students is implemented through the Ministry of External Affairs (MEA), the funds are released to ST students studying abroad through Embassies, further Ministry of Tribal Affairs reimburse the funds to MEA. The details of fund released and beneficiaries under above mentioned Scholarship schemes is given at Statement I. (iii) Aid to Voluntary Organizations working for the welfare of Scheduled Tribes: Under the scheme of Aid to Voluntary Organizations working for the welfare of Scheduled Tribes, the Ministry funds projects in the fields of education and health, covering residential schools, non-residential schools, 12.03.2026 1000 hostels, mobile dispensaries, ten or more bedded hospitals, livelihood, etc. Allocation and expenditure incurred by the Ministry under the scheme are given in the table below along with details of allocations and expenditure in last two years. SUSHRI IQRA CHOUDHARY: Will the Minister of JAL SHAKTI be pleased to state: (a) the total funds allocated, released and expenditure incurred under the Jal Jeevan Mission (JJM) since its launch, year and district-wise for Uttar Pradesh along with the reasons for budget cut/under-utilisation during the Financial Year 2025-26; (b) the number of rural households provided with Functional Household Tap Connections (FHTCs) along with the number of reported non-functional or partially functional connections and the criteria adopted to determine functionality, district-wise for Uttar Pradesh; (c) the details of third-party inspections, water quality testing laboratories and real-time monitoring mechanisms established under the said Mission including the frequency of testing and reporting compliance; (d) the measurable sustainability indicators adopted to ensure long-term source stability, groundwater recharge and infrastructure maintenance; and (e) whether any independent evaluation or performance audit has been conducted to assess reliability, service delivery standards and grievance redressal under the said Mission and if so, the details thereof along with the corrective steps taken to address the identified gaps? THE MINISTER OF STATE IN THE MINISTRY OF JAL SHAKTI; AND MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI V. 12.03.2026 1019 SOMANNA): (a): Government of India is committed to make provision for safe and potable tap water supply in adequate quantity (55 lpcd), of prescribed quality and on a regular and long-term basis to all rural households in the country. Towards this end, the Government of India launched the Jal Jeevan Mission (JJM), to be implemented in partnership with States/ UTs in August 2019. Drinking Water is a state subject, and hence, the responsibility of planning, approval, implementation, operation, and maintenance of drinking water supply schemes, including those under JJM, lies with State/UT Governments. The Government of India supports the States/UTs by providing technical and financial assistance. The details of total funds allocated, released and expenditure incurred under the Jal Jeevan Mission (JJM) since its launch, year and district-wise for Uttar Pradesh are available on JJM-IMIS Dashboard. Considering the progress achieved so far and ongoing works, Hon'ble Finance Minister during her budget speech 2025- 26 has announced extension of Jal Jeevan Mission until 2028 with an enhanced total outlay. Accordingly, a proposal for continuation of Jal Jeevan Mission with enhanced total outlay is under consideration of the Department. (b): The number of rural households provided with Functional Household Tap Connections (FHTCs), district-wise for Uttar Pradesh are available on JJM- 12.03.2026 1020 IMIS Dashboard which are available on the above mentioned link. Further, State of Uttar Pradesh has informed that approximately 10% of reported FHTC are either non- functional or partially functional due to damage in pipeline, road widening disruption of power supply and other reasons. (c): State of Uttar Pradesh has informed the details of third-party inspections, water quality testing laboratories and real-time monitoring mechanisms established under the said Mission including the frequency of testing and reporting compliance which are as fellow: Five (5) Third Party Inspection agencies deployed by the State Water and Sanitation Mission. Cent percent quality and quantity work is verified by TPI. Payment to the contractor under JJM is made only after work is found satisfactory by TPI. UP Jal Nigam (Rural) operates 81 labs (75 district, 5 mobile and 1 state- level) for regular testing across chemical and bacterial parameters in all the districts. To ensure water quality regular test through FTK is being done in every village and the result are being uploaded on WQMIS Portal. At present, 43 Water Treatment Plant (WTP) laboratories are accredited by the National Accreditation Board for Testing and Calibration Laboratories (NABL). Under JJM approximately 5,50,845 women (minimum 5 per village) in rural villages have been trained to use Field Testing Kits (FTKs) to monitor water quality by testing water at source and delivery points and Public access 12.03.2026 1021 to labs is enabled for a nominal fee. For effective monitoring of the operation and maintenance of the schemes, a Sensor/IoT/SCADA-based portal has been developed, through which real-time data related to the functioning of the schemes is being received, and any disruption in services will be addressed promptly. Similarly, complaints and suggestions related to the schemes are being received through the toll-free number 18001212164, the Jal Samadhan Portal, Jal Sarthi App and various social media platforms, and are being resolved in a time-bound manner. (d): Dynamic groundwater resources of each State/UT including Uttar Pradesh state has been carried out jointly by the Central Ground Water Board and State Government annually since 2022 as per the Ground Water Estimation Committee-2015 (GEC-2015) methodology. As per the 2025 assessment, the Total Annual Ground Water Recharge for Uttar Pradesh is 73.39 Billion Cubic Meters (BCM) and the Annual Extractable Ground Water Resource is 66.97 BCM. The Total Annual Ground Water Extraction for the whole state of Uttar Pradesh for the year 2025 has been estimated as 46.89 BCM. Further, out of the total 836 assessment units (Blocks) in Uttar Pradesh, 54 (6.46%) units have been categorized as ‘Over- exploited’ indicating ground water extraction exceeding the annually replenishable ground water recharge. Further, State of Uttar Pradesh has informed that recharge structures and water conservation efforts have been undertaken through Check Dams, 12.03.2026 1022 Pond/Tank, Trench, Rooftop Water Harvesting Structure, Other Rainwater Recharge Structures, Other Water Conservation Structure, Water bodies renovation, Soak Pit, Stabilization Pond, Other Reuse/Recharge Structures, Watershed Development such as Gully Plugs, Percolaion Tanks, Staggered Trenches, Other watershed constructions and Intensive afforestation. (e): State of Uttar Pradesh has informed that independent performance audit has been conducted by CAG. Apart from this impact assessment study of three revenue divisions, Jhansi, Chitrakoot and Gorakhpur have also been conducted by Bundelkhand University and Water Aid (NGO) respectively. The result of impact assessment is found to be encouraging. Digital grievance redressal system is also functional in the State.
