Will the Minister of CIVIL AVIATION be pleased to state: (a) the strategic vision behind the goal to increase the total number of airports to 350-400 by 2047 in the country and the manner in which this target would integrate with Viksit Bharat national objective; (b) the manner in which the targeted operationalisation of major new greenfield airports such as the Navi Mumbai International Airport would speed up industrial development in surrounding areas; (c) the specific initiatives being undertaken to boost indigenous manufacturing and the Maintenance, Repair and Overhaul (MRO) sector under the "Make in India" and "Atmanirbhar Bharat" initiatives with a view to reduce dependence on foreign services; (d) the manner in which the Government is focusing on sustainable aviation including the adoption of hundred percent green energy at over eighty airports and the push for Sustainable Aviation Fuel (SAF) production positioning India as a global leader in environmentally responsible aviation; 18.12.2025 982 and (e) the manner in which the Union Government would coordinate with State Governments and private stakeholders to finance and develop new airports across the country? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): (a) and (b): The development and operationalisation of airports, including greenfield projects, is a strategic initiative to achieve Viksit Bharat by fostering inclusive economic growth and regional connectivity. It will link remote areas with national and global markets, boost tourism and trade, enhance logistics, and generate employment. Major greenfield airports, such as Navi Mumbai International Airport, are expected to drive industrial and urban development in surrounding regions by improving connectivity, enabling industrial corridors and logistics hubs, and attracting investment. (c): The Government of India has been promoting an aircraft manufacturing ecosystem, including regional transport aircraft and associated equipment, under the Make in India initiative. Government of India has taken various initiatives to boost indigenous manufacturing and MRO sector in the country, such as GST rate rationalisation, abolition of royalties, amendments to the Visa Manual for foreign pilots and crew engaged in MRO services, extension in relevant timelines of the export period for goods imported for repairs and of re-import of goods for repairs under warranty. 18.12.2025 983 (d): At present, a total of 93 airports in the country have switched over to 100% green energy use. The four (04) airports in the country namely Delhi, Mumbai, Hyderabad and Bengaluru have achieved the highest Carbon Accreditation Level 5 of Airports International Council (ACI) and have become Carbon neutral. The Government has approved indicative blending targets of 1% by 2027, 2% by 2028 and 5% by 2030 for Sustainable Aviation Fuel (SAF) in Traditional Aviation Fuel, initially for international flights. (e): Government of India has formulated a Greenfield Airport Policy for development of Greenfield Airports across the country. As per the Policy, the project proponent including State Government or Private party proposing to set up an airport are required to submit proposal to Ministry of Civil Aviation (MoCA). The proposal along with various aspects of the project is considered by MoCA in consultation with various Departments/Organizations and the concerned State Government and thereafter, approvals are granted to the project. Further, as per the policy, the responsibility for development of the Greenfield airport projects including project funding lies with the project proponent or the State Government, as the case may be. PM-JANMAN SCHEME FOR PVTGs IN KERALA 3209. SHRI E. T. MOHAMMED BASHEER: Will the minister of TRIBAL AFFAIRS be pleased to state: (a) the details of the work undertaken so far under the PM-JANMAN scheme for integrating tribal communities into the mainstream of society in the State 18.12.2025 984 of Kerala; (b) the manner in which the scheme is being implemented including the nature of collaboration with the State Governments and Particularly Vulnerable Tribal Groups (PVTGs); (c) the specific initiatives taken under the scheme to support and uplift PVTGs; and (d) the steps put in place to ensure effective execution, monitoring and evaluation of the scheme across the country especially in the State of Kerala? THE MINISTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS (SHRI DURGA DAS UIKEY): (a): The details of benefits given under Pradhan Mantri Janjati Adivasi Nyaya Maha AbhiyaN (PM JANMAN) in the State of Kerala, Ministry-wise, since its inception is given in the enclosed Statement-I. (b): On 15th November 2023, Hon'ble Prime Minister launched PM JANMAN for socio-economic development of 75 PVTG communities residing in 18 States and one UT. The mission aims to provide basic facilities to improve their socio- economic conditions such as safe housing, clean drinking water and improved access to education, health and nutrition, road and telecom connectivity, electrification of unelectrified households and sustainable livelihood opportunities in 3 years. These objectives are being met through 11 interventions implemented by 9-line Ministries. In view of the implementation of PM JANMAN, the Ministry of Tribal Affairs 18.12.2025 985 through the State Governments/ UT Administration/departments has undertaken habitation level data collection exercise through PM Gati Shakti mobile application to estimate PVTG population figures and infrastructure gaps in order to cover PVTG population residing in villages and habitations under PM JANMAN. (c): The details of targets and achievements under the PM JANMAN since its inception is given in the enclosed Statement-II. (d): To ensure the effective implementation and monitoring of the PM JANMAN, Ministry has been regularly reviewing the implementation with State Governments and District administrations. Further, the State Government is also required to comply with the instructions of Department of Expenditure regarding SNA SPARSH alongwith applicable GFRs. Besides, for monitoring the progress of the works under PM JANMAN, digital dashboard on PM GatiShakti portal has been developed. A Project Monitoring Unit in the Ministry has also been established for monitoring and coordination with Ministries and States / UT. DR. DHARAMVIRA GANDHI: Will the Minister of CIVIL AVIATION be pleased to state: (a) the details of all regional connectivity routes awarded under the UDAN scheme till 31.10.2025, State/UT-wise; (b) the details and operational status of all these regional connectivity routes under UDAN as on 31.10.2025, State/UT-wise; (c) the details of the number of UDAN routes closed prematurely since their commencement along with the reasons for such closure, State/UT-wise; (d) the number of airports developed under the said scheme that have no regular flights at present; and (e) the steps taken to address these gaps and improve the viability of the UDAN 18.12.2025 989 routes? Key reasons for discontinuation of routes before 3-years tenure include disruption caused by the COVID-19 pandemic, aircraft shortage, supply chain issues, aircraft maintenance, airport/runway maintenance, low passenger demand on some routes, etc. (d) and (e): As on date, fourteen Airports are non-operational under the UDAN Scheme due to factors such as completion of the three-year concession period, poor visibility conditions, daytime runway restrictions at VFR only airports, shortage of aircraft, leasing issues, temporary discontinuation by airlines, novation of routes, and low passenger load factors. In order to ensure uninterrupted flight operations on these routes, the government provides viability gap funding (VGF) to airlines, supports the upgrading of regional airports, and encourages operational flexibility. Further, routes that were discontinued in the past rounds are also rebid, awarded and operationalised in subsequent rounds. Moreover, steps such as increased adoption of technologies like Special Visual Flight Rules and Instrument Flight Rules (IFR) standards at feasible airports for all-weather operations have 18.12.2025 990 also been taken. DR. LATA WANKHEDE: Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) the manner in which the progress has been made towards meeting the target of twenty percent ethanol blending in petrol ahead of the original 2030 timeline; (b) the steps taken and incentives proposed to promote ethanol production and supply under the Ethanol Blended Petrol (EBP) Programme; (c) the manner in which cooperative sugar mills and advanced biofuel projects are supported under schemes such as the PM JI-VAN Yojana; and (d) the details of the infrastructure and logistical measures being taken to enhance ethanol availability across the country? 18.12.2025 997 THE MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS; AND MINISTER OF STATE IN THE MINISTRY OF TOURISM (SHRI SURESH GOPI): (a) : The National Policy on Biofuels – 2018, as amended in 2022, inter-alia advanced the target of 20% blending of Ethanol in petrol from 2030 to Ethanol Supply Year 2025-26 (ESY- 1st November, 2025 to 31st October, 2026). Public Sector Oil Marketing Companies (OMCs) achieved the target of 10% Ethanol blending in petrol in June 2022 i.e. five months ahead of the target during ESY 2021-22, 12.06% in ESY 2022-23 and 14.60% in ESY 2023-24. During Ethanol Supply Year (ESY) 2024-25, more than 1000 crore litres of ethanol have been blended thereby achieving an average blending of 19.24% ethanol in Petrol. In the month of October, 2025, ethanol blending of 19.97% has been achieved. (b) to (d):In order to ensure consistent availability of feedstock and infrastructure for ethanol production in the country, Government have taken several steps which inter-alia includes expansion of feedstock for Ethanol production, administered price mechanism for Ethanol procurement under the Ethanol Blended Petrol (EBP) Programme, lowered GST rate to 5% for Ethanol for EBP Programme, introduction of various Ethanol Interest Subvention Schemes (EISS) during 2018-22, a dedicated subvention scheme for Cooperative Sugar Mills to convert existing sugarcane-based distilleries into multi-feedstock plants for ethanol production from molasses as well as grains, signing of 233 Long Term Offtake Agreements (LTOAs) between OMCs and Dedicated Ethanol Plants, allocation of 52 Lakh Metric Tonne (LMT) of surplus Food Corporation of India (FCI) rice for ethanol production, each for the ESY 2024-25 (from 1st November 2024 to 31st October 2025) and ESY 2025-26, diversion of 40 LMT of sugar for ethanol production for the ESY 2024-25 and unrestricted production of ethanol from sugarcane juice/sugar syrup, B-Heavy Molasses as well as C-Heavy Molasses for ESY 2025-26, multimodal transportation of ethanol and increasing 18.12.2025 998 ethanol storage capacity along with other allied infrastructure for handling of higher blends of ethanol. Further, the Government had notified the “Pradhan Mantri JI-VAN (Jaiv Indhan- Vatavaran Anukool fasal awashesh Nivaran) Yojana 2019”, amended in 2024, with the objectives to establish advanced biofuels including Sustainable Aviation Fuel projects in the country using lignocellulosic biomass and other renewable feedstocks. Under this scheme, the maximum financial assistance of Rs. 150 crore per project for commercial scale projects and Rs. 15 crore per project for demonstration scale projects have been prescribed. EXPANSION OF JJM IN HINGOLI 3216. SHRI NAGESH BAPURAO AASHTIKAR PATIL: Will the Minister of JAL SHAKTI be pleased to state: (a) whether the Government is aware that several villages and semi-urban pockets of Hingoli district continue to face acute drinking water shortages, irregular piped water supply, drying borewells and inadequate storage facilities, especially during summer months and if so, the details thereof; (b) whether the Government proposes to expedite and expand works under the Jal Jeevan Mission (JJM) including replacement of defunct pipelines, installation of new filtration units and provision of household tap connections in water-stressed gram panchayats of Hingoli and if so, the details thereof; 18.12.2025 999 (c) the steps taken/being taken to increase irrigation capacity through repairs of minor irrigation tanks, desilting of dams and completion of pending lift- irrigation schemes to support local agriculture along with the timelines fixed for addressing these issues; and (d) whether a special assistance package is likely to be sanctioned for Hingoli district and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF JAL SHAKTI; AND MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI V. SOMANNA): (a) and (b): Drinking water is a State subject. The power to plan, design, approve and implement drinking water supply schemes/projects lies with State Government. Government of India supplements the efforts of the States by providing technical and financial assistance. Significant progress has been made in the Hingoli district, since the launch of Jal Jeevan Mission, towards enhancing access to tap water to rural households. At the start of Jal Jeevan Mission in August 2019, only 37,291 (17.35%) rural households were reported to have tap water connections. So far, as reported by State, around 1.45 lakh additional rural households have been provided with tap water connections under JJM. Thus, as on 15.12.2025, out of 2.15 lakh rural households in the Hingoli district, 1.82 lakh (84.68%) households are reported to have tap water supply in their homes. Under the Jal Jeevan Mission (JJM), drinking water supply schemes are being implemented by the State Government to provide Functional Household Tap Connections (FHTCs) to rural households. Works including replacement of 18.12.2025 1000 old and defunct pipelines, strengthening of water supply infrastructure, installation of treatment/filtration units and provision of tap water connections in water- stressed gram panchayats of Hingoli district are taken up based on approved Annual Action Plans and availability of funds. The Government of India provides financial and technical support, while implementation is carried out by the State Government. (c): Government of India launched “Pradhan Mantri Krishi Sinchayee Yojana (PMKSY)” in Financial Year 2015-16 with an aim to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on farm water use efficiency, introduce sustainable water conservation practices etc. Har Khet Ko Pani (HKKP) is one of the components of PMKSY. The scheme of Surface Minor Irrigation (SMI) and Repair, Renovation and Restoration (RRR) of Water Bodies has now become a part of PMKSY-HKKP. Ministry of Jal Shakti provides Central Assistance (CA) to States for creation and restoration of Irrigation Potential (I.P.) under the SMI and RRR of Water Bodies schemes. Further, continuation of PMKSY-HKKP for the FY 2021-22 to FY 2025-26 has been approved by the Union Cabinet in Dec, 2021 targeted irrigation potential of 4.50 lakh-ha for SMI and RRR of WBs schemes. THE MINISTER OF STATE IN THE MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES; AND MINISTER OF STATE IN THE MINISTRY OF LABOUR AND EMPLOYMENT (KUMARI SHOBHA KARANDLAJE): (a) to (d): The Hon'ble Prime Minister had launched the Rozgar Mela on 22nd October 2022.17 Rozgar Mela events have so far been held at the National level in 40-50 cities across various States and Union Territories. Several lakh appointment letters have been issued by the participating Ministries/Departments /Organizations etc. in the Rozgar Melas. The 17th Rozgar Mela was held on 24/10/2025 at 40 locations across the country wherein 51000 appointment letters were distributed by various Ministries/ Departments/ Organizations etc. during the event. Filling up of vacant posts is a continuous process. Details of various recruitments including State-wise, Category wise breakup and newly created posts are maintained by the respective Ministries/Departments andCentral Public Undertakings (CPSUs)/Attached Offices/Subordinate Offices etc. BENEFITS UNDER PMAY-U IN GUNTHEWARI AREAS IN MAHARASHTRA 3218. SHRI VISHALDADA PRAKASHBAPU PATIL: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether the Government is aware that a large number of families residing in Gunthewari areas in urban centres of Maharashtra are unable to avail 18.12.2025 1003 benefits under the Pradhan Mantri Awas Yojana-Urban (PMAY-U) due to the mandatory requirement of a formal building construction permit; (b) if so, the details thereof including steps taken to address the issue of mandatory PMAY-U documentation requirements in Gunthewari areas that are yet to be authorised due to bureaucratic processes; (c) the steps taken by the Government to simplify the process of arranging technical documentation required for beneficiaries in tribal and remote areas in Maharashtra undergoing regularisation for boosting inclusivity under PMAY-U; and (d) whether the Government is considering to revise the mandatory requirement of a formal building construction permit for Gunthewari areas to achieve the objective of 'Housing for All' and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU): (a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country. The implementation period of PMAY-U scheme, which was earlier up to 31.03.2022, has been extended up to 31.12.2025 to complete sanctioned houses without changing the funding pattern and implementation methodology. Based on the learnings from the experiences of implementation of PMAY- U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ 18.12.2025 1004 Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). As per the scheme guidelines of PMAY-U 2.0, the implementing agencies shall validate/verify the information, building plan of the house, ownership documents of land and other details (like economic status and eligibility) etc. submitted by the beneficiary through online/offline mode. However, the layout plan shall not be insisted upon where States/UTs have given the exemption for construction of houses having provision of deemed approval or pre-approved building plan. Further, to simplify the process of arranging technical documentation required for beneficiaries for availing the Central Assistance, the beneficiaries will also be allowed to Geo-tag the progress of the houses through the applicable modalities and subsequently, the ULBs/implementing agencies shall monitor and approve the Geo-tagging status of the house as captured by the beneficiary for subsequent release of funds to the beneficiaries. Moreover, as per PMAY-U 2.0 guidelines, States/UTs are required to formulate ‘Affordable Housing Policy’ and adopt key reforms to attract private investment and create an enabling eco-system for augmenting the affordable housing stock in the country. 18.12.2025 1005 NEW FOOD PROCESSING UNITS 3219. SHRIMATI MALVIKA DEVI: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) whether the Government has taken any measures to ensure strict monitoring, identification and disposal of expired food products and if so, the steps being taken to prevent such expired items from being recycled, repackaged and re-introduced into the market including details of any enforcement mechanism or inspections conducted in this regard; (b) the number of new food-processing units that have been established across the country during the last financial year; (c) whether the Government has proposed any new food-processing plants for the State of Odisha including the districts of Kalahandi and Nuapada and if so, the details thereof; (d) the subsidies, incentives or support schemes currently available for micro and small enterprises for setting up food-processing units; and (e) whether additional subsidies or schemes exist for entrepreneurs belonging to aspirational districts like Kalahandi and Nuapada and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF FOOD PROCESSING INDUSTRIES; AND MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI RAVNEET SINGH): (a): As per the information provided by Food Safety and Standards Authority of India (FSSAI), FSSAI is mandated to lay down science based standards for 18.12.2025 1006 articles of food and to regulate their manufacture, storage, distribution, sale and import to ensure availability of safe and wholesome food for human consumption. FSSAI has issued an advisory dated 03.11.2025 reiterating strict compliance with environmentally sound procedures for disposal of seized, rejected, and expired food items, in line with earlier guidelines dated 21.12.2020 issued under Sections 38(4) and 47(4) of the Act. The advisory directs enforcement authorities to adopt only approved disposal methods, in coordination with local authorities. Further, FSSAI through its regional offices and also through the State/UT Food Safety Departments, carry out regular inspections and audits of all food business operators of all food products to ensure compliance with the standards and statutory requirements established under the FSS Act, 2006 and the Regulations made thereunder. (b) and (c): In order to promote and ensure overall development of food processing sector, Ministry of Food Processing Industries (MoFPI) has been incentivizing for setting up of related industries through its two Central Sector Scheme viz. Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), Production Linked Incentive Scheme for Food Processing Industry (PLISFPI) and a Centrally sponsored PM Formalization of Micro Food Processing Enterprises (PMFME). These schemes are not region or state specific but demand driven and being implemented across the country including Kalahandi and Nuapada districts of Odisha. Under PMKSY Scheme, 8 projects have been approved for assistance in the 18.12.2025 1007 country during last financial year (2024-25), out of which 2 projects located in the state of Odisha. Under PMFME Scheme, 45713 new micro food processing enterprises have been approved for assistance in the country during last financial year (2024- 25), out of which 484 micro food processing enterprises have been approved in the State of Odisha including 3 in Kalahandi and 3 in Nuapada. (d) and (e): The details of incentives available under these schemes of MoFPI are given in the enclosed Statement. MoFPI provides subsidy/incentives to the eligible entities, as per scheme guidelines across the country including aspirational districts like Kalahandi and Nuapada districts of Odisha. Under PMKSY, for difficult areas, subsidy @50% of eligible project cost is provided against @35% in general areas.
