Will the Minister of CIVIL AVIATION be pleased to state:- (a) the number of new airports commissioned recently for smaller towns under the UDAN scheme in Madhya Pradesh and Gujarat (b) the details of total operational routes and new airports under the UDAN scheme in Madhya Pradesh and Gujarat and the plans to extend the UDAN scheme beyond 2027 to additional underserved regions in the States; (c) whether the Government has launched a pilot “Fares Se Fursat” scheme with fixed low airfares to ensure affordable air travel and stabilise ticket prices for citizens, particularly under the UDAN framework and if so, the details thereof; (d) the details regarding the development of around 120 new destinations and the measures proposed to enable affordable air travel for an additional 4 crore passengers; and (e) the present status of the UDAN café initiative including the number of cafés currently operational along with the details of the airports at which they have been established? THE MINISTER OF STATE IN THE MINISTRY OF COOPERATION; AND MINISTER OF STATE IN THE MINISTRY OF CIVIL AVIATION (SHRI MURLIDHAR MOHOL): (a) to (d): RCS-UDAN is market driven scheme in which the unserved and underserved airstrips/airports are listed for bidding by airlines to provide 29.01.2026 779 connectivity. An airport which is included in the awarded routes of UDAN and requires upgradation/development for commencement of UDAN operations, is developed under the 'Revival of unserved and underserved airports' scheme. Three airports namely, Gwalior, Rewa and Datia have been operationalised under the UDAN Scheme in the State of Madhya Pradesh Further, greenfield airports are not taken up for development under the UDAN scheme. A total of 43 & 71 RCS routes have been operationalised in the State of Madhya Pradesh & Gujarat, respectively. Alliance Air has introduced a one route, one fare scheme named "Fare se Fursat" on selected routes for travel dates from 13 October 2025 to 31 December 2025. The scheme which is not under UDAN offered fixed fares on some of their routes. The Government has announced the launch of the modified UDAN Scheme to increase regional connectivity to 120 new destinations across the country, to cater to 4 crore passengers over the next 10 years. The Scheme will be effective after approval from the competent authority. (e): UDAN Yatri Cafe is a budget-friendly initiative designed to provide affordable, hygienic, and quality food and beverages to travellers at airports. UDAN Yatri Cafes are currently operational at Kolkata, Chennai, Pune, Bhubaneswar, Vijayawada and Hollongi. 29.01.2026 780 ASSESSMENT OF OVERALL DEVELOPMENT OF TRIBALS 165. SHRI E. T. MOHAMMED BASHEER: Will the Minister of TRIBAL AFFAIRS be pleased to state: (a) whether the Government has conducted any comprehensive assessment to ascertain the extent to which technological backwardness, inadequate digital connectivity, low levels of education, poor health indicators, lack of skill development and persistent socio-economic disadvantages are impeding the overall development, livelihood security and welfare of Scheduled Tribe communities across the country particularly in remote, forest and geographically isolated areas; and (b) if so, the key findings of such assessments and the major structural and administrative gaps identified therein? THE MINISTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS (SHRI DURGA DAS UIKEY): (a) and (b): Ministry of Tribal Affairs is committed to the development and welfares of tribal community of India. The Ministry of Tribal Affairs through the State Governments/ UT Administration/departments has undertaken habitation level data collection exercise through PM Gati Shakti mobile application to estimate Particularly Vulnerable Tribal Groups (PVTGs) population figures and infrastructure gaps in order to cover PVTG population residing in villages & habitations under PM JANMAN. Based on the data captured by State / UT 29.01.2026 781 Governments, mission targets were laid down to cover specific developments gap like housing government facilities for nutrition, connectivity etc. are given in the enclosed Statement -I. On 15th November 2023, Pradhan Mantri Janjati Adivasi Nyaya Maha AbhiyaN (PM JANMAN) was launched for socio-economic development of 75 PVTG communities residing in 18 states and one UT. The mission aims to provide basic facilities to improve their socio-economic conditions such as safe housing, clean drinking water and improved access to education, health and nutrition, road and telecom connectivity, electrification of unelectrified households and sustainable livelihood opportunities in 3 years. These objectives are being met through 11 interventions implemented by 9-line Ministries. Ministry wise progress of the interventions as on 31.12.2025 is given in the enclosed Statement-I. DHARTI AABA JANJATIYA GRAM UTKARSH ABHIYAN(DAJGUA) Building on the success of the PM-JANMAN scheme, MoTA has envisaged a new mega multi-sectoral initiative named “Dharti Aaba Janjatiya Gram Utkarsh Abhiyan” which aims at the holistic and sustainable development of tribal populations in villages through the convergence of schemes of 17 ministries including MoTA with 25 interventions (Statement-II). The program aims to provide saturation of service infrastructure in all high concentration tribal villages and aspirational blocks having significant tribal population. The scheme earmarks Rs. 79,156 Cr, comprising a central share of Rs. 56,333 Cr and a state share of Rs. 29.01.2026 782 22,823 Cr for five years by dovetailing funds from the Development Action Plan for the Scheduled Tribes (DAPST). Key objectives include safe housing and clean drinking water, improved sanitation facilities, enhanced access to education, health, and nutrition, better road and telecom connectivity, reliable electricity supply and promotion of renewable energy, and sustainable livelihood opportunities through scheme convergence. The Abhiyan aims to cover the service infrastructure gaps in villages with high concentration of tribals and tribal villages in Aspirational Blocks based on Antyodaya mission gap data (2022-23) . The Abhiyan prioritizes these villages within aspirational blocks and extends beyond the aspiration block and district program, encompassing a total of 63,843 villages and nearly 5 crore people. It covers 549 districts and 2,911 blocks across all tribal-dominated villages in 26 States and 4 Union Territories. The mission detalis are given in the enclosed Statement-II.
