Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) whether the Ministry has reviewed the implementation of Scheme for Economic Empowerment of DNTs (SEED) in Maharashtra; (b) if so, the details of the review done so far and the outcomes of such reviews; (c) the details of the number of distributed Ayushman Bharat Health Insurance Cards, Kamgar Kalyan Smart Cards, established coaching centres for competitive examinations and health insurance done under the SEED scheme for DNTs, particularly for Maharashtra during the last three years; (d) the details of the names of districts covered under SEED scheme, for such reviews in Maharashtra; (e) the details of the data on left out eligible districts or DNTs/NTs families under SEED in Maharashtra; and (f) the details of available mechanism for application registration and grievance redressal, specifically for DNTs/NTs? (b) and (c) The department reviews the implementation of the Scheme for 16.12.2025 414 Economic Empowerment of DNTs (SEED) in Maharashtra.The department carries reviews through regular monitoring of the Self Help Groups (SHGs) formation, livelihood activities, health insurance enrollment, and free coaching initiatives. The key outcomes of the review undertaken in Maharashtra are as follows: (i) 776 SHGs have been formed covering 9,312 beneficiaries. (ii) 22,952 Ayushman Bharat Health Insurance Cards have been issued. (iii) Free coaching support has been provided to 212 students in 2024-25 and 898 students in 2025-26 at the Class 12th level for various competitive examinations across multiple districts.There is no provision under the SEED scheme for issuance of Kamgar Kalyan Smart Cards or for establishing coaching centres. The health component and Coaching component under the Scheme has been taken up from 2024-25. (d) The details of districts covered under SEED livelihood and free coaching in Maharashtra is given in the enclosed Statement. Under health component of SEED, all the districts are covered in which 22,952 cards have been issued for DNT community beneficiaries. (e) The scheme currently covers 16 districts of Maharashtra under livelihood component, 30 districts under educational empowerment through free coaching (details of which is given in the enclosed Statement) and 36 districts for issuing Ayushman cards. (f) Beneficiaries are mobilized for application registration through partner NGOs for Livelihood intervention through SHG formation and Ayushman card issuance 16.12.2025 415 for availing health insurance benefits. For free coaching through online portal, a grievance redressal mechanism is available through the CP-GRAM. वािणºय और उīोग मंýालय म¤ राºय मंýी; तथा इले³ůॉिनकì और सूचना ÿौīोिगकì मंýालय म¤ राºय मंýी (®ी िजितन ÿसाद): (क) से (ग) भारत सरकार ने तटीय ±ेýŌ सिहत पूरे देश म¤ अवसंरचना को बढ़ावा देने के िलए िविभÆन योजनाएं शुł कì ह§। इसके अलावा, सरकार ने िनयाªत कì ÿिøयाÂमक पहलुओं को सुधारने के िलए कई उपाय िकए ह§। योजनाओं के अंतगªत कुछ पहल और उपाय नीचे िदए गए ह§: (i) यह मंýालय 'Óयापार िनयाªत अवसंरचना योजना (टीआईईएस)' नामक एक क¤þीय ±ेý योजना को िव°ीय वषª 2017-18 से कायाªिÆवत कर रहा है, िजसका उĥेÔय िनयाªत वृिĦ के िलए उपयुĉ 16.12.2025 418 अवसंरचना के िनमाªण म¤ क¤þ और राºय सरकार कì एज¤िसयŌ कì सहायता करना है। इस योजना के तहत, िनयाªत अवसंरचना कì Öथापना या उÆनयन के िलए क¤þ/राºय सरकार के ÖवािमÂव वाली एज¤िसयŌ को अनुदान के łप म¤ िव°ीय सहायता ÿदान कì जाती है। इस योजना को वषª 2021-22 से वषª 2025-26 कì अविध के िलए 360 करोड़ Łपये के कुल पåरÓयय के साथ बढ़ाया गया है। इस योजना के तहत, तटीय राºयŌ म¤ 39 पåरयोजनाओं को मंजूरी दी गई है। (ii) बंदरगाह, पोत-पåरवहन और जलमागª मंýालय, अपनी ÿमुख सागरमाला योजना के तहत, क¤þ शािसत ÿदेश/राºय सरकारŌ को बंदरगाह अवसंरचना पåरयोजनाओं, तटीय बथª पåरयोजनाओं, सड़क एवं रेल पåरयोजनाओं, मÂÖय पालन बंदरगाहŌ, कौशल िवकास पåरयोजनाओं, तटीय समुदाय िवकास, øूज टिमªनल और रो-पै³स फेरी सेवाओं जैसी पåरयोजनाओं के िलए िव°ीय सहायता ÿदान करता है। (iii) भारतीय बंदरगाहŌ का िवकास, िनयाªत अवसंरचना का एक महÂवपूणª िहÖसा होने के नाते, नए बथª और टिमªनलŌ के िनमाªण, मौजूदा बथ का मशीनीकरण/आधुिनकìकरण, सड़क एवं रेल संपकª के िवÖतार, ±मता और पåरचालन द±ता बढ़ाने के िलए बंदरगाह िवकास म¤ सावªजिनक-िनजी भागीदारी को बढ़ाना शािमल है। इन पहलŌ के पåरणामÖवłप, भारतीय बंदरगाहŌ कì कुल माल ढुलाई ±मता िव° वषª 2014-15 म¤ 1561 िमिलयन टन ÿित वषª से बढ़कर िव° वषª 2024-25 म¤ 2771 िमिलयन टन ÿित वषª हो गई है। (iv) िवĵ ब§क Ĭारा ÿकािशत कंटेनर पोटª परफॉम¦स इंडे³स (सीपीपीआई), 2024 म¤ दो भारतीय बंदरगाह, जवाहरलाल नेहł बंदरगाह (23वां Öथान) और मुंþा बंदरगाह (25वां Öथान), वैिĵक बंदरगाहŌ कì शीषª 30 सूची म¤ शािमल ह§। इसके अितåरĉ, 5 भारतीय बंदरगाह शीषª 100 वैिĵक बंदरगाहŌ कì सूची म¤ शािमल हòए। िवĵ ब§क कì लॉिजिÖट³स परफॉम¦स इंडे³स (एलपीआई) åरपोटª 2023 के अनुसार, भारतीय बंदरगाहŌ का टनªअराउंड टाइम (टीएटी) 0.9 िदन है, जो कई समुþी देशŌ से बेहतर है। (v) भारतीय रेलवे ने तटीय ±ेýŌ म¤ ±मता बढ़ाने के िलए कई कायª शुł िकए ह§, जैसे नई लाइन 16.12.2025 419 का िनमाªण, मौजूदा मागŎ का दोहरीकरण और मÐटी-ůैिकंग, Éलाईओवर और बाईपास लाइनŌ का िनमाªण, माल गोदामŌ और गित शिĉ कागō टिमªनलŌ (जीसीटी) का िवकास, बंदरगाह कनेि³टिवटी पåरयोजनाएं, समिपªत माल गिलयारे का िनमाªण आिद। इन पहलŌ का उĥेÔय, अÆय बातŌ के साथ- साथ, बंदरगाहŌ से कनेि³टिवटी को मजबूत करना, माल िनकालने कì ±मता को बढ़ाना और िनयाªत- उÆमुख यातायात कì सुगम आवाजाही को सुगम बनाना है। (vi) भारत म¤ कागō सुिवधा वाले तटीय हवाई अड्डे मुंबई, चेÆनई, कोलकाता, कोि¸च, ितŁवनंतपुरम, कोझीकोड, भुवनेĵर, पोटª Êलेयर, सूरत, गोवा, िवशाखाप°नम, कÆनूर, गोवा (मोपा), मंगलुŁ, िवजयवाड़ा, जामनगर, िशरडी, राजमुंदरी, तूतीकोåरन और भावनगर ह§। (vii) माल के आयात और िनयाªत के िलए अंतद¥शीय कंटेनर िडपो (आईसीडी) और कंटेनर Āेट Öटेशन (सीएफएस) पåरपý सं´या 50/2020-सीमा शुÐक िदनांक 05.11.2020 म¤ िनिहत िदशािनद¥शŌ के अनुसार Öथािपत िकए गए ह§। माल के आयात और िनयाªत से संबंिधत सीमा शुÐक ÿिøयाएं जैसे दÖतावेज़ दािखल करना, शुÐक का आकलन और िनकासी इले³ůॉिनक माÅयम से कì जाती ह§। राÕůीय समय-सीमा अÅययन 2025 के अनुसार, िनयाªत माल कì िनकासी म¤ लगने वाला समय िनÌनानुसार है: ³लीयर¤स का Öथान सीमा शुÐक Ĭारा ³लीयर¤स म¤ लगने वाला समय (घंटŌ म¤) माल िनयाªत आदेश लॉिजिÖट³स सिहत ³लीयर¤स म¤ लगने वाला कुल समय (घंटŌ म¤) बंदरगाह 29:36 187:27 इनल§ड कंटेनर िडपो (आईसीडी) 30:39 130:30 एयर कागō कॉÌÈले³स (एसीसी) 3:58 31:38 (viii) िवदेश Óयापार महािनदेशालय (डीजीएफटी) के नीितगत दÖतावेज, िजनम¤ िवदेश Óयापार नीित (एफटीपी) 2023 और ÿिøया पुिÖतका (एचबीपी) 2023 शािमल ह§, वैिĵक सवō°म पĦितयŌ के 16.12.2025 420 अनुłप तैयार िकए गए ह§। Óयापक िडिजटलीकरण के उĥेÔय से, िनयाªतकŌ के िलए अनुपालन को सरल बनाने और िडिजटल-फÖटª गवन¦स को बढ़ावा देने के िलए महÂवपूणª सुधार िकए गए ह§। आयात- िनयाªतक कोड (आईईसी), अिúम ÿािधकरण/शुÐक मुĉ आयात ÿािधकरण (डीएफआईए)/िनयाªत संवधªन पूंजीगत वÖतुएं (ईपीसीजी)/िनयाªितत उÂपादŌ पर शुÐक और करŌ कì छूट (आरओडीटीईपी) योजनाएं, इले³ůॉिनक ब§क कायाªिÆवत ÿािĮ ÿमाणपý और मूल ÿमाणपý (सीओओ) सिहत ÿमुख िनयाªत-संबंधी ÿािधकरणŌ और ÿमाणपýŌ के िलए एक संपूणª िडिजटल अनुमोदन ÿणाली कायाªिÆवत कì गई है। ůेड कने³ट ई-Èलेटफॉमª अब िनयाªतकŌ को िनयाªत संवधªन पåरषदŌ, भारतीय दूतावासŌ और डीजीएफटी से जोड़ता है, िजससे पंजीकरण सह सदÖयता ÿमाणपý और सीओओ जारी करने के िलए एक एकìकृत ÿणाली और िनयाªतकŌ के िलए एक एकल-िखड़कì इंटरफ़ेस उपलÊध होता है। एफटीपी (एफटीपी) और एचबीपी (एचबीपी) दोनŌ िमलकर ÿÂयेक ÿिøया के िलए समय सीमा िनधाªåरत करते ह§ तािक पूवाªनुमािनत नीित सुिनिIJत कì जा सके। Óयापार और उīोग जगत से ÿाĮ ÿितिøया के आधार पर, सरकार समय-समय पर एफटीपी/एचबीपी म¤ संशोधन करके िनयाªतकŌ को लाभ पहòंचाने के उĥेÔय से ÿिøयाओं को सरल बनाने, लेनदेन लागत को कम करने और Öवचालन को बढ़ावा देने के िलए कई उपाय कर रही है। ONE DISTRICT ONE PRODUCT IN UTTAR PRADESH 2612. SHRI TANUJ PUNIA: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: (a) the details of districts in Uttar Pradesh in which One District One Product (ODOP) is being implemented and products that have been identified; (b) the details of the steps taken by Government in providing support to the producers in a particular district including monetary, technical and skill 16.12.2025 421 support; and (c) the details of the number of entrepreneurs/producers and their products who were successful after this initiative, district-wise in the State of Uttar Pradesh? THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY; AND MINISTER OF STATE IN THE MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA): (a) One District One Product (ODOP) is an initiative by the Department for Promotion of Industry and Internal Trade (DPIIT) with the aim to select, brand, and promote at least one product from each district of the country for enabling holistic growth across all regions. ODOP initiative has been implemented in the 75 districts of Uttar Pradesh and 110 Products have been identified. The finalized list was duly communicated to the Department for Promotion of Industry and Internal Trade (DPIIT) by the relevant departments of the State. The list of ODOP products from Uttar Pradesh is given in the enclosed Statement. (b) and (c) ODOP is an initiative by Department for Promotion of lndustry and lnternal Trade (DPllT) to promote the unique products from each district of the country, without any financial component. To provide technical and skill support, DPIIT in collaboration with the National Institute of Design (NID), has conducted design sensitization workshops across several districts in Uttar Pradesh to strengthen product innovation, diversification, and contemporary design capabilities. Workshops have been 16.12.2025 422 organized for Black Pottery (Azamgarh), Glassware (Firozabad), Jute Wall Hangings (Ghazipur), Handmade Paper Art (Jalaun), Banana Fibre and Banana Products (Kushinagar), Chikankari and Zari-Zardozi (Lucknow), and Tarkashi Art (Mainpuri). Further, under the Scheme for Special Assistance for Capital Investment and in line with the Budget Announcement 2023–24, provision has been made for establishing PM Ekta Malls (Unity Malls) in all States to promote ODOP, GI and local handicraft products. Under this framework, an amount of ₹370.247 crore has been sanctioned for the construction and operation of three PM Ekta Malls at Lucknow, Varanasi and Agra in Uttar Pradesh. As per the information received from Government of Uttar Pradesh, four schemes have been formulated under UP ODOP Programme to provide monetary, market-linked, and skill support to ODOP stakeholders across districts. Under the Market Development Assistance (MDA) Scheme, ODOP artisans/units are supported in participating in local, national and international fairs by way of reimbursement of lodging, travel and stall charges. Support is also provided for onboarding on e-commerce platforms and establishing showrooms in major urban centres. A total of 7,639 artisans have participated in exhibitions under this scheme, and subsidies amounting to ₹71.48 crore have been disbursed. ODOP products are being promoted on e-commerce platforms such as ODOP Mart, Amazon, and Flipkart. Under the Common Facility Centre (CFC) Scheme, shared facilities are 16.12.2025 423 created for clusters to address issues related to design, raw material, packaging and other common requirements. Financial assistance of 60%–90% of the project cost is provided by the State Government. A total of 15 CFCs (project cost ₹112.29 crore) have been completed, and 15 additional CFCs (project cost ₹105.82 crore) have received final approval and are under implementation. Under the Skill Development and Toolkit Distribution Scheme, free 10- day bridge courses are conducted to address the current and future workforce requirements in the ODOP value chain, along with free distribution of modern toolkits. A total of 1,33,472 artisans has been trained, and 1,28,672 artisans have been provided toolkits under this programme. Under the ODOP Margin Money Scheme, credit taken from banks for setting up manufacturing or business enterprises is subsidized up to 25% (subject to a ceiling of ₹20 lakh), with own contribution of 10% for General category applicants and 5% for Special category applicants. Training after loan sanction is provided through institutions such as RSETI, ITI, Polytechnic and IED. Under this scheme, 19,224 projects amounting to ₹6,393 crore have been sanctioned so far. VERMA): (a) and (b) The Department of Empowerment of Persons with Disabilities under Ministry of Social Justice and Empowerment is implementing Scheme of Assistance to Persons with Disabilities for Purchase/Fitting of Aids and Appliances (ADIP) Scheme for distribution of aids and appliances to Divyangjan. Being Central Sector Scheme, there is no state-wise allocation of funds. However, the State-wise details of funds utilized and number of beneficiaries covered during the last five years is given in the enclosed Statement-I. (c) State-wise, year-wise data of beneficiaries supported under different disabilities has been categorized into five broad groupings and is given in the enclosed Statement-II. (d) Under the ADIP Scheme, the Artificial Limbs Manufacturing Corporation of India (ALIMCO), a CPSE under this Department is one of the major implementing agencies that provides quality aids and assistive devices to eligible Divyangjan through various modes. Many corrective measures have been undertaken by the Department to further strengthen service delivery such as - (i) Camps are organised strictly in coordination with respective district administrations, ensuring adherence to prescribed timelines. (ii) Pradhan Mantri Divyasha Kendras (PMDKs) and ALIMCO Authorised Sale and Repair Agency (AASRA) Centres have been established at various locations across the country to provide continuous and localized access to aids and appliances for beneficiaries across the country. 16.12.2025 430 (iii) ARJUN Portal has been introduced by the Department where beneficiaries can raise requests for aids and appliances in online mode. These measures are intended to strengthen last-mile delivery and ensure that assistive devices are provided to eligible beneficiaries in an efficient and timely manner. SHRI TAMILSELVAN THANGA: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) whether it is a fact that the frequent use of Chemical Fertilizers and Pesticides on Environment to yield more agriculture produce results in very hazardous effect on human health and destroy human life also; (b) if so, the details thereof; (c) whether the Union Government has ever assessed the effect of frequent use of Chemical Fertilizers and Pesticides on Environment and human health; (d) if so, the details thereof; (e) whether the Union Government has find out the alternative ways to rationalize the frequent use of Chemical Fertilizers and Pesticides on Environment; and (f) if so, the details thereof and if not, the reasons therefor? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI RAM NATH THAKUR): (a) to (d) Chemical fertilizers used judiciously as per recommended doses are not harmful. Government promotes judicious use of fertilizer through Soil Health and Fertility scheme. The scheme provides Soil Health Cards (SHCs) for farm holdings, to promote balanced and integrated nutrient management for improving productivity and soil fertility. Soil samples are processed as per standard procedures and analyzed for parameters such as pH, Electrical 16.12.2025 439 Conductivity, Organic Carbon, available Nitrogen, Phosphorus, Potassium, Sulphur, and micronutrients (Zinc, Copper, Iron, Manganese and Boron). The diagnostic soil health assessment of farmer fields is taken up periodically so as to issue SHCs at least once in 3 years. Since 2014-15, 25.61 crore Soil Health Cards have been generated till date. Under the scheme, Rs. 1970 Crore has been released since inception. 93, 781 farmers’ trainings, 6.80 lakh demonstrations, 7425 farmer’s melas/ campaigns on SHC have been organized across the country. The Registration Committee, constituted under Section 5 of the Insecticides Act, 1968 registers pesticides after considering its efficacy and safety to human beings, animals and environment. Pesticides used as per the approved label claims and leaflets are unlikely to cause any harm. In addition, technical reviews are carried out from time to time to assess the safety of pesticides for their continued use. (e) and (f) The Government of India has notified Organic fertilizers, Bio-fertilizers, De-oiled cake, Organic Carbon Enhancer and Nano fertilizer in The Fertilizer Control Order, 1985 to ensure quality sale of these fertilizers. Government is promoting Natural Farming and Organic Farming as alternatives to chemical farming for sustainable agriculture and human wellbeing. Organic farming in the country is implemented through Paramparagat Krishi Vikas Yojana (PKVY) in all the States/UTs other-than North Eastern States, and Mission Organic Value Chain Development for North Eastern Region (MOVCDNER) exclusively for North Eastern region. Farmers are provided assistance from production to 16.12.2025 440 marketing under the organic farming schemes. Further, the National Mission on Natural Farming (NMNF) was approved by the Union Cabinet on 25.11.2024 to promote Natural Farming across the country. The Mission has been initiated to strengthen agriculture practices with scientifically backed agro ecological approaches towards sustainability, climate resilience and safe food. NATIONAL SURVEY CONDUCTED UNDER NAMASTE SCHEME 2615. SHRI BALRAM NAIK PORIKA: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) the total number of manual scavengers identified in the country through the National Survey conducted under the NAMASTE scheme till November 2025, State-wise; (b) the number of deaths of sewer/septic tank workers reported during cleaning operations since 2019 along with the compensation paid; (c) the concrete steps taken to enforce the complete ban on manual entry into sewers/septic tanks and to ensure hundred per cent mechanisation of cleaning operations; (d) the number of identified manual scavengers who have been provided rehabilitation assistance, skill training and self-employment loans under the NAMASTE scheme; and (e) whether the Government proposes to bring further amendments to the Manual Scavengers and their Rehabilitation Act, 2013, for stricter penalties and 16.12.2025 441 time-bound eradication and if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT (SHRI RAMDAS ATHAWALE): (a) A Nationwide survey, covering 4800+ Urban Local Bodies, has been conducted for identification of Sewer and Septic Tank workers (SSWs) under NAMASTE scheme and not for identification of Manual Scavengers. (b) According to the information provided by the National Commission for Safai Karamcharis (NCSK), 471 sanitation workers have lost their lives due to hazardous cleaning of sewer and septic tanks since 2019 (upto 31.10.2025) and full and partial compensation has been paid to the families of 397 and 19 deceased, respectively. (c) Section 7 of the “Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013” prohibits hazardous cleaning of a Sewer or a Septic Tank. To tackle hazardous cleaning of Sewer and Septic Tanks, Department of Social Justice and Empowerment in convergence with the Ministry of Housing and Urban Affairs launched the “National Action for Mechanised Sanitation Ecosystem (NAMASTE)” Scheme in 2023-24 for implementation in all Urban Local Bodies (ULBs) of the country. The objective is to ensure safety and dignity of Sewer and Septic Tank Workers (SSWs) and to empower them socially and economically. The aim is also to achieve zero fatality in sanitation work and to ensure that no sanitation worker comes in direct contact with human faecal matter. 16.12.2025 442 Steps taken under NAMASTE scheme to avoid manual entry into sewer and septic tanks and to ensure mechanised cleaning of sewer and septic tanks are as under:- i. Safety devices to Emergency Response Sanitation Units (ERSUs). ii. Upfront Capital Subsidy to sanitation workers and Private Sanitation Service Operators (PSSOs) for procurement of sanitation related machine/equipment. iii. Occupational Safety training to the sewer and septic tank workers. iv. Workshops on prevention of hazardous cleaning of sewer and septic tanks. Ministry of Housing and Urban Affairs (MoHUA) launched Swachh Bharat Mission – Urban (SBM-U) 2.0 on 1st, October, 2021. It includes a new component i.e. Used Water management (UWM) with one of the objectives of eradication of hazardous entry into sewers and septic tanks and elimination of manual cleaning, through mechanization of sewer and septic tank cleaning operations. Ministry of Housing and Urban Affairs has also issued the following advisory for safe cleaning of sewer and septic tanks:- i. Standard Operating Procedures (SOP) for cleaning of Sewer or Septic tank. ii. Advisory for technical and managerial interventions for ensuring safety during sewer and septic tank cleaning through Emergency Response Sanitation Unit (ERSU). iii. Ready Reckoner for Urban Local Bodies (ULBs) for ensuring safety of 16.12.2025 443 sanitation workers. iv. Organising Safaimitra Suraksha Shivirs nationwide through ULBs to provide health check-ups and linkages to social welfare schemes. v. Issued protocol for Safai Mitra Surakshit Shehar. (d) Components of the erstwhile ‘Self-Employment Scheme for the Rehabilitation of Manual Scavengers (SRMS)’ have been subsumed in the NAMASTE scheme in 2023-24 and rehabilitation assistance provided to manual scavengers and their dependents under it is given below:- SI.
