Sir, I want all the hon. Members of the Parliament to know that for the first time in BSNL history, both me and the hon. Cabinet Minister, Shri Jyotiraditya Scindia review the entire circle performance across the country. I do it on monthly basis whereas the hon. Minister, Shri Jyotiraditya Sindhiya reviews it quarterly. In this review process, we have operational parameters and financial parameters. We review the operational parameters very objectively like, how many cable cuts are happening every month, what the mean time to repair any cable cut is, what the uptime of the BTS is, and everything. There are 10 such parameters that we monitor. At least, as the first step, we want 95 per cent uptime. If that uptime is not there, we ask them why there is no uptime. The reasons could be either manpower or other issues. 12.00 hrs If the issue is a manpower issue, absolutely, we have given them the 11.02.2026 122 freedom to readjust and get the manpower. So, what I can tell you confidently is that over the next coming months, literally, every circle is going to have at least 95, if not 98, 99 per cent up-time in most of the BSNL services. In addition, to improve connectivity in the region, following surveys have been sanctioned for preparation of Detailed Project Report: S. Proposals/requests/suggestions/representations, both formal and informal for Railway projects/Works across the country are received on the basis of demands raised by State Governments, Members of Parliament, Ministries of Central Government, elected representatives, Railways’ requirements, organizations/rail users etc. at various levels including Railway Board, Zonal Railways, Division Office etc. As receipt of such proposals/complaints/suggestions is a continuous and dynamic process, centralized compendium of such requests is not maintained. However, these are examined and action as found feasible and justified is taken from time to time. 11.02.2026 126 ANDHRA PRADESH: Budget allocation in the recent years has increased significantly. Budget allocation for infrastructure projects and safety works, falling fully/partly in the State of Andhra Pradesh is as under: Period Outlay 2009-2014 ₹886 Cr./year (including Telangana) 2025-2026 ₹9,417 Cr. Sanction of any railway project depends upon many parameters/factors which include the following: Anticipated traffic projections and remunerativeness of the proposed route First and last mile connectivity provided by the project Connection of missing links and providing additional route Augmentation of congested/saturated lines Demands raised by State Governments/Central Ministries/Public representatives, Railway’s operational requirements Socio-economic considerations Overall availability of funds 11.02.2026 130 Completion of Railway project/s depends on various factors which include the following: Land acquisition Forest clearance Shifting of infringing utilities Statutory clearances from various authorities Geological and topographical conditions of area Law and order situation in the area of project site Number of working months in a year for particular project site etc. All these factors affect the completion time and cost of the project/s. FARE STRUCTURE/AFFORDABILITY OF VANDE BHARAT TRAINS *175. ADV. CHANDRA SHEKHAR: Will the Minister of RAILWAYS be pleased to state: (a) the details of the current fare structure for Vande Bharat trains during the year 2025–26 including average AC Chair Car and Executive Class fares on major routes, comparison with regular Mail/Express trains and passenger occupancy data (often near 100%) as of January 2026; (b) the details of the steps taken to address widespread criticism that high fares make Vande Bharat trains inaccessible to middle and lower-income 11.02.2026 131 passengers, despite claims of premium modern travel; (c) the manner in which the pricing policy aligns with World Bank recommendations for inclusive and affordable public transport systems and best practices from the world including Japan’s Shinkansen and China's high speed rail which balance speed with broader economic accessibility; and (d) the details of the initiatives taken during the year 2025-26 to make Vande Bharat more inclusive including any concessions, subsidised tickets or special quotas for women, senior citizens or economically weaker sections and their uptake? THE MINISTER OF RAILWAYS; MINISTER OF INFORMATION AND BROADCASTING; AND MINISTER OF ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW): (a) to (d): Indian Railways (IR) caters to various segments of the travelling public and, accordingly, operates different types of train services like Suburban/Non- suburban ordinary train services, Mail/Express, Amrit Bharat, Vande Bharat, Vande Bharat Sleeper, Namo Bharat Rapid Rail, Tejas, Humsafar, Rajdhani, Shatabdi, Duronto and Garib Rath services etc. Ministry of Railways while deciding the fare structure of various types of passenger services gives due consideration to aspects like the cost of service, value of service, type of services/facilities offered, affordability, competition from other competing modes and socio-economic considerations etc. 11.02.2026 132 Vande Bharat services since its introduction in February 2019, have been proliferated to 82 routes (164 train services) up to January 2026. Vande Bharat trains operate as a distinct passenger service segment having specific fare structure with features like improved suspension systems, faster acceleration with semi-high speed operation, automatic plug doors, ergonomics seats, mini pantry, CCTV’s, KAVACH etc. The fares of Indian Railways are among the lowest in comparison to other countries in the world. A comparison of the Indian Railway passenger fares (ordinary class) with the fares of the similar segment of services of the neighbouring countries is as under: Country Approx lowest fare per PKM Comparison with India India ~ ₹ 0.20 Pakistan ~ ₹ 0.54 ~ 2.5x higher Bangladesh ~ ₹ 0.37 ~ 2x higher Sri Lanka ~ ₹ 0.51 ~ 2.5x higher Keeping in view the affordability, the fare structure of Vande Bharat train services is kept at level below the cost of service. The fare of Vande Bharat AC chair car over a journey between 300 km to 400 km is around ₹2.19 per PKM which is much lower than the fares of similar segment of services in countries like China, Japan and France, where it ranges from ₹7.00 to ₹20.00 per PKM. The rationalised fare structure has facilitated the wider expansion of these 11.02.2026 133 services across the country reflecting strong passenger demand for these services. Vande Bharat services have high occupancy level on all major routes with occupancy of Vande Bharat near 100% demonstrating a change in passenger preferences. Indian Railways provides affordable transportation service to more than 720 crore passengers annually. The fare structure of Indian Railways besides considering the socio-economic factors also largely aligns with the relevant best practices adopted by different railway systems of the world. The total amount of subsidy given in FY 2023-24 on passenger travel is provisionally estimated at ₹60,466 Crore, this amounts to a 45% subsidy on the cost of passenger travel.In other words, if the cost of providing services is ₹100 then the price of ticket is ₹55 only. There is no concession in fare in Vande Bharat trains, however four seats as reserved quota are earmarked for persons with disabilities (Divyangjans) in chair car of each train service. GLOBAL SATELLITE PHONE SERVICE (GSPS) *176. SHRI M. K. RAGHAVAN: Will the Minister of COMMUNICATIONS be pleased to state: (a) whether the BSNL started sale of Global Satellite Phone Service (GSPS) to the general public and private enterprises and if so, the details thereof including the date of rollout and the categories of services offered; 11.02.2026 134 (b) whether the Government has prescribed any guidelines or eligibility criteria for citizens and private organisations to avail the GSPS services and if so, the details thereof; (c) whether the charges for GSPS devices and call/data usage have been finalised by BSNL and if so, the details thereof; (d) whether the Government plans to regulate the tariff to ensure affordability and if so, the details thereof; and (e) whether the Government has taken any measures to ensure secure communication and prevent misuse of GSPS by unauthorised users and if so, the details thereof? SCINDIA): (a): BSNL provides Voice Call and SMS services through Global Satellite Phone Service (GSPS) to General Public and Private Enterprises w.e.f. 01.01.2018. (b) and (e): DoT issued the instructions vide letter dated 12.06.2017 in respect of provision of Satellite based services, which inter-alia mandated that BSNL is required to complete the Customer Acquisition Process prescribed for mobile connections, as amended from time to time. BSNL shall also obtain from the subscriber the details such as place of use, period of use and the purpose for which Satellite handset shall be used. Additionally, the GSPS service is inherently a secure communication as information is transferred in encrypted 11.02.2026 135 form. (c): BSNL provides only voice and SMS services through GSPS. (d): Telecom Regulatory Authority of India (TRAI) is an independent authority for regulation of tariff for telecommunication services in India .As per the extant regulatory tariff provisions, tariff for telecommunication service is under forbearance except for services such as National Roaming, Rural Fixed Line Services, mobile number portability charges and leased circuits .‘Nil ’tariff has been prescribed for Unstructured Supplementary Service Data (USSD) services to promote financial inclusion etc.among rural unbanked feature phone users . KADIYAM KAVYA: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a) whether the Government has received any reports/complaints regarding the quality of foodgrains supplied under the Public Distribution System (PDS) in Telangana during the last three years and the current year and if so, the details thereof; (b) the details of inspections/quality checks conducted by Central agencies/ Food Corporation of India (FCI) and the number of instances of quality deviations found in respect of supplies to Telangana, year-wise; (c) the details of action taken by the Government including advisories issued and corrective measures undertaken in coordination with the State Government against erring entities, if any; and (d) the steps taken by the Government to improve quality assurance, transparency and end- to-end monitoring of the PDS supply chain in Telangana? 11.02.2026 149 THE MINISTER OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION; AND MINISTER OF NEW AND RENEWABLE ENERGY (SHRI PRALHAD JOSHI): (a): No complaint received regarding quality of foodgrains supplied under the Public Distribution System (PDS) in Telangana during the last three years and the current year. (b) and (c): The foodgrain meant for central pool are procured by the Food Corporation of India (FCI) as part of Centralized Procurement and State Agencies through Decentralized Procurement strictly as per the uniform specification formulated by the Department of Food and Public Distribution. The Telangana is a DCP state and the state Government itself undertakes direct purchase after 100% quality checks, stores and distributes the foodgrains under PDS and other welfare schemes. Any Food Business Operators (FBOs) found in contravention of the provisions of the FSS Act, 2006, and Regulations made thereunder face penal actions as per the provisions of the Act. (d): The Department has formulated and issued a Quality Control Manual to uniformly maintain the quality standards of foodgrains from procurement, storage and its distribution to the eligible beneficiaries through various social security programmes of GoI. The section 29 of National Food Security Act 2013 provides for constitution of Vigilance Committees at the State, district, block and fair price shop levels for ensuring transparency and proper functioning of Targeted Public Distribution System and accountability of the functionaries involved in the system. Further, as part of the technology driven TPDS reforms with the aim to enhance transparency and efficiency in the TPDS, ration cards/beneficiaries database have been completely digitized (100%) in all States/UTs. The transparency portal and online grievance redressal facility/ Toll- free number is available in all States/UTs. Further, for better tracking of foodgrains distribution, 11.02.2026 151 all Fair Price Shops (FPSs) have been automated by installing ePoS devices for the distribution of foodgrains in a transparent manner (electronically) through biometric/Aadhaar authentication of beneficiaries. Also, the Mera Ration App has been launched by the Department of Food and Public Distribution (DFPD), which enhances transparency and accessibility in Public Distribution System. It allows beneficiaries to log in using the Aadhaar number of the Head of the Family and view ration entitlements centrally. EFFECTIVE IMPLEMENTATION OF FLAGSHIP SCHEMES *180. SHRI ZIA UR REHMAN: Will the Minister of PLANNING be pleased to state: (a) whether the Government is aware of gaps in coordination and effective implementation of flagship schemes in Western Uttar Pradesh; (b) if so, the details of the steps taken to improve inter-ministerial coordination and monitoring of schemes in the region; (c) whether similar implementation gaps exist in other parts of the country; and (d) if so, the details of the measures undertaken at the national level to ensure timely and effective delivery of Government programmes/ schemes? SHRI DUSHYANT SINGH: Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) the measures being taken by the Government to ensure that the National Bio Energy Programme is aligned with India's clean energy targets and sustainable development goals particularly in States expanding their renewable-energy capacity such as Rajasthan; (b) the steps being undertaken to ensure that the opening of previously restricted areas for oil and gas exploration do not adversely affect marine ecosystems particularly in the Bay of Bengal and Arabian Sea and the manner in which the similar concerns being addressed for land-based bio energy projects; and (c) the manner in which the National Bio Energy Programme is expected to promote sustainable growth in rural regions along with the specific support proposed for communities in districts such as Jhalawar-Baran to facilitate their transition to cleaner energy solutions? THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): 11.02.2026 155 (a): Under the National Bioenergy Programme (NBP), Ministry of New and Renewable Energy supports installation of Bioenergy Projects in the country. The programme is closely aligned with India’s clean energy targets and Sustainable Development Goals through the promotion of Biomass, Biogas and Waste-to- Energy solutions in the country including the State of Rajasthan by providing Central Financial Assistance (CFA) under following scheme components: i. Waste to Energy Programme (Programme on Energy from Urban, Industrial and Agricultural Wastes /Residues) ii. Biomass Programme (Scheme to Support Manufacturing of Briquettes & Pellets and Promotion of Biomass (non-bagasse) based cogeneration in Industries) iii. Biogas Programme (Programme to support setting up of small (1 m3 to 25 m3 biogas per day) and medium size Biogas plants i.e., above 25 m3 to 2500 m3 biogas generation per day). (b): As per the information received from Ministry of Petroleum and Natural Gas (MoPNG), the oil and gas blocks (including the blocks in previously restricted 'No-Go' areas) are awarded through an open and transparent bidding process. Environmental clearances, including coastal zone clearances for oil and gas exploration as per the laws for the time being in force are essential before commencement of the activities. This typically involves an Environmental Impact Assessment (EIA) study after the award. The EIA process involves public hearing 11.02.2026 156 and ensures proper assessment of exploration activities on environment and only after obtaining necessary environmental clearances, with necessary safeguards measures for environmental protection and compliance, can companies commence exploration activities. Exploration and Production activities are undertaken in synergy with steps to enhance the livelihood of the people in the region as well as to ensure minimal impact on the environment. Similarly, Bioenergy projects like Biomass, Waste to Energy and Biogas plants comply with environmental regulations including State and Central Pollution Control Board requirements, site-specific environmental assessments including emissions. These safeguards ensure that Bioenergy development avoids adverse impact on local ecosystems, manages waste and emissions responsibly. (c): Under the Biogas component of the National Bioenergy Programme, CFA is being provided for nation-wide installation of small and medium sized Biogas plants, to promote sustainable growth in rural areas including the districts Jhalawar and Baran in Rajasthan. Under the National Bioenergy Programme, two Biomass-based Briquette/Pellet manufacturing projects have been supported in Baran District of Rajasthan: Sl. FAIR PRICE SHOPS IN THE STATE OF UTTAR PRADESH 1842. SHRI RAJEEV RAI: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a) the total number of Fair Price Shops (FPS) and the number of e-PoS enabled Fair Price Shops (FPS) in the State of Uttar Pradesh; (b) whether disruption due to poor internet connectivity in the remote areas in eastern UP including that of Mau and Ballia districts have adversely impacted the real-time data verification process at FPSs; (c) if so, whether Biometric failures due to wornout fingerprints, challenges of biometric authentication (fingerprint recognition) have adversely impacted labourers and elderly people; and (d) if so, the details thereof including the steps taken by the Government to 11.02.2026 158 resolve the problems being faced by the beneficiaries of PDS? THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA): (a): The total number of Fair Price Shops (FPS) are 73138 and all FPSs are e- PoS enabled in the State of Uttar Pradesh. (b): To ensure the availability of internet/connectivity for ePoS devices at FPSs in remote locations / shadow/no network areas in some States, the Department of Telecommunications has been requested to resolve the internet/connectivity related issues. The beneficiaries are empowered to lift their entitled foodgrains from any FPS having operational ePoS device without facing any internet/connectivity related challenges. The ePoS devices have a functionality to work in offline mode with limited/ no internet connectivity. The ePOS devices have to come periodically to network area to sync the offline ePOS data with PDS online system. (c) and (d): No specific feedback or reports have been received by this department on this aspect by States/UTs and other Stakeholders. Further, all States/UTs have been advised that no genuine beneficiary/household shall be denied from receiving entitled quota of subsidized foodgrains due to failure of biometric/Aadhaar authentication due to network/connectivity/linking related issues, other technical reasons or proof biometrics of the beneficiary. 11.02.2026 159 GREEN AMMONIA AUCTION 1843. SHRI KARTI P. CHIDAMBARAM: Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) the details of the total quantity of green hydrogen is specifically earmarked for fertiliser use given that the Mission targets 5 million tonnes of green hydrogen by the year 2030 while only 0.5 million tonnes would replace all imported ammonia for phosphatic fertilisers; (b) the details of the winning bidders, discovered prices and committed off takers of the 13 planned green ammonia auctions aggregating 7.24 lakh MT/year, auction-wise; and (c) the quantity of Green Hydrogen Gas (GHG) emissions would be reduced by replacing the current 2.5 MMT of imported grey ammonia given that fertiliser production contributes less than 1% of India’s total GHG emissions, it is estimated to emit around 6 MT annually? THE MINISTER OF STATE IN THE MINISTRY OF POWER; AND MINISTER OF STATE IN THE MINISTRY OF NEW AND RENEWABLE ENERGY (SHRI SHRIPAD YESSO NAIK): (a) to (c): The Government of India is implementing the National Green Hydrogen Mission (NGHM), with an objective to make India a global hub of production, usage and export of Green Hydrogen and its derivatives. India’s Green Hydrogen 11.02.2026 160 production capacity is likely to reach 5 Million Metric Tonnes per annum by 2030. Strategic Interventions for Green Hydrogen Transition (SIGHT) Programme, is a key component of the Mission, which provides incentives for production of green hydrogen and electrolyser manufacturing. Scheme guidelines for implementation of the incentive scheme for green ammonia production and supply (under mode 2A) have been issued under SIGHT Programme. Solar Energy Corporation of India (SECI), has discovered prices through competitive bids for the production and supply of 7,24,000 tonnes per annum of Green Ammonia to 13 fertilizer units across India. This green ammonia capacity corresponds to 1,27,786 tonnes per annum of green hydrogen production per annum, in accordance with the equivalence factor of 0.1765 kg green hydrogen per kg of green ammonia. The details of the 13 green ammonia winning bidders, discovered prices and committed offtakers, aggregating to 7,24,000 metric tonnes per annum (MTPA), are given at Statement. The estimated reduction in green house gas emissions due to replacement of 2.5 million tonnes of grey ammonia by green ammonia is approximately 5 million tonnes of equivalent CO₂ emissions annually on a life - cycle basis. While the emissions related to production of imported grey ammonia do not occur within India’s territorial boundaries, its substitution with green ammonia contributes to global emission reduction, and facilitates the transition to 11.02.2026 161 renewable energy based fertiliser production. SHRI NAVEEN JINDAL: Will the Minister of EARTH SCIENCES be pleased to state: (a) whether the Government has conducted any studies and research to assess the impact of extreme weather conditions caused by climate change and if so, the details thereof; (b) the details of programmes and schemes launched by the Government for mitigation of the impact of these extreme weather conditions based on the results of the above studies and research along with the targets and outlay earmarked for each of these programmes and schemes during each of the 11.02.2026 164 last five years and the current year and the actual achievements and expenditure incurred, year-wise; and (c) whether Indian Council of Agricultural Research (ICAR), Council of Scientific & Industrial Research (CSIR) and Indian Council of Medical Research (ICMR) and their institutions are also being involved in the studies and research for synergy and convergence of efforts and for development of holistic migration strategies and policies since food crops and agri-produce along with human health are also getting impacted due to these extreme weather conditions and if so, the details thereof? THE MINISTER OF STATE OF THE MINISTRY OF SCIENCE AND TECHNOLOGY; MINISTER OF STATE OF THE MINISTRY OF EARTH SCIENCES; MINISTER OF STATE IN THE PRIME MINISTER'S OFFICE; MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS; MINISTER OF STATE IN THE DEPARTMENT OF ATOMIC ENERGY; AND MINISTER OF STATE IN THE DEPARTMENT OF SPACE (DR. JITENDRA SINGH): (a): Yes. The Ministry of Earth Sciences (MoES) has published a Climate Change report entitled "Assessment of Climate Change over the Indian Region", which covers all aspects of regional climate change, including the climatic extreme conditions across India. The report is available at https://link.springer.com/book/10.1007/978-981-15-4327-2. The India 11.02.2026 165 Meteorological Department (IMD) has developed a web-based "Climate Hazard and Vulnerability Atlas of India", which covers 13 major hazardous meteorological events that cause significant human, animal, and economic losses. The web Atlas is depicted using Geographic Information System (GIS) tools and is made available on the IMD, Pune website (https://www.imdpune.gov.in/hazardatlas/index.html). Further, IMD also studied changing rainfall patterns in the country and extremes in the recent 30 years at different spatial scales (States and Districts). A total of 29 reports on "Observed Rainfall Variability and Changes" for various States/UTs were published, and they are available at the following (https://www.imdpune.gov.in/ Reports/rainfall%20variability% 20page/raintrend% 20new.html). (b): To enhance the early warning capability of IMD and improve warning for extreme weather incidents, the Government has taken various steps during 2021-26 under the umbrella scheme "Atmosphere & Climate Research-Modelling Observing Systems & Services (ACROSS)" of the MoES. Subsequently, the scheme ACROSS was merged as a sub-scheme under the overarching Scheme "Prithvi Vigyan (PRITHVI)" of MoES in 2024. To further enhance weather monitoring and forecasting across India and surrounding regions by leveraging advanced observational and computing technologies for greater precision and resolution, the Union Cabinet approved the central sector scheme Mission Mausam in 2024, with a budget outlay of 2,000 crore over two years (2024-25 to 11.02.2026 166 2025-26). The scheme seeks to exponentially enhance the country's weather and climate observations, understanding, modeling, and forecasting, leading to better, more useful, accurate, and timely services. The ACROSS sub-scheme under the PRITHVI scheme was merged into the Mission Mausam scheme. Within these projects, two global forecast systems, such as GFS 12 km and NCUM 12 km, are operationalised in real-time. It has also launched the Bharat Forecasting System (BharatFS), operational since May 2025, at a very high resolution of up to 6 km to cater to block-level and, further, panchayat-level needs. Further, to support such high-resolution models running regularly, the Computing facilities have also been substantially increased to integrate voluminous data and to run meso-scale, regional, and global models at higher resolution. Recently, with the implementation of the High Power Computing Systems "Arunika" and "Arka", the Ministry of Earth Sciences has enhanced its total computing power to 28 Peta FLOPS in 2025, a substantial increase from the previous capacity of 6.8 Peta FLOPS in 2014. For effective utilization of observational and NWP products and for providing timely early warning against all types of severe weather, IMD has developed an end-to-end GIS-based Decision Support System (DSS), which serves as the front end of the early warning systems for the timely detection and monitoring of all-weather hazards. It is supported by specific severe weather modules to provide timely, impact-based early warnings for extreme weather 11.02.2026 167 events such as cyclones, Heavy rainfall, Thunderstorms, lightning, Fog, and heatwaves, which have devastating impacts on human lives, livelihoods, and infrastructure. This system uses all historical data, their extremes, as well as real- time surface and upper-air meteorological observations available to it for the Indian region and neighbourhood. It also includes radar observations available every 10 minutes and Satellite products available every 15 minutes. It also uses Numerical Weather Prediction (NWP) products from a suite of models run in MoES. The models include mesoscale (including hyperlocal), regional, and global models. Various models are currently operational in real time at the IMD and other centres of MoES at the hyperlocal and mesoscale. To provide impact- based forecasts and warnings, the DSS integrates exposure data with hazard data within the system. (c): Yes.
