Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) whether the agriculture and allied sector has recorded a decadal growth of 4.45 percent during FY16-FY25, the highest compared to previous decades, if so details thereof; 10.03.2026 1109 (b) whether this improved decadal performance has been primarily driven by sustained expansion in livestock at 7.1 per cent and fishing and aquaculture at 8.8 per cent; (c) whether the comparatively higher growth in allied activities indicates a structural shift from crop-centric agriculture towards diversified income streams; (d) whether such diversification has reduced volatility traditionally associated with crop output; (e) whether the continuation of 3.5 per cent growth in Q2 of FY 2025-26 reflects consolidation of this structural transition: and (f) whether an extent to which the increasing contribution of livestock and fisheries has enhanced long- term income security and resilience in the rural economy? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI BHAGIRATH CHOUDHARY): (a) to (c) As per the latest estimates of GVA released by the Ministry of Statistics and Programme Implementation (MoS andPI), the composition of Agriculture and Allied Sector in total GVA is about 18%. Further, as per the National Accounts Statistics, the GVA of agriculture and Allied sector for 2014-15 is estimated at Rs. 20,93,612 Crore and for 2023-24 it is estimated at Rs. 48,77,867 Crore. Agriculture and Allied sector has recorded compound annual growth of 8.83 % for the period 2014-15 to 2023-24 at current prices. As per the National Accounts Statistics, the share of Livestock, Crops and fishing and aquaculture in agriculture and allied sector stands at 30.87%, 10.03.2026 1110 54.39% and 7.55%, respectively. The GVA of the Livestock for 2014-15 was estimated at ₹5,10,411 crore which has increased to ₹15,05,615 crore in 2023- 24. The GVA of Crops for 2014-15 was estimated at ₹12,92,874 crore which has increased to ₹26,52,891 crore in 2023-24 Similarly, the GVA of the Fishing and Aquaculture has increased from ₹11,65,67 crore in 2014-15 to ₹36,81,24 crore in 2023-24. (d) to (f) The production of foodgrain has been increasing during the last 10 years in the country. For 2015-16 the total foodgrain production in the country was estimated at 2515.42 LMT which has increased to 3577.32 LMT during 2024-25, registering a compound annual growth of approx. 3.6%. Further, as per First advance estimates for 2025-26 for kharif crops the kharif foodgrain production is estimated at record 1733.30 LMT. As per the Second Advance Estimates of Annual GDP for 2025-26, the GVA of Agriculture and Allied Sector is estimated at 52,08,800 crore registering a growth of 2.4%. The average monthly income of agricultural households in the country is periodically estimated through the “Situation Assessment Survey (SAS) if Agricultural Household”, conducted by National Statistics Office (NSO), Ministry of Statistics and Programme implementation (MoSPI). As per the latest NSS 77th round of Survey( January, 2019 – December, 2019) in the rural areas of the country, the average monthly income per agricultural household from various sources including crop production, farming of animals, wages, non-farm business and leasing out of land is estimated at Rs. 10,218/- per month. The 10.03.2026 1111 contribution of these sources varies across States depending on local agro- climatic conditions, farm size, and cropping patterns. According to these surveys, the estimated average monthly income per agricultural household increased from ₹6,426 in 2012-13 (NSS 70th round) to ₹10,218 in 2018 -19 (NSS 77th round). ROLLOUT OF BHARAT VISTAAR PLATFORM 2956. DR. BHOLA SINGH: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) the present status of rollout of the Bharat-VISTAAR AI-enabled digital advisory Platform across the country, including the number of States, districts and farmers covered so far; (b) whether the platform has been implemented in Uttar Pradesh, including Bulandshahr district and if so, the number of farmers registered and services provided thereunder; (c) the details of advisories being provided relating to crop planning, input optimisation, weather forecasting and market linkages; and (d) the steps taken to ensure accessibility of the platform to small and marginal farmers, including availability in regional languages, training and integration with existing agricultural extension systems? THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI BHAGIRATH CHOUDHARY): 10.03.2026 1112 (a) to (d) The Government of India has launched Phase-1 version of Bharat- VISTAAR (Virtually Integrated System to Access Agricultural Resources) as a nationwide, AI-powered, multilingual digital public infrastructure platform, including in the state of Uttar Pradesh. It is conceived as an integrated and unified digital public infrastructure platform designed to provide farmers with reliable, real-time, and location-specific agricultural advisories while ensuring seamless access to a comprehensive range of allied agricultural and support services. The platform integrates data from various government digital ecosystems and scientific agricultural practices developed by the Indian Council of Agricultural Research (ICAR) and other sources to deliver personalised information on crop management, weather, market prices, pest and disease alerts, and soil health insights. In Phase I version, the platform is available in Hindi and English through multiple channels, including a dedicated helpline number (155261), a voice- based AI chatbot, web portal of the Ministry of Agriculture and Farmers’ Welfare and a downloadable mobile application. To ensure accessibility for small and marginal farmers, the platform provides voice-based and Interactive Voice Response System (IVRS) access for non-smartphone users. SHRI G. M. HARISH BALAYOGI: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) whether the Government has formulated/plans to formulate a comprehensive national policy to ensure equitable access to quality prosthetic and rehabilitation care in the country; (b) the measures and institutional mechanisms in place for providing prosthetic devices and rehabilitation support to amputees, including through government-supported agencies and organisations; (c) the number of beneficiaries who have received prosthetic support during the last three years, including details of expenditure incurred and funds allocated, year and State-wise; (d) whether the Government has established standards/certification mechanisms to ensure quality, durability, comfort of prosthetic devices manufactured/distributed in the country, if so, the details thereof; (e) whether the Government plans to decentralise prosthetic and rehabilitation services through district-level centres, community-based technicians, tele- rehabilitation systems to improve accessibility, if so, the steps taken or proposed in this regard; and 10.03.2026 1117 (f) whether the Government has considered integrating physiotherapy, psychological counselling, social reintegration support as part of prosthetic rehabilitation programmes, if so, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION; AND MINISTER OF STATE IN THE MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT (SHRI B. L. VERMA): (a) and (b)The Rights of Persons with Disabilities Act (RPwD Act), 2016, mandates access to assistive devices and rehabilitation services under section 24(3) (f). i. Under the Assistance to Persons with Disabilities for Purchase/Fitting of Aids/Appliances (ADIP) Scheme, funds are released to various implementing agencies for providing aids and assistive devices to eligible Divyangjan. ii. Artificial Limbs Manufacturing Corporation of India (ALIMCO), a CPSE under the Ministry, provides prosthetic fitting and rehabilitation services under the ADIP Scheme through its assessment and distribution camps, as well as through its Regional Marketing Centres and Pradhan Mantri Divyasha-Vayoshri Kendras (PMD-VKs). iii. 09 National Institutes under the administrative control of this Department provide rehabilitation services, prosthetic fitting, physiotherapy, and follow-up support. 10.03.2026 1118 iv. Deendayal Divyangjan Rehabilitation Scheme under which grants-in-aid is provided to Implementing Agencies (IAs) for running the projects related to the rehabilitation of persons with disabilities, is aimed at enabling PwDs to reach and maintain their optimal physical, sensory, intellectual, psychiatric, and socio-functional levels and be included into society. There are eight types of model projects under the DDRS Scheme. (c) ADIP Scheme is a Central Sector Scheme and there is no State-wise allocation made under the same. There are different types of prosthetic devices which are distributed under the ADIP Scheme across the country, depending on the need of each beneficiary. The number of beneficiaries who have received prosthetic support during the last three years under the ADIP Scheme across the country, in different camps held in different States and UTs and across all PMD-VKs including, the details of expenditure incurred year-wise is as under: Sl. FY 2022-23 3412 469.96 FY 2023-24 5307 940.70 FY 2024-25 7403 1169.46 (d) Under the Medical Equipment and Hospital Planning Department (MHD) of the Bureau of Indian Standards, the Assistive Products including Rehabilitation Appliances, Orthotic and Prosthetic Items Sectional Committee (MHD 9) is engaged in formulation of Indian Standards on Prosthetic and Orthotic devices. The scope of MHD 9 Sectional Committee includes formulation of Indian 10.03.2026 1119 Standards for artificial limbs, prosthetic and orthotic appliances, and rehabilitation equipment. The list of standards applicable to Prosthetic devices (product specifications and methods of test) that have been developed by MHD 9 Sectional Committee are given in the enclosed Statement. Further, under Artificial Limbs Manufacturing Corporation of India (ALIMCO), assessment and fitment of prosthetic devices are carried out by qualified Prosthetics and Orthotics professionals registered with the Rehabilitation Council of India (RCI). Production of Above Knee (AK) and Below Knee (BK) prostheses is undertaken at the High-End Prosthesis Shop (HEPS) at ALIMCO Kanpur with proper fitment and Gait Training to the beneficiaries. (e) The Government through ALIMCO is strengthening decentralized access to prosthetic and rehabilitation services through Pradhan Mantri Divyasha– Vayoshri Kendras (PMDVKs), which function as district and regional level service delivery centres. These centres provide facilities for beneficiary assessment, measurement, fitting and distribution of assistive devices under ADIP scheme, thereby improving accessibility. At present, ALIMCO operates 100 PMD-VKs across country, facilitating wider outreach and last-mile service delivery. (f) 03 National Institutes out of 09 work majorly in the field of Locomotor Disabilities viz., Swami Vivekanand National Institute of Rehabilitation Training and Research (SVNIRTAR), Cuttack, National Institute for Locomotor Disabilities (NILD), Kolkata, and Pt. Deendayal Upadhyaya National Institute for 10.03.2026 1120 Persons with Physical Disabilities (PDUNIPPD), Delhi provide comprehensive rehabilitation services through a multidisciplinary approach, which includes Physiotherapy, Psychological Counseling, and distribution of aids and assistive appliances to Persons with Disabilities. IS/ISO 22675 : 2016 Prosthetics - Testing of ankle - Foot devices and foot units - Requirements and test methods Product specification This standard specifies a cyclic test procedure for ankle-foot devices and foot units of external lower limb prostheses, distinguished by the potential to realistically simulate those loading conditions of the complete stance phase of 10.03.2026 1121 walking from heel strike to toe-off that are relevant to the verification of performance requirements such as strength, durability and service life. 4. IS 18665 : 2024/ ISO 10328 : 2016 Prosthetics — Structural Testing of Lower-Limb Prostheses — Requirements and Test Methods Methods of tests This standard specifies procedures for static and cyclic strength tests on lower-limb prostheses which typically produce compound loadings by the application of a single test force. The compound loads in the test sample relate to the peak values of the components of loading which normally occur at different instants during the stance phase of walking. 5. IS 12664 (Part 1) : 2003 Artificial limbs - Sach foot for lower extremity prostheses: Part 1 design and dimensions (First Revision) Product specification This standard lays down the dimensions, design parameters and material requirements for construction of SACH foot suitable for fitment in standard oxford type shoes of corresponding sizes. It covers foot sizes from 3 to 11 only. 6. IS 14723 : 1999 Artificial limbs - Knee shin assembly - Specification Product specification This standard specifies the requirements of knee shin assembly, used by the physically impaired persons to control the mobility of the knee joint. 7. IS 6812 : 2003 Knee joint, uniaxial for below knee prostheses - Specification (Second Revision) Product specification This standard specifies the general requirements for the uniaxial knee joint, for below knee prostheses. 10.03.2026 1122 BENEFICIARIES OF WELFARE SCHEMES 2959. AMOL RAMSING KOLHE: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) whether the Union Government has implemented major Central social welfare schemes, during the last three years in the State of Maharashtra; (b) if so, the funds sanctioned, released and utilised, along with the number of beneficiaries covered, scheme and year-wise; (c) the number of applications received and benefits sanctioned to economically weaker sections, Scheduled Castes, Scheduled Tribes and Other Backward Classes in Shirur Lok Sabha Constituency; (d) the reasons for delays, rejections or pendency in sanctioning benefits and the corrective measures taken to ensure timely delivery to eligible beneficiaries; and (e) the steps taken to strengthen social security for unorganised workers and migrant labourers, including health coverage, portability of benefits and income support mechanisms in Maharashtra? To address these issues and ensure timely delivery of benefits to eligible beneficiaries, the Department has taken several corrective measures, including streamlining of application and verification processes through online portals, adoption of Direct Benefit Transfer (DBT) for direct transfer of benefits to beneficiaries’ bank accounts, periodic review meetings with State Governments/implementing agencies, issuance of advisories and reminders for timely submission of proposals and documents, and strengthening of monitoring mechanisms.
